What is USA OSHA’s “Nationally Recognized Testing Laboratory” Program?
The OSHA/NRTL Program
• Seeks to prevent accidents through assuring the safetyof products used by American workers
• Recognizes a private sector testing organization’scapabilities to test and certify specific types of products forworkplace safety
• Regulates products for use in the workplace only
• Products for use outside the workplace may beregulated in other ways, i.e., by local government, or bythe market (retailers)

What is Canada’s SCC “Certification and Testing Organization” Program?
The SCC Program
• Canada’s Provincial, territorial and MunicipalGovernments mandate certification via SCC accreditedbodies to seek to protect the public through assuring thesafety of products used in society
• Recognizes a private sector certification organization’scapabilities to certify specific types of products
• Regulates most all electrical products used in society

What is an NRTL?
• NRTLs are third-party organizations recognizedby OSHA as having the capability to provideproduct safety testing and certification services tothe manufacturers of a wide range of products foruse in the American workplace
• The testing and certifications are based onproduct safety standards developed by US-basedstandards writing organizations and often issued bythe American National Standards Institute (ANSI)

NRTL Program History
• When first adopted, OSHA regulations gave twoexamples of approval organizations:Underwriters Laboratories (UL) and FactoryMutual Research Corporation (FMRC)
• In 1983, OSHA was ordered by a court toremove the specific references to UL andFMRC in a successful lawsuit brought by METLaboratories

• In 1988, OSHA revised its regulations to removethe references, and established the NRTLProgram to recognize other organizations asNRTLs
• In 1989, MET became the first lab assessed andapproved as an NRTL, then shortly after CCL(Communication Certification Laboratory, nowNemko-CCL), among others in the first wave ofrecognitions, were approved as NRTLs

North America Certification Requirements
Is product certification required?
• National Electric Code (NFPA 70)o Article 110-2 requires that electrical equipment be approved
• Canada requires that most all electrical products be certified
• OSHA, Canada, and the AHJs (Authorities Having Jurisdiction) will notaccept self declaration of compliance to a product standard
• Other:o Insurance regulators often require third-party certificationo Retailers and product users often require third-partycertificationo The market may demand third-party certification

Since UL and CSA publish the safety standards, do manufacturers need to display the UL and CSA marks?
• For the USA in the workplace, the legal requirement isthat the laboratory which performs the testing be aNationally Recognized Testing Laboratory (NRTL) byOSHA
• For Canada, the legal requirement is that thelaboratory be a Certification Organization accredited byStandards Council of Canada (SCC)
• While UL and CSA also coordinate standards writingactivities, they are only two of the many recognizedCanadian and US laboratories for testing andcertification

• The applicant indicates that the NRTL has certified theproduct by placing the NRTL’s certification mark on theproduct.
• Following the product certification, the NRTL monitors theproduction of the product, the marketplace, and the use oftheir certification mark through the inspection program.
