Why is Commissioning Important?
Commissioning ensures that the
systems and materials that comprise
the Plant meet the Clients project
requirements and result in successful,
better built Plants. Therefore it is
critical that commissioning is involved
in both design and construction
phases in order to minimise costs
and maximise benefits. With an
increased focus on sustainability and
the consequences of insufficient
design review, inadequate equipment
capacity , inferior equipment
installation, insufficient maintenance
and improper system operation;
early commissioning should be
implemented into each Project stage
in order to realise cost savings and
successful Project delivery. Over time,
continuous commissioning is the best
way to determine whether controls
and equipment function properly.

As reinforced by our client base which has remained consistent over 15 active years,

leaving clients satised they have a manageable and optimised plant to operate.
What is Commissioning?
Commissioning is defined as the process
by which an equipment, facility, or plant
(which is installed, or is complete or
near completion) is tested to verify
if it functions according to its design
objectives or specifications. It is essentially
an independent verification of the
Clients project requirements from
project inception through to handover
and can continue for the life of the
project. Commissioning typically begins
during the project design phase and
continues for at least one year after
construction is complete. It requires
thorough documentation of system
design, construction quality, functional
performance tests, and operation and
maintenance requirements. The training
of facility operators and staff is also a key
component of commissioning as they will
be responsible for plant operations and
maintenance.

services into a commissioned state. The key
values include; Early Start Commissioning
with Access Database System to record
commissioning that eliminates out of date
documents, direct commissioning that
eliminates third parties attendance and
repetitive costs incurred, as well as tamper
proof systems tted on all equipment that
prohibit changes by unauthorised parties.
Process Support
Following a review of the Commissioning
Plan, the team are able to further support
the project through; open communication
with all project groups, ensure compliance
of statutory requirements for b ulk transfer
of water, supply technical reports &
discussion papers, review process model,
provide recommendations to analyse the
requirements for control and targets for
chemical dosing and optimised methods.
PLC, SCADA & Telemetry

Intelligent Systems
Autocomm is a web based dashboard project
management system for the Water/Oil & Gas industries
that provides commissioning visibility throughout the
projects life cycle. The program software is designed
to ensure clients, project managers and the general
public (at an agreed level of access) have access to
real-time project programme information. The ability
to readily access information from anywhere ensures
that the client and project members are never apart.
Clients have access to the project overview and are
able to track as well as report on the projects progress,
without the expense of managing extensive resource
proles on sta or contractors. (Avoiding client gaps).
Case Study - Adelaide Aqua
Utilising Autocomm, the commissioning team was able to
eectively realise the project requirements. The system was
tailored to meet the needs of the multinational consortium,
Adelaide Aqua. The following measures were implemented:
Asset and P&ID tagging a compiled list of assets received
from the project were able to be s treamlined into specic
lters and uploaded to the database. Assets were then
tagged specically to its P&ID Drawing and assigned its
relevant OM Manual.
First Water Review - Intelligent P&IDs were created with
the ability to view isolation points
Flow Level Display - Ability to view multiple commissioning
ow levels
HV-LV Display - Energisation of HV-LV Systems
Reporting Each asset was assigned reports (Delivery,
Installation, Pre-commissioning, Available). Each report
was dependant on its previous to eliminate any fast-
tracking and prevent future risks associated with it.
Document Management - Operational Philosophies andGAs for each plant area were made available for quick
referencing and download
Defect Management Throughout the reporting phase,
a defect option was linked to each report in order to
highlight the number of defects and assign a priority.
Project Outcome
In implementing Autocomm, the project is able to; reduce its
overall project risk prole and realise signicant time and cost
value to all project control functions. Additionally, Clients have
access to a live status overview of their project utilising the
Dashboard function to display milestones.
