Background:
The mission of the Infectious Diseases Institute (IDI) is to strengthen health systems in
Africa, with a strong emphasis on infectious diseases through research and capacity
development. IDI has six operational areas through which it works to achieve its
mission: Prevention, Care and Treatment; Training, Global Health Security, Research
and Laboratory services (provided through a partnership with the Makerere University-

Job Title: Laboratory Technician

General Summary
The Laboratory Technician will work closely with facility teams to strengthen lab
systems and build capacity of supported laboratories to provide high quality TB and
HIV/AIDS services in line with national protocols.
Key Responsibilities:
Support mentorship and training efforts to build capacity of facility teams to deliver high quality laboratory services.
Provide laboratory services to TB and HIV/AIDS patients attending IDI-supported health facilities in line with standard guidelines.
Establish equipment management and maintenance systems at supported laboratories to minimize downtime and ensure reliability of test results.
Support and monitor reliable supply chain management systems at supported facilities to avert stock out of critical lab commodities for TB and HIV/AIDS care.
Strengthen networks and coordination between supported facility labs and the national systems to ensure access to EID, Viral load, GeneXpert tests and resistance testing services.
Support QA/QC systems including PT and EQA for critical TB and HIV laboratory tests in line with established national systems.
Support development of SOPs to guide facility teams to provide lab services in accordance with WHO SLAMTA/SLIPTA protocols using standard data management tools.

Job Summary:
The District EMTCT services officer will spearhead mentorship and supervise the

Key Duties and Responsibilities
Providing mentorship to front line health workers within the district health
facilities in delivery of elimination of mother to child transmission of HIV
services (Option B+), early infant diagnosis (EID) care and related Maternal and
child care in the districts.
Support implementation and use of MoH guidelines and ensure compliance with
MoH policies.
She/he coordinates required trainings for the district staff in relation to
implementation of EMTCT.
Support continuous professional medical education at the health facilities in line
with EMTCT and related MCH areas.
Facilitate continuous quality improvement activities to improve EMTCT within
the district health facilities.
Participate in QA/QC for services in project-supported facilities in the districts.
Ensure that all heath facilities make and submit required reports in time and also
generate reports for the program reporting.
Ensure the health workers obtain the updated and required tools to support
care.
Coordinate and support follow up of clients to improve retention in care for
Option B+ patients and their exposed infants.
Support integration of maternal care within EID care points to support client
centered care.
Coordinate technical support supervision for Health facilities in the district.
Qualification Requirements:
Completion of Registered training in Midwifery, Clinical Medicine or Nursing
from a recognized education institution.
Training in elimination of mother to child transmission Option B+ or
comprehensive HIV management.

towards graduation
Document and report family and child success stories based on program intervention.

The data officer shall mentor district medical clerks in proper capture and management of

Duties and Responsibilities
Support and mentor the health facility medical records clerks in the following:
- Registration of all patients
- Recording patient visits and other registration data in appropriate HMIS tools
- Preparing patient files for the clinic day
- Filing all patient files at the end of the clinic
- Filing all laboratory test results and other records in their appropriate files
