The Fate Of The Coloureds

see that question settled oncefor all by the Nationalists, Wouldtbat this is an erroneous viewto take. In that case the sincerity of the non-N ationalist SouthAfrica is put to the test. Letthem not be found wanting indoing unto others as they wouldtbat they should do unto them.

We talk of 'The March ofTimes'; say that "Time MarchesOn." The \Vise, the' "Seers oftbe Essenc~ of Thiugs," as Theyare rightly narned, designateTime, "the Slayer." As Theypoint our, "Nought endures. In South Africa.there was a problem of disunityas- acute as anywhere in theworld. If they assumed thatunity was a good thing, and anobject worth striving for, theyshould figbt hatred and intoler.::ance wberever they encounteredit. "We are in a position inSouth Africa," he said, "to makea fruitful exptriment in establishing gooj relations among ourmany races. We would not beable to do this if we pursued apolicy of repression or a creed of'white superiority: Generalworld opinion would not toleratesuch a policy in South Africa,"Democracy, said Mr. Snell, should be made a living forc~

"Whiteism"has taken such a hold over themthat it IUS made them entirelyblind to every, thing but themselves. It is also interesting to notewhat .the !ate General Hertzogsaid on Decembet 3, 1936, whenhe was Prime Minister. ·He lndno ~tention, he said, of \:ie

,privil1g the 20,000 (n~w moretban 47,000) Coloured voters ofthe Caprof their franchise. Todo this would be a flagrantbreach ~f faith of which he wouldnot make himself guilty.

The history of the non·Europeans in South Africa bas been ahistory of breach of faith. It wasa breach of faith when IndialUwere first deprived of Parliamentary franchise in 1896; it was abreach of faith -when subsequentlythey were deprived of the muni·cipal franchise in Natal. It was abreach of faith when in 1936' theAfricans were deprived of theParliamentary franchise in theCape. That breacb of faith wascommitted by General Hertzog, because the .circum;taaces de·manded it. row it 'is the Col·oured people's turn. In the viewof the present Government thecircumstances demand that theAfricans be disfranchised aitogther and the Coloureds. beplaced on a separate electoral roll. The Government views thingsonly in one light aDd that is thatSouth Africa must remain 3 whiteman's country. In the circumstances the non-Europeans cannot be given any political rights. The position is quite correct. But can it be morally justified? To recall here the words ofMr. F. R. Snell, Rector nf

II T can be said of the Nationalists that they are carrying out

their progl'3tnme according toplan. Ever since they came intopower tbere has been no receding. They have been rapidly progressing unaffected by tbe protestswhich, so -far, have only beenin words. The latest act of tbeNationalists is the ag~eementarrived at between the PrimeMinister, Dr. D. F. Malan, asleader of the Nationalist Patty, and the Minister of Finance, Mr.N. C. Havenga, as leader of theAfrikaner Party, to decide thefate of the Coloureds. It is proposed to give them separatepresentation in the House ofAssembly, tbe Sena'te and theProvincial Council. In terms vfthe agreement, tbe Colouredvoters will have four representatives in tbe Assembly, one in theSenate and two in the ProvincialCouncil. In a joint statement theleaders of the two Parties haveagreed that the separate exerciseof tbeir political rights is in tkeinterest of the Coloureds as wellas the Europeans. That theColoureds do not think so is, ofcourse, a matter of no concern tothem. They are convinced thatthis will in no way constitute areduction of the existing politicalrights of the Coloureds and thatit will also not conflict with theprovisions of the South AfricaAct. Apparently the interpretation of that Act is also the prerogative of tbe Nationalist Government. The meaning of theAct is clear beyond the shadow of

'. a doubt. It lays down that nolaw relating to, the qualification ofvoters "shall disqualify any perSOn (other than a Native, as defined in section one of the Repre;entation of Natives Act, 1936),in tbe Provinl:e of the C~pe ofGood Hope who, under the lawsexisting in the Cape of ({oodHope, at the establishment of theUnion, is or may become capable
