B. It was moved by Mr. McFadden, seconded by Mr. Stiles, and carried, that Bid UB-81-3 for two new four-door custom sedans be awarded to Imperial Motors in the total amount of $12,639.44.
C. It was moved by Mr. Stiles, seconded by Mr. McFadden, and carried, that Bid UB-80-11 for audio visual supplies be awarded as follOl<s:
Items 1, 2, 3, 5, 7 be awarded to Photo and Sound ih the total amount of $13,824.31; Items 4 & 6 be awarded to Audio Visual Educational Systems in the total amount of $1,489.51; Item 8 be awarded to Audiographic Systems in the total amount of $316.30.
It was moved by Mr. Stiles, seconded by Mr. McFadden, and carried, that the administration be authorized to negotiate a lease agreement with Campus Services of Garden Grove, California, for the operation of the student stores on the Palm Desert and High Desert campuses.

Net Be~inn~ Balance. The beginning balance.($1,928,671) includes $43,430 which· s een sUbstracted fran State income in that the State will be making an adjustment for 1979-80 tax collections as a prior year correction.
Basic and Equalization Aid. Assanbly Bill 8 was left essentially unchanged with the exception of theinflation factor. The inflation factor has been increased fran 7"1, to fJ% contingent upon a 12. 3% increase in statewide assessed valuation. In the event the statewide assessed valuation does not increase by 12.3%, the 9% inflation factor will be adjusted accordingly.
Local Tax Revenue. Riverside County's assessed valuation for our district increased by 31'1,. We do not have the figures for Imperial and San Bernardino counties but have estimated increases of one-half that arrount. We will have an opportunity to adjust the components of the total 1980-81 fiscal year's district revenue ($8,655,840) prior to the adoption of the final budget.
Continuing Education. We have added $100,000 to the Conintuing Education Budget. Approximately one-half of this arrount will be needed to support adult classes formerly conducted by the Pahn Springs Unified School District.
Other ~ense. Other operating expenses have been increased by $80,000. $40,00~s needed for boiler repairs which were completed in the current fiscal year.
Capital OSilOX' Capital outlay has been increased by $200,000. total is 0 ,000 less than the arrount budgeted for 1979-80.

the instructor, and provided the work experience has been within a ten-year period prededing assignment. Such work experience shall be certified by the employing agencies and such certificates shall delineate the duties and responsibilities of the applicant.
Advancement. Each year of satisfactory professional service at College of the Desert renders the individual eligible for a one-step advancement on the vertical scals; however, yearly increments are not automatic, but are made annually on the specific recommendation of the President and the approval of the Governing Board.
Academic units employed'for classification advancement from column to column shall be of a type that may be credited toward the master's or doctor's degree in the institution where earned, or shall be a part of an advanced study program arranged jointly by the instructor and the College. All applicants for classification advancement should file an "Advance Study Plan" with the Dean of Instruction for approval. All units and advanced degrees considered for clsssification advancement must be earned at institutions accredited by one of the six regional accrediting associations.
The Board may, on recommendation of the President'of the College, place or advance any teacher either vertically or horizontally or both on the basis of merit beyond the minimum academic and experience requirements for placement on or 'beyond the schedule.
An instructor with an encumbered credential shall not advance more than three steps beyond his entering step.
The schedule is extab1ished for a price index for the calendar year 1960. The schedule shall automatically be adjusted up or down annually thereafter on July 1st in keeping with changes in the Bureau of Labor, Statistics Price Index of the preceding December.
7. Instructors initially assigned at the beginning of the 2nd semester may be considered for step advancement in July of the ssme year. If not advanced, they will be considered for step advancement for, July of the following year. Normally step advancements will not be considered at mid-year. Column advancement will be made only on a Semester Basis.
8. Units completed in the semester in which the bachelor's or master's degree is completed, and in excess 'of the requirements for such degrees, may be included in the next increement of units required for a higher classification.

1. Basis for Compensation. Each position shall be canpensated in accordance with the adopted salary schedule.
2. Description of Schedule. The schedule shall consist of five length of service increments (horizontal steps) and twenty-five pay ranges (verticle steps). Each service increment shall be separated by 5\% and each pay range by 5%.
3. Cost of Living Mjustment. The salary schedule shall be adjusted each July 1st to accommodate increases or decreases in the cost

4. Mvancement on Schedule. All classified personnel employed bv the District-ro~rst time shall begin on the first step'of the salary schedule unless otherwise specified. In the event the beginning date of employrrent is during the period July 1, to and including l-urch 31, advancement to the second step may oc= on the following July 1. If the beginning date of employment is during the period April 1, to and including ,1une 30, advancement to the seoond step shall occur on the second succeeding July 1. Advancement to the thin'" fourth, and fifth steps of the schedule shall occur annually on July 1.. Advancement to any step of the schedule shall be contingent upon theperfonnance of satisfactory service.
5. Credit for Prior Training and/or Experience. New employees shall, without exception, start on the first step (Step A) of the classified salary schedule on the salary range to which they are assigned. Employees who are returning to the service of the district shall receive full credit for their prior experience with the college provided (1) that they return to the identical position in which they last provided service and (2) that they return within 18 calendar months from the date of' their last separation.
6. Co!1J?ensation for OVertime.
a. OVertime is defined to include any time required to be worked in excess of eight hours in anyone day and in excess of forty hours in any calendar week.
b. All overtime. shall receive the prior written approval of the employee's immediate supervisor and the Appropriate Dean.
c. OVertime shall be compensated at the rate of one and one-half times the regular rate of pay of the employee except when a classified employee is required to vDrk on any of said holidays, he shall be paid compensation, or given compensating time off for such work, in adctition to the regular pay received for the holiday, at the rate of time and one-half his regular rate of pay.

Subject: Cuisine Program
As you know, the Desert Institute of Cuisine was recently defunded by action of the Executive Board of the Inland Manpower Association. Their program, a CETA funded pre-apprenticeship activity, provided training to CETA eligible students with the intent of placing them in cuisine-related jobs at the conclusion of a thirteen week period. Those who were capable and recommended were encouraged to involve themselves in a three year formal apprenticeship program which has been endorsed by the U. S. Department of Labor and the State of California Division of Apprenticeship Standards.
Because of the undisputable need for a program of this type in the Coachella Valley, my office was contacted by Mr. Arnold Strohkorb, Deputy Director of the I.M.A., and College of the Desert has been asked to submit proposals to operate such a program. Mr. Strohkorb's original request was that we initiate a program at the beginning of FY '81 in October. More recently, however, he has expressed a desire for the program to become operational even sooner than that. As you, Dr. Patterson, and I agreed last Thursday, I indicated to him, Mr. Strohkorb, that we would recommend to the Board of Trustees of College of the Desert that We implement the program as soon as is feasible-perhaps as early as Monday, August 18. I have spoken with a number of informed persons during the past few days and I do feel that this is a realistic date.
Among those I have spoken with are former staff members of the Desert Institute of Cuisine, students in the program, and representative individuals from within the Hotel/Motel/Restaurant Industry. Of course, it is my desire to continue onward with positive aspects of the prior operator's program, and at the same time to implement procedures to correct its flaws and to improve the program wherever possible. It is important to note that COllege of the Desert would not in any way be responsible for the program as it was previously conducted and would assume none of the liabilities of the Desert Institute of Cuisine.
I.M.A. staff has requested that we continue operation of the program in its former locale (68499 Perez Road, Suite No. I, Cathedral City). A heavy investment has been made in that facility both by the Department of Labor and the Landlord, a Mr. Eugene Greenstein. This fact, coupled with the centralized location of the building, causes·me to agree with the request. To give an idea of the funding level for the program, the prior contractor had submitted a proposal for $416,128 and the I.M.A. Executive Board apparently has approximately that amount of money available. I have not yet fully developed a proposed budget, but I do believe it will be somewhat below the amount requested by D.I.O.C.
I am extremely pleased that College of the Desert has been requested to pick up

this program, and I feel confident that we can turn it into one which is productive both for the tourist industry and for the individuals who will receive training. I do hope the Board will authorize us to move forward with negotiations to bring the program to fruition.

COOPERATIVE EDUCATION AGREEMENT between

College of the Desert and
Pacific Southwest Region USDA - Forest Service
This Cooperative Education Working Agreement forms a basis of understanding between College of the Desert and the Pacific Southwest Region, USDA Forest Service for the employment of students participating in a Cooperative Education Program. The number of students employed "ill depend upon the resources and needs of the Forest Service.
Definitions
Cooperative Education Program is a non-baccalaureate program involving alternating periods of planned work experience with the U.S. Forest Service and related study at the College.
Cooperative Education Student refers to a student in a Cooperative Education Program whose total salary is paid during the work phase by the Federal Government.
Purpose of Agreement
This Cooperative Education Working Agreement is designed to provide the student(s) an opportunity to combine periods of full-time study with periods of full-time study related employment. The work experience is an important component of the student(s) total education. It offers the employer a source of employees who have prepsration and job experience in specialized fields. It lends relevance to teaching and learning situations within the institutions.,
More specifically:
- It provides an integrated educational experience for qualified students aspiring to a non-professional, technical or clerical career.
- It provides for related classroom and work experience leading to an associate degree in a discipline in which the student is enrolled.
- It provides career guidsnce through both academic and work experience.
- It promotes Affirmative Action goals by increasing the number of work experience opportunities available to students.
- It provides the Forest Service the opportunity to evaluate potential career employees.
Responsibilities of the College
The College will:
- Publicize openings and refer interested students including honorably discharged veterans who express an interest in being referred.
- Recommend Cooperative Education Students to the Forest Service without regard to race, color, religion, sex, age, national origin, lawful political affiliation, physical handicap, marital status or economic status who have demonstrated ability and/or potential and who plan to complete their study leading to a degree.
_ Refer several qualified students for each work experience position to the Agency for interview and selection.
- Offer courses in appropriate career fields.
- Provide the Agency, upon the student's request, transcripts of the grades of students appointed.
- Advise the Agency if the student in the program drops out of school, changes his/her curriculum or field of study, is placed on academic suspension, or any other administrative action that may affect the student's retention in the program.
Inform the Agency, at the student's request, as courses are completed, including course title, number of semester hours, and grades achieved.
- Assist student in coordinating work and academic experience to insure that the student is receiving maximum benefit from participating in the Cooperative Education work assignment.
Responsibilities of the Forest Service
The Forest Service will:
- Keep the College apprised of openings in the Cooperative Education Program.
- Consider students recommended by the school for partiCipation in the program including honorably discharged veterans who express an interest in being referred.
- Provide students with full orientation to the work environment.
- Insure that the student(s) receives work assignments , related to the curriculum being pursued.
- Maintains records of student(s) performances and other administrative matters, including promotions.
- Conduct periodic evaluations of student's progress, counsel student as appropriate and furnish the College at reasonable intervals with supervisory evaluations of the student's performance on work assignments.
- Notify the College of any proposed action to terminate the appointment of a student because of failure to perform at an acceptable level on the job site or at the ,College, or because of misconduct.
Position Coverage
This Agreement applies to students who are working toward associate degrees in community and junior colleges. Positions to which the student will be initially assigned are at the GS-2 and 3 levels and relate to non-professional, technical and clerical fields. Specific job, organizational assignments and work study schedules will be covered in the addendum.
Work Assignments and Duties
The Cooperative Education Student will work under the guidance of, and will assist and support technical personnel in progressively responsible duties pertinent to the student's field of study. Statements of duties to be performed in an individual position and individual training plans will be prepared and furnished to each student.
Work Periods
The number of work periods will be determined by the Forest Service in cooperation with the school, subject to the following requirements:
(1) No student under either Schedule A or Schedule B (for definition of Schedule A and B hiring authorities, see page 5) will work in excess of 1040 hours in the Agency's Cooperative Education Program in any 12-month period. Students under Schedule B are not to be given other appointments in the same agency.
(2) For students under Schedule B, each work period should, when possible, total at least 60 calendar days in length and will usually correspond to a semester or quarter.
(3) Periods for students under Schedule B will be planned so that the student will meet requirements for noncompetitive conversion prior to graduation.
(4) For s'tudents under both Schedule A and Schedule B, work must not be scheduled wholly during summer period or school vacation periods.
(5) Periods for all students must be planned so that the limitation of 2 1/2 years in student status is met.
(6) All students must work on a schedule planned in advance rather than on an intermittent of when-needed basis.
(7) A student is eligible for promotion after one (1) year of study and should generally be promoted if his/her performance meets requirements.
Qualification Requirements
Basic Requirements:
- A non-baccalaureate student enrolled and attending the College.
- The student must be recommended for assignment in the Forest Service by the College.
- All other basic Office of Personnel Management requirements for employment must be met.
- Must be a citizen of the United States of America.
- May not be the son or daughter of a civilian employee of the U;S. Department of Agriculture, or be a member of a household in which two other family members are employed by the Federal Government on competitive appointments.
- Must meet the minimum age requirement as set forth for the specific job to be filled.
- Must meet the U.S. Department of Agriculture and Forest Service suitability and physical and health standards for the type of work to be performed.
- Students appointed under Schedule B programs must be a high school graduate or equivalent.
Qualification Standards
GS-2 High School graduate or equivalent.
GS-3 One year of post High School education or 1 year of experience or an equivalent combination.
Must meet Office of Personnel management qualification standards for the grade and type of work for which the student is selected. No initial appointments may be made at the GS-4 level.
Appointments
a. Excepted Service. Students must be appointed in the excepted service.
b. Authorities. The following are the appointing authorities for the program:
(1) Schedule A, Section 213.3102(g) for part-time employment of students pursuing careers in the office skills or the trades and crafts.
(2) Schedule A, Section 213.3102(q) for employment of students in paraprofessional and technical positions in the GS series.
(3) Schedule B, Section 213.3202(c) for cooperative education students who are studying full-time in pursuit of an associate degree in a qualifying college and who are employed in one of the following occupational series during their coop work periods and who are majoring in fields directly related to the occupation.

c. Length of appointment. Appointments are made for the period of the \qork assignment. Total time worked must not exceed 1040 hours in any 12-month period.
Compensation
The student will be paid by the Agency of the Department of Agriculture at the·current rate authorized by the Classification Act or comparable Wage Grade. The rate of pay will depend upon the grade to which appointed. The grade to which appointed . depends on the state of academic completion and work experience.
Holiday and other Premium Pay - The student will be paid for the legal holidays which fall within the periods of work which occur during the time covered by this Agreement provided their appointments and work status meet the requirements under appropriate regulations for receiving such pay. They are entitled to holiday, overtime, and other permium pay at the appropriate rate whenever they are required to work during the
periods for which such pay is authorized.
Employment Benefits
Retirements:
Students appointed under Schedule B are covered by the retirement system. Required contributions will be made by deduction from pay. Students who are appointed under Schedule A are not covered by the retirement system.
Health and Life Insurance:
Students who are expected to be in a pay status for at least one-third of the total period of time required for completion of the program and who are ser.ing under appointments not limited to one year or less have regular life insurance coverage (unless it is waived by the student). These students must be granted an opportunity to elect optional life insurance and health benefit coverage.
Leave:
During their employment, Cooperative Education Students are entitled to earn annual leave at the rate commensurate with their total Federal Service including military service. Cooperative Education Students are also entitled to earn sick leave at the rate of four hours per pay period during full-time employment. They are entitled to use earned leave on the same basis and subject to the same rules and regulations as other Federal employees.
Trial Period and Performance Appraisal
The student(s) first work period is to be considred a screening period, during which the supervisor(s) will review the student(s) performance, confer with the student(s) to discuss work performance to date, consider approaches to performance improvement in needed·areas and determine interest in continuing employment with the Region.
Performance appraisals must be made toward the end of each work period. The immediate supervisor(s), in conjunction with others who have worked directly with the student( s), will prepare a written evaluation of the student(s) performance and work habits, covering all factors listed in CSC regulations (FSM Letter 308-10, Section 4-10) •
Similarly, the designated College coordinator or faculty liaison official must submit to the Forest a statement in writing at the end of each period of education certifying that the student has satisfied the academic standards of the school; is still in attendance and enrolled in the Cooperative Education Program; and is pursuing courses related to the field of employment.
Retention of Cooperative Education Student
Cooperative Education Students appointed under this agreement will be required to (1) satisfy academic standards of the College and (2) perform the duties of the position at a level acceptable to the U.S. Forest Service. Students who fail in either respect will be dismissed from employment.
Schedule B students must maintain a grade of C in the major subject and courses required for qualification at the GS-4 level after graduation and must also maintain either an average equivalent to 2.0 on a 4.0 scale or the average required by the college for an associate degree.
The Agreement - Modification, Effective Date, and Termination
This Agreement may be modified or terminated by mutual agreement between the College and the U.S. Forest Service, or by either party upon 30 days written notice, or upon notice of withdrawl of appointing authority upon determination of regulatory violations from the Office of Personnel Management (OPM). The College and the U.S.D.A. Forest Service will consider any amendments proposed by either party to the terms of the agreement, and, by mutual consent, will amend this agreement in writing. Since this program is conducted pursuant to O~! regulations and law, changes in either regulation or law necessarily become effective without modification. However, U.S.D.A. Forest Service will advise the college of such changes as quickly as possible and, if substantial, they will be incorporated in this agreement by mutual consent as soon as possible.

of Personnel Management regulations, there have been no students employed A new agreement must be executed before resumed.
Employment can be continued provided the student desires to continue and student maintains performance and academic achievement acceptable to the Educational Institution and the Agency. Students may be reappointed to progressively higher grades when they meet the qualification requirements, in accordance with the needs of the employer.
Eligibility for Employment after Graduation from College
a. Students appointed under Schedule B appointments may be noncompetitively converted to career-conditional appointments at the GS-4 level. Eligibility requirements for such conversions are:
(1) The student has successfully completed all requirements for an associate degree in the area in
which student has completed the coop work. A statement from the school which indicates completion is acceptable in place of a diploma.
(2) The student meets all qualification standards for the position which student will enter, except for \ test requirements.
(3) The student has completed, before graduation, in the Forest Service recommending the conversion one or more work periods totaling 26 weeks (1040 hours) of full-time cooperative education experience in pay status (or the equivalent in part-time work if the OPM has approved a part-time arrangement), all in an occupational series which was approved for Schedule B appointment prior to the student's graduation date. Working hours are computed in accordance with FPM Chapter 302, Section 1-4. Any part-time work experience gained under Schedule A as a coop student prior to the approval of the occupational series for noncompetitive conversion must be computed on the basis of full-time employment in figuring the 26 weeks required.
(4) The student meets the citizenship and members-of-fami1y requirements at the time of conversion.
(5) The student is converted by the 120th day in accordance with all provisions of E.O. 12015.
b. All Schedule A students should be terminated at the end of the last work period, which should be prior to graduation.
c. All Schedule B students should be terminated or converted as soon as possible and in all cases by the 120th day after graduation.
d. All students should be advised of their right to compete through examination for placement after graduation in the career service at any entry level for which they qualify, in either the same or another occupation and in either the same or another agency.
Reports:
By the Student
At the eXpiration of each work period with the Forest Service, the students will prepare a written evaluation of their work experience and accomplishments.
By the Supervisor
The immediate supervisor of the student will prepare a written evaluation of the student's performance and work habits at the end of the work period. Copies to be submitted to the unit manager, the college and the student on request.
By the College
A faculty member must be designated by the College as Cooperative Education Coordinator and must submit to the Forest Service a statement in writing at the end of each period of education certifying that the student has satisfied the academic standards of the college, is still in attendance and enrolled in the Cooperative Education Program, and is pursuing courses related to his/her field of employment.
COPy of Agreement to the Office of Personnel Hanagement
Upon effecting appointment of a Cooperative Education Student under this Agreement, Forest Service will send a copy" to the Regional Office of Personnel Hanagement having jurisdiction over the installation. The OPH reserves the right to withdraw appointing authority upon determination of regulatory violations by the U.S. Forest Service.

SUBJECT: BLM Cooperative Agreement
DATE: July 18, 1980
For the past year we have been working with the Bureau of land Management (BlM) exploring the possibility of obtaining a research site for our Natural Resources Program. This would prove a fine complement to our program as has the National Park Service Agreement.
The Bureau of land Management has proposed a 50 acre site with access to State Highway 247. I believe acceptance of this proposal would strengthen an excellent program.
I would like to extend a personal thanks to one of our staff members, Robert Delacy, who has done a great deal of work in reference to this project.
