Project Brief

I. PROJECT Iligan City Solid Waste Management System

II. PROJECT SITE / LOCATION The Central Material Recovery and Composting Facility (or

CMRCF) is located at Sitio Bangko, Barangay Bonbonon, Iligan

City with a land area of 12.27 hectares of which only five (5)

hectares is used for the CMRCF will be operated by the City

Government.

III. TIME FRAME/PROPONENT Scheduled to be completed on or before December 2011

IV. PROJECT COMPONENTS The solid waste management system is composed of two major

components; the infrastructure development and the

institutionalization program.

The infrastructure development is composed of site development,

access road development, and the construction of the following

buildings; namely, materials recovery and composting facility,

special waste and hazardous facility, administration building,

warehouses, guardhouse, motor pool, and agri-demo farm.

Closure and rehabilitation of the existing dumpsite.

The institutionalization program aims to strengthen the Iligan City

Solid Waste Management Board, ICSWM-Project Management

Office and the Barangay Solid Waste Management Committees.

The barangays covered in this program are the barangays along

the coastal area and Brgy. Bonbonon as the host barangay of

CMRCF. The program provides technical skills to BSWM

committees through capability – building seminar workshop,

trainers’ training in IEC, livelihood and enforcements, IEC policies

and advocacies. It also includes provision of alternative livelihood

to the affected families of Brgy. Santiago and Brgy. Bonbonon.

Implementation of the project is city-wide and barangay-based

activities. Further, the program also addresses the existing

garbage collection system by rehabilitating the 7 units and the

purchase of additional 6 brand new units. As part of the social

responsibilities to the affected families of Barangay Santiago and

Bonbonon, alternative livelihoods are provided to them.

V. FUNDING The source of fund for the project is a loan from Development

Bank of the Philippines amounting to P163,638.00 million and a

city equity of P25 million. The loan is being funded by 90% KfW

CLSWM (156.1 M) and 10% DBP fund (P7.538 M).

Release of fund is by tranche; to wit:

First: P62.440 KfW portion; P7.538 DBP portion, after Collateral

Appraisal Unit (CAU) verification of equity infusion of not less that

P10.03 M

Second: P78.050M after CAU verification of prior release and

equity infusion of not less than P15.548M

Final: P15.610 M after CAU verification of prior releases and

equity infusion of not less that P25 M.

VII. PURPOSE / OBJECTIVE The purpose of the project is to establish a financially viable and

environmentally sustainable solid waste management system for

the benefit of the people of Iligan City, to be operated within the

carrying capacity of the supporting ecosystem, and at the same

time satisfy the requirements of intergenerational equity and

social justice.

b. Livelihood and Marketing The livelihood team are still extending their trainings to the interested barangays and to the evacuation centers. The barangays that has evacuation centers are;
