1.1206(b)(2) of the Commission’s rules, please accept this notice of oral ex parte
communications in the above-referenced docket.
On Thursday, December 17, 2020, the two undersigned of this firm, counsel for AB
Handshake, along with Nadejda Papernaia, CEO, Vladimir Prosikhin, CSO, Sergey Okhrimenko,
CTO, and Igor Skutsenya of AB Handshake held a virtual meeting with Kenneth Carlberg of the
Commission’s Public Safety and Homeland Security Bureau and Pamela Arluk, Matthew
Collins, Connor Ferraro, Daniel Kahn, Alexander McMennamin Hobbs, and Mason Shefa of the
Commission’s Wireline Competition Bureau.
In the meeting, we discussed the Commission’s ongoing efforts to address fraudulent
robocalls and caller ID spoofing and the role of caller ID authentication frameworks in curbing
such calls. Specifically, we discussed out-of-band authentication methods that can help the
industry implement robust caller ID authentication for non-IP and mixed IP and non-IP
networks. Presentation materials that were part of the discussion are attached to this letter.

INTRODUCTION
AB Handshake actively supports FCCinitiatives to prevent spoofed calls and otherfraudulent practices.
A recent FCC report states: ”One of the mosteffective ways to prevent fraudulent activities,such as one-ring scam calls that originate inother countries, from harming Americanconsumers may be to eliminate them at theirsource.”
We believe that AB Handshake out-of-bandtechnology aligns with the FCC’s plans to stopabusive and fraudulent phone scams thatharm both American consumers andtelecommunications carriers -especially thosewho rely on personal and businesscommunication coming from outside the US
PROBLEM STATEMENT
The problem of robocalls and one-ring scamsdid not decrease significantly even with thewide adoption of STIR/SHAKEN within the USMajority of spoofed calls come from outside ofthe USA global adoption of complicated technologiesbased on digital signatures is facing seriousobstaclesBlocking robocalls by disconnecting carrierswill be damaging and affect the availability ofthe service for end users.
Works with IP and non-IP networks
Prevents Spoofed robocalls, One ring scams, CLI spoofing, Short-stopping, Call stretching, Interconnect bypass, and PBX hacking
Designed for all types of service providers: MNOs, MVNOs, Fixed line operators, Virtual PBX operators, Businesses and apps using SIP agents
Non-intrusive – no need for network upgrades and the validation process does not affect the call flow
Simple architecture – facilitates global implementation
Provides objective evidence of fraudulent call attempts to support resolution of operator disputes, payment withholding and other law enforcement needs

AB HANDSHAKE OUT-OF-BAND SYSTEM ARCHITECTURE
The handshake is essentially communicationthat uses HTTPS with TLS encryption to checkfor alignment between active Call Registriesmaintained by each member of the ABHandshake community
The members of the AB Handshake community can decide whether a call that failsthe handshake validation should be blocked inreal-time, or if they only wish to receive analert while letting the call proceed
CALL VALIDATION FOR UNCONFIRMED CALL DETECTION
Unconfirmed call originates from robocall (orone-ring scam) device and is routed throughcarriers to terminating network
Terminating switch sends call data to terminating call registry to initiate callvalidation
Termination verification request is sent to callregistry on originating side
After non-discovery of this call’s details, theoriginating call registry sends an originationverification response with “no call” answer
Call registry on terminating side deduces it’san unconfirmed call scenario and sends amessage to terminating switch to alert andblock this call

INBOUND INTERNATIONAL CALL VALIDATION
The majority of spoofed robocalls and one ring scams are coming from abroad
Once we onboard international serviceproviders to AB Handshake, we can verify theorigin of inbound international traffic
If AB Handshake confirms that there is noinconsistency in the incoming call information,the US terminating operator passes a FullAttestation or its equivalent to the phone of acall recipient
AB HANDSHAKE GLOBAL DEVELOPMENT
We are building AB Handshake as a globalcommunity for telecom service providers
Lowering both economic and technicalbarriers to entry maximize participation bycarriers, enhancing AB Handshake’seffectiveness by increasing the number ofcalls subject to verification
We are initially targeting jurisdictions mostcommonly associated with fraud : This strategy will provide significant value
to telecommunication service providersand consumers in the US
