What do you see? Here are a few more suggestions to improve the overall curb appeal of your home and help make your guests feel more welcome. 1. For wooden steps, replace, clean and/or add a coat of paint or vanish. 2. If your steps are cement, clean off any fungus or mold, fill in any cracks. 3. Look carefully at your fence. Check for loose or broken boards and fix or replace them. 4. Is the front yard drab? Add color with flowering plants in summer and small evergreen plants for winter. Floor planters work well on larger landings. Begonias or marigolds bloom for quite a while with minimum attention and maximum color. Check with your local nursery for suggestions on types of plants for our area. Use flowers and small bushes like barberry and low-growing azaleas to guide the onlookers’ eyes to the front door area. Let the plants lead your guests to your door. Of course, mow your yard weekly, especially during the summer months and after rainy days when your grass and weeds will grow so much faster. Everyone should have received a meeting notice for this important HOA event plus a map of the meeting location. If you haven’t re-ceived this information or may have lost it, please contact any Board member as soon as possible to get another copy.

This year, we have one Board position up for election. If any resi-dent is interested in running for this open position, please contact any Board member and let them know of your interest. The only qualification needed to run for a Board position is to be a property owner in BCS3.

Remember that ALL BCS3 property owners are eligible to vote at this Annual Meeting regardless of their situation as to their individual accounts. Recent State of Texas legislation passed new regulations in late 2011 that stipulate that no property owner can be prevented from voting at HOA functions for any reason.

We need to have at least 20 per cent of the properties represented at the Annual Meeting, so if you cannot attend, you are asked to complete the proxy statement for the meeting that will be included in Meeting Notice letter.

In addition to the Board election, there will be a review of the BCS3 budget and expenses plus a Q&A session to address any issues of concern for the residents.

(BCS3) NEW TEXAS LEGISLATION FOR

PROPERTY OWNER ASSOCIATIONS

As noted in earlier newsletters, the State of Texas passed numer-ous acts of new legislation in 2011 that impact all neighborhood associations. The Board has worked with ACMP and H&B (law firm) to get these new guidelines and regulations incorporated into our neighborhood governing documents.

These new guidelines address numerous issues including but not limited to rain capture and storage, flag poles, religious symbols, storage and retention of HOA records and voting rights for residents.

It cost approximately $1200 to finalize these documents and get them put into force as stipulated by the State of Texas.

Please contact any Board member to get copies of this new legislation.

(BCS3) SPRING FLING AND

GARAGE SALE FOLLOW UP

The Board would like to thank everyone who participated in last month’s two neighborhood events. It was great to get everyone together at the Spring Fling and catch up with what our neighbors are doing. We are pleased with the participation that we had and hope to have similar events in the future.

Note that there will be a Fall Neighborhood Garage Sale at a date to be announced (probably in October). Look for more information on this in future newsletters and announcements.

(BCS3) 2012 ASSESSMENT UPDATE

Over 85% of the BCS3 property owners have paid their 2012 Home-owners Assessment as of the writing of this newsletter update. This is an excellent situation for the HOA to be in at this point in the year. The Board would like to extend their sincere thanks to everyone who taken the time to make their payments so far this year.

If, as you read this newsletter item, you still haven’t paid your 2012 Assessment or set up a payment plan, you are strongly encouraged to contact our management company (ACMP) at 281-855-9867 as soon as possible and talk to our agent (Theodora Daly) about making arrangements to address this issue.

(BCS3) LANDSCAPING AND YARD OF THE MONTH

The Yard of the Month award for April goes to the Codner

family of 14618 Vaughnville Drive. This is the first time that

Nick and his family have received this award in the 10+ plus

years they have lived in the neighborhood. Over the years, he

has consistently done a great job taking care of his yard and

working hard to keep it looking as great as possible.

Despite last summer’s damaging drought conditions, the lawns

and yards in BCS3 are looking great! A massive amount of

work has been put in by our neighbors to restore their lawns

and yards to great looking conditions.

been trying to keep this site as up-to-date as possible under

the direction of Andy Nguyen.

(BCS3) NOTE ABOUT DOG WALKERSMany residents walk their dogs around the neighborhood. It is

requested that owners do their best to pick up after their pets

if at all possible. This courtesy is in the best interests of the

neighborhood and helps keep our yards looking clean and neat.

Charlestown Colony(CHC) YARD OF THE MONTH

Our May winners are the residents at 5602 E. Towerglen Loop. This

corner lot backing up to the bayou always looks immaculate and with

the splash of eye popping color this Spring, it really stands out. One can

tell that these neighbors take pride in their landscaping, yards don’t tend

themselves. Thank you to everyone for making a difference and helping

our community look inviting. And a special thank you to our YOM winners!

(CHC) TIMELY TIP FOR CORNELIUS GARDENERS IN MAYTexas is home to nearly 5,000 native plant species due to the vast and

diverse geography of our great state! Often people envision “native

plants” with Mesquites and cacti but many of our basic landscape plants

are native to Texas. After the Summer of 2011, gardeners are looking for

Texas tough plants in their landscapes. Native plants tolerate our Texas

Summer heat better than most, require less water, need less mowing,

provide habitats for birds, butterflies and other wildlife, protect the soil

and save on fertilizers and insecticides.

Add native trees to your landscape and enjoy the colorful blooms from

the Texas Mountain Laurel or Desert Willow. Select Texas Sage for its

purple Summer flowers or the Red Yucca with its red spike-like bloom as

additions to your landscape. Native grasses such as Mexican Feathergrass

or Big Muhly add another different texture and look to the garden. Also,

We’re making great progress with homeowners paying assessments,

but still have a few who have not yet submitted your payments for

2012. If you still have not made payment, contact SCS immediately

to discuss the possibility of setting up a payment plan. Picking up

the phone and letting SCS know you want to work out payment a

plan can save you money by stopping additional collection fees and

actions against you. Call SCS to speak with DebbieKay at

281-500-7106.

Assessments are mandatory for each homeowner. If you fail to pay

your assessments, late charges and legal fees will be added to the

original outstanding amount. These will accumulate with time and

must be paid in full before you will be able to sell your home.

Residents who fail to pay their assessments are also impacting our

neighborhood by limiting the repairs and maintenance that we are

able to perform to keep our neighborhood looking as it should. Be

a good neighbor... do your part! We understand that people have

financial constraints from time to time and the economy has been

difficult, but we are not able to assist if you do not contact us to let

us know you have the intent to pay.

Thank you to all the concerned residents who attended our annual board meeting on March 6, 2012. Several suggestions and topics were discussed and will be implemented within the next few months.

We are striving to make this neighborhood a safer and more beautiful neighborhood in which to live. The 2012 annual report is available to any resident who would like to read it by contacting SCS Management.

(GCPOA1) FORCED MOWING NOW IN EFFECTThere have been several property owners, lately, who have been neglecting their properties, which affect all of us in the neighbor-hood. We encourage all residents to take pride in their yards in order to maintain our property values. Those residents who have their homes on the market suffer when the homes around them do not maintain their lawns, shrubs and trees. Many have trees, which have overgrown on to the sidewalks making it difficult and danger-ous for people attempting to walk on the sidewalk. We will begin to force mow yards for non-compliance after a SCS deed restriction letter has been sent out if the yard has not been mowed and the homeowner will be sent the bill. Congratulations to Yard of the Month winner Sandy Tietjen. Thank you for taking the time to beautify your yard and our neighborhood!!

We noticed that the age ranges at the Easter Egg Hunt on April 7th were a little different this year. We had plenty of 4 year olds and younger but only a few 4-7 years olds. We coped by holding only 2

heats (one for the babies and one for the older kids) and we let the very few younger kids in the 4-10 year old age group get a couple of minutes head start on the older kids. There seemed to be lots of happy egg hunters, parents and grandparents.

Boy Scout Troop 10 meets every Tuesday night during the school year at the West Houston Church of Christ on West Road and Queenston. Our meetings begin at 7 PM. This event gives the Scouts a chance to participate in many games and activities and visit many informational booths. The older boys usually set up a large cooking area outside where you can sample numerous camping treats! The most popular being Cobbler in every flavor! We are looking forward to our May camp out which will be to Garner State Park and then Summer Camp which will be at Camp Constantine. Are your Webelos II Scouts looking for a Troop to Join? Hello, my name is Richard Young and I am Scoutmaster at Troop 827, located in the Bear creek area. We are getting ready to celebrate 35 years of the scouting program, a program designed with the concept of building up young men. I would like to invite your Webelos II Scouts to attend one of our weekly meetings, so that they can get an expe-rience of the Boy Scout Troops in the area along with meeting one of their Arrow of Light requirements of meeting with a Boy Scout Troop and a Scoutmaster.

Our Scout Troop participates in the local council activities and has a campout each month at locations that the boys pick. Each summer we send a group of boys on a High Adventure Trek and or a group of boys to a Summer camp. We would like to invite you and your scouter to join the Boy Scouts of America. Scouting has a reputation for helping youth develop leadership, self-reliance, strong character, respect for others, good citizenship skills and physical and mental fitness. Please join our Troop 827 for a look at the Scouting experience at 7 PM, Tuesdays at 16000 Rippling Water Drive, Houston TX. 77084. You’ll get a firsthand look at some of our troop activities and you can visit with our Scouts and their adult leaders. Troop 827 belongs to Sam Houston Area Council in the Texas Skies District. Our charter organization is Bear Creek United Methodist located in Bear Creek area off Highway 6 on Rippling Water. Our Troop is a smaller troop with 21 active boys, but has had some amazing summer camps. We have been to summer camps in: Texas, a Scuba adventure in South Padre Island, El Rancho Cima. Buffalo Trails. Boy Scout Camps in Colorado, Arkansas, Alaska spending a night in the Arctic circle, Washington DC, Virginia, West Virginia, Oklahoma, New Mexico – Philmont, Minnesota – Boundary Waters and London, England for the 100th anniversary of scouting.

Our Troop has a tremendous amount of support but is a boy run troop and the adults serve as advisors. Our Troop is well rounded group of fine your men and we hope that you and your son has the chance to meet with us before he decides what Troop he would like to bridge into after the Arrow of Light Ceremony coming up. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will continue their 2012 Fill-the-Boot fundraising campaign for the Muscular Dystrophy Association on saturday, may 12th during the hours of 10 AM and 2 PM to collect funds for the campaign.

The Fire Fighters rely on support and donations from the commu-nity for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Money raised from Fill-the-Boot also sends young people ages 6-17 to MDA summer camp, held in Burton, Texas.
