Subpart 32.02—SafetyRequirements

§ 32.02–1 Means of escape—T/ALL.On all tankships where the plans and

arrangements will possibly permit, allpassageways leading to living quarters,or places where anyone may be regu-larly employed, shall be provided withnot less than two avenues of escape solocated that if one of such avenues isnot available another may be. The lo-cality and arrangement of such addi-tional means of escape shall be deter-mined by the inspectors as will in theirjudgment best carry out the purposefor which this provision was made.

§ 32.02–5 Communication betweendeckhouses—TB/OCLB.

On all tank vessels where the dis-tance between deckhouses is more than46 meters (150 feet), a fixed means of fa-cilitating communication betweenboth ends of the vessel, such as a raisedfore and aft bridge or side tunnels,must be provided. Previously approvedarrangements may be retained so longas they are maintained in satisfactorycondition to the satisfaction of the Of-ficer in Charge, Marine Inspection.

§ 32.02–10 Rails—TB/ALL.(a) All tank vessels, except un-

manned tank barges, contracted for onor after July 1, 1969, shall have effi-cient guard rails or bulwarks on decksand bridges. The height of rails or bul-warks shall be at least 391⁄2 inches fromthe deck except that where this heightwould interfere with the normal oper-ation of the vessel, a lesser height maybe approved by the Commandant. Atexposed peripheries of the freeboard

and superstructure decks the railsshall be in at least three courses in-cluding the top. The opening below thelowest course shall not be more than 9inches. The courses shall not be morethan 15 inches apart. In the case ofships with rounded gunwales, the guardrail supports shall be placed on the flatof the deck. On other decks and bridgesthe rails shall be in at least twocourses, including the top, approxi-mately evenly spaced. All rails shallconsist of solid or tubular sections orchains or wire rope or a combinationthereof.

(b) Where it can be shown to the sat-isfaction of the Commandant that avessel is engaged exclusively on voy-ages of a sheltered nature, the provi-sions of paragraph (a) of this sectionmay be relaxed.

(c) Tank vessels contracted for priorto July 1, 1969, except unmanned tankbarges, assigned a deeper load lineunder part 42 of subchapter E (LoadLines) of this chapter shall have effi-cient guard rails or bulwarks as re-quired by paragraph (a) of this section.Otherwise, existing rails and bulwarkspreviously approved approved will beconsidered satisfactory so long as theyare maintained in good condition.Minor repairs and alterations may bemade to the same standards as theoriginal construction.

(d) All tank vessels in ocean andcoastwise service, except unmannedtank barges, constructed on or afterJune 15, 1987, must have suitable stormrails installed in all passageways andat the deckhouse sides on weatherdecks where persons on board mighthave normal access. Storm rails mustbe installed on both sides of passage-ways which are six feet or more inwidth. Tank vessels to which this para-graph applies constructed prior to June15, 1987, may retain previously acceptedor approved installations so long asthey are maintained in good conditionto the satisfaction of the Officer inCharge, Marine Inspection.

All exposed and dangerous placessuch as gears and machinery shall beproperly protected with covers, guardsor rails in order that the danger of ac-cidents may be minimized. On vesselsequipped with radio communication,the lead-ins shall be efficiently incasedor insulated to insure against acci-dental shock. Such lead-ins shall be lo-cated so as not to interfere with thelaunching of lifeboats and life rafts.

Subpart 32.05—Markings

§ 32.05–1 Draft marks and draft indi-cating systems—TB/ALL.

(a) All vessels must have draft marksplainly and legibly visible upon thestem and upon the sternpost orrudderpost or at any place at the sternof the vessel as may be necessary foreasy observance. The bottom of eachmark must indicate the draft.

(b) The draft must be taken from thebottom of the keel to the surface of thewater at the location of the marks.

(c) In cases where the keel does notextend forward or aft to the location ofthe draft marks, due to raked stem orcutaway skeg, the datum line fromwhich the drafts shall be taken, shallbe obtained by projecting the line ofthe bottom of the keel forward or aft,as the case may be, to the location ofthe draft marks.

(d) In cases where a vessel may havea skeg or other appendage extendinglocally below the line of the keel, thedraft at the end of the vessel adjacentto such appendage shall be measured toa line tangent to the lowest part ofsuch appendage and parallel to the lineof the bottom of the keel.

(e) Draft marks must be separated sothat the projections of the marks ontoa vertical plane are of uniform heightequal to the vertical spacing betweenconsecutive marks.

(f) Draft marks must be painted incontrasting color to the hull.

(g) In cases where draft marks are ob-scured due to operational constraintsor by protrusions, the vessel must be

fitted with a reliable draft indicatingsystem from which the bow and sterndrafts can be determined.

§ 32.05–5 Vessel’s name on equip-ment—TB/ALL.

The equipment of all tank vessels,such as fire hose, fire axes, lifeboats,life rafts, life preservers, and lifeboats,shall be painted or branded with thename of the vessel upon which they areused.

§ 32.05–10 Name of tankship—T/ALL.Every tankship shall have the name

marked upon each bow and upon thestern, and the home port shall also bemarked upon the stern. § 32.15–15 Anchors, Chains, andHawsers—TB/ALL

Tankships in ocean, coastwise,or Great Lakes service and mannedseagoing barges must be fitted with an-chors, chains and hawsers in generalagreement with the standards estab-lished by the American Bureau of Ship-ping. The current standards of otherrecognized classification societies mayalso be accepted upon approval by theCommandant.

(c) Lakes, Bays, and Sounds, or RiverService. Tankships in lakes, bays, andsounds, or river service must be fittedwith such ground tackle and hawsers asdeemed necessary by the Officer inCharge, Marine Inspection, dependingupon the size of the tankship and thewaters on which it operates.

(d) Tankships and Barges ConstructedBefore June 15, 1987. For each tankshipor manned seagoing barge constructedbefore June 15, 1987, except a bargespecified in paragraph (e) of this sec-tion, the equipment previously accept-ed or approved is satisfactory for thesame service so long as it is main-tained in good condition to the satis-faction of the Officer in Charge, MarineInspection (OCMI). If the service of the

vessel changes, the OCMI will evaluatethe suitability of the equipment.

(e) Barges Equipped with Anchors toComply with 33 CFR 155.230(b)(1). Eachbarge equipped with an anchor, to com-ply with 33 CFR 155.230(b)(1), must befitted with an operable anchoring sys-tem that includes a cable or chain, anda winch or windlass. All components ofthe system must be in general con-formity with the standards issued by arecognized classification society. A listof recognized classification societies,including information for ordering cop-ies of approved standards, is availablefrom Commandant (G–MSE), 2100 Sec-ond Street SW., Washington, DC 20593–0001; telephone (202) 267–6925 or fax (202)267–4816. If the Coast Guard finds thatyour anchoring system is not in gen-eral conformity with an approvedstandard, it will advise you how tobring it into such conformity.

(f) Operation and Performance. Eachanchor, exposed length of chain orcable, and hawser must be visually in-spected before the barge begins eachvoyage. The anchor must be stowed sothat it is ready for immediate use in anemergency. The barge must have a

§ 32.15–35 Magnetic Compass and Gy-rocompass—T/OC.

(a) All tankships in ocean or coast-wise service must be fitted with a mag-netic compass.

(b) All tankships of 1,600 gross tonsand over in ocean or coastwise servicemust be fitted with a gyrocompass inaddition to the magnetic compass.

(c) Each tankship must have an illu-minated repeater for the gyrocompassrequired under paragraph (b) that is atthe main steering stand unless the gy-

rocompass is illuminated and is at themain steering stand.

Subpart 32.16—Navigation BridgeVisibility

§ 32.16–1 Navigation bridge visibility-T/ALL.

Each tankship which is 100 meters(328 feet) or more in length and con-tracted for on or after September 7,1990, must meet the following require-ments:

(a) The field of vision from the navi-gation bridge, whether the vessel is ina laden or unladen condition, must besuch that:

(1) From the conning position, theview of the sea surface is not obscuredforward of the bow by more than thelesser of two ship lengths or 500 meters(1,640 feet) from dead ahead to 10 de-grees on either side of the vessel. With-in this arc of visibility any blind sectorcaused by cargo, cargo gear, or otherpermanent obstruction must not ex-ceed 5 degrees.

(2) From the conning position, thehorizontal field of vision extends overan arc from at least 22.5 degrees abaftthe beam on one side of the vessel,through dead ahead, to at least 22.5 de-grees abaft the beam on the other sideof the vessel. Blind sectors forward ofthe beam caused by cargo, cargo gear,or other permanent obstruction mustnot exceed 10 degrees each, nor totalmore than 20 degrees, including anyblind sector within the arc of visibilitydescribed in paragraph (a)(1) of thissection.

(3) From each bridge wing, the fieldof vision extends over an arc from atleast 45 degrees on the opposite bow,through dead ahead, to at least deadastern.

(4) From the main steering position,the field of vision extends over an arcfrom dead ahead to at least 60 degreeson either side of the vessel.

(5) From each bridge wing, the re-spective side of the vessel is visible for-ward and aft.

(b) Windows fitted on the navigationbridge must be arranged so that:

(4) The height of the upper edge ofthe front windows allows a forwardview of the horizon at the conning posi-tion, for a person with a height of eyeof 1.8 meters (71 inches), when the ves-sel is at a forward pitch angle of 20 de-grees.

Subpart 32.20—EquipmentInstallations

§ 32.20–1 Equipment installations onvessels during World War II—TB/ALL.

Boilers, pressure vessels, machinery,piping, electrical and other installa-tions, including lifesaving, firefightingand other safety equipment, installedon vessels during the Unlimited Na-tional Emergency declared by thePresident on May 27, 1941, and prior tothe termination of title V of the Sec-ond War Powers Act, as extended (sec.501, 56 Stat. 180, 50 U.S.C. 635), which donot fully meet the detailed require-ments of the regulations in this chap-ter, may be continued in service iffound to be satisfactory by the Com-mandant for the purpose intended. Ineach instance prior to final action bythe Commandant, the Officer inCharge, Marine Inspection, shall notifyHeadquarters of the facts in the case,together with recommendations rel-ative to suitability for retention.

§ 32.20–5 Pressure vacuum reliefvalves—TB/ALL.

The pressure vacuum relief valveshall be of a type and size approved bythe Commandant for the purpose in-tended. For specifications and proce-dures re approval, see subpart 162.017 of

subchapter Q (Specifications) of thischapter.

§ 32.20–10 Flame arresters—TB/ALL.

§ 32.20–20 Liquid level gaging—T/ALL.

On tankships, the construction orconversion of which is started on orafter July 1, 1951, a method for deter-mining the level of the liquid in acargo tank without opening ullageholes, cargo hatches, or Butterworthplates, shall be provided on all tank-ships certificated for the carriage ofGrade A liquids: Provided, That ullageholes fitted with sounding pipes tightlysecured to the underside of the tanktops, open at the bottom, and extend-ing to within 18 inches or less of thebottom of the tank shall be consideredas complying with the foregoing re-quirement.

Subpart 32.22T—Tank Level orPressure Monitoring Devices

§ 32.22T–1 Scope and applicability.

(a) Effective period. This subpart is ef-fective for 2 years from April 28, 1997.

(b) Applicability. The standards setforth in this subpart apply to tanklevel or pressure monitoring devicesdeveloped for use on single-hull tankvessels over 5,000 gross tons carryingoil in bulk as cargo.

(c) Scope. This subpart sets perform-ance standards for tank level or pres-sure monitoring devices. If a devicemeeting these standards is developedduring the effective period of this sub-part, the Coast Guard will address in-stallation requirements separately.During the effective period of this sub-part no owner or operator is requiredto install any tank level or pressure

monitoring device meeting the per-formance standards of this subpart un-less required by the Coast Guard in aseparate regulation.

§ 32.22T–5 Performance standards fortank level or pressure monitoringdevices.

(a) A tank level or pressure moni-toring device shall determine the levelof the liquid in a cargo tank withoutopening ullage holes, cargo hatches, orbutterworth plates.

(b) A tank level or pressure moni-toring device shall meet the followingstandards:

(1) Automatically compensate forchanges in cargo volume due to tem-perature.

(2) Meet the requirements in § 111.105of this chapter when used in hazardouslocations.

(3) Indicate any loss of power or fail-ure of the tank level or pressure moni-toring device and monitor the condi-tion of the alarm circuitry and sensorby an electronic self-testing feature.

(4) Alarm before cargo in the cargotank declines to a level of 0.5 percentbelow the quantity to which it wasloaded, or 1,000 gallons of cargo, which-ever is less.

(5) Operate without degradation inheavy seas, moisture, and varyingweather conditions.

(6) Not alarm when loading or offloading cargo.

(7) Have audible and visible alarm in-dicators that can be seen and heard onthe navigation bridge of the vessel, ortowing vessel for non-self-propelledvessels, which are distinctly identifi-able as cargo tank level or pressuremonitoring alarms.

Subpart 32.25—General AlarmSystems

§ 32.25–1 General alarm systems fortankships and manned tank barges.

A general alarm system must be in-stalled on tankships and manned tankbarges which meets the requirementsin subchapter J (Electrical EngineeringRegulations) of this chapter.

No tank vessel, except an oil pollu-tion clean-up vessel, that carries petro-leum products grades A thru D con-tracted for on or after June 15, 1977may have an air compressor on an aircompressor intake installed in any ofthe following cargo areas:

(a) A cargo handling room.(b) An enclosed space containing

cargo piping.(c) A space in which cargo hose is

stowed.(d) A space adjacent to a cargo tank

or cargo tank hold.(e) A space within three meters of

any of the following:(1) A cargo tank opening.(2) An outlet for cargo gas or vapor.(3) A cargo pipe flange.(4) A cargo valve.(5) An entrance or ventilation open-

(g) An enclosed space having an open-ing into a location described in para-graphs (a)–(f) of this section.

(h) A location similar to those de-scribed in paragraphs (a)–(g) of thissection in which cargo vapors or gasesmay be present.

Subpart 32.40—Accommodationsfor Officers and Crew

§ 32.40–1 Application—TB/ALL.(a) The provisions of this subpart, ex-

cept § 32.40–60 and § 32.40–65, apply to alltankships of 100 gross tons and overconstructed on or after June 15, 1987.

(b) Tankships of less than 100 grosstons and manned tank barges mustmeet the requirements of § 32.40–60.

(c) Tankships of 100 gross tons andover constructed prior to June 15, 1987,must meet the requirements of § 32.40–65.

§ 32.40–5 Intent—T/ALL.The accommodations provided for of-

ficers and crew on all vessels must besecurely constructed, properly lighted,heated, drained, ventilated, equipped,located, arranged and insulated fromundue noise, heat and odors.

§ 32.40–10 Location of crew spaces—T/ALL.

(a) Crew quarters must not be locatedfarther forward in the vessel than avertical plane located at 5 percent ofthe vessel’s length abaft the forwardside of the stem at the designed sum-mer load water line. However, for ves-sels in other than ocean or coastwiseservice, this distance need not exceed8.5 meters (28 feet). For the purposes ofthis paragraph, the vessel’s lengthmust be as defined in § 43.15–1 of sub-chapter E (Load Lines) of this chapter.Unless approved by the Commandant,no section of the deck head of the crewspaces may be below the deepest loadline.

(b) There must be no direct commu-nication, except through solid, closefitted doors or hatches between crewspaces and chain lockers, or machineryspaces.

§ 32.40–15 Construction—T/ALL.All crew spaces are to be constructed

and arranged in a manner suitable tothe purpose for which they are in-tended and so that they can be kept ina clean, workable and sanitary condi-tion.

§ 32.40–20 Sleeping accommodations—T/ALL.

(a) Where practicable, each licensedofficer shall be provided with a sepa-rate stateroom.

(b) Sleeping accommodations for thecrew must be divided into rooms, noone of which may berth more than 4persons.

(c) Each room must be of such sizethat there is at least 2.78 square meters

(30 square feet) of deck area and a vol-ume of at least 5.8 cubic meters (210cubic feet) for each person accommo-dated. The clear head room must notbe less than 190 centimeters (75 inches).In measuring sleeping accommodationsany furnishings contained therein forthe use of the occupants are not to bededucted from the total volume orfrom the deck area.

(d) Each person shall have a separateberth and not more than one berth maybe placed above another. The berthmust be composed of materials notlikely to corrode. The overall size of aberth must not be less than 68 centi-meters (27 inches) wide by 190 centi-meters (75 inches) long, except by spe-cial permission of the Commandant.Where two tiers of berths are fitted,the bottom of the lower berth must notbe less than 30 centimeters (12 inches)above the deck. The berths must not beobstructed by pipes, ventilating ducts,or other installations.

(e) A locker must be provided foreach person accommodated in a room.

§ 32.40–25 Washrooms and toiletrooms—T/ALL.

(a) At least 1 toilet, 1 washbasin, and1 shower or bathtub must be providedfor each 8 members or portion thereofin the crew who do not occupy sleepingaccommodations to which private orsemi-private facilities are attached.

(b) The toilet rooms and washroomsmust be located convenient to thesleeping quarters of the crew to whichthey are allotted but must not open di-rectly into such quarters except whenthey are provided as private or semi-private facilities.

(c) All washbasins, showers, andbathtubs must be equipped with ade-quate plumbing, including hot and coldrunning water. All toilets must be in-stalled with adequate plumbing forflushing.

(d) At least 1 washbasin must befitted in each toilet room, exceptwhere private or semi-private facilitiesare provided and washbasins are in-stalled in the sleeping rooms.

(e) Where more than 1 toilet is lo-cated in a space or compartment, eachtoilet must be separated by partitions.

§ 32.40–30 Messrooms—T/ALL.

(a) Messrooms must be located asnear to the galley as is practicable ex-cept where the messroom is equippedwith a steam table.

(b) Each messroom must seat thenumber of persons expected to eat inthe messroom at one time.

§ 32.40–35 Hospital space—T/ALL.

(a) Each vessel which in the ordinarycourse of its trade makes voyages ofmore than 3 days duration betweenports and which carries a crew of 12 ormore, must be provided with a hospitalspace. This space must be situated withdue regard to the comfort of the sick sothat they may receive proper attentionin all weathers.

(b) The hospital must be suitably sep-arated from other spaces and must beused for the care of the sick and for noother purpose.

(c) The hospital must be fitted withberths in the ratio of 1 berth to every12 members of the crew or portionthereof who are not berthed in singleoccupancy rooms, but the number ofberths need not exceed 6.

(d) The hospital must have a toilet,washbasin, and bathtub or shower con-veniently situated. Other necessarysuitable equipment such as a clotheslocker, a table, and a seat must be pro-vided.

§ 32.40–40 Other spaces—T/ALL.

Each vessel must have—(a) Sufficient facilities where the

crew may wash and dry their ownclothes, including at least 1 sink sup-plied with hot and cold fresh water;

(b) Recreation spaces; and(c) A space or spaces of adequate size

available on an open deck to which thecrew has access when off duty.

§ 32.40–45 Lighting—T/ALL.

Each berth must have a light.

§ 32.40–50 Heating and cooling—T/ALL.

(a) All manned spaces must be ade-quately heated and cooled in a mannersuitable to the purpose of the space.

(b) The heating and cooling systemfor accommodations must be capable ofmaintaining a temperature of 21 °C (70

(c) Radiators and other heating appa-ratus must be so placed and shielded,where necessary, to avoid risk of fire,danger or discomfort to the occupants.Pipes leading to radiators or heatingapparatus must be insulated wherethose pipes create a hazard to personsoccupying the space.

§ 32.40–55 Insect screens—T/ALL.

Provisions shall be made to protectthe crew quarters against the admis-sion of insects.

§ 32.40–60 Crew accommodations ontankships of less than 100 grosstons and manned tank barges—TB/ALL.

(a) The crew accommodations on alltankships of less than 100 gross tonsand all manned tank barges must havesufficient size and equipment, and beadequately constructed to provide forthe protection of the crew in mannerpracticable for the size, facilities, andservice of the tank vessel.

(b) The crew accommodations mustbe consistent with the principles un-derlying the requirements for crew ac-commodations of tankships of 100 grosstons or more.

Subpart 32.50—Pumps, Piping,and Hose for Cargo Handling

§ 32.50–1 Cargo pumps for tank vesselsconstructed on or after November10, 1936—TB/ALL.

On all tank vessels, the constructionor conversion of which is started on orafter November 10, 1936, the cargopumps shall be designed and installedto minimize the danger of sparking.Special care shall be exercised in thedesign of packing spaces in order to se-cure ample depth and accessibility ofglands. Where cargo pump shafts piercegastight bulkheads, stuffing boxes withreadily accessible gastight glands shallbe provided.

§ 32.50–3 Cargo discharge—TB/ALL.

(a) Pumps or other acceptable meansshall be used to discharge cargo fromgravity type cargo tanks vented atgauge pressures of 4 pounds per squareinch or less.

(b) The use of compressed air as theprimary means of discharging cargofrom such tanks is prohibited.

§ 32.50–5 Cargo pump gauges on tankvessels constructed on or after No-vember 10, 1936—TB/ALL.

(a) Cargo pumps on tank vessels, theconstruction or conversion of whichwas started prior to November 10, 1936,may be located in a hold space con-taining independent cargo tanks or ondeck. If the pump driving unit is of thetype permitted in cargo pumprooms, italso may be located in the hold space.If other types of driving units are used,they shall be located on deck or in anengine compartment. If the pump driveshaft passes through decks or bulk-heads into a hold space or pumproom,

§ 32.50–15 Cargo piping on tank vesselsconstructed on or after July 1,1951—TB/ALL.

(a) On all tank vessels, the construc-tion or conversion of which is startedon or after July 1, 1951, the cargo pip-ing shall be:

(1) A fixed cargo piping system shallbe installed on a tank vessel carryingGrade A, B, or C cargo. The pipingshall be arranged so as to avoid exces-sive stresses at the joints. For sizes ex-ceeding 2 inches in diameter, flanged,welded, or other approved types ofjoints shall be employed. Packing ma-terial shall be suitable for the cargocarried. Connections at bulkheads shallbe made so that the plating does notform part of a flanged joint. Pipingmay be carried through bunker spacesand deep tanks provided it is runthrough a pipe tunnel. The tunnel maybe omitted where the pipe is extraheavy, all joints are welded, and bendsare installed to provide for expansionand contraction.

(2) Tank vessels carrying only GradesD and E cargo may use a portable pip-ing system in lieu of a fixed piping sys-tem meeting the requirements of para-graph (a)(1) of this section, provided:

(i) The hose complies with 33 CFR154.500 or the portable piping complieswith part 56 of this chapter;

(ii) The connections comply with 33CFR 156.130;

(iii) A shutoff valve is at or near thepoint of entry into the tank;

(iv) Except for the carriage of animalfats and vegetable oils, the system hasa closure which forms a vapor-tightseal on the tank opening throughwhich the cargo is transferred, isbolted or dogged in place, and has thehose and drop line connected to it; and

(v) Except for the carriage of animalfats and vegetable oils, the system hasa metallic drop line which complieswith 46 CFR 153.282.

(3) Cargo piping shall not passthrough spaces containing machinerywhere sources of vapor ignition arenormally present: Provided, That, inspecial cases the Commandant maypermit the piping to pass through such

spaces if Grade E liquids only are in-volved.

(b) Valve operating rods in cargotanks shall be solid, except that tankbarges having plug cocks inside thecargo tanks may have operating rods ofextra heavy pipe with the annularspace between the lubricant tube andthe pipe wall sealed with a nonsolublematerial to prevent penetration of thecargo. Valve operating rods shall be ofample size, well guided and supported,and attached to the valve stems in amanner so as to prevent the operatingrods from working loose. Where the op-erating rods pass through a deck, gas-tight stuffing boxes shall be fitted. Theleads of operating rods shall be as di-rect as possible. Valves shall be of suit-able design for the intended service.

(c) All cargo loading and dischargehose connections shall be fitted withvalves or blind flanges.

§ 32.50–20 Cargo piping for tank ves-sels constructed between November10, 1936, and July 1, 1951—TB/ALL.

§ 32.50–25 Cargo pumps and piping ontank vessels constructed prior toNovember 10, 1936—TB/ALL.

On tank vessels, the construction orconversion of which was started priorto November 10, 1936, cargo pumps andpiping which do not fully comply withthe regulations in this subchapter shallbe made as nearly equal to the require-ments for tank vessels constructed be-tween November 10, 1936, and July 1,1951, as is necessary in the interest ofsafety. Cargo pipe lines may passthrough cargo pump engine compart-ments provided no cargo valves are lo-cated therein.

§ 32.50–30 Cargo hose—TB/ALL.Cargo hose carried on tank vessels

must be suitable for oil service and de-signed to withstand the pressure of theshutoff head of the cargo pump orpump relief valve setting, less statichead, but in no case less than 150pounds per square inch.

§ 32.50–35 Remote manual shutdownfor internal combustion enginedriven cargo pump on tank ves-sels—TB/ALL.

(a) Any tank vessel which is equippedwith an internal combustion enginedriven cargo pump on the weather deckshall be provided with a minimum ofone remote manual shutdown station,conspicuously marked, and located atthe midpoint of such vessel, or 100 feetfrom the engine, whichever is the morepractical. The remote quick actingmanual shutdown shall be installed onthe engine so as to provide a quick andeffective means of stopping the engine(such as by cutting off the intake air).

(b) This regulation applies to all in-stallations of this type on tank vessels,but for such installations now on exist-ing tankships at the date of next bien-nial inspection or October 1, 1963,whichever occurs later.

Subpart 32.52—Bilge Systems

§ 32.52–1 Bilge pumps on tank vesselsconstructed or converted on orafter November 19, 1952—TB/ALL.

The number and arrangement of bilgepumps on each tank vessel shall con-form to the requirements of subchapterF (Marine Engineering) of this chapter,except as hereinafter provided in thissubpart.

§ 32.52–5 Bilge piping for pump roomsand adjacent cofferdams on tankvessels constructed or converted onor after November 19, 1952—TB/ALL.

(a) Provisions shall be made for re-moving drainage from the pumproombilges and adjacent cofferdams. A sepa-rate bilge pump, ejector, or bilge suc-tion from a cargo pump or cargo strip-ping pump may be provided for thispurpose. The bilge pump shall not belocated in nor shall the piping passthrough spaces containing machinerywhere sources of vapor ignition arenormally present.

(b) Where a bilge suction is providedfrom a cargo or stripping pump, astopcheck valve shall be fitted in thesuction branch, and an additional stopvalve shall be fitted also if the bilgesuction branch can be subjected to ahead of oil from the filling line.

(c) Means shall be provided for con-trolling the cargo or pump room bilgepumps and their suctions or dischargesin order that a flooded pump room maybe pumped out. Suitable portable ormanually operated pumps may be ac-cepted as complying with this provi-sion, or alternatively, the pump con-trols shall be arranged so that they areoperable from inside the pump roomand either from an accessible positionoutside the pump room, or from thepump room casing above the freeboarddeck.

Subpart 32.53—Inert Gas System

§ 32.53–1 Application—T/ALL.(a) Except as provided in paragraphs

(b) and (c) of this section, this subpartapplies to:

(1) A U.S. crude oil tanker or productcarrier of 100,000 DWT tons (metric) ormore or combination carrier of 50,000DWT tons (metric) or more, that has akeel laying date on or after January 1,1975.

(2) A new (as defined in 46 U.S.C. 3701)crude oil tanker or product carrier, orforeign flag crude oil tanker or productcarrier of 20,000 DWT tons or more en-tering the navigable waters of the U.S.

(3) A crude oil tanker that isequipped with a cargo tank cleaningsystem that uses crude oil washing.

(4) An existing product carrier of20,000 deadweight tons (metric) or morethat has tank washing machines with acapacity of more than 60 cubic metersper hour after May 31, 1983.

(5) Any other U.S. or foreign flag:(i) Crude oil tanker or product car-

rier of 70,000 deadweight tons (metric)and over after May 31, 1981;

(ii) Crude oil tanker between 20,000and 70,000 deadweight tons (metric)after May 31, 1983;

(iii) Product carrier between 40,000and 70,000 deadweight tons (metric)after May 31, 1983.

(b) This subpart does not apply tovessels designed to carry only:

(1) Liquefied gas cargo; or(2) Grade E cargo that is carried at a

temperature lower than 5° C below itsflash point.

(c) This part does not apply to vesselsas stated in 46 U.S.C. 3702.

§ 32.53–3 Exemptions.

(a) The Assistant Commandant forMarine Safety and Environmental Pro-tection grants exemptions for crude oiltankers of less than 40,000 deadweighttons not fitted with high capacity tankwashing machines, if the vessel’s ownercan show that compliance would be un-reasonable and impracticable due tothe vessel’s design characteristics.

(b) Requests for exemptions must besubmitted in writing to: Commandant(G–MSO), U.S. Coast Guard, Wash-ington, DC 20593–0001.

(c) Each request must be supportedby documentation showing that:

(1) The system would be detrimentalto the safe operation of the vessel;

(2) It is physically impracticable toinstall the system; or

(3) Adequate maintenance of the sys-tem would be impossible.

(d) The vessel’s owner may request aconference. The exemption request filewill be available for use in the con-ference and additional arguments orevidence in any form may be presented.The conference will be recorded. Thepresiding officer summarizes the mate-rial presented at the conference andsubmits written recommendations tothe Assistant Commandant for MarineSafety and Environmental Protection.

(e) The Assistant Commandant forMarine Safety and Environmental Pro-tection reviews the exemption requestfile and decides whether to grant ordeny the exemption. The decision shallinclude an explanation of the basis on

§ 32.53–5 Operation—T/ALL.

The master of each tankship towhich this subpart applies shall ensurethat the inert gas system is operatedas necessary to maintain an inert at-mosphere in the cargo tanks at thepressure required under § 32.53–30, ex-cept when the cargo tanks are gas free.

§ 32.53–10 General—T/ALL.(a) Each tankship to which this sub-

part applies must have an inert gassystem that meets the requirements ofthis subpart and is approved in accord-ance with 46 CFR 50.20.

(b) Each inert gas system must be de-signed, constructed and installed in ac-cordance with the provisions of SOLASII–2, regulation 62, with the followingprovisions:

(1) Acceptable types of water seals in-clude the wet and semiwet type. Othertypes of seals may be accepted on acase by case basis if approval is givenby the Coast Guard Marine Safety Cen-ter.

(2) If a vapor collection system re-quired to meet part 39 of this sub-chapter is connected to the inert gassystem, the instruction manual re-quired by SOLAS II–2, regulation 62.21must include procedures relating tovapor collection operations.

Subpart 32.55—Ventilation andVenting

§ 32.55–1 Ventilation of tank vesselsconstructed on or after July 1,1951—TB/ALL.

(a) On all tanks vessels, the construc-tion or conversion of which is startedon or after July 1, 1951, all enclosedparts of the vessel, other than cargo,fuel and water tanks, cofferdams and

void spaces, shall be provided with effi-cient means of ventilation.

(b) Compartments containing ma-chinery where sources of vapor ignitionare normally present shall be venti-lated in such a way as to remove va-pors from points near the floor level orthe bilges. Effective steam or air actu-ated gas ejectors, blowers or ventila-tors fitted with heads for natural ven-tilation, with at least one duct extend-ing to immediately below the floorplates will be approved for this pur-pose. Machinery spaces below thefreeboard deck, in which fuels withflash point of 110° F or lower are used,shall be equipped with power ventila-tion. (See § 32.60–20 for other require-ments concerning pumprooms.)

§ 32.55–5 Ventilation of tank vesselsconstructed between November 10,1936, and July 1, 1951—TB/ALL.

(a) On tank vessels, the constructionor conversion of which was started onor after November 10, 1936, and prior toJuly 1, 1951, all enclosed parts of thevessel, other than cargo, fuel, andwater tanks and cofferdams, shall beprovided with efficient means of ven-tilation.

(b) Pumprooms and compartmentscontaining machinery where sources ofvapor ignition are normally presentshall be ventilated in such a way as toremove vapors from points near thefloor level or the bilges. Effectivesteam or air actuated gas ejectors orblowers or ventilators fitted with headsfor natural ventilation, will be ap-proved for this purpose. (See § 32.65–20for other requirements concerningpumprooms.)

§ 32.55–10 Ventilation of tank vesselscontracted prior to November 10,1936—TB/ALL.

Ventilation of tank vessels, the con-struction or conversion of which wasstarted prior to November 10, 1936,shall be equal to the requirements oftank vessels constructed before July 1,1951, where the changes are, in theopinion of the Officer in Charge, Ma-rine Inspection, necessary in the inter-est of safety.

§ 32.55–15 Ventilation for hold spaces—TB/ALL.

Hold spaces containing independentcargo tanks shall be considered to beequivalent to cargo pumprooms andshall be ventilated and safeguarded assuch.

§ 32.55–20 Venting of cargo tanks oftankships constructed on or afterJuly 1, 1951—T/ALL.

(a) Venting required. (1) On all tank-ships, the construction or conversion ofwhich is started on or after July 1, 1951,each cargo tank shall be equipped witha vent. The diameter of a vent shall benot less than 21⁄2 inches.

(2) In any case where a venting sys-tem is required for a particular gradeof liquid, the venting system permittedfor a higher grade of liquid may be usedinstead.

(b) Grade A liquids. (1) Cargo tanks inwhich Grade A liquids are to be trans-ported must be fitted with a ventingsystem consisting of a branch vent linefrom each cargo tank connected to avent header which must extend to aheight above the weather deck equal toat least 13.1 feet and must terminate ata comparable distance from any livingor working space, ventilator inlet, orsource of ignition. When special condi-tions will prevent the vent line orheader outlets being permanently in-stalled at a height above the deck of13.1 feet an adjustable system must beprovided which, when extendedvertically, is capable of reaching aheight of 13.1 feet.

(2) A weather hood may be installedat the vent outlet providing it is ofsuch design as not to direct the flow ofvapor below the horizontal.

(3) The branch vent lines shall con-sist of either:

(i) Pipe with no valves or other hin-drances to a free flow of gas; or,

(ii) Piping fitted with a pressure vac-uum relief valve, provided means aresupplied for relieving all internal pres-sure on cargo tanks by fitting thevalve with a positive means for openingits pressure valve to allow free passageof gases through the branch vent lineor by the installation of a by-passfitted with a manually operated stopvalve.

(4) The vent header shall be fittedwith a flame arrester or pressure vacu-um relief valve. If a pressure vacuumrelief valve is used in the header,means shall be provided for relievingall internal pressure on cargo tanks byfitting the valve with a positive meansfor opening its pressure valve to allowfree passage of gases through the head-er or by the installation of a by-passfitted with a manually operated stopvalve. A suitable means of relievingpressure shall be fitted in the header inorder to prevent excess pressure beingbuilt up in the tanks, in the event ofoverfilling of the latter. The vent head-er system shall be provided with suit-able connections for flushing anddraining. The vent header system shallbe of sufficient capacity as to be ableto carry off all displaced air and vaporsduring loading of the cargo tanks with-out opening of ullage plates, cargohatches, etc. See § 32.20–20 for liquidlevel gaging requirements.

(c) Grade B or C liquids. Cargo tanksin which Grade B or C liquids are to betransported shall be fitted with eitherindividual pressure-vacuum reliefvalves which shall extend to a reason-able height above the weather deck orshall be fitted with a venting systemconsisting of branch vent lines con-nected to a vent header which shall ex-tend to a reasonable height above theweather deck and be fitted with aflame arrester or a pressure-vacuum re-lief valve. The vent header system, iffitted, shall be provided with suitableconnections for flushing and draining,and if desired, stop valves may beplaced in the individual branch ventlines provided that each stop valve isbypassed by a pressure-vacuum reliefvalve.

(d) Grade D or E liquids. Cargo tanksin which Grade D or E liquids only areto be transported shall be fitted withgooseneck vents and flame screens.

(e) Tank vents which meet the re-quirements of SOLAS will be consid-ered equivalent to the provisions ofthis section.

(2) In any case where a venting sys-tem is required for a particular gradeof liquid, the venting system permittedfor a higher grade of liquid may be usedinstead.

(b) Grade A, B, or C liquids. The ventheader system, if fitted, shall be pro-vided with suitable connections forflushing and draining, and if desired,stop valves may be placed in the indi-vidual branch vent lines: Provided,That each such stop valve is bypassedby a pressure-vacuum relief valve.

(c) Grade D or E liquids. Cargo tanksin which Grade D or E liquids only areto be transported shall be fitted withgooseneck vents and flame screens.

(a) Venting required. On all tank ves-sels, the construction or alteration ofwhich is started on or after November10, 1936, and prior to July 1, 1951, eachcargo tank shall be equipped with avent. The details of the venting systemshall meet the requirements of thissection, or alternatively, the require-ments of either § 32.55–20 or § 32.55–25, asapplicable, shall be met.

(b) Grade A liquids. (1) Cargo tanks inwhich Grade A liquids are to be trans-ported shall be fitted with a venting

system consisting of branch vent linefrom each cargo tank connected to avent header which shall extend to areasonable height above the weatherdeck and be fitted with a flame ar-rester or pressure-vacuum relief valve.Each branch vent line may be providedwith a manually operated controlvalve, provided it is bypassed with apressure-vacuum relief valve or eachcargo tank to which such a branch ventline is connected is fitted with an inde-pendent pressure-vacuum relief valve.The vent header system shall be pro-vided with suitable connections forflushing and draining.

(2) In barges with independent tankscarrying Grade A liquids, separate dis-charge pipes may be fitted to eachpressure-vacuum relief valve, or thepressure-vacuum relief valve may beelevated, so that in either case the dis-charge from such valve will not be lessthan 7 feet above the deck where prac-ticable.

(c) Grade B or C liquids. Cargo tanksin which Grade B or C liquids are to betransported shall be fitted with indi-vidual pressure-vacuum relief valves orshall be fitted with a venting systemconsisting of branch vent lines con-nected to a vent header which shall ex-tend to a reasonable height above theweather deck and be fitted with aflame arrester or a pressure-vacuum re-lief valve.

(d) Grade D or E liquids. Cargo tanksin which Grade D or E liquids only areto be transported shall be fitted withgooseneck vents and flame screens un-less such tanks are vented by pressure-vacuum relief valves or a venting sys-tem of branch vent lines and a ventheader.

§ 32.55–35 Venting of cargo tanks ontank vessels constructed prior toNovember 10, 1936—TB/ALL.

The venting of cargo tanks of tankvessels, the construction or alterationof which was started prior to November10, 1936, shall be made to equal the re-quirements of tank vessels constructedbefore July 1, 1951, where the changesare, in the opinion of the Officer inCharge, Marine Inspection, necessaryin the interests of safety: Provided,That on such vessels carrying Grade A

§ 32.55–45 Venting of cofferdams andvoid spaces of tank vessels con-structed on or after November 10,1936—TB/ALL.

(a) Except as provided in paragraph(b) of this section, on all tank vessels,the construction or conversion ofwhich was started on or after Novem-ber 10, 1936, cofferdams and void spacesshall be provided with gooseneck ventsfitted with a flame screen or pressure-vacuum relief valves. The diameter of avent shall be not less than 21⁄2 inches.

(b) On unmanned tank barges notfitted with fixed bilge systems in thecofferdams and void spaces, vents forcofferdams and void spaces will not berequired.

§ 32.55–50 Ventilation of tankshipsthat have a keel laying date on orafter January 1, 1975—T/ALL.

Each tankship that has a keel layingdate on or after January 1, 1975, musthave deckhouse and superstructureventilation inlets and outlets and otheropenings to the exterior arranged tominimize the admission of flammablegas to enclosed spaces that contain asource of ignition.

§ 32.56–1 Application—T/ALL.

§ 32.56–5 General—T/ALL.

(a) Except as provided in paragraphs(c) and (d) of this section, each cat-

egory A machinery space must be aft ofthe cargo area and pumprooms.

(b) Except as provided in paragraphs(c), (d), and (e) of this section, each ac-commodation space, service space ex-cept isolated storage spaces, and con-trol space and each main cargo controlstation must be aft of:

(1) The cargo area;(2) All cargo pumprooms; and(3) All cofferdams that isolate the

cargo area from category A machineryspaces.

(c) Except as provided in paragraph(e) of this section, any pumproom maybe recessed below accommodation,service, and control spaces and re-cessed into any category A machineryspace if the distance between thedeckhead of the recess and the under-side of the accommodation, service, orcontrol space is at least equal to theheight of the recess.

(d) Accommodation, service, controland certain machinery spaces, such asspaces for bow thrusters, windlass, andemergency fire pumps, may be locatedforward of the cargo area and pump-rooms if it is demonstrated to the Com-mandant that the overall degree ofsafety of the vessel is improved andthat the degree of fire and life safetyfor these spaces is not less than the de-gree of fire and life safety for similarspaces located aft.

(e) On liquefied gas carriers:(1) Main cargo control stations may

be located in the cargo area;(2) Accommodation, service, and con-

trol spaces may be located overcofferdams that isolate cargo tanksother than integral tanks from cat-egory A machinery spaces;

(3) Pumprooms may not be recessedinto any space below deck.

§ 32.56–10 Navigation positions—T/ALL.

(a) No navigation position may beabove the cargo area unless it is ap-proved by the Commandant as nec-essary for the safe operation of the ves-sel.

(b) Each navigation position that isabove the cargo area must be separatedfrom the deck by an unenclosed spacethat extends at least 2 meters (6.6 feet)from the deck to the navigation posi-tion.

§ 32.56–15 Deck spills—T/ALL.A coaming or other barrier at least .3

meters (1 foot) higher than adjacentspill containment barrier must be pro-vided to prevent cargo spills from flow-ing aft of the housefront.

§ 32.56–20 Insulation of exteriorboundaries: Superstructures anddeckhouses—T/ALL.

The following exterior boundaries ofsuperstructures and deckhouses thatcontain accommodation, service, andcontrol spaces, except wheelhouses,must be insulated to ‘‘A–60’’ Class:

(a) The exterior boundaries that facethe cargo area.

(b) The portion of the exterior bulk-heads and decks within 3 meters (10feet) of these boundaries.

§ 32.56–21 Openings in exterior bound-aries: Accommodation, service, andcontrol spaces—T/ALL.

The following exterior boundaries ofaccommodation, service, and controlspaces, except wheelhouses, must haveno openings, and portlights must be ofa fixed type with easily operable steelcovers on the inside:

(a) The exterior boundaries that facethe cargo area.

(b) The portion of the exterior bound-aries within 3 meters (10 feet) or thelength of the vessel divided by 25,whichever is greater, except that thedistance need not exceed 5 meters (16.4feet), of these boundaries.

§ 32.56–22 Openings in and insulationof boundaries: Other spaces—T/ALL.

If openings are fitted into the fol-lowing exterior boundaries of any spaceother than an accommodation, service,or control space, the interior of thespace must be insulated to ‘‘A–60’’Class and the space must not provideaccess to any accommodation, service,or control space:

(a) The exterior boundaries that facethe cargo area.

(b) The portion of the exterior bound-aries within 3 meters (10 feet) or the

length of the vessel divided by 25,whichever is greater, except that thedistance need not exceed 5 meters (16.4feet), of these boundaries.

§ 32.56–25 Category A machineryspaces: Windows and port lights—T/ALL.

(a) Except as provided in paragraph(b) of this section and subpart 111.105,of this chapter, boundaries of categoryA machinery spaces and boundaries ofcargo pumprooms must not be piercedfor windows or portlights.

(b) Skylights that can be closed fromoutside the spaces they serve may befitted in boundaries of category A ma-chinery spaces.

§ 32.56–30 Category A machineryspaces: Bulkheads and decks—T/ALL.

(a) Bulkheads and decks that sepa-rate category A machinery spaces fromcargo pumprooms must be ‘‘A’’ Classconstruction.

(b) Bulkheads and decks that sepa-rate category A machinery spaces orcargo pumprooms, including the pump-room entrance, from accommodation,service, or control spaces must be ‘‘A–60’’ Class construction.

§ 32.56–35 Doors—T/ALL.(a) Casing doors in category A ma-

chinery spaces and all elevator doorsmust be self-closing and must meet therequirements of 46 CFR 72.05–25(b).

(b) If a means of holding a door openis used, it must be a magnetic holdbackor equivalent device that is operatedfrom the bridge or other suitable re-mote control position.

§ 32.56–40 Category A machineryspaces: Insulation—T/ALL.

Structural insulation within cat-egory A machinery spaces must have abarrier such as metal foil, sheet metal,cementitious coating, or other vaporbarrier so that the surface of that insu-lation is impervious to oil and oil va-pors.

§ 32.56–45 Draft stops—T/ALL.(a) Where ceilings or linings are

fitted in accommodation, service, orcontrol spaces, ‘‘B’’ Class bulkheads,except those that form passageways,may stop at the ceiling or lining ifdraft stops of ‘‘B’’ Class constructionare fitted between the ceiling or liningand the deck or shell at intervals of 14meters (45 feet) or less.

(b) Spaces behind the linings of stair-ways and other trunks must have draftstops at each deck.

§ 32.56–50 Combustible veneers—T/ALL.

(a) Except as provided in paragraph(b) of this section combustible veneerson bulkheads, linings, and ceilingswithin accommodation, service, or con-trol spaces must be 2 millimeters (.079inches) or less in thickness.

(b) Veneers on bulkheads, linings,and ceilings in concealed spaces, cor-ridors, stairway enclosures, or controlspaces must be an approved interiorfinish material or a reasonable numberof coats of paint.

§ 32.56–55 Control spaces—T/ALL.Bulkheads and decks that separate

control spaces from adjacent spacesmust be ‘‘A’’ Class construction and in-sulated against fire. 46 CFR Table72.05–10(e) of the Passenger Vessel Reg-ulations may be used as a guide.

§ 32.56–60 Ventilation ducts—T/ALL.(a) Each duct for ventilation of Cat-

egory A machinery spaces that passesthrough accommodation, service, orcontrol spaces must be:

(1) Constructed of steel and insulatedto ‘‘A–60’’ Class; or

(2) Constructed of steel, fitted withan automatic fire damper at eachboundary where it enters and leavesthe Category A machinery space, andinsulated to ‘‘A–60’’ Class for a distanceof 5 meters (16.4 feet) beyond each ma-chinery space boundary.

(b) Each duct for ventilation of ac-commodation, service, and controlspaces that passes through Category Amachinery spaces must be constructedof steel and be fitted with an auto-matic fire damper at each Category Amachinery space boundary.

Subpart 32.57—Structural Fire Pro-tection for Tank Vessels Con-tracted for On or After Janu-ary 1, 1963

§ 32.57–1 Application—TB/ALL.

(a) The provisions of this subpartshall apply to all tank vessels con-tracted for on or after January 1, 1963.

§ 32.57–5 Definitions—TB/ALL.

(a) Standard fire test. A ‘‘standard firetest’’ is one which develops in the testfurnace a series of time temperaturerelationships as follows:

5 minutes—1,000° F.10 minutes—1,300° F.30 minutes—1,550° F.60 minutes—1,700° F.

(b) ‘‘A’’ Class divisions. ‘‘A’’ Class di-visions such as bulkheads and decks,means divisions that are composed ofsteel or an equivalent metal, suitablystiffened, and made intact with themain structure of the vessel, includingthe shell, structural bulkheads, ordecks. They are constructed so that, ifsubjected to the standard fire test,they are capable of preventing the pas-sage of flame and smoke for one hour.In addition, they are insulated with ap-proved structural insulation, bulkheadpanels, or deck coverings so that theaverage temperature on the unexposedside does not rise more than 139° C (250°F) above the original temperature, nordoes the temperature at any one point,including any joint, rise more than 181°C (325° F) above the original tempera-ture, within the time listed below:Class A–60 ........................................ 60 minutesClass A–30 ........................................ 30 minutesClass A–15 ........................................ 15 minutesClass A–0 .......................................... 0 minutes with no in-

(c) ‘‘B’’ Class bulkheads. Bulkheads ofthe ‘‘B’’ Class shall be constructed withapproved incombustible materials andmade intact from deck to deck and toshell or other boundaries. They shall beso constructed that, if subjected to the

(d) ‘‘C’’ Class divisions. Bulkheads ordecks of the ‘‘C’’ Class shall be con-structed of approved incombustiblematerials, but need meet no require-ments relative to the passage of flame.

(e) Steel. Where the term ‘‘steel orother equivalent metal’’ is used in thissubpart, it is intended to require a ma-terial which, by itself or due to insula-tion provided, has structural and integ-rity qualities equivalent to steel at theend of the applicable fire exposure.

(f) Approved material. § 32.57–10 Construction—TB/ALL.(a) The hull, superstructure, struc-

tural bulkheads, decks, and deckhousesshall be constructed of steel. Alter-nately, the Commandant may permitthe use of other suitable material inspecial cases, having in mind the riskof fire.

(b) Bulkheads of galleys, paint andlamp lockers, and emergency generatorrooms shall be of ‘‘A’’ Class construc-tion.

(c) The boundary bulkheads anddecks separating the accommodationsand control stations from cargo, andmachinery spaces and from galleys,main pantries and storerooms otherthan small service lockers shall be of‘‘A’’ Class Construction.

(d) The following conditions applywithin accommodation, service, andcontrol spaces:

(1) Corridor bulkheads in accommo-dation areas shall be of ‘‘A’’ or ‘‘B’’Class intact from deck to deck State-

room doors in such bulkheads mayhave a louver in the lower half.

(2) Stairtowers, elevator, dumb-waiter, and other trunks shall be of‘‘A’’ Class construction.

(3) Bulkheads not already specified tobe of ‘‘A’’ or ‘‘B’’ Class constructionmay be of ‘‘A’’, ‘‘B’’, or ‘‘C’’ Class Con-struction.

(4) The integrity of any deck in wayof a stairway opening, other than astairtower, shall be maintained bymeans of ‘‘A’’ or ‘‘B’’ Class divisions orbulkheads and doors at one level. Theintegrity of a stairtower shall be main-tained by ‘‘A’’ Class doors at everylevel. The doors shall be of the self-closing type. No means shall be pro-vided for locking such doors, exceptthat crash doors or locking devices ca-pable of being easily forced in an emer-gency may be employed provided a per-manent and conspicuous notice to thiseffect is attatched to both sides of thedoor. Holdback hooks or other meansof permanently holding the door openwill not be permitted. However, mag-netic holdbacks operated from thebridge or from other suitable remotecontrol positions are acceptable.

(5) Interior stairs, including stringersand treads shall be of steel or othersuitable material having in mind therisk of fire. This is not intended to pre-clude the use of other material for nos-ing, walking surfaces, etc., over thesteel.

(6) Except for washrooms and toiletspaces, deck coverings within accom-modation spaces shall be of an ap-proved type. However, overlays for lev-eling or finishing purposes which donot meet the requirements for an ap-proved deck covering may be used inthicknesses not exceeding 3⁄8 of an inch.

(7) Except as provided in paragraph(d)(7–a) of this section, ceilings, lin-ings, and insulation, including pipe andduct laggings, must be made of ap-proved incombustible material.

(7–a) Combustible insulations andvapor barriers that have a maximumextent of burning of 122 millimeters (5inches) or less when tested in accord-ance with ASTM D 4986, ‘‘StandardTest Method for Horizontal BurningCharacteristics of Cellular PolymericMaterials’’ (incorporated by reference,

(8) Any sheathing, furring or holdingpieces incidental to the securing of anybulkhead, ceiling, lining, or insulationshall be of approved incombustible ma-terials.

(9) Bulkheads, linings and ceilingsmay have a combustible veneer withina room not to exceed 2 millimeters (.079inch) in thickness. However, combus-tible veneers, trim, decorations, etc.,shall not be used in corridors or hiddenspaces. This is not intended to precludethe use of an approved interior finishor a reasonable number of coats ofpaint.

(e) Wood hatch covers may be usedbetween cargo spaces or between storesspaces. Hatch covers in other locationsshall be of steel or equivalent metalconstruction. Tonnage openings shallbe closed by means of steel plates orequivalent metal construction.

(f) Nitrocellulose or other highlyflammable or noxious fume-producingpaints or lacquers shall not be used.

Subpart 32.59—Minimum Longitu-dinal Strength and PlatingThickness Requirements forUnclassed Tank Vessels ThatCarry Certain Oil Cargoes—TB/ALL

§ 32.59–1 Minimum section modulusand plating thickness require-ments—TB/ALL.

(a) As used in this section, Rulemeans the current Rules of the Amer-ican Bureau of Shipping or other recog-nized classification society, as appro-priate for the vessel’s present serviceand regardless of the year the vesselwas constructed.

(b) The requirements of this sectionapply to all in-service, unclassed tankvessels certificated to carry a pollutioncategory I oil cargo listed in 46 CFRTable 30.25–1.

(c) For all vessels except those lim-ited on their Certificate of Inspection

to river routes only, the minimum mid-ship section modulus must be—

(1) At least 90 percent of that re-quired by Rule; or

(2) Where there is no specific Rule re-quirement, at least 100 percent of thatwhich is necessary to meet the bendingmoment developed under a full loadcondition in still water, using a per-missible bending stress of 12.74 kN/cm2

(1.30 t/cm2, 8.25 Ltf/in2).(d) Within the 40-percent midship

length, the average flange and webthicknesses of each longitudinal stiff-ener must be as follows:

(1) For deck and bottom stiffeners: atleast 85 percent of Rule thickness, un-less a buckling analysis demonstratesthat lesser thicknesses can be safelytolerated. However, the average thick-ness must never be less than 80 percentof Rule thickness; and

(2) For side stiffeners: at least 75 per-cent of Rule thickness.

(e) Within the 40-percent midshiplength, the average thickness for longi-tudinal strength plating must be atleast as follows:

(1) Weather deck: 75 percent of Rulethickness;

(2) Hatch: 70 percent of Rule thick-ness;

(3) Trunk: 75 percent of Rule thick-ness;

(4) Sheer strake: 75 percent of Rulethickness;

(5) Outer sideshell: 75 percent of Rulethickness;

(6) Inner sideshell: 75 percent of Rulethickness;

(7) Outer bottom; 75 percent of Rulethickness;

(8) Inner bottom: 70 percent of Rulethickness;

§ 32.60–1 Scantlings, material, andworkmanship—TB/ALL.

(a) All tank vessels, the constructionor conversion of which is started on orafter July 1, 1951, shall conform to therequirements in this subpart in con-struction of hulls. The hull and deck-houses shall be of steel or iron con-struction except that the pilothouseand decks over quarters may be con-structed of wood. Scantlings, material,and workmanship, subdivision of cargospaces, fitting of cofferdams, and test-ing of tanks shall be at least equiva-lent to the requirements of the Amer-ican Bureau of Shipping or other recog-nized classification society.

(b) See subpart 32.57 for structuralfire protection requirements for tankvessels contracted for on or after Janu-ary 1, 1963.

§ 32.60–5 Subdivision of cargo space—TB/ALL.

The cargo space shall be divided intotight compartments as necessary toavoid excessive stresses and to providestability.

§ 32.60–10 Segregation of cargo; GradeA, B, C, or D—TB/ALL.

(a) General. The galleys, living quar-ters, navigation spaces, general cargospaces, boiler rooms, and enclosedspaces where sources of vapor ignitionare normally present, shall be seg-regated from cargo tanks bycofferdams or pump rooms or tanks, ei-ther empty or used to carry liquid hav-ing a flashpoint of 150° F. or above, ordeck spaces enclosed or open.

(b) Cargo tank spaces. Cargo tankspaces shall extend to the main deck,with hatches and vents located on theweather deck. Liquids having a flashpoint of not less than 150° F. may becarried in the bulk tanks located be-yond the segregating cofferdams and/orpump rooms.

(c) Enclosed spaces. (1) Cargo and ventpiping passing through enclosed spacesimmediately above the bulk cargotanks shall be continuous except thatflanged joints connecting pipe sectionswill be permitted.

(2) No openings to cargo tank shall bepermitted other than stuffing boxesthrough which valve control rods orpermanently installed gage tapes ex-

tend and openings for use of tankcleaning machines. Openings for tankcleaning machines, when not in use,shall be kept closed by means of gas-tight bolted plates and when in useshall be made essentially gas and wa-tertight by covers through which hoseor pipe to the tank cleaning machinesextend.

(3) The overhead in way of quartersshall be gastight.

(d) Stowage spaces. The spaces de-scribed in paragraph (c) of this sectionmay be used for stowage purposes andfor general cargo provided that ade-quate ventilation is furnished.

(e) Openings. (1) Except as provided inparagraph (c) of this section, thereshall be no manholes or other openingsfrom cargo tanks to any other enclosedspaces. An exception may be made toallow direct access from cargo tanks toinnerbottoms through gas tight boltedmanholes, provided:

(i) The innerbottom tanks are voidsor ballast tanks only, and

(ii) The innerbottom tanks are pro-tected from sources of ignition similarto the cargo tanks, and any bilge orballast pumping system serving theinnerbottom tanks are treated likecargo pumping systems.

(2) Any vents, sounding tubes, andsimilar piping passing through suchtanks shall be run in a suitable trunk;or such piping shall have a wall thick-ness equal to or greater than theinnerbottom plating, but not less thanschedule 80, and shall be welded con-tinuously on both sides of theinnerbottom plating.

§ 32.60–15 Segregation of cargo; GradeE—TB/ALL.

(a) General. The galleys, living quar-ters, navigation spaces, general cargospaces, boilerrooms, and enclosedspaces containing machinery, wheresources of vapor ignition are normallypresent, shall be segregated from thecargo tanks by tight bulkheads and in-tervening spaces are not required.

(b) Cargo tank spaces. Cargo tankspaces can be terminated at any deckwith hatches on the same deck, but thevent lines shall be extended to the

weather deck. Butterworth openingsand extension rods may be located onthe tank top.

§ 32.60–20 Pumprooms on tank vesselscarrying Grade A, B, C, D and/or Eliquid cargo—TB/ALL.

(a) Cargo pumps. In tank vessels car-rying Grade A, B, C, or D liquid cargo,cargo pumps shall be isolated fromsource of vapor ignition by gastightbulkheads. A gastight bulkhead be-tween the pumproom and the pump en-gine room may be pierced for driveshaft and pump engine control rodsprovided such openings are fitted withstuffing boxes or other approved glandarrangement. A steam driven pumpshall not be considered a source ofvapor ignition provided the steam tem-perature does not exceed 500° F.

(b) Ventilation for pumprooms on tankvessels the construction or conversion ofwhich is started between July 1, 1951, andJanuary 1, 1963. (1) Pumprooms of alltank vessels, the construction or con-version of which is started betweenJuly 1, 1951, and January 1, 1963, shallbe ventilated in such a way as to re-move vapors from points near the floorlevel or bilges. Pumprooms on tank-ships handling Grade A, B, or C liquidcargo, with machinery located belowthe freeboard deck, shall be equippedwith power ventilation. Pumproomsequipped with power ventilation shallhave the ventilation outlets terminatemore than six feet from any opening tothe interior part of the vessel whichnormally contains sources of vapor ig-nition.

(2) For all tank vessels, the construc-tion or conversion of which is startedbetween October 1, 1959, and January 1,1963, the power ventilation shall notproduce a source of vapor ignition ineither the pumproom or the ventilationsystems associated with the pump-room. The capacity of power ventila-tion units shall be sufficient to effect acomplete change of air in not morethan 3 minutes, based upon the volumeof the pumproom and associated trunksup to the deck at which access fromthe weather is provided.

(c) Ventilation for pumprooms on tankvessels the construction or conversion ofwhich is started on or after January 1,1963. (1) For all tank vessels, the con-

struction or conversion of which isstarted on or after January 1, 1963, thecargo pumprooms shall be fitted in ac-cordance with paragraphs (a) and (d) ofthis section. Cargo pumprooms onthese vessels shall be ventilated insuch a way as to remove vapors frompoints near the floor level or bilges.Cargo pumprooms on tank vessels han-dling Grade A, B, or C liquid cargo,shall be equipped with power ventila-tion of the exhaust type having capac-ity sufficient to effect a completechange of air in not more than 3 min-utes based upon the volume of thepumproom and associated trunks up tothe deck at which access from theweather is provided.

(2) The power ventilation units shallnot produce a source of vapor ignitionin either the pumproom or the ventila-tion systems associated with the pump-room. Inlets to exhaust ducts shall beprovided and located near the floorlevel at points where concentrations ofvapors may be expected. Ventilationfrom the weather deck shall be pro-vided. Power supply ventilation may befitted in lieu of natural ventilation,but when fitted shall be arranged toavoid turbulence in the cargo pump-room. Cargo pumprooms equipped withpower ventilation shall have the ven-tilation outlets terminate more than 6feet from any opening to the interiorpart of the vessel which normally con-tains sources of vapor ignition, andshall be so located as to minimize thepossibility of recirculating contami-nated air through the pumproom.

(3) Cargo pumprooms handling GradeD and/or E liquid cargo only shall befitted with at least two ducts extendedto the weather deck, one of which shallbe extended to a point near the floorlevel. This does not preclude installa-tion of power ventilation, if desired.

(4) The ventilation required in thisparagraph shall be sufficient to prop-erly ventilate the pumproom with theaccess openings closed.

(d) Access. The access to a cargopumproom in a tank vessel carryingGrade A, B, C, or D liquid cargo shallbe from the open deck.

§ 32.60–30 Tank vessels with inde-pendent tanks—TB/ALL.

(a) Independent cargo tanks may belocated in hold spaces or in other cargotanks; however, a working space of atleast 15 inches shall be maintainedaround each independent tank, or elseprovisions shall be made for movingsuch tanks to furnish such workingspace, except that less than 15 inchesaround such tanks may be permitted ifin the judgment of the Officer inCharge, Marine Inspection, having ju-risdiction, a satisfactory inspection ofthe cargo tanks and hull structure canbe made.

(b) When an independent cargo tankis located in an enclosed space otherthan a cargo tank, such enclosed spaceshall be considered as equivalent to apumproom and shall be safeguarded assuch as required by this subpart.

(c) Cargo tanks independent of thehull structure shall be supported insaddles or on foundations of steel orother suitable material and securelyattached in place to preclude the cargofrom being damaged or shifting as a re-sult of collision. The arrangement shallbe such as to permit longitudinal andcircumferential, or athwartship andvertical, expansion of the cargo tanks.Each tank shall be supported so as toprevent the concentration of excessiveloads on the supporting portion of theshell.

§ 32.60–35 Tank vessels carrying GradeA liquid cargo—TB/ALL.

(a) Grade A liquids having a Reidvapor pressure in excess of 25 poundsper square inch shall be transported incargo tanks which are independent ofthe hull.

(b) Barges carrying Grade A liquidshaving a Reid vapor pressure in excessof 25 pounds per square inch shall be of

a Type III barge hull as defined in§ 32.63–5(b)(3).

§ 32.60–40 Construction and testing ofcargo tanks and bulkheads—TB/ALL.

(a) All cargo tanks vented at gagepressure of 4 pounds per square inch orless shall be constructed and tested asrequired by standards established bythe American Bureau of Shipping orother recognized classification society.The design of cargo tanks integral withthe hull and vented at a gage pressureexceeding 4 pounds per square inch butnot exceeding 10 pounds per squareinch gage pressure will be given specialconsideration by the Commandant.

(b) Cargo tanks vented at a gagepressure exceeding 10 pounds persquare inch are considered to be pres-sure vessels and shall be of cylindricalor similar design and shall meet the re-quirements of subchapter F (MarineEngineering) of this chapter.

§ 32.60–45 Segregation of spaces con-taining the emergency source ofelectric power—TB/ALL.

(a) The provisions of this sectionshall apply to all vessels contracted foron or after October 1, 1958.

(b) When a compartment containingthe emergency source of electricpower, or vital components thereof, ad-joins a space containing either theship’s service generators or machinerynecessary for the operation of theship’s service generators, all commonbulkheads and/or decks shall be pro-tected by approved ‘‘structural insula-tion’’ or other approved material. Thisprotection shall be such as to be capa-ble of preventing an excessive tempera-ture rise in the space containing theemergency source of electric power, orvital components thereof, for a periodof at least one hour in the event of firein the adjoining space. Bulkheads ordecks meeting Class A–60 require-ments, as defined by § 72.05–10 of sub-chapter H (Passenger Vessels) of thischapter, will be considered as meetingthe requirements of this paragraph.

Subpart 32.63—Hull and CargoTank Requirements for TankBarges Constructed or Con-verted On or After July 1,1964, and Carrying CertainDangerous Bulk Cargoes

§ 32.63–1 Application—B/ALL.

(a) The requirements of this subpartshall apply to all tank barges, the con-struction or conversion of which isstarted on or after July 1, 1964, and car-rying those cargoes listed in Table30.25–1 which are defined as:

(1) Flammable liquids having a Reidvapor pressure in excess of 25 poundsper square inch, absolute, in inde-pendent tanks (part 32).

(2) Liquefied flammable gases (part 38of this subchapter).

§ 32.63–5 Barge hull classifications—B/ALL.

(a) Each barge subject to the provi-sion of this subpart shall be assigned ahull type number. The Commandantwill designate the barge hull types tobe used for carrying cargoes in order toinsure that the vessel is designed con-sistent with the degree and nature ofthe hazard of the commodity carried.

(b) For this purpose the barge hulltypes shall be as follows:

(1) Type I barge hull. Barge hullsclassed as Type I are those designed tocarry products which require the max-imum preventive measures to precludethe uncontrolled release of the cargo tothe waterways and/or atmosphere.

(2) Type II barge hull. Barge hullsclassed as Type II are those designed tocarry products which require substan-tial preventive measures to precludeuncontrolled release to the atmos-phere, but whose uncontrolled releaseto the waterways does not constitute alonglasting public or operating per-sonnel hazard, though local and tem-porary pollution may occur.

(3) Type III barge hull. Barge hullsclassed as Type III are those designedto carry products of sufficient hazardto require a moderate degree of con-trol.

§ 32.63–8 Alternative arrangements—B/ALL.

(a) Alternative arrangements, dif-fering from those specifically requiredby this subpart, may be considered andapproved by the Commandant, if it isdemonstrated to his satisfaction that adegree of safety is obtained which isconsistent with the intent of this sub-part.

§ 32.63–10 Rakes and coamings—B/ALL.

(a) Each barge hull shall be con-structed with a suitable blow form(length, shape, and height of headlog)to protect against diving at the max-imum speed at which the barge is de-signed to be towed. In any integratedtow, only the lead barge need complywith this requirement. In any case, theoperator of the towing vessel shall beguided by appropriate speed limita-tions.

(b) All open hopper type barge hullsshall be provided with coamings aroundthe hopper space and, additionally, a36-inch minimum height plowsharebreakwater on the forward rake.Coamings shall have a minimumheight of 36 inches forward graduatedto a minimum height of 24 inches atmidlength and 18 inches thereafter.

§ 32.63–20 Hull structure—B/ALL.(a) General. In addition to complying

with the requirements of § 32.60–1, asapplicable, barge hulls of Types I and IIshall comply with the provisions ofthis section.

(b) Types I and II barge hull. Under anassumed grounding condition such thatthe forward rake bulkhead rests upon apinnacle at the water surface, the max-imum hull bending stress shall not ex-ceed the following limits:

(1) Independent tanks may be in-stalled in such a manner that they donot contribute to the strength andstiffness of the barge. In such case, thehull stress shall not exceed either 50percent of the minimum ultimate ten-sile strength of the material or 70 per-cent of the yield strength when speci-fied, whichever is greater.

(2) The Commandant may consider areduction in hull stress when inde-pendent tanks are installed in such amanner as to contribute to the

strength and stiffness of the barge andthis is accounted for in determiningthe effective section modulus of thebarge. In such case, the hull stressshall not exceed the percentage stressvalues prescribed in paragraph (b)(1) ofthis section multiplied by the quantity(1.5¥SWT/UTS), where SWT is thestress calculated without including theeffect of the tanks, and UTS is theminimum ultimate tensile strength ofthe material. The value SWT, however,shall in no case be more than 75 per-cent of UTS.

§ 32.63–25 Cargo tanks and supports—B/ALL.

(a) General. Saddles and hold-downsecuring straps for independent cargotanks shall be designed to prevent tankfailure due to loads induced in the sad-dles or straps by barge deflection.

(b) Collision protection. (1) All inde-pendent cargo tanks installed on TypeI and Type II barge hulls shall be pro-tected with suitable collision chocks orcollision straps to withstand a longitu-dinal collision load of one and one-halftimes the weight of the tank and cargo.All other independent cargo tanksshall be provided with suitable colli-sion chocks or collision straps to with-stand a longitudinal collision loadequal to the weight of the tank andcargo.

(2) All cargo tanks shall be so locatedas to reduce the likelihood of theirbeing damaged in the event of colli-sion. This protection shall be obtainedby locating the cargo tanks not lessthan 4 feet from the side shell and box-end for Type I hulls and 3 feet for TypeII barge hulls, and not less than 25 feetfrom the headlog at the bow for bothtypes.

(c) Cargo tank design—(1) Types I andII barge hulls. (i) In addition to require-ments provided for in applicable regu-lations for a specific commodity, car-goes subject to the provisions of thissubpart shall be transported in cargotanks meeting the requirements of thisparagraph. Pressure vessel-type cargotanks shall have sufficient additionalstrength so as to limit the maximumcombined tank stress, including saddlehorn and bending stresses, to 1.5 timesthe maximum allowable hoop stress instill water, and to the yield strength of

the tank material or 70 percent of theminimum ultimate tensile strength ofthe tank material, if less, in thegrounded condition as required by§ 32.63–20(b).

(ii) Gravity type cargo tanks shallhave sufficient additional strength tolimit the maximum combined tankstress, including saddle horn and bend-ing stresses, to the yield strength ofthe tank material or 70 percent of theminimum ultimate tensile strength ofthe tank material, if less, in thegrounded condition as required by§ 32.63–20(b).

(2) Type III barge hulls. In addition tothe requirements of this paragraph,pressure vessel-type cargo tanks shallhave sufficient additional strength soas to limit the maximum combinedstress, including saddle horn and bend-ing stresses, to 1.5 times the maximumallowable hoop stress.

Subpart 32.65—Hull Requirementsfor Tank Vessels ConstructedOn or After November 10,1936, and Prior to July 1, 1951

§ 32.65–1 Application—TB/ALL.

The requirements in this subpartapply to all tank vessels, the construc-tion or conversion of which was startedon or after November 10, 1936, and priorto July 1, 1951.

§ 32.65–5 Scantlings, material, andworkmanship—TB/ALL.

The hull and deck houses shall be ofsteel or iron construction except thatthe pilothouse and decks over quartersmay be constructed of wood.Scantlings, material, and workman-ship, subdivision of cargo spaces, fit-ting of cofferdams, and testing of tanksshall be at least equivalent to the re-quirements of the American Bureau ofShipping or other recognized classifica-tion society.

§ 32.65–10 Subdivision of cargo space—TB/ALL.

The cargo space shall be divided intotight compartments as necessary toavoid excessive stresses and to providestability.

Tank vessels equipped to carry GradeA, B, C, or D liquids shall have theirgalleys, living quarters, general cargospaces, boiler rooms, and enclosedspaces containing propelling machin-ery or other machinery where sourcesof vapor ignition are normally present,segregated from their cargo tanks bycofferdams or equivalent pumprooms,tanks, or air spaces.

§ 32.65–20 Pumprooms—TB/ALL.

(a) Tank vessels handling Grade A, B,C, or D liquids shall have their cargopumps isolated from all sources ofvapor ignition by gastight bulkheads.Totally enclosed motors of the ‘‘explo-sion proof’’ type, motors ventilated onboth the intake and exhaust by ductsto atmosphere, and engines driven bysteam shall not be considered to besources of vapor ignition. The gastightbulkhead between the pumproom andthe pump-engine compartment may bepierced by fixed lights, drive shaft andpump-engine control rods, providedthat the shafts and rods are fitted withstuffing boxes where they pass throughthe gastight bulkheads. The access to acargo pumproom handling such liquidsshall be from the open deck. (See§ 32.60–20.0.)

§ 32.65–25 Living quarters—TB/ALL.Partitions and sheathing shall be of

approved fire-resistive construction.

§ 32.65–30 Tank vessels with inde-pendent tanks—TB/ALL.

Independent cargo tanks may be lo-cated in hold spaces or in other cargotanks but in all cases a working spaceof at least 15 inches shall be providedaround such independent tanks, or elseprovisions shall be made for movingthem to secure such space. When inde-pendent cargo tanks are located in anenclosed space other than a cargo tank,such enclosed space shall be consideredas equivalent to a pumproom, and shallbe safeguarded as such, as required inthe regulations in this subchapter.

§ 32.65–35 Tank vessels carrying GradeA liquids—TB/ALL.

Cargo tanks for Grade A liquids hav-ing a Reid vapor pressure in excess of

25 pounds shall be independent of thehull.

§ 32.65–40 Construction and testing ofcargo tanks and bulkheads—TB/ALL.

(a) All cargo tanks to be vented atgage pressures of 4 pounds per squareinch or less shall be constructed andtested as required by the requirementsof the American Bureau of Shipping orother recognized classification society.

(b) All cargo tanks to be vented atgage pressures above 4 pounds persquare inch shall be considered as pres-sure vessels and shall meet the require-ments for such vessels as to construc-tion and testing, as set forth in sub-chapter F (Marine Engineering) of thischapter.

(c) Gastight bulkheads shall be sub-jected to a thorough hose test.

§ 32.70–1 Application—TB/ALL.All steel hull tank vessels, the con-

struction or conversion of which wasstarted prior to November 10, 1936,shall conform to the requirements inthis subpart.

§ 32.70–5 Hull requirements; general—TB/ALL.

The scantlings, material, and work-manship, the subdivision of cargospaces, the arrangement of cofferdams,the testing of tanks and cofferdams,shall be at least equivalent to the re-quirements of a recognized classifica-tion society for the particular servicespecified in the application for the cer-tificate of inspection and permit forthe transportation of liquid flammablecargoes in bulk as of the date when thetank vessel was built or as of the datewhen the vessel was converted into atank vessel. In the absence of suchclassification requirements, the Officerin Charge, Marine Inspection, shall sat-isfy himself that the vessel’s structureas specified in this section is safe for

§ 32.70–10 Cofferdams—TB/ALL.Tank vessels carrying Grade A, B, or

C liquids shall be required to conformto the construction requirements in re-gard to vertical cofferdams in § 32.65–15,except that a dry cargo compartmentshall be considered to be equivalent toa cofferdam, and except as provided forin § 32.70–20.

§ 32.70–15 Pumprooms—TB/ALL.Tank vessels handling Grade A, B, C

or D liquid cargo shall meet the re-quirements for tank vessels in § 32.65–20except that the electrical installationshall comply with the requirements of§ 32.45–10(c).

§ 32.70–20 Pump-engine compart-ment—TB/ALL.

No cofferdam will be required be-tween a cargo tank and a compartmentcontaining pumping engines and theirauxiliaries which are used exclusivelyduring pumping operations, providedthe pumping engine compartment con-tains no cargo valves and is well venti-lated and provided further that inter-nal combustion exhaust within thecompartment are completely waterjacketed or insulated and that gasolineengine intakes are fitted with effectiveflame arresters.

§ 32.70–25 Cargo tanks—TB/ALL.Cargo tanks shall comply with the

conditions specified in §§ 32.65–30 and32.65–35, and shall pass the tests re-quired in § 32.65–40: Provided, however,That less than 15 inches around suchtanks may be accepted if in the judg-ment of the Officer in Charge, MarineInspection, making the inspection, asatisfactory inspection of the cargotanks and hull structure can be made.

Subpart 32.75—Hull Requirementsfor Wood Hull Tank VesselsConstructed Prior to Novem-ber 10, 1936

§ 32.75–1 Application—TB/ALL.All wood hull tank vessels, the con-

struction or conversion of which was

started prior to November 10, 1936,shall conform to the requirements inthis subpart.

§ 32.75–5 Hull requirements; general—TB/ALL.

The scantlings, material, and work-manship, and the fitting and fasteningof parts shall be at least equivalent tothe requirements of a recognized clas-sification society for the particularservice specified in the application forcertificate of inspection and permit forthe transportation of liquid flammablecargoes in bulk as of the date when thetank vessel was built, or as of the datewhen the vessel was converted into atank vessel. In the absence of suchclassification requirements, the Officerin Charge, Marine Inspection, shall sat-isfy himself that the vessel’s structureas specified in this section is safe forthe service to be specified in its certifi-cate of inspection.

§ 32.75–10 Cargo tanks—TB/ALL.Cargo tanks shall be independent of

the wood hull, shall be made of steel oriron, and shall pass the tests requiredin § 32.65–40 (a), (b). Where cargo tanksin wood hulls are not arranged to pro-vide working space around them theyshall be so constructed as to allow in-spection of the hull, tanks, and bilges,and they shall be so installed that theycan be moved to allow repairs to thehull structure and to themselves.

§ 32.75–15 Electric bonding andgrounding for tanks—TB/ALL.

All independent cargo tanks in woodhull tank vessels shall be electricallybonded together with stranded coppercable of not less than No. 4B and Sgage and one end of this cable shall begrounded to a copper or brass plate ofnot less than 2 square feet in area andone-sixteenth inch in thickness andthis plate shall be securely fastened tothe hull, on the outside, at a pointwhere it shall be covered by waterwhen the tank vessel is unloaded.

§ 32.75–20 Hold spaces and bulk-heads—TB/ALL.

In wood hull tank vessels containingindependent cargo tanks for the trans-portation of Grade A, B, C, or D liquids,the hold spaces shall be considered as

equivalent to a pumproom and shall besafeguarded and ventilated as such asrequired by § 32.65–20. Where the holdspaces contain equipment or operationswhich are sources of vapor ignition,such equipment or operations shall beisolated from other spaces by gastightbulkhead or, if it is impracticable toconstruct a gastight bulkhead, twostructurally tight bulkheads withoutopenings, separated by a well-venti-lated air space 24 inches wide, wherepossible may be used.

Subpart 32.80—Tank Barges Con-structed of Materials OtherThan Steel or Iron

§ 32.80–1 General requirements—B/ALL.

All tank barges with hulls con-structed of materials other than ironor steel, the construction or conversionof which was started prior to Sep-tember 2, 1945, and to which certifi-cates of inspection were issued prior toMarch 2, 1946, shall be considered thesame as tank barges constructed priorto November 10, 1936.

§ 32.85–1 Fireproofing of lamp, oil andpaint rooms—T/ALL.

Lamp, oil and paint rooms shall bewholly and tightly lined with metal.

Subpart 32.90—Pilot BoardingEquipment

§ 32.90–1 Pilot boarding equipment.(a) This section applies to each vessel

that normally embarks or disembarksa pilot from a pilot boat or other ves-sel.

(b) Each vessel must have suitablepilot boarding equipment available foruse on each side of the vessel. If a ves-sel has only one set of equipment, theequipment must be capable of beingeasily transferred to and rigged for useon either side of the vessel.

(c) Pilot boarding equipment must becapable of resting firmly against thevessel’s side and be secured so that it isclear from overboard discharges.

(d) Each vessel must have lightingpositioned to provide adequate illu-mination for the pilot boarding equip-ment and each point of access.

(e) Each vessel must have a point ofaccess that has:

(1) A gateway in the rails or bulwarkwith adequate handholds; or

(2) Two handhold stanchions and abulwark ladder that is securely at-tached to the bulwark rail and deck.

(f) The pilot boarding equipment re-quired by paragraph (b) of this sectionmust include at least one pilot ladderapproved under subpart 163.003 of thischapter. Each pilot ladder must be of asingle length and capable of extendingfrom the point of access to the water’sedge during each condition of loadingand trim, with an adverse list of 15°.

(g) Whenever the distance from thewater’s edge to the point of access ismore than 30 feet, access from a pilotladder to the vessel must be by way ofan accommodation ladder or equallysafe and convenient means.

(h) Pilot hoists, if used, must be ap-proved under subpart 163.002 of thischapter.
