About Our Chapter
Bluebonnet Chapter No. 74, is the Austin, TX, chapter of the International Right of
Way Association. Our Chapter was founded in 1985 by professionals in the right of way field to unite members for education, improve service to employers and the
public, and to advance our members within the profession. We are part of Region 2 of the International Association. Our current membership includes professionals
involved in a wide array of projects requiring real estate and right of way services.
Board of Directors Meetings are held the first Tuesday of each month. All are wel-
come. If you are interested in attending, please contact a Chapter 74 Officer.

Greetings Chapter 74,
It’s been an incredibly busy summer! School is back in session for most of Austin and surrounding areas so keep this in mind to give yourself extra time when heading to the office and please remember to pay extra attention in school zones!
In August, most of our board attended the Region 2 Education Seminar. While many decisions were made, I must admit I missed most of it, which brings me to a topic most of us are familiar with, “safety”. I had a nasty fall in the shower in College
Station and broke 3 ribs. I, of course, was not prepared for that. How do you prepare? Although that is still a mystery, I can tell you Hotels have a responsibility to provide the following:
• Appliques or a rubber mat on the floor of the shower or bathroom to prevent skidding
• A bathmat
• Handrails on the wall of the shower or tub
• Regular maintenance and repair or replacement of these slip-resistant devices
While I am still healing, I can tell you the hotel I stayed in provided none of the above until my fall was reported to them. We all travel for our jobs so we must be careful. I promise to update you on the decisions made at the Seminar at our next
luncheon.
The Eminent Domain Seminar is just around the corner. The date is September 8, 2017, and the registration fee is only
$125.00. This is a great opportunity to earn CE credits for IRWA, TALCB and TREC. Don’t forget it is also a great network-ing opportunity. As usual, our very own Randy Williams, MAI is our Program Moderator and has worked diligently with Chapter 39 and Chapter 74 boards to provide a great speaker line up. Don’t miss the opportunity to learn about current
eminent domain issues.
The next monthly luncheon is on October 10, 2017. We don’t have a location yet but I can tell you our new program chair
Barbara Price has some great ideas. We will be discussing options for a better luncheon experience at our next board meet-ing on September 5, 2017 at the City of Austin, Directors Conference room. Please remember you are all welcome to at-tend. You can also attend via teleconference. If you are interested, email me at [email protected] and I will be happy to send you the agenda and provide the call number. You don’t have to sit on the board to join. We welcome every-
one’s opinions and feedback as to how we can make this an even better year than the last one.
Finally, I would like to thank Cheryl Speaker for serving 12 years as our Professional Development Chair. This is a big respon-
sibility that requires a lot of work and we, Chapter 74, say THANK YOU! John Campbell will be serving as our new Profes-sional Development Chair. I can already tell we will see big things from John as well.

LOCHNER is looking to hire a Utility Coordinator that can be located in Tyler, Austin, or
Houston.
Responsibilities:
• Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
• Meets with utility representatives to explain the utility accommodation policy and relocation and
reimbursement processes, negotiate, answer questions and to resolve problems.
• Monitors the installation/removal, adjustment or relocation of utilities.
• Performs legal and technical review analysis of schematics, utility adjustment plans and cost esti-
mates, maps, surveys, field notes, property descriptions, titles and deeds.
• Prepares utility adjustment assembly folder to include all pertinent data and handout materials; pre-
pares report for approval.
• Reviews agreements, plans, specifications and billings submitted by the utility companies.
Requirements:
• Familiar with TxDOT Utility Accommodation Manual.
• Familiar with standard procedures relative to utility planning, construction and engineering funda-
mentals.
• Right of way policies, procedures and terminology.
• Principles of utility coordination and associated terminology.
• Responsible for legal property descriptions.
• Maintains effective working relationships with individuals and groups.
• Reads and interprets applicable plans, schematics, blueprints and maps.
• Basic mathematical fundamentals. • Prepares and maintains records, files and reports.

Seminar Cancellation & Refund Policy Cancellation Policy: Seminars scheduled by IRWA Ch 39 & 74 are subject to cancellation. All registrants are encouraged to contact the Seminar Coordinator prior to making travel arrangements, keeping in mind that the class may be canceled at any time (for reasons including, but not limited to, insufficient registration, Facilitator emergencies or other issues beyond the control of the chapter and/or IRWA). Fully liquidated damages for any losses incurred by a class registrant are limited solely to a refund of the registrant’s prepaid registration. IRWA and its chapters assume no other registrant liability resulting from seminar cancellation.
