Subcommittee Objectives

• Promote standards in marine and coastal spatial data financed in whole or in part by Federal funds

• Exchange information on technological improvements for collecting marine and coastal spatial data

• Encourage the Federal and non-Federal community to identify and adopt standards and specifications for marine and coastal spatial data

• Engage in partnerships to develop marine and coastal data

Authority and Drivers

OMB Revised Circular A-16• Revised version places much more emphasis on marine and coastal data • NSDI data themes listed in Revised Circular A-16 of marine and coastal interest:

– Baseline– Offshore Cadastre– Bathymetry– Geodetic Control– Shoreline– Offshore Minerals– Marine Boundaries– Marine Transportation

U.S. Commission on Ocean Policy Recommendations• USCOP Recommendation 25-7: “The Federal Geographic Data Committee (FGDC) should coordinate

federal ocean and coastal mapping and charting activities with the goal of creating standardized, easily accessible national maps”

National Research Council Coastal Mapping and Charting Recommendations• NRC study suggests the MCSD SC pursue shoreline coordination and coastal and ocean data access

• Lead agency – DOC/NOAA as established by FGDC Charter• Primary Federal agencies

– NOAA

– U.S. Army Corps of Engineers

– NGA

– U.S. Navy

– USGS

– Minerals Management Service

– Department of State

• Partnerships– Marine Boundary Working Group with NOAA and MMS– Topo/bathy Demonstration Project with NOAA and USGS

• Outreach– Numerous workshops, trainings, and presentations– Metadata curriculum for coastal and marine community

• Data Stewardship/Data Access– Hydrographic data, including all nautical charting and bathymetric data– Shoreline data – Marine cadastral data – Coastal remote sensing data – Benthic (ocean floor data)

• Standards development

Recent Subcommittee Accomplishments

Standards Development• Developed the Shoreline Profile of the FGDC Content Standard for Digital Geospatial

Metadata• Developed Geospatial Positioning Accuracy Standard, Part 5: Standard for

Hydrographic Surveys and Nautical Charts

Marine and Coastal Framework Data Development• Lobbied to include the marine cadastre and bathymetry as NSDI Framework themes

in Revised Circular A-16 • Released NOS Data Explorer Web portal for selected NOAA Ocean Service

geospatial data holdings

Partnerships and Outreach• Developed partnership with National States Geographic Information Council (NSGIC)

to promote the Marine and Coastal NSDI and to start to build a coastal GIS caucus within the NSGIC organization

• Undertook management of the Oceans and Estuaries Channel on the E-Gov Geospatial One-Stop Portal

FY05-06 Work Plan

Proposed Focus Areas

1. Participating in the Geospatial One-Stop Project

2. Responding to recommendations from the National Research Council and

the US Commission on Ocean Policy

3. Developing the National Shoreline Data Content Standard

4. Advancing the bathymetry framework theme

5. Supporting the Marine Boundary Working Group activities

FY05-06 Work Plan

Geospatial One-Stop Project

• TASK 1 - Design, develop, and promote the

Oceans and Estuaries channel on the Geospatial

One-Stop Portal

• TASK 2 - Populate the “geodata.gov marketplace”

on the Geospatial One-Stop Portal

• TASK 3 - Begin a dialog with the National Map to

include coastal and ocean data in their mapping

services.

FY05-06 Work Plan

NRC and USCOP Recommendations

• TASK 1 - Convene a special interest meeting on the “shoreline” and

associated datum and coordination issues

• TASK 2 - Coordinate a presentation and possible workshop on the use of the

V-Datum tool that allows transformation of elevation data from one vertical

datum into another

• TASK 3 - Hold at least two full-day meetings per year to ensure that member

and subcommittee activities are shared with the group

• TASK 4 – Stay current with FGDC, GOS, and other external activities and

share with subcommittee membership

• TASK 5 - Populate the geodata.gov marketplace on the Geospatial One-Stop

portal with current and planned coastal mapping and charting activities
