Jodi Mendlinger, BA art teacher, will introduce the Unified Arts students who created a painting project called "Chords of Color" and will explain the

concept of the integrated arts and music project. BA student Marley Harlacher introduced the concept of creating a Unified Arts program at Bacon. Marley and fellow student Erika McNally assisted in matching the musical chords of a Jackson Browne song "Crow on the Cradle," to colors that correlate to the chords. Special Ed teacher Dave McLellan, who was also involved in the project creation, will accompany the students as they display their works. The students are:

In addition to receiving the Gold Key award for her portfolio, Melanie was presented with a $60,000 scholarship to the Hartford Art School.

(Enclosure) Background:

Bacon Academy Instrumental Music teacher and Bands Director, Thomas Kessler will introduce the students who took top honors at the Virginia Beach Music Festival. Outstanding Jazz Soloist – Shaun Flynn Outstanding Accompanist – Mitchell Hallee Outstanding Vocalist – Tucker Noniewicz In addition, under the direction of Thomas Kessler, Band Instructor and Marinne Cheney, Chorus Director, the Mixed Choir won first place, received a superior rating from the judges, and also received the Overall Choir Award. The Jazz Choir won first place, received a superior rating and also received the Overall Jazz Choir award. The Jazz Band won first place and received the Overall Jazz Band award. The Concert Band took an impressive second place in their competition.

7.4 Strategic Plan Goal #1: Students will achieve the standards of our rigorous, research-based curricula. • CABE Student Leadership Awards

Background: The CABE Student Leadership Awards are being presented to two Bacon Academy seniors, Jennifer Cole and Nathan Kozlowski and two William J. Johnston Middle School eighth graders, Erin Rose and Benjamin Chapman. These students have been selected for this honor for their outstanding leadership and academic achievement. Superintendent Jeff Mathieu will review each student’s accomplishments. Chairman Goldstein will present certificates to each awardee.

7.5 Strategic Plan Goal #2: Highly effective staff will be hired, supported, valued, and retained.

• Network Engineer Commended for his Efforts and Dedication to the School District Background: District Network Engineer Dan Dell’Orfano has worked tirelessly to ensure the district’s staff and students have the best and most efficient technology available to them within the limits of the Colchester budget. During April vacation Dan worked extremely long days with the vendor who was replacing switches at Bacon Academy. By the end of the week he ensured that all was up and running and that portion of the technology infrastructure grant was completed. Students and staff returned to school to find speedy internet access and no interruptions.

8.1 Superintendent’s Report 8.1.1 Influenza Update (Enclosure) Background: Superintendent Mathieu will provide the Board with an update on the 2013-2014 Influenza Season from the CT Department of Public Health. The Superintendent wants to make the Board aware that this information is tracked weekly for trends and is reviewed by medical experts, school nurses, and administrators.

9.3 *GMO-Free/Organic Food Petition

Background: On October 8, 2013, the Board was presented with a petition from the Bacon Academy Community Activism Class requesting that Colchester serve “GMO-free and/or Organic food alternatives in the Colchester school district cafeterias.” The Board authorized the Student Board members to research the feasibility of the request stated in the petition. Courtney Vitale and Mitchell Hallee have been working on the project and will present their research findings to date. 9.4 *Graduation Requirements Policy #6146 - Second Reading (Enclosure)

Background: The changes in Graduation requirements for years 2015, 2016-2017, and 2018 are reflected in the updated policy. 9.5 *Nondiscrimination Policy and Regulation #0521 – Second Reading (Enclosure) Background: Mandated changes were made to this policy and regulation to include the sentence “The District provides equal access to the Boy Scouts and other designated youth groups.” 9.6 *Students: Weapons and Dangerous Instruments Policy #5131.7 - Second Reading (Enclosure) Background: This existing policy #5131.7 is a student policy. One sentence embedded in the existing policy refers to employees. The Committee recommends removing that sentence from the student policy and adding a separate employee Policy #4118.233/4218.233 addressing weapons and dangerous instruments. The proposed policy was also amended to include the prohibition of weapons on student transportation and at school-sponsored activities. 9.7 * Personnel: Weapons and Dangerous Instruments Policy #4118.233/4218.233 – Second Reading (Enclosure) Background: The Policy Committee recommends adding Policy #4118.233/4218.233 for Personnel thereby separating the student and personnel policies which address weapons and dangerous instruments.

9.8 *Scheduled Board Meeting Dates (Enclosure) Recommendation: To reschedule the November 11, 2014 Board meeting to November 12, 2014. Background: The November 2014 Board meeting is currently scheduled to take place on Veterans’ Day and must be rescheduled.

10. New Business 10.1 *Donations (Enclosures) Recommendation: To accept the following donations:

• A clarinet from the Menhart family for the benefit of the JJIS Band students. • A total of $151 for the benefit of the fourth and fifth grade scholarship field

trip student activity funds from the Belmont, Brownson, Burton, Crook, Gannon, Goodwin, Hathaway, Kananowicz, Novak, Snow, and Tyler families.

10.2 *Field Trip (Enclosure) Recommendation:

To approve following field trip: • Physics and JETS Team, grades 9-12, to Agawam, MA on June 2, 2014

10.3 Goals and Objectives for Colchester Public Schools Policy #0200 – First

Reading (Enclosure) Background:

The current Goals and Objectives policy is outdated. The updated policy will reflect the goals in our current Strategic Plan. 10.4 Home Schooling Policy #6172.3 – First Reading (Enclosure) Background: The Policy Committee recommends the adoption of this policy to define the Board’s policy on dual enrollment. 10.5 *Approval of Grant Application (Handout) Recommendation #1: To approve the 2014-2015 Competitive School Readiness Grant Application with the Quality Enhancement request embedded. Background: This grant in the amount of $107,000 for the 2014-2015 school year is used to support the school readiness component of the Colchester Early Childhood Initiative. The additional $3,790 for the Quality Enhancement component will be used to address quality standards. This grant is funded by the State Office of Early Childhood. 10.6 *Request for Disposal of Obsolete Materials (Enclosure) Recommendation: To approve the disposal of 123 obsolete and/or damaged books from the CES Library Media Center. Background: CES Library Media Specialist Maureen Schlosser has selected books to weed based on Board Regulation #6163.3 (e) and (f). 10.7 *Notification of Resignations (Enclosures) Recommendation: To accept the resignations of Rachel Schilberg and Sarah Freeman effective at the end of the 2013-2014 school year. Background: Ms. Schilberg has taught English at WJJMS since May 2013. Ms. Freeman taught grade 5 at JJIS beginning August 2008.

9325(a) Bylaws of the Board Meeting Conduct 1. Meeting Conduct A. Meetings of the Board of Education shall be conducted by the Chairperson in a

manner consistent with the provisions of the Freedom of Information Act and the adopted bylaws of the Board.

B. All Board meetings shall commence at, or as close as practicable to, the stated

time, provided there is a quorum. C. All regular and special Board meetings shall be guided by an agenda which will

have been prepared and delivered in advance to all Board members and other designated persons.

D. The Board of Education may recess any regular or special meeting to a specified

time and place. 2. Procedures for Telephonic Participation

A. Board members may participate in meetings telephonically under the conditions set forth herein. When such conditions are met, any Board member participating telephonically shall be counted for the purpose of constituting a quorum. Conditions for participation are as follows:

1. Any physical or demonstrable material that is used in the course of the

proceedings must be present in the place where the public is located; and 2. All those in attendance at the meeting, at whatever location, must be able

to hear and identify all participants in the proceeding, including their individual remarks and votes.

B. When a Board member is participating in a meeting telephonically, the

Chairperson shall take the necessary steps to ensure that a Board member participating telephonically has adequate opportunity to express himself/herself in Board discussion, including the opportunity to take the floor and make motions.

3. Citizens’ Comments A. The Board may permit any individual or group to address the Board concerning

any subject that lies within its jurisdiction during the portion of any Board meetings so designated for such purpose. Citizens’ Comments shall be subject to the following guidelines:

9325(b) Bylaws of the Board Meeting Conduct Citizens’ Comments (continued) (1) Three (3) minutes will be allotted to each speaker on each subject matter,

and a maximum of fifteen (15) minutes will be allotted to each subject matter. The Board may decide by a majority vote to extend the 15 minutes of time allotted to each subject matter, but in no event shall the total time allotted to each subject matter exceed 30 minutes. The 3 minutes of time allotted to each speaker cannot be extended. Time not used by a speaker cannot be retained for later use by that speaker and cannot be allotted to another speaker.

(2) A Board of Education member shall be appointed by the Chairperson to

act as timekeeper for the meeting, if deemed necessary by the Chairperson.

(3) All speakers must identify themselves by name and address. (4) The Board will not respond to comments made during Citizens’

Comments, with the exception that the Chairperson only may respond if, in the discretion of the Chairperson, such comments require an immediate response.

(5) The Board may not limit the subject of a citizen’s comments, except that

formal charges or formal complaints must be initiated in writing only in accordance with Policy #1312.

(6) No boisterous conduct shall be permitted at any Board of Education

meeting. Persistence in boisterous conduct shall be grounds for summary termination, by the Chairperson, of that person's privilege of address. The Chairperson may also ask such person to leave the meeting.

(7) If a meeting of the Board of Education is interrupted by disturbances or

boisterous conduct and order cannot be restored, the Chairperson may order the room cleared and then continue with the meeting. Members of the press and members of the public not participating in such disturbance and/or not participating in such boisterous conduct may be allowed to remain.

4. Actions by the Board

No action will be taken at a special meeting unless the subject acted upon was listed in the agenda published for that meeting. Additions may be made to the agenda at a regular meeting for which action may be considered.

CES Media Specialist Maureen Schlosser introduced grade two students who created a slide show about the daily activities in the CES library. Students present were Noah Auden, Shayla Babcock, Carolyn Baehr, Jonathan Curry, Ryan Elliott, Matthew Harasimowitz, Jara Hester, and Konnor Tuthill. Superintendent Mathieu and Chairman Goldstein commended Ms. Schlosser and the students and presented each student with a certificate of outstanding achievement.

7.2 Technology Specialist Named to Governor’s CT Core Task Force

Assistant Principal Olsen introduced Barbara Johnson, Technology specialist at WJJMS and CES. Ms. Johnson was selected as one of 12 educators from across the state to serve on Governor Malloy’s Task Force. Ms. Johnson will be able to provide feedback on the Common Core state standards and then aid other towns in finding ways to implement the Common Core. Superintendent Mathieu and Chairman Goldstein commended Ms. Johnson and presented her with a certificate of outstanding achievement.

Board member Michael Voiland introduced BA wrestler Howie Kilpatrick. Howie recently won the Class M State Wrestling Championship for the second consecutive year, setting a BA record. Aside from being an excellent mentor to his teammates, Howie is a member of the National Honor Society and Bacon Honor Roll. Principal Anne Watson introduced volunteers Amy Hurt and Tricia Dean (not present). Tricia and Amy were recently honored at an annual banquet hosted by the CT Association of Schools to acknowledge contributions made by parents and volunteers across the state. Amy has dedicated many hours to the CES Media Center, where she has shelved books, repaired books, and even donated some books of her own. Tricia has served as PTO President, providing leadership while helping to raise funds for the school and students. Superintendent Mathieu and Chairman Goldstein commended Tricia and Amy and presented Amy with a certificate of outstanding achievement. The new curriculum will help students to become college and career ready. Some key new processes are: The college application process is virtually all electronic now allowing students to take full responsibility; Naviance assigns students grade-specific tasks to students to prepare them for post-secondary success; and connecting students to resources outside of school – promoting community engagement. WJJMS Building Project UpdateThe WJJMS Building Project committee met and revisited their charge to make sure they were all on the same page. They are hoping to use the same architect, but are waiting to hear back from the state.

Director of Educational Operations Ken Jackson reviewed with the Board the packet each member received last month detailing the immediate capital needs of the Colchester Public Schools. Board member Mike Egan asked that Director Jackson return in the fall with a soft timeline spreadsheet of needs (including the portables).

9.3 GMO/Organic Food Petition

BA Students Mitchell Hallee (BOE Student Member), Courtney Vitale (BOE Student Member), Erica Boucher, Kevin Hackbarth, and Meaghan Hickey presented their findings regarding offering GMO-free and/or Organic food alternatives in the Colchester school district cafeterias. CPS could offer vending machines with GMO-free food options as well as GMO-free snack options in the cafeterias. Congressman Joe Courtney is willing to help the students obtain a grant for farm to school options. There is a consulting group that could help with the planning process, for a fee. The students would like to help make the community aware and gain involvement by providing a survey, having an event at one of the schools where there could be a debate, and having a booth at C3’s Family Fun Day. The Board suggested that there be a Special Board meeting so that the Board could meet with the

students above to have an open discussion on possibilities. A date in May was proposed, to be confirmed mutually. No voting action took place.

Director Byroade asked for the Board’s support of the Declaration and also requested that Board members sign the Declaration as an indication of support.

Bacon Academy Musicians and Choir Perform at the VA Beach Music Festival

Bacon Academy musicians and choir performed at the 2014 Virginia Beach Music Festival on April 11th.

High school ensembles from 6 states performed and received scores at the Festival. Bacon Academy student

musicians received Outstanding Jazz Soloist awarded to Shaun Flynn, Outstanding Accompanist to Mitchell

Hallee, and Outstanding Vocalist to Tucker Noniewicz. The mixed choir won first place, received a superior

rating from the judges and also received the Overall Choir Award. The Jazz Choir won first place, received a

superior rating and also received the Overall Jazz Choir award. The Jazz Band won first place and received

the Overall Jazz band award. The concert band won second place. The students performed under the

direction of Thomas Kessler, Band Instructor and Marinne Cheney, Chorus Director of Bacon Academy.

2013-2014 Influenza Season, Influenza Update for Week 15* The week ending on Saturday, 04/12/2014

Connecticut influenza activity continues to be classified geographically as “widespread” and many regions are

still experiencing a second wave of flu activity (see Figure 1). The Department of Public Health (DPH) uses

multiple surveillance systems to monitor circulating flu viruses throughout the year. All data are considered

preliminary and updated with available information each week starting in October and ending in May; a final

report will be available before the start of the next season.

Statewide emergency department visits attributed to the “fever/flu syndrome” had recently increased and

continue at a level near or above 5% statewide during the last seventeen weeks; generally considered the

minimum threshold when there are elevated influenza-associated ED visits (Figure 1).

The percentage of outpatient visits with influenza-like illness (ILI) has remained at a level above 1%

statewide for the last eighteen weeks; generally considered the baseline when there are increased influenza-

associated visits in the outpatient setting (Figure 2).

The percentage of unscheduled hospital admissions due to pneumonia has recently increased and remains at

a level above 4% statewide during the last twenty weeks (Figure 3).

A total of 1,509 hospitalized patients with laboratory-confirmed influenza have been reported. A total of

265 hospitalizations were associated with Type A (2009 H1N1) influenza, 113 with Type A (H3N2), 940

with Type A (subtype unspecified), and 191 with Type B influenza. A total of 28 influenza-associated

deaths greater than 30 years of age have also been reported (Figures 4 & 5).

A total of 5,452 positive influenza reports have been reported for the current season. Influenza was reported

in all 8 Connecticut counties: New Haven (1,650 reports), Hartford (1,452), Fairfield (1,314), Windham

(244), New London (228), Tolland (203), Middlesex (185), and Litchfield (176). Of the 5,452 positive

influenza reports: 1,352 were Type A (2009 H1N1), 375 were Type A (H3N2), 3,129 Type A (subtype

unspecified), 529 influenza B viruses, and 67 of unknown type (Figures 6 & 7).

Data from these multiple surveillance systems suggest that influenza activity remains widespread in

Connecticut. Increasing influenza A (H3N2) and flu B activity are also being observed (see Figures 6 & 7)

during this phase of the 2013-2014 flu season.

Class of 2015 1. Introduction

To graduate from the Colchester Public Schools a student, prior to the completion of senior year, must have earned a minimum of 25.0 credits and must have met the credit distribution requirement. Students must also meet performance standards in writing, reading, and mathematics.

1 Starting with the class of 2018 students will be required to earn 4 credits in Math. 2 One credit of the electives must be either vocational (Technology Education, Family and Consumer Sciences or Business) or the arts (Visual Literacy and/or Music). 3. Performance Standards

A. Writing/Reading There are several ways for the students to meet this requirement:

1. Achieve a 3 or better in the Advanced Placement English Language and Composition test or Advanced Placement English Literature and Composition test, or

2. Score at or above the national average on the SAT II writing

section, or

3. Achieve a score of a 3, 4 or 5 on the CAPT Reading or Writing Sections, or

4. Achieve a passing score on a level appropriate Bacon Academy

Proficiency Test (BAPT). The BAPT is administered four times a year so a student has multiple opportunities during his/her junior and senior year to meet the requirement. Remediation is offered through the student’s English class, as needed.

B. Mathematics

1. Score at or above the national average on the SAT II Math Level IC or Math Level IIC, or

2. Achieve a 3 or better on the Advanced Placement Statistics test or

Advanced Placement Calculus test, or

3. Achieve a score of 3, 4 or 5 on the CAPT Mathematics section, or 4. Achieve a passing score on a level appropriate Bacon Academy Proficiency Test (BAPT). The BAPT is administered four times a year so a student has multiple opportunities during his/her junior and senior year to meet the requirement. Students who have not passed the Math BAPT must take a course specifically designed to remediate their math deficiencies in their junior or senior year. The student may take the course for a semester or a year and must stay enrolled until he/she passes the BAPT.

4. Scoring of the District’s Performance Tasks

A. A committee of teachers from each subject area will determine satisfactory completion of the performance task. The performance tasks will be based on the standards and benchmarks in the curriculum area. Assessment of the performance task will be conducted using pre-designed scoring rubrics. Each student response will be reviewed independently by two teachers using the rubric. Both scores must accept as satisfactory the completed Bacon Academy performance task from a student in order for the student’s work to be considered as passing. If the two teachers disagree on the acceptability of the work, a third teacher will review it. The student’s current teacher may not serve as one of these reviewers.

5. Notification

A. Of teachers: At the beginning of the school year, the Guidance Department will provide a list of all seniors who have not met the graduation performance standard in their areas. Teachers will be notified of the junior CAPT scores upon their receipt at the school.

B. Of students/parents/guardians: The Guidance Department will notify juniors

who do not meet the CAPT goal (3, 4, 5) and/or the graduation requirement (3, 4 or 5) and the parents of said juniors to remind them of the performance standard requirements for graduation. At the beginning of the school year,

6. Options If Requirements Are Not Met Seniors who are not eligible for graduation with their class due to failure to meet the district graduation requirement, as per policy, in one or more subjects as described above, may select one of the following options:

A. Enroll in district-sponsored summer school and pass the requirement, or B. Attend Bacon Academy as a 5th year student and enroll in appropriate

courses/classes required to meet graduation standards to graduate in December or June.

Class of 2018 1. Introduction In order to graduate from Colchester Public Schools prior to the completion of senior year, a student must have earned a minimum of 25.0 credits and must have met the credit distribution requirement.

2. Achieve a 3 or better on the Advanced Placement Statistics test or

Advanced Placement Calculus test, or

3. Achieve a score of Proficiency on SBAC Mathematics assessment, or 4. Achieve a passing score on a level appropriate Bacon Academy Proficiency Test (BAPT). The BAPT is administered four times a year so a student has multiple opportunities during his/her junior and senior year to meet the requirement. Students who have not passed the Math BAPT must take a course specifically designed to remediate their math deficiencies in their junior or senior year. The student may take the course for a semester or a year and must stay enrolled until he/she passes the BAPT.

4. Scoring of the District’s Performance Tasks

B. A committee of teachers from each subject area will determine satisfactory completion of the performance task. The performance tasks will be based on the standards and benchmarks in the curriculum area. Assessment of the performance task will be conducted using pre-designed scoring rubrics. Each student response will be reviewed independently by two teachers using the rubric. Both scores must accept as satisfactory the completed Bacon Academy performance task from a student in order for the student’s work to be considered as passing. If the two teachers disagree on the acceptability of the work, a third teacher will review it. The student’s current teacher may not serve as one of these reviewers.

5. Notification

C. Of teachers: At the beginning of the school year, the Guidance Department will provide a list of all seniors who have not met the graduation performance standard in their areas. Teachers will be notified of the junior SBAC scores upon their receipt at the school.

Of students/parents/guardians: The Guidance Department will notify juniors who do not meet the SBAC goal (3, 4, 5) and/or the graduation requirement (3, 4 or 5) and the parents of said juniors to remind them of the performance standard requirements for graduation. At the beginning of the school year, each senior, and their parents/guardians, shall be notified by his/her guidance counselor of his/her status relative to meeting the performance standards for graduation.

Grievance Procedure for Section 504, Title IX, and Title VII Regulations

The Board of Education does not knowingly condone discrimination based on an individual’s race, religious creed, ancestry, color, national origin, sex, sexual orientation, gender identity or expression, marital status, age, disability, or veteran’s status. The District provides equal access to the Boy Scouts and other designated youth groups.

Inquiries regarding compliance, including receipt and investigation of any complaint alleging non-compliance may be directed to the Superintendent of Schools, or at the Superintendent's discretion, the Director of Pupil Services.

Definitions

A "grievance" is a complaint by an employee, or group of employees, or a student or group of students based upon an alleged violation of the provisions of Section 504, Title IX, or Title VII.

The term "employee" is considered to apply to any employee of the Colchester Board of Education. The term "student" is considered to apply to any student enrolled in the Colchester Public Schools. The term "teacher" is considered to apply to any teacher employed by the Colchester Board of Education. The "teacher", "employee", or "student" may include a group of teachers or a group of employees or a group of students who are similarly affected by a grievance.

An "aggrieved person" is the person or persons making the claim.

The term "days", when used in this article, shall, except when otherwise indicated, mean working days.

Purpose

The purpose of this procedure is to secure, at the lowest possible administrative level, equitable solutions to the problems which may arise under the provisions of Section 504, Title IX, or Title VII.

The parties agree that these proceedings shall be kept as informal and confidential as may be appropriate at any level of the procedure.

Nothing herein contained shall be construed as limiting the right of the complainant having a problem to discuss the matter informally with any appropriate member of the administration.

Any complainant shall have the right at any time to present any grievance to such persons and through such channels as are designated for that purpose in this article.

Time Limits

Since it is important that grievances be processed as rapidly as possible, the number of days indicated at each level should be considered as a maximum, and every effort should be made to expedite the process. The time limits specified may, however, be extended by mutual agreement in writing.

If a complainant does not file a grievance in writing as provided herein within 30 days after the aggrieved person knew or should have known of the act or condition on which the grievance is based, then the grievance shall be considered waived.

Informal Procedure

Any student, employee or applicant to a program who feels that he/she has been discriminated against based on race, religious creed, ancestry, color, national origin, sex, sexual orientation, gender identity or expression, marital status, age, disability, or veteran’s status shall contact the building Principal/supervisor within 30 days of the alleged occurrence to discuss the nature of the complaint.

The Principal/supervisor shall maintain a written record which shall contain the following:

1. Full name and address of complainant.

2. Full name and position of person(s) who allegedly discriminated against the complainant.

3. A concise statement of the facts constituting the alleged discrimination.

4. Dates of the alleged discrimination.

At the time the alleged discrimination complaint is filed, Principal/supervisor shall review and explain the grievance procedures with the complainant and answer any questions. An investigation of the complaint shall begin as soon as practical, but in no case, more than ten (10) working days from the time the complaint was received. Within this time limit, the Principal/supervisor shall meet informally with the complainant and the individual(s) against whom the complaint was lodged and shall provide confidential counseling where advisable and shall finally seek an informal agreement between the parties concerned. Every attempt shall be made to seek a solution and resolve the alleged discrimination complaint at this level.

If the complainant is not satisfied with these initial informal procedures, within twenty (20) school days from the date of the original discussion with the principal/supervisor, more formal procedures may be initiated by the complainant to further explore and resolve the problem.

Formal Procedure

1. Level One - School Principal

If a complainant is not satisfied with the disposition of the problem through informal procedures, he/she may submit his/her claim as a formal grievance in writing to the Principal.

The Principal shall within five (5) days render a decision and the reasons therefore in writing to the complainant, with a copy to the Superintendent of Schools.

2. Level Two - Superintendent of Schools

If the complainant is not satisfied with the disposition of his/her grievance at Level One, or if no decision has been rendered within five (5) days after presentation of the grievance in writing, the complainant may file a written appeal for a hearing by the Superintendent of Schools within five (5) days.

The Superintendent of Schools shall represent the administration at Level Two of the grievance procedure. Within ten (10) days after receipt of the written appeal for a hearing by the Superintendent, the Superintendent shall meet with the complainant for the purpose of resolving the grievance. A full record of such hearing shall be kept by the Superintendent. The Superintendent shall within three (3) days of the hearing render the decision and the reasons therefore in writing to the complainant.

3. Level Three - Board of Education

If the complainant is not satisfied with the disposition of the grievance at Level Two, or if no decision has been rendered within three (3) days after first meeting with the Superintendent, the person may file the grievance again with the Board of Education within five (5) days.

Within fifteen (15) days after receiving the written appeal, the Board shall meet with the complainant for the purpose of resolving the grievance. The decision of the Board shall be rendered in writing within three (3) days.

General Provisions

Decisions rendered at all levels of the formal grievance shall be in writing setting forth the decision and the reasons therefore.

All documents, communications and records dealing with the processing of a grievance shall be filed separately from the existing files of the participants.

5131.7 Students Weapons and Dangerous Instruments The Board of Education prohibits the possession or use of weapons on school property, student transportation, and at school-sponsored activities. Department of Education records indicate that you will be negotiating a collective bargaining contract during the upcoming year. Procedures for the conduct of negotiations and, if necessary, impasse resolution are found in Connecticut General Statutes §10-153a et seq. This letter is designed to provide the parties with information necessary to comply with statutory requirements. This is the only letter you will receive notifying you of the following timelines:

MEDIATION

ARBITRATION

The arbitration process will be instituted unless my office is informed that the parties have reached a contractual agreement. If either party fails to select their respective arbitrator or if neither party selects a party arbitrator, then I will designate an arbitrator in accordance with my statutory authority. In addition, the statute requires that a copy of the notice also be sent registered mail, return receipt requested, to the fiscal authority having budgetary responsibility or charged with making appropriations for the school district. Our past practice has been to send all of these notices certified mail, return receipt requested. Henceforth, in order to reduce costs, we will only use certified mail, return receipt requested, to the fiscal authority as required by statute. We want all parties who receive notices of initial arbitrations to be aware of this change in our practice.

Bacon Academy Students Win Competition at Conn College Connecticut College sponsored a “Women in Science” program presented by a group of women science majors at Connecticut College. A team of Bacon Academy students, Rose Lillpopp, Olivia Anderson, Laura Marvin, and Katherine Hageman competed in events that focused on the areas of physics, biology, neuroscience, and computer science. The Bacon Academy team scored the highest in the competitive events and won the competition. In the physics event, the requirement was to build a vessel that could keep as many limes as possible afloat. The challenge was that they could only use materials found in the Conn College arboretum. The biology challenge involved naming as many parts of a cell as possible in one minute and then drawing their cheek cells as seen under a microscope. The neuroscience challenge was particularly difficult in that they had to use their mental focus to direct ping pong balls into a chute in a specially designed machine. Teams had to create an animation using an online program called “Scratch” in the computer science event. Participants were given a tour of various laboratories and the greenhouses at Conn College and were able to observe college students as they worked in the laboratories. During the observation, the college students explained their research and answered questions. The high school teams then attended a panel where they were given the opportunity to ask questions about science careers, educational opportunities, campus life, and other career/college related questions.
