Service centersMontgomery County has five regional service centers: Upcounty, Mid-County,
Bethesda-Chevy Chase, Silver Spring and East County. The centers link residents withthe county executive and with county services and programs available to them. Themission of the regional service centers is to represent the county in their respectiveregions by providing liaisons between Montgomery County and residents and business-es, and by working with individuals, community groups, regional citizen advisoryboards and other agencies to give information, identify and assess regional issues andrecommend and/or implement solutions.

The MontgomeryCounty Division of SolidWaste Services providesrefuse collection servicesto a portion of the coun-ty’s single-family resi-dents, predominantly inthe downcounty area.Residents living in theremainder of the countymust subscribe for refusecollection services withprivate collectors orobtain service throughtheir homeowner associ-ations. The MontgomeryCounty Division of SolidWaste Services providesrecycling collection serv-ices to all single-familyhouseholds in the coun-ty, with the exception ofhouseholds in munici-palities where their localjurisdiction or a privatecollector provides recy-
cling collection services.In the blue recycling bin,residents can recycleglass bottles and jars,aluminum cans and foilproducts, bi-metalsteel/tin cans, aerosolcans that contained non-hazardous or non-auto-motive materials, andplastic bottles, contain-ers, jars, tubs, lids, pails,buckets and flower pots.In the blue wheeled recy-cling cart residents canrecycle cardboard boxes,newspaper, magazines,office and copier paper,telephone books, paper-
back and hardcoverbooks, shredded paper,milk and juice cartonsand frozen food boxes.By using reusable con-tainers or paper lawnbags, residents may recy-cle grass, leaves, gardentrimmings and brush.Or, try backyard com-posting of leaves andgrass, or grasscycling byleaving grass clippingson the lawn after mow-ing. To recycle scrapmetal items such asappliances, bicycles,metal furniture, lawnmowers, filing cabinets
and more, call DSWS thebusiness day before yourrecycling collection dayto schedule a specialscrap metal recyclingcollection. Curbsiderecycling collection isonce per week and recy-clables must be set out atthe curb by 7 a.m. Thecounty also recyclesother items such as com-puters, televisions andother consumer elec-tronic items, motor oil,antifreeze, tires, textiles,used cooking oil andreusable building sup-plies. These items can be

PARK POLICEThe Montgomery County Park Police is the law enforcement

The park system in Montgomery County includes 410 parkswith more than 33,000 acres and 200 miles of hiking and bikingtrails. Also falling under park police jurisdiction are homes andbusinesses located in the park system.
SHERIFF’S OFFICEThe Montgomery County Sheriff’s Office is responsible for a vari-
ety of services and duties that support the courts and law enforce-ment. Among the duties are serving warrants for the Circuit Court,as well as civil warrants for the District Court; transporting prison-ers; providing courthouse security; enforcing judgments by thecourt; carrying out evictions and summonses; enforcing child sup-port; and handling all domestic violence warrants for both courts.
CRIME SOLVERSCrime Solvers is a program designed to enlist the public’s help

The court system in Montgomery County is headquartered inthe county seat, Rockville. Here is a brief overview of the legal sys-tem:
DISTRICT AND CIRCUIT COURTThere are two levels of trial courts: the state-run District Court,
operating in Rockville and Silver Spring, and the county-runCircuit Court of Montgomery County (part of Maryland’s SixthJudicial Circuit with Frederick) in Rockville.
Generally speaking, the District Court handles small claimscases, as well as misdemeanors and felonies with penalties of lessthan three years in jail or as much as $2,500 in fines. Speeding, red-light running, drunken driving and landlord-tenant cases generally
are heard there.All trials in District Court are argued before a judge; the court
hears no jury trials.The Circuit Court handles major civil and criminal cases, family
law cases such as divorce and custody, and appeals from theDistrict Court. It is the only court in the county to have jury trials.
Juvenile Court is part of the Circuit Court, but is temporarilyhoused at District Court in Rockville until the Circuit Court isexpanded. The county’s District Court has 11 judges, includingAdministrative Judge Eugene Wolfe. The county’s Circuit Court has 22judges, including County Administrative Judge John W. Debelius III.

Although it might seem like everyone in the county drives, pub-lic transportation is widely available. There are many alternatives todriving. Below is information on where you can find a ticket to rideand a few tips on how you can more sanely reach your destination.
There are many ways to get around Montgomery County.Metrorail, Metrobus and Ride On serve the county. With the addi-tion of bicycle racks on all Ride On buses, cycling may be a goodalternative.
The best way to avoid traffic is to avoid driving during rushhour. Peak travel times generally are considered to be 7 to 9:30a.m. and 4 to 7 p.m.

BOARD OF EDUCATIONThe Board of Education is the official policy-making
body for Montgomery County Public Schools. Membersserve four-year terms. Elections are conducted every twoyears. Three, then four, board positions are filled in alter-nating election cycles.

tinues to grow in numbers and diversity.The 2011-12 enrollment in county public schools is
146, 456 with students attending one of 200 county
schools.The school system’s population represents several
ethnic groups, the largest are: 33.8 percent white, 26 per-cent Hispanic, 21.2 percent African-American and 14.3percent Asian. School system students come from morethan 160 foreign countries.
Of the county’s school-age children, 85 percent areenrolled in public school. The rest attend private schoolsor are home-schooled.
Each school serves students who live within theboundaries of one of the county’s high school clusters.Clusters include one or more high schools, one or moremiddle schools and several elementary schools.

REGISTRATIONMaryland law requires children ages 5 to 16 to attend

From its beginning as a small farming community to its subur-banization in the mid-20th century, the history of the Burtonsvillearea is one of perpetual change, as its residents have continued tokeep pace with the times.
Founded by Isaac Burton and his wife, Keturah, in the 19th centu-ry and known as Burton’s, the area was home to a small group offarmers with a store and blacksmith shop.
Today, the area known as Burtonsville is a cluster of growing andincreasingly developed communities, including White Oak andFairland in the south and Cloverly and Spencerville farther west.
The area has changed throughout the years, becoming a bedroomcommunity for thousands of people working in metropolitanWashington, D.C.
Most of the industrial activity in the area has centered aroundU.S. 29, which was built in 1816 with funds designated by the federalgovernment.
In the early 1980s, the extension of U.S. 29 as a four-lane highwaymade the community accessible to new residents and commercialdevelopment.

The origin of the name “Silver Spring” comes from a spring discovered by FrancisPreston Blair, an editor of the former Washington Globe newspaper. He and his daugh-ter, Elizabeth, were horseback riding through a wooded area near what now is GeorgiaAvenue when Blair was thrown off his horse. When he found the horse, its reins werecaught on a bush near a stream that Blair thought looked silver.
Blair liked the area so much that in 1842, he bought 1,000 acres surrounding thestream and built a mansion on it, calling it “Silver Spring.”
Silver Spring’s redeveloped downtown area is gaining attention from around theMetro area, anchored by the world headquarters of Discovery Communications, RoundHouse Theatre and the American Film Institute’s Silver Theatre and Cultural Center. TheSilver Spring Civic Building and the adjoining Veterans Plaza opened last summer, andofficials continue to work on completing the Silver Spring Transit Center, which willbring all forms of transportation together where the Silver Spring Metro station current-ly stands.

In the late nineteenth century, real estate developer Benjamin Franklin Gilbertwanted an alternative to the malaria-polluted air and dirty water of Washington, D.C.He looked north, purchasing 100 acres straddling the Maryland-Washington, D.C., bor-der.
Marketing what he called the “Sylvan Suburb,” Gilbert named his 1883 purchaseTakoma, an Indian name meaning “high up, near heaven,” later adding Park to empha-size the bucolic atmosphere.
Takoma Park incorporated in 1890, and not long after, the Seventh-day AdventistChurch moved its world headquarters to the town. In the coming decades, Adventistmissionaries spread Takoma Park’s name around the world.
The cultural upheaval of the 1960s brought another flood of residents, as groups ofartists and musicians settled there. Once again, Takoma Park’s name spread, this timefor progressive social policies and a mayor who lay in front of a bulldozer to stop aninterstate highway.
Today, Takoma Park is a diverse “Main Street Maryland” community of 16,715 peo-ple. In 2003, Utne magazine cited the city as “probably the leftiest ’burb anywhere,” abadge of honor for many city residents.

WheatonWheaton was named by Richard T. Mitchell, who owned a tavern on the northeast
corner of Georgia Avenue and University Boulevard, where the Wheaton Pharmacystood for 50 years until 1996.
The man who provided the community’s current name was Maj. Gen. FrankWheaton, who was commanding officer of the Army of Potomac and led the defense ofFort Stevens during the Civil War.
From 1890 to 1910, while the population in the rest of Montgomery Countydeclined or grew only slightly, Wheaton doubled in size. When Gov. Theodore R.McKeldin opened the “new” Georgia Avenue on Nov. 1, 1952, Wheaton expanded.
With the construction of Wheaton Plaza in the late 1950s and early ’60s, Wheatonfurther enhanced its influence as a regional center of major importance in MontgomeryCounty.

The mission of the Affordable Housing Conference ofMontgomery County (AHCMC) is to bring elected officials,housing and community development leaders, businessprofessionals, activists and other community members together toaddress affordable housing issues and seek solutions. TheConference’s annual summit draws more than 400 participants tohear expert panelists and speakers. The Conference alsoorganizes public/private sector Roundtables and other specialevents to highlight the need to create and preserve affordablehousing in Montgomery County, MD.
AHCMC also provides down-payment and closing costassistance through the Conference’s “Break the Barrier to HomeOwnership” Program. Grants up to $7,500 are provided toindividuals/families of moderate income who are first-timehomebuyers in Montgomery County.
