GENERAL INFORMATIONBefore completing this form, please read the relevant sections in the Lifelong Learning Programme Guide and the 2009 Call for Proposals published by the European Commission. Please consult also the website of your National Agency, which contains additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. This application form should be completed by the coordinator of the proposed Partnership, in cooperation with the partners, giving full details of the Partnership including the details of all partners and all planned mobilities and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (in section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 20 February 2009 (date as postmark). The partners must not change any of the information contained in the form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the dead-line so that each participating institution is able to post its copy of the application on time.

Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each applicant should check on the website of its National Agency before submitting the form.

The application fulfils the application procedures and has been submitted respecting the closing dates set out in the Call for Proposals.

The form is not hand written (except for the Declaration and part 1.2). The form has been completed jointly by the whole Partnership and all partners have received a copy. The form has been completed in full. The Work programme (section 6.1) contains planned mobility activities of each institution in the

Partnership and the Requested EU funding table (section 7) contains grant requests in euro for each partner.

The form has been completed using the communication language of the Partnership (this must be one of the official languages of the EU).

The partnership consists of institutions located in at least three of the countries participating in the Lifelong Learning programme. The eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, Iceland and Turkey.

At least one participating institution is located in a Member State of the European Union at the starting date of the Partnership.

Each participating institution has checked with the National Agency in its country that it is eligible to participate in a Leonardo da Vinci Partnership.

The copy submitted to each National Agency has been signed by the person authorised to enter into legally binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the legal representative).

Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned.

Each participating institution has checked with its National Agency whether there are any national eligibility criteria and whether the National Agency requires any additional information to be submitted in support of the application.

5. DESCRIPTION OF PROPOSED PARTNERSHIP

Please note that this section must be completed jointly by all organisations participating in the Partnership and must be identical in each copy submitted to each National Agency.

5.1 SUMMARY Summary of the planned Partnership. This description may be used by the European Commission and/or the National Agency when providing information on selected projects, so please be clear and precise and do not exceed 200 words.

The object of the project “Comparison of construction sector curricula for easy work placement” is to unify the information of knowledge, skills and work safety demands in construction sector of partner countries with aim to

1) Improve the vocational training by modifying and developing curricula2) Facilitate free movement of builders from one country to another3) Enable work placement for VET students in fields which are not easy to find in the home country.

This cooperation is especially important for VET trainees, institutions and their training companies to enable easy adaption for work placement in abroad. Today there is situation that curricula in the construction field are different, also safety demands in various countries may differ and it makes it very hard to prepare students for work placement there. Mapping and exact description of the situation in different countries helps to create an interacting network for work placement and also to find a permanent job abroad.Activities to be carried out:- Comparing of the content of VET curricula (competences) in the construction sector- Comparing main activities (main jobs) at construction sites of construction companies in partner countries- Comparing the technology and methodology in construction companies of partner countries- Comparing the jobs safety demands in construction sector of partner countries

Participating countries: Estonia, Finland, Lithuania, Italy, Latvia

Each partner will carry out research among their partner companies to find out the most needed professions and then choose 4 to 5 of the most popular ones to start comparing curricula with partner countries. The companies will be involved to clarify methodology and technology in the main tasks in each of the selected curricula and job safety demands. All working documents will be translated into English to allow the comparison between different countries. Finally these outcomes will be translated to each country’s native language.

The partners will meet regularly in order to monitor and evaluate the project progress, resolve issues and schedule ahead. The study visits to different construction companies for monitoring the methodology and technology will be carried out during these study visits. Additionally a final conference will be organized. Outcomes:1) Detailed descriptions of competences in partner countries’ construction sector2) The list of more required skills by construction companies in partner countries3) The list of mapped differences in technology and methodology4) The list of mapped safety demands in partner countries 5) Electronically available web-site for outcomes of project 6) The established network of training institutions and companies for facilitating work placement

5.2 CONTEXTWhat is the general context of each institution/organisation involved in the proposed Partnership? Is there a specific context as for example: Are the participants in disadvantaged areas? Do they have specific needs for trainees, staff or other groups, e.g. trainees at risk of social exclusion, trainees with special needs, migrants, refugees? If so, please explain.

NGO E-Umbrella was established in 2007 as the consequence of Leonardo da Vinci program mobility projects to support arrangement of practical training in Kuressaare Regional Training Centre, to boost the quality of practical vocational training and to value the skilled labourers.

The members of NGO are the biggest construction companies of the region and have been long term partners of Kuressaare Regional Training Centre (work placements, assessments, working out curricula, partners in ESF and Leonardo da Vinci program).

Through European cooperation, E-Umbrella’s aim is to establish partnership network for student´s and worker´s work placement. NGO’s aim is also to find new methodologies to enhance the arrangement of placement through the institution.

Kuressaare Regional Training Centre is a vocational education institution that functions in the administrative field of the Ministry of Education and Science. The school was founded in 1922. The mission of Kuressaare Vocational School is to prepare people who would be competitive on the labour market (both in Estonia and abroad) and capable of coping with their lives.

KRTC provides initial and additional vocational training and also retraining in 14 different vocational areas, the biggest are hotel-catering and construction, but RTC has also car repairing, carpentry, business, social work, handicraft, IT and design specialties. There are ca 1000 regular students on upper and post secondary level, but also ca 800 adult students during a year on different adult training courses. We provide also apprenticeship training and courses for people with special needs. Kuressaare RTC had have lot of different projects (over 50 since 1998), they have been promoters of 2 Leonardo pilot projects and many mobility projects, but also partners in a number of projects. KRTC has a remarkable experience with cooperation with local enterprises and labour market office. There are 147 staff members, incl 86 teachers. Kuressaare is willing to take part in European cooperation because in their opinion:

construction is the field of endless and fast development; the participants get new knowledge how curricula are built up in partner schools and it

helps to improve the quality of their own curricula the network in Europe construction sector will give more possibilities for students and

teachers exchange teachers’ motivation will increase; the participants will improve their English;

Omnia is a multitrade educational federation of municipalities of Espoo, Kauniainen and Kirkkonummi. It organizes Upper Secondary Vocational Education of 120 credits (3 yrs) and Preparatory Training for Competence-Based Qualifications. The amount of personnel at Omnia is 650 persons and total amount of students is almost 7500. Omnia functions at four different institutes: Omnia Vocational College and Omnia Adult Education Centre, Omnia Apprenticeship Training Centre and Omnia Youth Workshops. There are 5 different branches of vocational training at Omnia: Culture, Business and management, Technics, Social and Health and Catering, Tourism and Economy. Students can be certificated in 22 different examinations and there are 39 different study programmes to choose of. Apprenticeship contracts are possible on any of these branches. Omnia has thorough experience in training and good connections to local authorities. Omnia also works as authority for certain types of training.

International co-operation is one of strategic pillar of Omnia and the object of development. International activities of Omnia are rising up from working life.In the field of international cooperation Omnia has organized student and teacher exchanges for 10 years time with many European countries. Omnia has participated in many international projects (INTERREG IIIA, different Leonardo da Vinci projects, Cirius, Comenius etc.) and has carried out pilot projects as coordinator and partner.

Kaunas Construction school, which is within the jurisdiction of Ministry of Education and Science of Lithuanian Republic, was founded in 1997 after the process of reorganization of Vocational

School. Kaunas construction school teachers don‘t have possibility and tools to follow together with a time and changes in European content of VET curricula (competences) in construction sector. This project can be as a tool for improving knowledge, skills for teachers of vocational schools. School’s teachers notices that EU more developed countries have higher quality education, so it is important to take the best experience from these countries. School’s stuff can use this information for creating books, IT models, new teaching subjects and programs. Project will influence taking, collecting newest knowledge for vocational education. Also important to create placement network, because not all receiving organization can satisfy quality and content of placements.

Kaunas construction school The training in school is providing according to 23 licensed teaching programmes. The specialities that are suggested in the Central Department: Decorator; Joiner; Masonry and concrete worker; Building restorer; Provider of construction business service; Insulation worker; Furniture maker; Social nurse. The specialties that are suggested in Rehabilitation Vocational Training Department: Decorator: Weaver; Tailor; Cook; Foot-wear mender; Joiner.

In 2000 Rehabilitation Vocational School was attached to Kaunas Construction School. There study students who have slight mental disorder or complex disability. Students are admitted to our school at the age of 14 and more. In 2008 682 boys and girls study at central premises are able to acquire professions of 10 profiles in the construction field at the first (1st), third (3rd) and fourth (4th) level programes. 3rd level students are able to acquire both specialty and secondary education. Speaking about Rehabilitation Department of our school students with slight mental disorders are trained as decorators, joiners, weavers, tailors, cooks and foot – wear mentors.

Teaching process is supplied with modern teaching technologies. There are arranged class rooms and workshops needful for all trained specialties. There are created good conditions for students healthiness and rehabilitation at our school. There are spread great values of qualitative work and ethical behavior among our students.

The works done by our students are displayed in various exhibitions. They participate actively in international and national projects. There is developed professional and creative working process of pedagogues and students. The school is open, flexible and it gives an opportunity for each member of our community to express oneself.

The school actively takes part in national and international projects and gives students a possibility to gain new experience through practice in foreign countries: Germany, Great Britain, Czech Republic, Bulgaria. The school is in close cooperation with its social partner biggest building company in Lithuania - YIT Kausta AB.

Qualitas Forum Srl is a company that operates in counseling, training and consulting.In particular it deals with: skill assessment and guidance, career guidance, internship promotion and development of cross sectional skills, Planning, managing and coordination of training programs aimed towards both employed and unemployed adults, methodological research and experimentation; career guidance for self-employment, development of self-entrepreneurship and accompaniment in the creation of enterprisesQualitas works in apprentice orientation and gives guidance to graduating students and people looking for work.Since 2000, Qualitas has been a partner of the Scuola Professionale Edile di Firenze (Florence Vocational Construction School) and together they have realized many training courses for youth, women and foreigners in construction.

Qualitas has done research on the topic of apprenticeship in the construction sector, comparing methods and curriculum with their French partners.

It will bring experience in the topic of skills and competences in the construction industry. Its interest in the project is due to the fact that it contributes to making the training courses in this sector homogenous and transparent amongst European Countries, because there is a great exchange of foreign workers.Qualitas plans to involve the Scuola Professionale Edile (Florence Vocational Construction School) in the project.

Barkava Vocationa Secondary school is a vocational education and training institution that qualifies skilled workers. Initial and continuing vocational training as well as general secondary education are provided at this school.

The training is provided according to 10 licensed teaching programs.Our Institution is located in a rather rural area in Madona district at the Latgale and Vidzeme regions border zone. The Barkava Vocational Secondary school is a one of the regional educational establishment with about 300 pupils more than 60% pupils are from other districts of Latvia. About 25 highly qualified teachers work in the school. Some of them are experts and consultants. The Barkava VSS teaches in many different subjects:

-Building /construction works,-Tourism service,- Catering and hospitality service,- Food processing (Bakers and confectioners),- Commerce.

Our school is part of the Latvian professional education system. The planned projects topics will be applied by Building specialties:

-Technician of finishing works (4 years education program);- Plasterer (3 years education program);

In building programs we also have youngsters with special needs (hearing, social and mental disabilities) since 2004.Pupils are around 16 when they start and the courses last 3 or 4 years. The last year is entirely devoted to practical work at professional institutions and companies also for last school year examinations.Since last year our Vocational Secondary School has started to work according to the principle of Practice Education which means that the professional practise is the basis of all educational activity and the student is at the centre of his own development. Education is offered to individual needs.

The school actively takes part in national and international projects and gives students and teachers a possibility to gain new experience through practice and exchange in foreign countries: Lithuania, Germany, Spain, Denmark, Estonia, Finland etc.The school is in close cooperation with its social partner in Madona municipality, Vidzeme region, kindred enterprises, government and social organisations. One of especially supported sphere for development our region is building and construction works. Construction is the field of endless and fast development therefore

Barkava Secondary Vocational School joins LLP LdV partnership project “Comparison of construction sector curricula for easy work placement” with purpose to improve quality assurance results and comparison of Building programs in our region, nation and EU level. The participants get new knowledge how curricula are built up in partner schools and countries and it helps to improve the quality of their own curricula, these action will discover the world, find new friends and widen their horizon, will increasing teachers motivation, will getting new knowledge through international collaboration.

The activities which will be carried out:

1. Comparing of content of VET curricula (competences) in construction sector-each partner will translate competences from curricula into English to enable the comparing and find out differences. Comparing will be carried out partly as home work, final comparing will be carried out during meetings2. Comparing main activities (main jobs) of construction sites in construction companies - each partner will carry out the enquiry to find out 1. most needed (specific) competences and 2. most needed (common) competences to get overview of real needs of companies and offer best valued cooperation in training.3. Comparing the technology and methodology in construction companies of partner countries - one part of regular meetings will be study visits to construction companies and sites to find out differences in methodologies and technologies used by companies and by VET schools in different countries4. Comparing the jobs safety demands in construction sector of partner countries- each partner will prepare overview of demands and requirements in construction sector to compare with other countries)5. Compiling electronically available database (webpage) for outcomes of the project

Problems to address:1) Lack of overview where is possible to perform work placement in these fields which are unobtainable at home country2) Lack of cooperation in construction field between VET schools to perform work placement in abroad and also for curricula development3) Different job safety demands may borrow trouble during work placements4) Increasing labour mobility to abroad in construction sector, but not enough knowledge about main competencies which are required to be successful there

Approach:

The representatives of partner organizations will have to- do the preparatory work at home (description of competences, main jobs in construction business- gather for meetings to compare the results of preparatory work and for study visits to construction companies to find out the differences in technology and methodology

Five international seminars and final conference will be arranged during 2 years to do group study, discuss outcomes, visit partner companies, monitor and disseminate issues raised.

Through the comparison and mapping construction field curricula, job safety demands and differences between mainly used technologies and methodologies in companies there should be easy to attain the main object – electronically available database for everybody to facilitate free movement of builders and easy work placement for VET students. Additional benefit is that through international cooperation there is possible to improve the vocational training, the network and development of curricula.

The end result will be spreading of knowledge between teachers and increase possibilities for work placement in construction sector.

5.4 PARTNERSHIP AND DISTRIBUTION OF TASKSPlease explain the distribution of tasks between participating institutions/organisations and the competences required from each of them. Also explain how you will ensure the active involvement of all partners in common partnership activities.

NGO E-Umbrella will act as the coordinating partner. Coordination tasks include: managing communication flow (emails), the completion of tasks and deliverables on time, gathering reports and deliverables, producing progress and final report, scheduling.

Kuressaare Regional Training Centre will be responsible for development and maintenance of the project electronical database/website as the main dissemination tool.

Partners will have the following common tasks:

1. Translate the competences of selected curricula into national languages2. Arrange and deliver the enquiry in their partner companies to clarify the most needed competences in main fields, 3. Be involved in comparison of curricula, job safety demands and creating network for work placements4. Undertake evaluation and dissemination activities 5. Organize study visits and meetings in host countries according to the project plan6. To be responsible for management own budget and reporting7. To be responsible for valorization, dissemination and exploitation of project ideas and outcomes in own organization and county8. Participate in the project communication with partners and outside the project group

Staff taking part in this project is expected to be competent in project content (teachers /developers/ company representatives) and able to communicate in English.

5.5 COOPERATION AND COMMUNICATION

Please explain how effective cooperation and communication between participating institutions/organizations will be organized.

Following project communication and valorization approach will be used to ensure the partnership cooperation:

1. Communication – mainly by e-mail. Partners expected to reply to emails within 3 working days. In case partner needs more time for response, then he expected to inform about it within 3 working days maximum. The partners will communicate about the project activities or other related local activities of interest, any difficulties that might encounter and of course the results. All e-mail communication is to be transparent to all partners, unless the subject is very specific or trivial. The coordinator will be responsible to inform partners as necessary regarding the progress of the project. In case of urgent tasks there will be possible to communicate via Skype, phone, MSN.

2. Commitment to deadlines. The project schedule, milestones and deadlines are set to be clear toall partners. The project coordinator will ensure that deadlines will be met by reminding the partners responsible about what should be done, thus making sure that each deliverable is clear and attending to any question. Each partner will be responsible to inform the coordinator about the progress of the deliverable and provide working version if available.

3. Partner meetings, workshops, progress monitoring, evaluation, clarification, help each other and provide guidance.

5.8 EVALUATION How will you evaluate whether the aims of the partnership have been met and the expected impact has been achieved?

The evaluation will be performed by the partners during the meetings according to the project activity plan. It will be facilitated with a checklist of evaluation points as well as a list of the criteria which will be applied in the evaluation.

Evaluation will carried out in different phases:

Planning phase: evaluation of objectives, strategies and time limits - are the objectives achievable during 2 years according to activity plan – all partners and coordinatorProgress phase: evaluation of progress during the all project time according to activity plan. Are the tasks and objectives achieved for deadline? All partners and project coordinatorFinal phase: evaluation of outcomes, quality, used finances, leadership, team-work, possibilities for future cooperation and etc. All participants will fill the questionnaire to enquire how useful was the project. The evaluation will express in partners reports and also in projects interim and final report.

In project preparation phase all partners were involved in negotiating of the project content and demands.During the first meeting the schedule and activity plan will be updated.The selected trainers and staff from each educational institution and company will participate in comparison and development of the curricula, technologies and methodologies used in companies and job safety demands to clarify differences in various countries.

The partners will cooperate closely in the customization process of final comparison and requirements lists about each participating country to give better overview to students and workers for easier work placement or work in future.

The partners will collectively perform the evaluation and dissemination task though their meetings and promotion of the website.

The integration of the project outcomes into the learning activities and environments of the organizations will be achieved as follows:

Increasing of international cooperation and increasing networking between partner organisations.

The partners of VET schools can use outcomes to enchase the curricula (add new competencies, new methodologies and technologies) and plan easier students work placement in abroad. Using the created network in construction field it will be easier and more secure to send trainees abroad as there is common/shared understanding about requirements and expectations in partner countries.

Created network between participants enables future cooperation in different levels: curricula development, elaborate new training materials, share work placements, teachers or workers mobility to increase their competitiveness at labor market.

Please note that mobility activities can only take place between organisations receiving funding to participate in the Partnership, or to events organised by Lifelong Learning (or predecessor) Programme projects or networks.
