1 Code Enforcement Committee Annual Report – 2018 2018 Strategic Initiatives The Code Enforcement Committee determined there should be five (5) specific violations that present blight or an eyesore in Hacienda Heights to focus an education campaign on in 2018. The project to establish the “Top 5 Zoning Enforcement Code Violations” was implemented to include soliciting from the HHIA Board 5-7 conditions they feel are or cause blight and are eyesores in Hacienda Heights, have all submissions reviewed by LA Co. Department of Regional Planning’s Zoning Enforcement East Associate, select the top five that are actual violations of Title 22 (February – March 2018), and start an education campaign (April 2018). Measurements of Effectiveness The Code Enforcement Committee measured its effectiveness in 2018 by the following: Creating a revised complaint form for both the committee chair and residents to use, Measured receipt, observation, and moving complaints forward for inspection by LA Co. Zoning Enforcement by using three data sets: 1. Submitted/observed complaints received for follow-up, 2. Complaint “observed” (actually visiting the location of the complaint) by HHIA Code Enforcement Chair; and 3. Reporting complaints to LA Co. Zoning Enforcement-East Associate for inspection 2018 Data 1. Complaints Received/Seen Total: 24 2. Complaint Location Visited By HHIA Rep. Total: 24 3. Submitted to LA Co. Top Zoning Enforcement Code Violations Project Project Objectives:

February – Poll HHIA Board members requesting 5-7 concerns that relate to eyesores or blight to our community as personally seen by the board member or shared by residents. Submissions must be provided in writing by 1 March.

March – Collate data and provide the results matrix to Clark Taylor, Zoning Enforcement Officer (East) for clarification on what falls under the purview of Zoning Enforcement. Based on the qualified violations submitted, tally similar violations and rank violations by number submitted. In March HHIA Board Meeting, provide a handout to board members with final results.

1. Junk/salvage in-op cars on property, eyesore, environmental & health 2. RV Storage on Property & appearing to be lived in 3. Illicit cannabis establishments 4. Maternity / Boarding homes 5. Abandoned Vehicles

April – Develop an education campaign for the residents of Hacienda Heights on each of these five code violations, what elements are required to be in violation, and how to report zoning violations.
