CONVENIENCE AND NECESSITY AND FORA BASE LOAD REVIEW ORDER

On May 30, 2008, South Carolina Electric & Gas CompanyCSCE&G" or "Company") filed an Application with the Public ServiceCommission of South Carolina ("Commission") requesting that theCommission issue a Certificate of Environmental Compatibility andPublic Convenience and Necessity and for a Base Load ReviewOrder authorizing SCE&G to construct and operate a two (2), 1,117net megawatt nuclear facility to be located at the Virgil C. SummerNuclear Station site ("Summer Station") near Jenkinsville, South

Carolina. The Application was filed pursuant to the provisions of theUtility Facility Siting and Environmental Protection Act, S.C. CodeAnn.._§ 58-33-10 etseq. (1976, as amended); the Base Load ReviewAct, S.C. Code Ann. §§ 58-33 210 et seq. (1976, as amended); andthe Commission's Rules of Practice and Procedure, 26 S.C. Code Ann.

Regs. 103 823 (1976, as amended).

SCE&G states in the Application that in order to meet the growingdemands and needs of its customers for electric power, to supportthe continued economic development and prosperity of the State ofSouth Carolina, and to maintain the reliability of its electric system,the Company plans to construct two nuclear generating units,namely, AP1000 Advanced Passive Safety Power Plants CAP1000"),located near Jenkinsville, South Carolina and approximately one (1)mile from Summer Station Unit 1. The API000 units, identified in the

Application as Unit 2 and Unit 3, and associated facilities will be jointlyowned by SCE&G and the South Carolina Public Service Authority.According to the Application, the APIO00 represents an advancednuclear generating design that has been approved and certified bythe United States Nuclear Regulatory Commission. Moreover, theCompany states that the APIO00 units and associated facilities willbe constructed by a consortium consisting of Westinghouse ElectricCompany, LLC and Stone & Webster, Inc. SCE&G anticipates thatAP1000 Unit 2 and Unit 3 will become operational in 2016 and

2019, respectively.

SCE&G further requests in its Application authorization to revise itscurrent schedules of electric rates and charges to add the incrementalrevenue requirements associated with Construction Work In Progressresulting from the Company's investment in the nuclear generatingfacilities described above during construction. The Company requeststhat the proposed increases be effective beginning March 2009. Theproposed average increase to the residential class is 0.52%; smallgeneral service class is 0.48%; medium general service class is 0.51%;and large general service class is 0.44%.
