B. TS Ballots 1 – TS 1b Ballot 18-01 Attachment B Negative votes for - T 99, T180, and T134

a) FL DOT comment for Negative vote for T-99 and T180: (Attachment C if needed)

“New language is not needed nor necessary. If added, would prefer adding language regarding the extruder as a Note – “As an option, an extruder can be used to remove the sample from the mold…”

b) FL DOT comment for Negative vote for T134:

“New language is not needed nor necessary. If added, would prefer adding language regarding the extruder as a Note – “As an option, an extruder can be used to remove the sample from the mold…”

FL withdrew the negatives on all three standards because the wording does include the words “if necessary” for when the extruder is used.

Other comments with Affirmative votes for T134 to be discussed

Comments from ID, OR, and SC pointed to how it might be better to just refer to T99’s apparatus section instead of having an independent apparatus section in T134.

Future Committee ballot: Committee ballot will go forward to replace apparatus in T134: 1) MS, 2) VA passes by voice vote.

c) T 310 Comments with Affirmative votes to be discussed

OR suggested moving calibration information into the section. There is interest in expanding this section in the future, but OR voted affirmative on this change as is.

VA liked having the date of calibration on the report itself. After discussion, the change stands.

d) TP 112 comments with Affirmative votes to be discussed

Future TS ballot: AL will be looking at the comments from MD and ON and will be balloting a change

Revisions to PP 92 – Preparations of Test Specimens Using the Plastic Mold Compaction Device

Item passed – 12 affirmative and 5 No votes

MS and AL are running some tests and are working on coming together on one preparation and compaction method. Both states have had success using the plastic mold compaction device.

Task Force 10-04: Support for the Provisional standard for the in-place determination of density and water content of soil and Aggregate by Subsurface Electrical Method, TP 112 Cecil Jones, Dennis Anderson, Darin Tedford (NV), Deleware, Mississippi - Revised Standard balloted as part of TS 1b Ballot 18-01, no negative votes.

Future TS ballot: Cecil reported that the comments from AL will be addressed and sent forward soon for a TS ballot.

Task Force 16-01: Write Procedure for the Calibration Blocks Lyndi Blackburn

Nothing to report right now. Dave Kuniega (PA) volunteered to participate in the Task Force activities.

Task Force 17-01: Proposed new provisional standard or revise R 13, “Conducting Geotechnical Investigations” to include the DIGGS data program. A new provisional standard has been proposed. See Draft – Attachment G – Ben Rivers, FHWA – presentation

Future TS ballot: new provisional standard will come out in a TS ballot.

V. New Business A. Research Proposals

1. 20-7 RPS (for Spring Meeting)

20-07 has been discontinued.

2. Full NCHRP RPS - Site Characterization RNS (Attachment F)

There was a question raised as to whether this has already been proposed. There is something in synthesis right now that is similar.

The idea is that there could be a move to requiring people to do more than the current minimums to improve confidence in resistance factor results.

The point of this is to establish a statistical way to quantify and account for variability. It would also help users make standardized recommendations to mitigate risks in the design phase. This will standardize the method of risk reduction. It tells people how to do it beyond what LRFD directs the designers to use.

The LRFD needs to be specifically cited in the objectives.

There are other revisions needed to make the RPS clearer.

This might be too large to be accepted. It might be better to break it down into smaller pieces.

Amir asked if the bridge group (name?) should be the prime on this RPS. It seemed like there might be support for this idea based on head nods, but no one spoke up about that.

- T272 correspondence Attachment E (e-mail from Brian)

Comment from NY DOT: “The revised accuracy, which is Affirmative the same as T99 & T180, of 0.1% moisture & 0.1 lb/ft3 is unrealistically high for what test can actually produce. All 3 standards should be revised to a lower accuracy. The actual error in the test should be considered when reporting the final values. Whole numbers or ½ of a percent would be more realistic.”

The data was submitted to NY, but there has not been additional discussion on this topic at this point.

C. NCHRP Issues 21-10 – Update

An updated version of the subsurface investigation manual will be sent forward to AASHTO for publishing of this as an AASHTO guide.

Future TS ballot: The TS will ballot the entire document with a two-month open ballot period. This will be balloted to 1a and 1b. This will not be balloted until we get the hand-off from NCHRP.

The practicing geotechnical engineers need to review this document as if it is a new document. Comparisons to the old version will be too hard to handle for the reviewers.

Do we need to add a step for regular review of the guide in AASHTO? Should this be described in the ops guide?

D. Correspondence, calls, meetings

Troxler will not be pursuing adding the egauge requirements into T310 and have developed a standard in ASTM that addresses the use of the egauge.
