REQUESTED:
Review the two applications received. Appoint two new members to serve on the committee in
the “General Public” category of representation.
ISSUE
STATEMENT:
At the April 18, 2017 CCI Meeting, the CCI directed staff to recruit to fill vacant positions on
the CAC. New members will join the intact core committee to see the Downtown Design
Standards project through to completion.

DISCUSSION: The City conducted a recruitment process to fill three vacant positions on the Downtown CAC in
the following categories: General Public (2) and Downtown Business Owner (1). The
recruitment was extended to May 15, 2017. Two applications were received. Applicants
Tiffany Washington and Kimlyn Esser would serve in the General Public category. No
applicants for the Downtown Business Owner were received. Staff recommends appointment of
both applicants.
The Downtown CAC provides City land use planning advisory functions associated with the
implementation of the Downtown Refinement Plan and the Downtown Urban Design Plan —
consistent with Statewide Planning Goal 1 and Section II of the City’s Citizen Involvement
Program. Since appointment of this committee, the CCI has appointed new members to fill
vacancies on the CAC and has approved changes to categories of representation as members
move, resign or no longer reflect the category of representation for which they were appointed.
At the April 18, 2017 CCI Meeting, the CCI approved mid-term adjustments to the Citizen
Involvement approach for completing the Downtown Design Standards project — to ensure that
the project will continue to engage a variety of Downtown stakeholders. The Design Standards
are scheduled to be adopted this calendar year. The CCI modified the committee roster (ATT2),
and directed staff to seek additional citizen input including focused outreach to address the
vacant categories on the CAC (the Chamber of Commerce, Downtown Business or Property
Owner, Springfield Downtown School Representative, and Historic Commission), and to
address the City Council’s request for input from the development community.

The City of Springfield is currently accepting applications to fill 3 vacancies on the Downtown Citizen Advisory Committee (CAC) in the following categories:

The committee plays an important role in the City’s Citizen Involvement Plan to ensure that meaningful community involvement is part of the planning process.
