The COMBATSS-21 total ship combat management system was designed to deliver capability rapidly and affordably. Built on an open architecture, scalable framework, it incorporates tested, highly reliable, non-developmental software, making COMBATSS-21 an extremely capable and low-risk solution.

Operational FunctionalityCOMBATSS-21 provides a scalable,services-based framework. Customsoftware “adapters” called boundarycomponents are the key to the flexibility of the architecture to support a wide range of sensors, communication, and weapon interfaces. Boundary components

simplify integration of system elements and provide flexibilityto accommodate future change.The componentized and layeredarchitecture enables upgrades andchanges to any part of the systemwith minimal impact to the remainingsoftware. Customer defined sensors,communication and weapons areeasily integrated and isolated fromcore components of the command and control system. New componentscan easily be incorporated to addressthe unique needs of the customer.

System VersatilityBecause of its modern architecture, COMBATSS-21 can be hosted on configurations ranging from a single

commercial processor running a commercial operating system to more distributed configurations. This makes COMBATSS-21 affordable and readily adaptable to a wide variety of shipboard applications from patrol craft to large deck ships. COMBATSS-21 is highly tailorable to meet the demands of the mission. It provides the flexibility to support a multi-mission ship designed for a wide range of naval operations, as well as ship designs with reconfigurable focused mission packages. Its proven software meets requirements for a low-risk, affordable solution that can be easily upgraded to meet evolving threats and environments throughout the ship’s life cycle.

Proven PerformanceBy integrating advances made on existing U.S. and international programs, Lockheed Martin investment and best-of-breed components from industry partnersthroughout the world, COMBATSS-21 offers proven warfighting performance and unprecedented flexibility. COMBATSS-21 is fully network-enabled to perform as a highly capable node in battle groups and joint operations to deliver real-time information to decision makers around the world. COMBATSS-21 has been fielded in the U.S. Navy’sLittoral Combat Ship, USS Freedom, and multiple international Navy ships. Components of COMBATSS-21 have also been leveraged in U.S. Navy Aegis cruisers and destroyers, as well as the U.S. Coast Guard Deepwater program. This commonality across multiple naviesand programs results in “build it once, use it many times” cost and schedule benefits, which leads to further opportunities for sharing new capabilities to support evolving mission requirements at a lower total ownership cost.

With a smaller infrastructure footprint, COMBATSS-21 is compatible with a variety of shipboard applications at lower cost while exploiting commercial computing performance improvements.

Success at SeaUSS Freedom, the first Littoral Combat Ship, was commissioned in the fall of 2008 and is at sea. Lockheed Martin’s ability to meet this aggressive schedule is a testament to the versatility and power of COMBATSS-21. LCS is an entirely new class of U.S. Navy warship. A fast and agile surface combatant, LCS’s modular, focused mission design provides maritime dominance and access for the joint force in coastal waters. LCS operates with focused-mission packages that deploy manned and unmanned vehicles to execute Anti-Surface Warfare, Mine Countermeasures

and Anti-Submarine Warfare missions. LCS is ForceNET enabled – networked to share tactical information with other Navy aircraft, ships, submarines and joint units. The LCS Combat Management System provides proven combat power, mission flexibility and a robust, layered self defense system, but thanks to the open architecture of COMBATSS-21, the LCS system required minimal software development. The LCS flight 0 software was completed ahead of schedule and below budget through the reuse of more than 95 percent of the software.
