Motivation/Problem DefinitionMotivation/Problem Definition
Communities are Vulnerable
Need to develop adaptation strategies
2012, 50-50 Conference - Surveying the Past, Mapping the Future
Research questions:
1. What are the protocols in place globally for communities to adapt to climate change?
3. How can community climate change adaptation protocols applied to coastal areas be effectively evaluated?
5. What is an efficient and effective framework for coastal communities to adapt?
2012, 50-50 Conference - Surveying the Past, Mapping the Future
Objectives
1. Identify specific protocol and adaptation processes for international initiatives.
3. Use the scientific method of problem solving as the framework to compare adaptation processes for international initiatives
5. Apply the adaptation framework to determine best practices for coastal communities through current protocols, and communities vulnerabilities.
2012, 50-50 Conference - Surveying the Past, Mapping the Future
International protocols International protocols
Some International organizations developing plans for climate change protection.
UNDP ICLEI CARE FCM
ICLEI milestones for climate adaptation
1.Conduct a baseline emissions inventory and forecast.
2.Adopt an emissions reduction target for the forecast
year.
3.Develop a Local Action Plan.
4.Implement policies and measures.
5.Monitor and verify results.
Scientific methodScientific method
The scientific method provides a framework for analyzing adaptation strategies
Propose to analyze different protocols with respect to this framework
Seek best practices and results for application in C-Change
Methodology Methodology
AHP (ExpertChoice)
Pairwise comparison of 1st level hierarchy elements
AHP data grid scores evaluation for “Problem definition” (For each protocol is problem well-defined ?)

Guideline-Community responsibilities Guideline-Community responsibilities Title Responsibility
Decision maker team Operational decisions and coordinate the teams of operation
Police Department Control access, Assist site search, Provide Security
Fire Department Conduct site rescue operation, assist site evacuation, identified threatened utilities
Ambulance Carry injured residents to hospitals, Arrange for relocation of patients to other hospitals outside of the city, if necessary.
Transportation assist in evacuation, transport of residents in evacuation
Red Cross Provision of advice and assistance to the Town to manage emergency social services (lodging, feeding, clothing, personal services, registration and inquiry), Assist in provision of victim and family personal services (Outreach Programs)
Health Department Ensure the coordination of vaccine/antiviral storage, handling and distribution across Community, Provide instruction and health information through public service announcements and information networks
DiscussionDiscussion
◦ Finalizing the protocols evaluation
◦ Using best practices in protocols to apply to C-
Change communities
◦ Ongoing evaluation of C-Change communities
◦ Preparation of guidelines for each community
