Introduction 

In January 2005 I was asked to serve as the Council Commissioner. This was a role that was not to be 

taken lightly. The puzzling part was that I had never been part of the Commissioner Service. The key to 

my appointment was not that of commissioner service in the past, but rather that of understanding the 

role of responsibility, identifying goals, and the tools by which to successfully reach those goals. As I 

have said many times throughout my scouting career, one must think outside of the box… see the bigger 

picture… then develop a model for success.  

To prepare for Commissioner Service I attended Lake Agassiz, Northern Lights Council Commissioner 

basic training In February 2005. Once the trainers learned of my appointment as Council Commissioner 

the questions on how we were to approach many problems in the commissioner service quickly became 

apparent. My Scouting background and program knowledge assisted me understanding the connections 

between the district, the council, and the individual unit. 

Training is, and will always be, the key ingredient to delivering a quality Scouting program. Good 

leadership reflects success! Training teaches Scouting’s 100 years of experience, models for success, 

tools by which to lead, and how what we do will play a role in the impact we will make on youth in the 

Scouting units we serve. 

The foundation to providing a quality program in every unit and for all youth is to provide a fully‐staffed 

Commissioner Service with the very best fully‐trained Commissioners. In the four years as Council 

Commissioner, we re‐established the College of Commissioner Science and filled the ranks of 

Commissioners to units nearly to the 3.0 ratio with well trained Commissioners. In each of those years, 

we attained Quality Council, If a unit did not reach quality unit status, the number one reason was not 

having trained leadership. I currently serve as a unit commissioner for three units. This is not a reflection 

of achievements, but rather ‘the bigger picture ‘of models for success that the Scouting Programs have

already provided for us to use! I have personally experienced and repeatedly observed the role that 

quality training plays In our family life, work life, community involvement and in Scouting. Knowledge, 

education and experience will build a foundation from which quality leadership can be built on. One of 

the new methods of recruiting quality commissioners is identified with the interrelationship with Wood 

Badge trained Scouters and dedication to quality leadership and programs. 

Statement of Problem 

To deliver a quality program Scouting must continually be looking for new methods of recruiting 

commissioners that are active, well‐trained, and accountable. The Commissioner Service Task Force, led 

by our National Commissioner Tico Perez, is reaching out to lead these efforts. I will examine leaders 

trained in Wood Badge for the 21st Century as one of our very best partnerships.  

What is Wood Badge 

In 1911, Robert Baden Powell, Scouting’s founder, took the first steps in the training of Scouters by 

organizing a series of lectures in England. He made great strides by organizing and instituting Wood 

Badge training in 1919. Wood Badge has evolved to broaden the skills of all adult leaders by 

demonstrating as practically as possible the aims and methods of Scouting. This leadership course helps 

indentify leader’s responsibilities, setting of goals, and to utilize the tools available to achieve those 

goals.1,2 

“But Wood Badge is more than that. It teaches how a group develops and how the leader can assist in 

that process. It is about the interrelationship of all members of the Scouting family. It helps identify the 

connections between the district, the council, and the individual unit. It shows you how to tie Scouting’s 

values into unit meetings with outings.”2 This concept is the foundation of the Commissioner Service, 

whereby Commissioners help maintain the standards of the Boy Scouts of America.

Wood Badge is based on contemporary leadership concepts used in private sector, and are concepts 

consistent with Scouting’s value‐based movement. The skills learned are applied to successful team 

development.  

Central themes of Wood Badge encapsulate the course content.1,2

Leading to Make a Difference 

Wood badge is the ultimate leadership training program for the adult leaders of the Boy Scouts of 

America. 

The Commissioner Concept 

The Commissioner Service is a role in Scouting established by Robert Baden Powell in 1908. “In 1910 as 

communities formed more troops, it became evident that some form of leadership was needed to 

maintain standards, provide camping opportunities, recruit leaders, facilitate training, establish local 

courts of honor, and stimulate local Scouting. This person was the Commissioner.”6 

The current concept is much the same;”the Commissioner is the liaison between the local council and 

Scouting units. The Commissioner’s mission is to keep units operating at maximum efficiency, maintain

regular contact with unit leaders, coach leaders on where to find assistance, note weaknesses in 

programs, and suggest remedies. “14  

The defining responsibility of the Commissioner is to make every unit/district/council successful by 

obtaining quality unit/district/council status. Accomplishing this maintains the standards of the Boy 

Scouts of America program. It is when Scouting’s Commissioners are trained at the very highest level 

that we see success in providing quality leadership for a quality program. The College of Commissioner 

Science provides that education.  

Recruiting Commissioners 

Recruiting Commissioners is best done by following “The Process (the System).”4 This 10 step recruitment program has been proven to work. Using this system by group or individuals is the format for recruiting Wood badge trained potential candidates for commissioner service. 

1. Set meetings with the District commissioner, District Executive, and Wood badge Course Director. 

2. Prior to the meeting assemble roster and information materials. 3. Separate the rosters in order by years, activity and inactivity next to each other. 4. Orientation meeting. 5. Process/review the prospects. 6. The vetting process, references for those prospects. 7. Narrowing the field to finalists. 8. The list of finalists is reviewed. 9. Recruitment by one or two representatives. 10. Follow‐ up. 

Group prospects such as would take place at an event would combine steps 1‐6 followed by presentation then steps 7‐10. 

Understanding who would be a good Commissioner is crucial. 

Good Scouting background. 

Scouting program knowledge. 

Experienced in leadership. 

Accountability. 

Achievement oriented/motivated. 

Charismatic. 

Time availability and accessibility. 

Good communicator. 

A passion, and a belief in the Boy Scouts of America Program.

A Commissioner wants to make a difference for the youth we serve in the Scouting program. This is “the right stuff” that makes a difference in who will do well as a Commissioner.  

New Methods of Recruiting 

Since 2009, National Commissioner Tico Perez, along with Staff Advisor Mark Wappel, are leading  a National Commissioner Service task Force reaching out to other programs and national task forces within the Boy Scouts of America. By communicating in this way the hope is to understand and support other program efforts, and ensure that the role of the Commissioner is represented throughout the New Boy Scouts of America program. 

“National Commissioner Tico Perez, and Staff Advisor Mark Wappel, led efforts to recruit new Commissioners at the 2009 National Order of the Arrow Conference. More than 100 new Commissioners were added in just a few days. Our partnership with the Order of the Arrow is one of many outreach efforts led by Ellie Morrison, our Recruitment and retention chair.”5 

I couldn’t help but notice in the Winter/Spring 2010 Commissioner7 a picture of two Wood Badge staff members talking at what appears to be a Wood Badge Course. Underneath the picture were the words “Recruitment and Retention”. This inspired my thoughts once again. Previously at the National Boy Scouts of America annual meeting 2006, Mike Sarbaugh, Scout Executive, Bay Lakes Council, discussed recruiting a full Commissioner staff. His comments about “Team building” inspired me to think of Wood Badge trained leaders are educated about team building.  Wood badge training is the ultimate training for adult volunteers. The Wood badge core elements are the tools for a good commissioner. 

In the Fall 2010 Commissioner, the 10 Best Practices for Unit Commissioners is an inspiring article. Best practice No.3; Be a Trained Commissioner, describes how commissioner experience, and advance training will ultimately benefit the units we serve. Besides Commissioner College and conference training, Wood Badge and the Trainer’s EDGE are advanced training courses.8  

It is great to see the “NEW BSA” in action. Communication amongst the various programs in Scouting is better than ever. New approaches in group‐recruitment, is a viable idea. Now let’s see how our data in the Northern Lights Council reflects Wood badge trained leaders as an important volunteer base to reach out to! 

Wood Badge/Commissioner Leader Data Collection 

Targeting Wood Badge trained leaders as a recruitment group for Commissioner Service is an opportunity to expand our outreach efforts. Their advanced training and dedication to Scouting is the right stuff for a great commissioner. Wood Badge trained leaders registered in the Districts and as Commissioners are examined. Data queries were done with the assistance of Carl Ness, Roundtable Commissioner; Jeff Otteson, Assistant Council Executive; and Vicki Olson, Northern Lights Council Office  

Four Data groups were identified:

Query Results 

Personal data including names were part of the information examined. For the purpose of the thesis the Excel Data tables examined in the query will not be included due to confidentiality. Results will be summarized here: 

Northern Lights Council Commissioners versus Wood Badge trained leaders.  

Of the 142 current Commissioners11   45 of them are Wood Badge Trained (32%), November 2010. 

  

Of the 182 volunteers associated with the Commissioner Service10   67 are Wood Badge Trained (37%), 2007‐2011. 

 

  Of the 145 District members12  

38 are Wood Badge Trained (26%), March 2011. 

February 2001 Northern Lights Council annual report shows that there are 471 units. A unit to Commissioner Ratio of 3.0 is the National Standard. This would require a Unit Commissioner staff of about 157 for the Northern Lights Council. 

Summary 

I examined leaders trained in Wood Badge for the 21st Century as one of our very best partnerships. 

Targeting Wood Badge trained leaders as a recruitment group for Commissioner Service is an 

opportunity to expand our outreach efforts. Their advanced training and dedication to Scouting is the 

“right stuff” for a great commissioner. Every Scout deserves a trained leader. We expect the best from 

our scouts, they should expect no less from us.  

The Commissioner Service provides excellent training forums. Wood Badge provides volunteers trained 

to use skills in any aspect of Scouting. This is an exciting opportunity to coordinate efforts to fill a full 

Commissioner staff.
