I Was touched by a story I have came across with on the internet recently regarding a contractual government worker who found and returned a bag containing cold cash to its owner.

Ruth Vargas tenerife is among the lowly daily wagers at the provincial capitol of Virac in Catanduanes receiving meager salary but the 35-year-old government worker is special for showing to the whole world the genetic honesty of the islanders called Catandunganons.

tenerife, a mother of three and wife to a construction firm driver, works as a contractual employee under the office of Vice Gov. Jose teves, Jr.

Except for the daily salary within the minimum wage level she earns, she receives no other remuneration from her work that has no security of tenure.

tenerife’s tale of honesty unfolded one morning last week, when she stumbled upon an elegant-looking purse on the ground at the parking lot of the provincial capitol as she was reporting to work, a report of the Catanduanes tribune said.

she picked up the purse, opened it and discovered the money and other valuables inside. she also found a piece of paper bearing a mobile phone number which she presumed to belong to the owner of her find.

In an interview with the local media, tenerife narrated that the first thing she had in mind on discovering the huge amount of money inside the purse was to find its owner and return it.

“anything lost and found should be returned to its owner. that is the belief I had with me since I was a child,” tenerife was quoted by the tribune as saying.

she dialed the number listed on the piece of paper found inside the purse and it was answered by a woman who turned out to be annie Lopez, a balikbayan from California who was just around the corner looking for the purse when she received tenerife’s call.

In a little while, the two met and the purse was back to its owner. Lopez, the tribune said, offered tenerife cash as reward for her honesty but it was turned down.

On the same day, Lopez tried to find ways to reciprocate to tenerife’s honesty until she ended at the vice governor’s office in front of Teves expressing her gratitude for the return of her lost purse.

“You are a blessed man, Mr. Vice Governor. You are a very good leader because you have an honest staff," Lopez said, adding that she and her family would visit him and tenerife when they come back from the Us.

The National Police Commission (Napolcom) gave the Philippine National Police (PNP) the go signal to suspend officers who were involved in the August 23 hostage tragedy in Manila following Malacanang’s recommendation to have them charged administratively.

Napolcom vice chairman and executive officer Eduardo Escueta said the PNP can immediately order the relief and reassign-ment of the subject police officers to their mother units pending the outcome of the investigation.

“While the case is pending before us, the PNP leadership can take internal administrative disciplinary measures. These include relief from their present posts and reassignment to headquarters for example, while the cases are being heard,” Escueta explained.

It will be recalled that President Aquino instructed the Napolcom to ini-

tiate administrative proceedings against the police officials for bungling rescue operations during the hostage crisis. The Napolcom exercises direct supervision over the PNP.

Those recommended for administrative charges by the Palace legal panel were: for-mer Manila Police District director C/Supt. Rodolfo Magtibay; Metro Manila police chief Dir. Leocadio Santiago, Jr.; hostage negotiator Supt. Orlando Yebra; and Manila Special Weapons and Tactics (SWAT) head C/Insp. Santiago Pascual III.

In Manila, PNP chief Dir. Gen. Raul Bacalzo confirmed that Santiago will be replaced as soon as the Commission on Elections has approved of his transfer to the PNP Headquarters in Camp Crame.

Bacalzo, who paid a surprise visit at the Manila Police District (MPD) headquarters yesterday afternoon, explained he had to put on hold the relief of Santiago because

there is a prevailing order from the poll body banning appointment of government officials during election period.

“I have announced that and asked him (Santiago) to be relieved from his posi-tion. Following the announcement of the President, we already asked the Comelec for us to be allowed to relieve Santiago from his post and appoint a new NCRPO chief,” the PNP chief told reporters.

Santiago, in a separate interview, was willing to accept “whatever the PNP lead-ership will decide” on his fate.

Meanwhile, Escueta said the police officers face punishment ranging from sus-pension to demotion or even dismissal.

“This depends on our findings on the administrative charges,” he said.

However, Escueta clarified Napolcom's investigation will not touch the policemen’s possible criminal liabilities.

THEY’RE not yet off the hook.Ombudsman Merceditas Gutierrez yesterday

said her office is presently conducting an investiga-tion into the possible criminal liabilities of officials absolved by Malacanang in the botched hostage negotiation that led to the brutal killing of eight Hong Kong tourists.

In an interview, Gutirrez explained that the Ombudsman “has jurisdiction over all government officials,” including Department of Interior and Local Government Undersecretary Rico Puno and retired Philippine National Police chief Jesus Verzosa, who were both cleared by a Palace legal team of any li-ability in the tragedy.

“Right now we are also conducting an investiga-tion. The Palace will only be filing administrative charges or just review the administrative aspect of the hostage taking. We are conducting a criminal investigation,” Gutierrez said.

The Incident Investigation and Review Committee (IIRC), headed by Justice Secretary Leila de Lima, recommended the filing of administrative cases of less grave neglect of duty and gross negligence against Verzosa and Puno, respectively, but these were dismissed by the Palace, for lack of bases.

of them still outside the country’s territory, are threatening to bring more rains in the next few days, said the Philippine Atmo-spheric Geophysical and Astronomical Services Administration (Pagasa).

Weather forecaster Jun Galang, in an interview said one of the three pos-sible cyclones has the largest chance of becoming one.

“Of the two LPAs in Philippine terri-

tory, the one east of Visayas has a larger chance of intensifying into a cyclone,” Galang said.

In it’s bulletin, Pagasa said one LPA was 200 km north of Puerto Princesa, Palawanwhile the other was estimated at 800 km east of Visayas.

Galang said the agency needs 24 hours of monitoring to determine if the LPAs, particularly the one east of Visayas, will intensify into a cyclone.

Meanwhile, the weatherman said they

are tracking the movements of a tropical depression that was still outside Philippine territory as of press time but was “moving westward toward the country.”

The first of the three potential cyclones to intensify or enter Philippine territory will be codenamed "Juan," he said.

Meanwhile, PAGASA said Central and Southern Luzon, Visayas and Min-danao will experience mostly cloudy skies with scattered rainshowers and thunderstorms.

AS the holiday season nears, the Philippine National Police (PNP) will step up measures to protect tourists in the country, especially Koreans, who have the largest tourist population at present.

PNP chief Dir. Gen.Raul Bacalzo said yesterday he would meet with Korean Ambassador Hye Min Lee in the coming weeks to discuss concerns raised by the official on the safety of Korean tourists in the country.

Citing records from the Depart-ment of Tourism, Bacalzo said arrival of South Koreans has breached the

three-million mark in the first half of 2010.

Bacalzo said the concerns raised by Hye were brought by the reported rising incidents of violence and crime against Koreans in the country.

In line with this, Bacalzo said he has ordered the Directorate for Operations to step up the presence of tourist police, known as Special Tourist Protection Units, deployed in major tourist destinations such as Baguio City, Boracay Island, Cebu, Bohol, Palawan, Tagaytay City, and Davao.

The Catholic Bishops Conference of the Philip-pines (CBCP) has proposed the creation of a panel composed of Church and government representa-tives to thresh out their differences on the issue of reproductive health (RH).

Cebu Archbishop Ricardo Cardinal Vidal has spe-cifically asked President Aquino, who had a luncheon meeting with the clergy last Monday, to immediately create the body to discuss the pros and cons on the RH bill now pending in congress.

Vidal said the panel would be relevant in deter-mining whether there is indeed a need for the RH bill, noting that while the bill has good motives, the provision on contraceptives is still questionable.

Lawmakers had filed six separate RH bills to take advantage of the position taken by Malacañang. House minority leader Edcel Lagman was first to file a bill for the 15th Congress, a move that he has long been pursuing.

As of October 4, the lower House has received five more versions: From Iloilo 1st District Rep. Janette Garin, Akbayan Reps. Kaka Bag-ao and Walden Bello, Muntinlupa Rep. Rodolfo Biazon, Iloilo 2nd District Rep. Augusto Syjuco and Gabriela Rep. Luzviminda Ilagan.

All six bills are pushing for better access to safe, legal and effective means to ensuring reproductive health.

ACTRESS Minka Kelly has been named Esquire magazine's Sexiest Woman Alive.

The former “Friday Night Lights” actress takes the crown from Kate Beckinsale, who was named last year's most attrac-tive star.

But Kelly, who is pictured posing seductively in lingerie for the November issue of the men’s magazine, admits she didn't always feel glamorous growing up — as the daughter of a struggling stripper.

Opening up about hard times and her late mother, she says, “My mom lived a fast life. It was all about what we could do to have fun with nothing. She, for most of my life, was a dancer.”

Aside from being an exotic dancer, Kelly’s mom was also a stripper. “So she would come home at like three, four o'clock in the morning and sometimes she would have a really great night, and she would wake me up in the middle of the night and we’d go to (Los Angeles grocery chain) Ralphs and go grocery shopping.”

But Kelly made the best of her upbringing: “And that was so much fun. We'd have the whole grocery store to ourselves, and we would have a blast and buy a hundred dollars in groceries. And it was just the best day ever. The best day.”

David E. Kelley’s new “Wonder Woman” show (presumably designed to fi ll the gap Clark Kent will leave when he fi nally becomes Superman at the end of this fi nal season of "Smallville”) is the latest attempt to bring live action resurrection to comics’ pre-eminent super-heroine.

So who can fi ll the red and white boots so memorably worn by Lynda Carter in the 1970s? Here are a few ideas:

was cast in George Miller’s JUSTICE LEAGUE fi lm, only to have the invisible plane pulled out from under her when that superhero epic was put into turnaround. At 35, she’s certainly older than they want to go, but the 5’10” Gale has the perfect look.

MICHELLE RYANThe 26-year-old brunette Brit has already proven her super-pow-

ered chops in the short lived 2007 reboot of THE BIONIC WOMAN. She’s got the perfect mixture of charm, innocence and strength that Carter did in the 70s. And she’s kind of a looker.

part. Not only is she descended from royalty (her great-great-grandfa-ther was an Iranian king), but she has a brown belt in karate and had some Sapphic experience on TV. Shahi appeared in Showtime’s THE L WORD, so the transition to the all-female Paradise Island would be a piece of cake.

SERINDA SWANAnother DC Comics vet, this 26-year-old played the magician Zatan-

na on SMALLVILLE, but that’s not exactly typecasting. Plus, she's still an unknown, which we always think is a plus when it comes to casting comic book characters (that important suspension of belief).

‘Esquire’ names sexiest woman alive

RAPPER Eminem and Lady Antebellum lead a strong fi eld of nominees for the 2010 American Music Awards (AMA) with five nominations each, followed by Justin Bieber with four nods, it was announced Tuesday.

B.o.B., Katy Perry, Kesha and Usher trailed Justin Bieber with three nods each.

The 38th annual AMA ceremo-ny will be held Nov. 21 at the Nokia Theatre at L.A. Live in downtown Los Angeles. Usher, Pink, Bon Jovi and a host of other famous artists are expected to perform live at the ceremony.

Up for the 2010 Artist of the Year are Justin Bieber, Eminem, Kesha, Lady Gaga and Katy Perry. Eminem and Bieber are also competing for best male pop/rock artist and pop/rock album. Along

with Lady Antebellum, who was nominated for best band, duo or group in both the pop/rock and country categories, the trio also got the nods for best adult con-temporary artist.

Winners will be determined by online voting and the fi rst round of voting began Tuesday and contin-ues through Oct. 22, winnowing the list of nominees to four.

Voting on the fi nal four nomi-nees will begin Oct. 25 and con-tinue during the live telecast of the awards ceremony Nov. 21, the organisers said.

ACTRESS Minka Kelly has been named Esquire magazine's Sexiest Woman Alive.

The former “Friday Night Lights” actress takes the crown from Kate Beckinsale, who was named last year's most attrac-tive star.

But Kelly, who is pictured posing seductively in lingerie for the November issue of the men’s magazine, admits she didn't always feel glamorous growing up — as the daughter of a struggling stripper.

Opening up about hard times and her late mother, she says, “My mom lived a fast life. It was all about what we could do to have fun with nothing. She, for most of my life, was a dancer.”

Aside from being an exotic dancer, Kelly’s mom was also a stripper. “So she would come home at like three, four o'clock in the morning and sometimes she would have a really great night, and she would wake me up in the middle of the night and we’d go to (Los Angeles grocery chain) Ralphs and go grocery shopping.”

RAPPER Eminem and Lady Antebellum lead a strong fi eld of nominees for the 2010 American Music Awards (AMA) with five nominations each, followed by Justin Bieber with four nods, it was announced Tuesday.

B.o.B., Katy Perry, Kesha and Usher trailed Justin Bieber with three nods each.

The 38th annual AMA ceremo-ny will be held Nov. 21 at the Nokia Theatre at L.A. Live in downtown Los Angeles. Usher, Pink, Bon Jovi and a host of other famous artists are expected to perform live at the ceremony.

THE entry of diversified San Miguel Corporation in the Tampakan copper-gold project in South Cotabato will fast-track the development of the $ 5.9-billion min-ing project, government officials said.

The development of the Tampakan project was stalled due to opposition from the host local government unit citing environmental concerns.

“The entry of San Miguel (in indophil) changes the landscape in Tampakan. Since San Miguel is Filipino, this will probably address the issue about foreign par-ticipation. We have always advised foreign investors that the key to successful mining projects is having local partners,” leo Jasareno, Mines and Geosciences bureau director told reporters.

San Miguel and indophil Resources Nl of Australia announced on Friday that the food and beverage giant will take in a 10 percent share in indophil for $40-million.

indophil entered into a binding exclusivity period with San Miguel until Jan. 10, 2011 during which San Miguel will complete its due diligence.

San Miguel is reportedly contemplating buying ad-ditional stake in indophil.

“it looks like the 10 percent is an initial transaction. San Miguel is still doing due diligence. indophil has reported that there is an indication that San Miguel will buy more of indophil, there is speculation that eventually San Miguel will take the entire 37.5 percent of indophil in [Tampakan],” he added.

Why do some trees turn into a collage of ra-diant maroon, red, orange, and yellow colors in the fall? Trees are green in the summer because chlorophyll, a green pigment in the leaves, absorbs red and blue light from the sun. The light reflected from the leaves appears green to our eyes.

Chlorophyll is an unstable substance, and bright sunlight causes it to decompose rapidly. Therefore, plants must continuously synthesize and regenerate it. The shortening days and cool nights of autumn, however, interfere with this process. As chlorophyll breaks down, the green colors of the leaves begin to fade. Some trees change from green to bright yellow as the chlo-rophyll degrades. In others, the action of sugar in the leaves creates a red pigment, causing the leaves to turn maroon, purple, and bright red as the chlorophyll fades.

But why do we have color? It seems to serve no practical purpose—at least none that scientists can discern. And why are there photoreceptors in our eyes that enable us to see it?

DePArTmenT of Tourism (DoT) Sec. Alberto Lim expressed hope that the “soured” relations between the Philippines and Hongkong due to the August 23 hostage tragedy will finally be back to “normal” soon.

Since President Aquino has already recom-mended the filing of charges against government officials involved in the incident, Lim said he expects Hongkong authorities to lift the travel ban on the Philippines.

“I look forward to normal relations with Hongkong,”the DoT chief said in an article posted on the Catholic Bishops’ Conference of the Philippines news site.

The official said it was time to restore ties with Hongkong, which maintained a “black” travel advisory following the killing of eight tourists in manila.

“Serious kidnap incident happened in the Philip-pines, residents should avoid all travel to the country; those who are already there should attend to their personal safety and exercise caution,” the Hongkong government said in its website.

The President on Monday disclosed the final govern-ment findings on the incident and ordered adminis-trative proceedings against several police officers and other government officials.

Tolentino said the first version is to implement the odd-even scheme from 7a.m. to 7 p.m. and the second version during rush hours from 7a.m. until 10 a.m. and from 5 p.m. until 7 p.m..

Tolentino said he will leave it up to

the metro manila council to decide as he explained the proposed revival of odd-even scheme will be imposed on both private and public vehicles, including motorcycles that ply eDSA.

In the odd-even scheme, plates ending in odd numbers 1, 3, 5, 7 and 9 will be barred from eDSA on mondays, Wednesdays and Fridays, while plates with even last digits such as 2, 4, 6, 8 and 0 cannot take eDSA on Tuesdays, Thursdays and Saturdays.

Tolentino further proposed to con-

duct an experimental run of the revived odd-even scheme from nov.15 up to Jan.15 to find out if it will be effective in decongesting eDSA.

THe Catholic Church is eyeing popular social networking sites such as Facebook, Friendster and Twitter as another platform to lobby against the reproductive health (rH) bill.

The Catholic Bishops’ Conference of the Philippines (CBCP), according to one of its officials, is considering these social networks to reach out to the youth and "netizens" (cybercitizens or those active on the internet) and warn them of the dangers that would entail the possible passage of the measure.

Fr. Conegondo Garganta, executive secretary of the CBCP episcopal Com-mission on the Youth, said they are also eyeing the setting up of accounts in other social networking sites like multiply.

But Garganta did not immediately give a timetable on when they will set up accounts on the social networking sites and begin their campaign.

The Catholic Church considers as non-negotiable its stance against artificial contraception.

Church targets ‘netizens’ in anti rH bill campaign

THe Philippine Institute for De-velopment Studies (PIDS) yesterday proposed a fare hike of up to P20 in metro rail Transit (mrT) Line 3 to lessen the government's multibillion peso subsidy.

ruzette morales-mariano, research consultant of PIDS said the fare level in mrT 3 should be raised between P15 and P20 from the current P10 to P15 as this price range yields the highest annual revenue.

At P10 to P15 fare, the government's subsidy was P47.50 per rider. The original fare for mrT 3 was P60 for the whole stretch to make the opera-tion viable.

mariano said one of the main considerations is the riders’ willing-ness to pay before any fare hike is implemented.

“At this time when Filipinos are tightening their belts to get by on a daily basis, a fare hike would be a sensitive issue,” mariano admitted.

In determining the correct level of fare pricing, mariano said ridership surveys should be conducted about every two to four years.

“This would allow government to get a feel of the riders’ current willingness to pay as well as the resulting fare box revenue and social benefits associated with an increase in the tariff level,” mariano said.

Around 400,000 persons use the mrT 3 a day.

The Department of Transportation and Communications (DoTC) had previously stated that mrT fare hike would be around P20 to P30.

The government planned to in-crease mrT fare this month, but it was extended to november because of lack of public consultation.

The government’s subsidy for mrT 3 operations reached P5 billion between 2007 and 2010 and mariano stressed that minimizing the level of subsidy should be highly encouraged.

“In order to help make subsidies reasonable and efficient, it is impera-tive to identify how the rest of the cost items are funded by the government,” she pointed out.

In financing MRT systems, Mari-ano said bulky and hard-to-liquefy components should be financed by government.

mrT 3 management had said that the government is shelling out $ 3.3 million a month as equity payment and $1.67 million for maintenance costs to Japanese operator Tespi Corp., a subcontractor of Sumimoto Corp.

The government also plans to increase fares in Light rail Transit (LrT) Line 1 and LrT Line 2, as well as giving discounts to students riding the mrT 3.
