The Montgomery County Animal Services and Adoption Center, owned and operated by theMontgomery County Police Department, opened on March 1, 2014. The new 49,160-square-footbuilding houses all services of the MCP Animal Services Division and serves as a public adoptioncenter and community education resource for animal-care issues.

The Montgomery County Police Department’s 3rd District station replaces theformer station located at 801 Sligo Avenue in Silver Spring. The new 32,844-square-foot building houses all of the 3rd District administrative, patrol, and investigativeunits. The new station went into operation in mid-May, but the formal ribbon-cuttingceremony will be held on June 7, 2014.

Earlier this year, the Montgomery County Police Department was pleased to announce that total crime in the county in2013 was down 9 percent from 2012. This decrease is only part of a seven-year trend that shows a 33 percentreduction in serious crime and a 26 percent decrease in all crimes in the county. In fact, the crime rate in MontgomeryCounty is 1/3 of that of similar jurisdictions.

While I am proud of the work that our department has done to reduce the crime rate, we realize that a large part ofcrime reduction is due to the partnerships that we enjoy with our community. Without the trust and assistance of ourresidents, our officers could not do the job that they do.

In order to better serve our residents, we are always planning to improve our police department facilities. This year,we are happy to announce the opening of two new buildings: the Animal Services and Adoption Center opened inMarch 2014 and the 3rd District police station opened in May 2014. It is our hope that these facilities will serve theneeds of our police department and our residents well into the future.

Speaking of the future, the MCPD is actively recruiting future members for our department. Oftentimes our best applicants come from the communities that weserve. Division of SolidWaste Servic-es provides refuse collectionservices to a portion of thecounty’s single-family resi-dents, predominantly in thedowncounty area. Residentsliving in the remainder of thecounty must subscribe forrefuse collection services withprivate collectors or obtainservice through their home-owner associations. RECYCLINGThe Montgomery County

Division of SolidWaste Ser-vices provides recycling col-lection services to all single-family households in the

county, with the exception ofhouseholds in municipalitieswhere their local jurisdictionor a private collector providesrecycling collection services.In the blue recycling bin, resi-dents can recycle glass bottlesand jars, aluminum cans andfoil products, bi-metal steel/tin cans, aerosol cans thatcontained non-hazardous ornon-automotive materials,and plastic bottles, contain-ers, jars, tubs, lids, pails,buckets and flower pots. Inthe blue wheeled recyclingcart residents can recyclecardboard boxes, newspaper,magazines, office and copierpaper, telephone books, pa-perback and hardcover books,shredded paper, milk andjuice cartons and frozen foodboxes. By using reusable con-tainers or paper lawn bags,residents may recycle grass,leaves, garden trimmingsand brush. Or, try backyardcomposting of leaves andgrass, or grasscycling byleaving grass clippings on thelawn after mowing. To recyclescrap metal items such as

appliances, bicycles, metalfurniture, lawn mowers, filingcabinets and more, call DSWSthe business day before yourrecycling collection day toschedule a special scrapmetal recycling collection.Curbside recycling collec-tion is once per week andrecyclables must be set out atthe curb by 7 a.m. The countyalso recycles other items suchas computers, televisions andother consumer electronicitems, motor oil, antifreeze,tires, textiles, used cookingoil and reusable buildingsupplies. These items canbe dropped off in person atthe Shady Grove ProcessingFacility & Transfer Station/Recycling Center located at16101/16105 Frederick Roadin Derwood. The county alsomanages a rabies preventionprogram, which includesprojects to encourage pet vac-cinations, to reduce the num-ber of at-large dogs and cats,and to control rabid wildlife.In addition, the Countyremoves dead animals fromcounty roads. The Division ofAnimal Control and HumaneTreatment is part of theMontgomery County PoliceDepartment.

The Montgomery CountyHumane Society and AnimalShelter provides rescue, care,adoption, handles lost andfound reports, returns lostpets to owners, and provideshumane euthanasia of stray,unwanted, or wild animals.On-going public educationefforts encourage the propercare and handling of ani-mals. For pet complaints, lostand found reports, licenses,to report dead animals on

roads, low-cost spay/neuter

continues to grow in numbers and diversity.The 2012-13 enrollment in county public schools

is about 149,000with students attending one of 202county schools.

The school system’s population representsseveral ethnic groups, as of the 2011-2012 schoolyear: 33 percent white, 26.6 percentHispanic, 21.3percent African-American and 14.3 percent Asian.School system students come frommore than 160foreign countries.

Of the county’s school-age children, 85 percentare enrolled in public school. The rest attend privateschools or are home-schooled.

Each school serves students who livewithinthe boundaries of one of the county’s high schoolclusters. Clusters include one ormore high schools,

The town’s first settler,WilliamClarke, saw a crossroads south ofFrederick brimming with poten-tial. Working out of his wagon inthe 1730s, the peddler from Lan-caster County, Pa., set up shop atthewoodedintersectionoftwoma-jor indian trails. There he swappedtrinkets for furs he could send toEurope’swealthymarkets.

As traffic picked up in thearea, an entrepreneur namedMichael A. Dowden saw his for-tune. He built a 17-room hoteland tavern in 1754 near Clarke’spost. Lt. George Washington andBritish Gen. Edward Braddockwould stay at Dowden’s in 1775for three days — while soldiers

camped on the snowblown hill-sides — on their march towardFort Duquesne.

The town takes its name fromClarke’s son, John, who in the

early 1790s surveyed the townand laid it out in lots, including“villages” for industries such astanning and blacksmithing. In1800, Clarke became the town’sfirst postmaster.

Throughout the years, the “e”wasdropped fromthe familynameand the town became Clarksburg.By 1850, Clarksburg was the third-largestcity inMontgomeryCounty,behind Rockville and Poolesville.The town was booming with fourgeneral stores, two hotels, a school

and even its own band, accordingto local author andhistorian SusanSoderberg.

Clarksburg began to declinein importance after the 1880s,when theBaltimoreandOhio railslaid a path for the Brunswick linethat bypassed Clarksburg and ranthrough nearby Boyds, four milesaway. After the turn of the cen-tury, hotels and industries beganto close.Clarksburg is undergoingmajor development. The popula-tion is expected to grow to about40,000 by 2025.

The city of Gaithersburgcontinues to function thanksto the hardwork of vari-ous people, from its roughly250 full-time city staff to thecountless residents who vol-unteer to serve the city. The10-square-milemunicipalityin the center ofMontgomeryCounty can be called a high-tech business hub. It alsois the home of OldeTowne,a historic downtown areafeaturing shops, offices andrestaurants that is undergoinga revitalization effort.

Before it was Gaithers-burg, residents called the areaLogTown. In 1802, BenjaminGaither built a house andseveral retail establishmentsat Frederick andDiamond av-enues.The town’s namewaschanged shortly thereafter.

TheGaither family alsohelped to bring the railroad tothe city in the 1850s. Gaithers-burg’s 2010 populationwas59,933, giving it the fourth-highest population inMary-land, according to theU.S.Census Bureau.

The city, whichwasincorporated in 1878, oper-ates under a council-managerformofmunicipal govern-ment. The citymanager is ap-pointed by the five-membercity council and serves as acity employee.Themanageracts as the city’s chief execu-tive officer and answers to themayor and council concern-

ing city affairs. Themayorand city council are electedofficials who serve staggeredfour-year terms.Themayorserves as the president of thecity council and offers inputwithout voting on the issues.

OthermunicipalitiesaroundGaithersburg includeWashingtonGrove, with apopulation of 555 at the edgeof East DiamondAvenue, andLaytonsville, an incorporatedtownwith a population ofabout 350 north of Gaith-ersburg.The original fullname ofWashingtonGrovewas theWashingtonGroveCampMeeting Associationof theDistrict of ColumbiaandMaryland, reflectingthe town’s founding as anoutdoor religious summercamp.Washington prob-ably was chosen because themajority of the peoplewhofounded the campwere fromWashington, D.C., churches,and“grove”was chosen toadvertise thatmeetingswouldtake place in a place filledwith trees.

Laytonsville was estab-lished in 1789 on a tract ofland granted to James Brooke.It originally was known asCracklintown, named afterthe popular cracklin bread—bacon corn bread— that wasbaked locally. Laytonsvillereceived its name after thelocal post officewasmovedto John Layton’s saddle shop.

The Montgomery VillageFoundation is a nonprofit or-ganization that services one ofthe largest planned communi-ties in the country. It includes 10

homes corporations, 11 condo-minium associations, four apart-ment complexes and the PoplarSpring subdivision. The founda-tion maintains parks, recreationcenters and some roadwithin thevillage.

It has a roughly $7.5 millionbudget, which comes mostlyfrom homeowner assessmentsand fees collected from recre-ational programs.The foundationis governed by a nine-member

board of directors whose mem-bers serve three-year terms. Thepresident and vice president areselected annually and serve one-year terms.

Germantown’s roots reachback to the 1800s, when farm-ingwas theway of life wherehousing developments standtoday.

The not-quite-a-town gotits name from the large num-ber of German business own-ers who settled in the cross-roads area of Clopper RoadandMd. 118 in the 1830s and1840s, according to historianSusan Soderberg, author of“AHistory of Germantown,Maryland.”

Althoughmost of thearea’s farmers and landown-ers were English, travelersand visitors remembered theaccents of the shopkeepers,whowere amix of Germanimmigrants and also fromGerman settlements in Penn-sylvania, and began to call thearea “Germantown.”

Since 1974, theGerman-townpopulation has beengrowing by about 2,000people per year, and during

the past decade it was thefastest-growing area ofMont-gomery County.

The community’s 2010populationwas about 86,400.

theMontgomery CountyPark and Planning.The area,whichmeasures roughly47 squaremiles, has about13,129 households (single-family, townhouse and gardenapartments).

TheTown of Brookeville,to the north of Olney alongthemajor north-south thor-oughfare of Georgia Avenue(Md. 97), was founded in 1794

by RichardThomas on landinherited by his wife, Debo-rah Brooke. He named thetown after his wife’s family.Brookeville was incorpo-rated in 1808 by theMarylandGeneral Assembly, which ap-pointed three commissionersto run the town.

Sandy Springwas foundedbyQuakers who arrived inthe early 1700s in search of

Poolesville is on the north-western edge of the countybetween the Potomac Riverto the west and farmland tothe east. It covers 2,375 acres.Poolesville fi rst began to takeshape when two brothersfrom Anne Arundel County,John Poole Sr. and JosephPoole Sr., purchased 160 acresin the area in 1760.

In 1793, John Poole Jr.built a two-room log storeon 15 acres given to him byhis father and sold parcels toother merchants, includinga tailor, tanner and tavernowner; and Poolesville was

born. The town was incorpo-rated in 1867.

The residents — about5,800 — share an appre-ciation for the town and itssimple way of life, yet opin-ions differ about its futuregrowth potential.LOCAL SCHOOLSThe Poolesville Cluster includes twoelementary schools, a middle schooland a high school. For a full list ofschools, see page 27.
