Coaching Workforce 2009-2016 Governing Bodies of Sport - Workforce Audits Introduction As part of the UK Coaching Framework, and commitments to the 4th Coaching Summit (Glasgow, April 2009), sports coach UK is developing a ‘Coaching Workforce 2009-2016 document’ 1 . As part of this work, sports coach UK wishes to commission a consultant (or consultants) to undertake a number of sport specific coaching workforce audits (probably somewhere between 3-6 sports). The data collection timeframes for the work are very short; therefore, the successful consultant will need to have a good understanding of the area, and be able to mobilise very quickly and with sufficient resource. All bids should be submitted to sports coach UK by midday Friday August 22nd. Proposed Approach The appointed consultant will work with sports coach UK, England, Northern Ireland, Scotland and Wales Governing Bodies to undertake 3-6 sport specific workforce audits (the exact number will be confirmed by the end of August). It is likely that the work will involve the following activities with each sport... Consultation on, and consolidation of, key workforce measures and questions Pilot work with key fieldwork groups (most likely, coaches, clubs, and Governing Body county and regional structures). The piloting will examine question validity, the appropriate method for the main survey to maximise response, as well as the use of incentives Research data collection tool design Fieldwork and fieldwork management Data consolidation and cleaning Analysis and report writing At this stage, a decision has been made to focus on the Governing Body coach networks within each of the chosen sports (coaches known to Governing Bodies, clubs etc.), rather than ‘delivery system’ coaches who work in schools, universities and local authorities, and those working, for example, privately. A strong feature of the work will be identifying good practice for the development of longer-term coach workforce data collection systems. 1 The details of the work are enclosed in the attached project plan.

Outputs The following outputs will emerge from the work for each sport...

• A refined set of coaching workforce measures and sport specific questions to be addressed

• Piloted data collection tools

• Workforce data for a variety of target groups (for example, coaches, clubs etc.)

• A review of the successes and failures of the data collection process within each

sport, and lessons for future data collection exercises

• A workforce development plan for each sport

• An executive summary report, which brings together overarching findings and conclusions from the auditing process across the sports

Timetable The provisional timetable for the work is as follows: Action Date Brief sent to tender 1 August 2008 Deadline for submissions 22 August 2008 Work to commence w/c 1 Sept 2008 Data collection, consolidation and cleaning September to November 2008 Data provided to sports coach UK 28 November 2008 Workforce Development Plans TBC Tender Requirements Organisations wishing to tender for the project must:

• Demonstrate their familiarity, understanding and experience of, the area under consideration, which is undertaking sport specific workforce audits.

• Detail their proposed methodology for the project including how they will undertake the fieldwork requirements and data collection.

• Detail their proposed project management including identifying what inputs would be required from the client.

• Identify any areas where they propose to involve third parties, their rationale for doing so and describe the organisations, individuals and experience of any third parties that they propose to use in the project.

• Provide a full and detailed cost analysis of all aspects of the project including all staff costs, travel and subsistence and the use of incentives etc. Costings could also be provided for any additional areas of work or further options.

• Identify and provide details of the proposed project manager and any other employees who will be involved in the project.

• Provide a detailed timetable for completion of the project. • Provide details of previous work undertaken for clients in the sport and physical

activity field. • Provide 2 references of previous work undertaken.

• Provide a copy of their standard business terms and conditions and their equality and diversity policy.

• Provide details of their quality assurance mechanisms including external systems and standards.

• Provide a commitment that all data gained as a result of the project will be for the sole use of sports coach UK and nominated partners.

Management The project will be managed by Lucy Winder, Research Consultant, sports coach UK. The sports involved in the workforce auditing will also be closely involved with the management and direction of the projects.
