COL James F. Reckard III Director U.S. Army Chemical Materials Activity COL James F. Reckard III, Director of the U.S. Army Chemical Materials Activity (CMA), is responsible for the Nation’s chemical weapons stockpile storage at two locations within the continental United States, and the assessment and elimination of recovered chemical warfare materiel throughout the Nation; and, ensures consistent policy and compliance as the Army’s Implementing Agent for the Chemical Weapons Convention, the international treaty that prohibits the use and development of chemical weapons. COL Reckard joined the activity in July 2017. COL Reckard, a native of Pennsylvania, earned a Bachelor of Science in Biology from Indiana University of Pennsylvania and was commissioned through ROTC into the Chemical Corps. He was first assigned to the 10th Mountain Division (Light Infantry) at Fort Drum, New York. As a lieutenant, he served as a Platoon Leader for the 413th Chemical Company during Operation Desert Storm; as Battalion Chemical Officer for the 3rd Battalion, 14th Infantry Regiment; and as a Platoon Leader and Executive Officer for the 59th Chemical Company during Operation Restore Hope in Mogadishu, Somalia. He was then assigned to Schofield Barracks, Hawaii, where he served in the 2nd Brigade, 25th Infantry Division, as the Brigade Chemical Officer during Operation Uphold Democracy in Port au Prince, Haiti, and as Commander of the 71st Chemical Company. COL Reckard attended graduate school at Ohio State University where he earned a Master of Science in Biochemistry. Following graduate school, he served as an Instructor at the United States Military Academy in the Department of Chemistry. He went on to attend the Command and General Staff College (CGSC) at Fort Leavenworth, Kansas. Following graduation from CGSC, he was assigned to the 83rd Chemical Battalion, where he served as the Battalion S-3 and Executive Officer. He later served on the Army Staff, Deputy Chief of Staff G-8, as a CBRN Staff Officer and as Executive Officer to the Director of Force Development. He commanded the 23rd Chemical Battalion from July 2008 to July 2010, at Fort Lewis, Washington. In 2010, he deployed to Afghanistan where he served as the Chief of Staff for Combined Joint Task Force Paladin. He graduated from the National War College with a Master of Science in Strategic Planning and Policy. COL Reckard commanded the 4th Maneuver Enhancement Brigade at Fort Leonard Wood, Missouri, from July 2012 to June 2014, and concurrently commanded Joint Task Force Operations in support of Joint Task Force Civil Support, conducting homeland defense operations. He then served as Chief of Staff for the Maneuver Support Center of Excellence. Prior to joining CMA, COL Reckard served as the Chief of Full Dimension Protection, HQDA G8 and concurrently as the Chief of Staff for the Army Biosafety Task Force. COL Reckard’s awards and decorations include the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Ranger Tab, Parachutist Badge, Air Assault Badge, and the Army Staff Identification Badge.
