Emphasis to be placed onindustrial development

Today, the government is establishingindustrial zones, constructing factories andencouraging boosting production of import-substitute goods in its drive for development ofthe industrial sector.

Of the industrial zones in various regions,Taunggyi Ayethaya Industrial Zone, MandalayIndustrial Zone and Monywa Industrial Zonehave set up modern foundry plants and forgingshops with the assistance of the government. Dueto the development of the industries that produceiron wares, other private industries aredeveloping.

In the 10 industrial zones in Yangon Division,2921 factories are manufacturing and distributingimport-substitute goods.

The Ministry of Industry-1 and the Ministryof Industry-2 are extensively opening factoriesand workshops that manufacture personal goods,household utensils, medicines, foodstuff, andmachines. As a result, the nation has a prosperousfuture for industrial development.

In manufacturing products, factories andindustrial zones are required to fulfil the demandsof the markets and the people, boost productionof quality products and popular items, and takeinnovative measures to win customer satisfaction.

The drive for building a modern developednation lies in the centre of industrial development.At a time when more and more industrial zones,industrial regions and modern factories are beingerected, emphasis is to be placed on boostingproduction of quality goods, and production anddistribution of quality personal goods at fullcapacity for industrial development.

Solidarity and Development Association Mayor Brig-Gen Aung Thein Lin inspected a new tube-well andwater supply tasks in Tamway Township yesterday.

Afterwards, Mayor Brig-Gen Aung Thein Linmet with local people Mittanyunt Ward in the townshipand discussed matters on construction of a bridgecrossing Khun-hna-pin-lein Creek and water supplytasks in the ward. After the meeting, the mayor inspectedthe site chosen to construct the bridge.

During the tour, the mayor also inspected roadwork on Thanthuma Road in North Okkalapa Townshipand upgrading Kaytumadi Road and sinking tube-wells and water supply tasks in Dagon Myothit (South)Township.

Somali clashes kill at least 20in last day

MOGADISHU, 21 April — Somali Islamistinsurgents and Ethiopian troops exchanged mortarfire on Sunday in some of the heaviest clashes inmonths with at least 20 people killed in the last 24hours, residents and witnesses said.

The fighting was fiercest in the Islamiststronghold of northern Mogadishu. Residents saidthe two sides, which had reinforced positionsovernight, exchanged heavy fire in the early hoursof Sunday around the Save Our Souls (SOS)Hospital.

Readers of electronicbooks also increasedsharply last year, hitting59 million, a 37-per-centrise over the previous year,

according to the report. The report attributed the

increase to the expansionof Web bandwidth anddiversity and richness ofelectronic publications.

Young people stillaccounted for most of thereaders, the report added,but it did not mention theexact percentage.

Revenue rose 18.2 percent to 55.9 billion yuan, according to the statement.

Chinese currency, the yuan, gained 6.9 per centagainst the US dollar last year, reducing the value ofChina Southern’s repatriated dollar-denominated debts.

Every citizen who really loves motherland urged to cast ‘Yes’ voteMaung De Doh

Maung : Friend, I would like to talk about some-thing with you. Some are urging thepeople to cast ‘yes’ vote in the forthcom-ing referendum. It is all right. But, thepeople will cast ‘yes’ vote only if theconstitution that is to be approved througha referendum is really good.

Maung : Then, what is your opinion. Do you thinkthe constitution is not good?

Oh: I don’t mean that way. But, some say that25 per cent of the representatives to eachof the legislative bodies are Tatmadawmember representatives, so there willnot be cent per cent democracy. Moreo-ver, some say that the Union governmentgets more power than that of state gov-ernments. And the Union governmenttakes all the residual powers. So, thatdoes not reflect genuine Union system. Ifso, how can we say that the constitutionis a good one?

Doh: In this regard, may I put you some ques-tions? You like coconut milk noodle,biriani, ice-cream, durian jam, and coco-nut milk djenkol bean, don’t you? Whydo you like these foods?

Oh: Oh, because of their good taste. In myyouth, I could have at least three or fourhelpings of coconut milk noodle in a row.I could have at least two helpings ofbiriani at one sitting. When I ate durian,I felt contented only after I had had a bigone. And sometimes, I ate boiled djenkokbean as much as a meal.

Doh: Now, can you have them as you did in thepast?

Oh: No, I can’t. Some days ago, I felt dizzy andI got tired easily. So, I went to see thedoctor, and the medical check-up said thatI had cardiovascular disease with high bloodpressure. Now, I have to suppress my de-sire to have such foods.

Doh: Well, that is what I want to say. Not every-one can have such a delicious food.Whether the draft constitution meetsthe standard set by political science doesnot matter. What is more important isthat the draft constitution is in conform-ity with our country’s geographical fea-tures, culture, custom and political his-torical background,

Oh: The more the draft constitution meetsinternational standard, the better it is,isn’t it? Otherwise, international com-munity will comment that the draft con-stitution is a sub-standard one.

Doh: I want to explain it for public knowledge.To answer your question, no constitutionin the world meets the standard cent percent. And no country can be boast of thefact that its people fully enjoy democ-racy both in form and in essence. If it issaid that democracy is the rule of therepresentatives who have been electedfrom among the people and who willhave to serve the public interest, I wouldsay that in the democracy pioneer coun-try, senate is formed with those who are

descended from noble families and minis-ters. Here, you can say that they are electedby the public. But, the representatives arefrom among the rich and the beautiful inthe societies that rely on money. The pre-amble of the 200-year-old constitution ofthe democracy pioneer country says thatGod created man equally. However, onlyin the 1960s, would the Blacks in thatcountry enjoy the right to vote. If com-pared with the Whites in standing forelection to legislative bodies, the numberof the Blacks is very low in proportion tothe Black population. For example, theBlacks make up more than 10 per cent ofthe nation’s population. But, in more than200 years, there has been only a Blacksenator. However, a tribe that constitutesless than 0.01 per cent of the nation’spopulation wins over 10 per cent of theseats in the Senate. They are very rich. Iwould say it is the democracy of the beau-tiful.

In making comments, inter-national community practices doublestandard. There are many countries thatexercise feudalism or semi-feudalism.However, not anyone has made commentson that countries. But, they are targetingthe countries that fail to follow their in-structions and the countries whose rulersdo not win their favour.

Oh: Then, what is your opinion about the shar-ing of power between the Union govern-ment and the state governments?

Doh: Well, in our country, just as the Unionsystem is mentioned, the people judge itfrom two points of views. The first viewconcerns worries about secession of statesfrom the Union. The other is related to theconcept that the Union government isvested with the power to generate banknotes, and to deal with defence and foreignaffairs only, and the residual power isvested in state governments.

In our country, according tothe 1947 Constitution and the draft Con-stitution to be approved by the peoplethrough national referendum on 10 May,the sharing of the State power between theCentral Government and the State Gov-ernments is based on the table compiled.Other matters exclusive of the table arevested in the Central Government.

Such system of sharing of theState power is also practised in Canada andIndia. Although they are identical in thesystem of sharing of the State power, Canadaand India are different in the status of theUnion System. Most of political scienceanalysts assessed that Canada is more flex-ible than India as it is free from the centralcontrol unlike India. There are reasons forthe difference. As you know, the popula-tion of India is greater. The difference be-tween races, religions and economic condi-tions is great. And also, the gap betweenilliterates and needy people is great. There

are still social conflicts and armed insur-gencies in India. This being the case,although it is under the Union System thecentral control is much required in orderto ensure perpetuation of sovereignty, non-disintegration of territory and the Union.In Canada, economic development gapamong people is narrow while the educa-tion and social status is high. Although ithas two regions—one belongs to Englishspeakers and another belongs to Frenchspeakers, there is no problem in the rela-tions between the two regions. And thereis no socio-economic conflict. Therefore,there is less central control.

Famous political scientistsThomas O. Hueglin and Alan Fenna madeassessments in the book titled “Compara-tive Federalism” that the federal stateswith much central control enjoy betterpeace and stability while the federal stateswith less central control face greater in-stability and conflicts.

Oh: In our country also, there are over 100national races with a gap in socio-eco-nomic status. Hence, the central control isstill required to bring about equitabledevelopment in economy of different re-gions. Did you mean this?

Doh: Certainly. If all the states are grantedrights to freely engage in social and eco-nomic sectors, the gap between those stateswith rich natural resources and humanresources and those states with few popu-lation and poor natural resources willbecome great. The greater the gap be-tween socio-economy the greater theconflict among national races. Finally,it will lead to disintegration of the Un-ion. Therefore, the leadership and con-trol of the Central Government is re-quired. In the Central Government therewill be Pyithu Hluttaw in which the na-tional races have equal right to partici-pate, the Ahmyotha Hluttaw, administra-tion and cabinet made up of the stateministers. Therefore, there is no reasonfor national races to lose rights.

Oh: It will be good if things happen as you say.What I understand is that the constitu-tion, as example that you give, is nutri-ment that is indispensable for a nationto survive. However, to be nutritionalone cannot eat all what he likes. Heneeds to choose suitable foods accord-ing to his health condition althoughevery food is beneficial to health. Soalso, we are to choose the most appro-priate constitution capable of servingthe national interest.

Doh: You’ re right, my friend. Therefore, Iwould like to urge every citizen wholoves and cherishes the nation and who isdesirous of serving the national interestto go to the polling booth and cast ‘Yes’vote in the referendum.

MADRID, 22 April — A bomb ripped through theoffice of the ruling Socialist Party in the Basque townof Elgoibar early on Sunday, following a warningfrom separatist guerillas ETA, Basque police said.

No one was hurt as police had received a telephonedwarning in time to clear the area.

Although most of the damage was inside theSocialist party office, the blast was strong enough tobuckle nearby cars and shatter windows.

“A bomb placed by ETA exploded at 0325 (0125GMT) this morning ... at the Socialist party office inElgoibar (Guipuzcoa Province),” a police statementsaid.

The attack was similar to a bombing blamed onETA on Thursday outside a Socialist office in the cityof Bilbao, which wounded seven police officers.

Pirates seize Spanishtuna boat off SomaliaMADRID, 21 April—Pirates have seized a Spanish

tuna fishing boat carrying a crew of 26 off Somalia,Spanish media reported on Sunday.

The vessel Playa de Bakio was attacked with grenadelaunchers about 250 miles from the coast before beingboarded by armed men, according to the reports quotinggovernment sources. No-one was injured.

Officials were not available to comment. The vessel was now heading towards the Somali

coast and a Spanish Navy frigate had been sent to thearea from the Red Sea, the reports said.

Vietnam tests bird fluvaccines among humans

HANOI, 22 April—Vietnam has conducted its firstlarge-scale trial of a locally-produced H5N1 vaccineon 30 volunteers, local newspaper Vietnam Newsreported Monday.

The trial starting last weekend was implemented onhealthy volunteers aged 18-45, who are students andstaff from the Hanoi capital-based Military MedicalInstitute.

The vaccine developed from monkey kidney cellswas produced by the Vaccine and BiotechnologyProducts Company No.1 under the National Hygieneand Epidemiology Institute. The vaccine research anddevelopment started four years ago.

If the trial is successful, Vietnam will conduct thesecond test on 240 other students and staff of theinstitute in June. If everything goes as scheduled, theH5N1 vaccine will be produced in Vietnam in 2009 ata price of two US dollars per dose.

"Ajax and Atletico Madrid have reached agreement about thetransfer of John Heitinga to the Spanish club," Ajax said on theirWebsite (www.ajax.nl).

The 24-year-old, who has 33 caps, said in March he had agreed afive-year deal with the Primera Liga team but the clubs had yet todiscuss payment terms for the transfer fee.

Several pilots haverecently reported high-intensity lasers beingshone into their cockpitsduring take-offs andlandings, and policerecently enlisted intel-ligence agencies to helpcombat what papers called“laser lunatics”.

The latest incidentoccurred over Sydney’ssouth at the weekend whenan ambulance helicopterwas hit by a green beam.

The ban will build onplanned national impor-tation controls announcedby the federal governmentearlier this month, treatinglaser pointers like fire-arms.

A surge in hijackings for ransom off lawless Somaliahave made it one of the world’s most dangerous shippingzones.

The Dubai-flagged Al-Khaleej was carrying food forsale in Somalia when it was held up seven kilometres(four miles) off the northeastern Somali port of Bosasso,authorities there said.

“If these pirates have now gone ahead to hijackvessels bringing us food, this will badly affect activities
