• Manufactured Home Parks offer housing to households that have similar demographics and issues as others that are served by the Division

• Manufactured Homes and Parks have been underserved by the Division in the past

Project Purpose

• To inform the Division of Housing, the affordable housing industry, and local communities of the scope and location of manufactured housing parks in Colorado in order to: • Understand the role of existing manufactured housing

within individual counties and communities • Provide insight into the opportunities that the

manufactured home industry offer to address the need for additional affordable housing

• Create a updatable database of park information, including mapping coordinates for all Colorado parks

• Guide state and local policy makers concerning manufactured housing parks

• There are over 1,320 manufactured housing parks in Colorado that contain approximately 63,000 housing sites

• The number of homes in manufactured housing parks exceeds the number of deed-restricted housing units in several communities

• Local governments have a wide range of regulations, planning strategies and interest in regards to manufactured housing parks

• There is a wide range of quality and livability in Colorado manufactured housing parks

• There are a number of barriers to expanding the role of manufactured housing as an affordable housing choice; • Financing for homes and parks • Enduring negative stereotypes of homes and parks • Local planning and zoning regulations • Strong market value for existing parks and/or land

• Manufactured housing today can be part of the solution to the affordable housing shortfall in Colorado; • National efforts are underway to improve manufactured home

lending practices • Enhancements to the HUD manufactured home building code

(HUD 3280) are creating a more refined product • Industry is interested in developing new models/floor plans that

are focused on meeting the objectives of home buyers and the affordable housing industry

• The manufactured housing industry has excess production capacity that can deliver quality housing at a reasonable price point

• Land prices and geography make new park creation a possibility particularly in non-metro areas of the state

• Offers a unique alternative to multi-family housing

• Tracking of foreclosed homes by park (impact on existing household)

• Manufactured Home Park Vacancy and Lot Rent Survey – similar to current Rental Vacancy Survey (use to track affordability and market)

• Tracking of previous home liens and current household obligation to pay (impact on existing households)

• Tracking of manufactured housing parks for sale and sold in Colorado (understanding of market side – costs, activity, and who is purchasing)
