1 Purpose The CMR Export Manifests Interactive Screens are used for lodging Export Main Manifest,

Export Sub-Manifest (Slot/Consolidated) and Departure Report Messages to Australian

Customs Service. These screens can be accessed by logging onto 1-Stop Systems via the

internet.

2 System Requirements

2.1 Hardware • Pentium 3 and above

• 128mb RAM minimum (recommend 256mb)

• Laser Printer for report printing (where required)

2.2 Operating System • Windows Millennium (Windows ME)

• Windows NT 4.0 (Workstation or Server)

• Windows 2000 (Professional, Server or Advanced Server)

• XP (Home or Professional)

• Windows Server 2003 Family

2.3 Software • Internet Explorer IE 5.5 SP1 and above

• Email account for receiving CMR notifications (Optional)

3 CMR Exports Overview

3.1 Integrated Cargo System (ICS) Australian Customs Service (ACS) is introducing the Cargo Management Re-engineering

(CMR) process that includes changes to the way Exports and Imports are reported to ACS.

ACS will be introducing a new computer system known as the Integrated Cargo System (ICS)

to support the new processes. This system will be introduced in two stages;

• Exports

• Imports.

For Shipping Lines, CMR Exports introduces a new method of reporting that sees Shipping

Lines reporting a summary of the cargo after the vessel has departed rather than the current

method of reporting before the vessel departs. The new process requires the Container

Terminal Operator (CTO) to report the arrival of cargo within three (3) hours of receipt of

cargo at the terminal and obtain clearance from the ACS before the cargo can be loaded. This

applies to all containerised cargo (excluding empty containers), non-containerised cargo and

bulk cargo. There will be some exemptions for Bulk Cargo as published by the ACS.

The CTO receival process triggers a Carrier Movement Advice (CARMOV) to the carrier

nominated in the CTO Receival Notice (CTOREC). The CARMOV will contain Vessel,

Voyage, CTO Establishment ID, CAN or Exempt Code, Container or Non-container number

and Status of Cargo enabling the shipping line to check the accuracy of the data sent by the

CTO.

For the Shipping Line, the Departure Report is required to be reported electronically before

the vessel departs. The Slot and Main manifests are required to be reported within 3 working

days after the departure of the vessel. The date and time of departure from the Departure

Report is used for the three-day count.

The CMR Export Phase also introduces a new CMR Customs Authority Number commonly

referred to as a CAN and a new set of Exemption Codes. A Customs Authority Number (CAN)

is a collective term used to describe various Export Documents. The Customs Authority

Number (CAN) will be applicable to : EDN, CRN, ACEAN, PDN, MMN and Transhipment

Number. The CAN replaces the current ECN number and all cargo must be reported with a

valid CAN or Exempt Code otherwise ACS will reject the manifest reports.

Key Points to Remember:

• Departure Reports must be reported before the vessel departs

• The Carrier Movement notices from Customs must be checked for accuracy and the

CTO is to be contacted where amendments are required

• Slot and Main Manifests must be reported within 3 working days of the vessel

departing (working days include Saturdays and excludes Sundays and Public

Holidays)

3.2 Reporting Information This section summarises reporting requirements and information regarding CMR Exports in

relation to Shipping Lines. Please refer to the Customs website for full details.

Departure Report is a message reported by a carrier to Australian Customs providing

information regarding the voyage of that vessel. A Departure Report is required to be lodged

at each Australian port (including intermediate ports) and must be lodged prior to vessel

departure as it is a prerequisite for obtaining the Certificate of Clearance for the vessel. It also

commences the three (3) day count for the manifest reporting to be completed.

Export Main Manifest must be lodged by the Vessel Operator (or their authorised agent),

within 3 days of the vessel Departure Date. An Export Main Manifest reports all the goods

loaded on board the ship at the port of Manifest lodgement. Customs will subsequently send a

response with Manifest Status or Clear/Error or Reject and will issue a Main Manifest Number

with Status ‘Clear’ which serves as proof of the Carrier’s fulfilment of Custom’s Export

Reporting requirements.

Export Sub-manifest is a message that provides Customs with information about

consolidated goods or goods received by Slot Charterer and must be lodged electronically to

Customs by person/company responsible for consolidating the goods (or their authorised

agent):

• Consolidation Sub-manifests by Freight Forwarders or a party consolidating cargo for

Export that cannot be submitted after vessel Departure.

• Slot Sub-manifests by Slot-Charterers that may be lodged up to 3 days after the

Departure Date.

Customs will issue the Sub-Manifest Number also known as Consolidation Reference

Number in the Slot/Consolidated Sub-Manifests Response Message (CUSRES - ESMR). A

Consolidation Reference Number with a ‘Clear’ status serves as the consolidators Authority -

Clearance to export the shipment.

Carrier Movement Advice is a message that is communication by Customs to a Sea Carrier

only. This message is triggered by a CTO Receival Notice that identifies the carrier

responsible for the goods. The Carrier Movement Advice advises the movement status of

cargo to the carrier.

CMR Export Manifests – Interactive Screens – USER GUIDELINES 7 Exempt Category Goods will be reported at line level in a main manifest using the following

data elements:

• EXTI - Temporary Imports (Carnet or Tryptique) (currently EX5) - Ex code, number of

packages and/or containers.

• EXML - Australia Post or Diplomatic bags of mail (Currently EX A) - Ex code, number

of packages and/or containers.

• EXDC - Australian Domestic Cargo (currently EX B) - Ex code, number of packages

and/or containers. Australian Domestic Cargo means purely domestic cargo that is

being carried on a domestic leg of an international voyage. The cargo is not for export

out of Australia.

• EXSP - Ship or Aircraft Spares (currently EX C) - Ex code, number of packages

and/or containers.

• EXDD – Military goods which are the property of the Australian Defence Force or a

visiting Foreign Defence Force – Ex code, number of packages and/or containers.

Exempt Category Goods (Personal Effects and Low Value) where a Marine Carrier is

acting as an agent for the exporter and has accepted straight-line exempt goods falling under

the categories of Personal Effects (EXPE) or Goods under the value of AUD$2000 (EXLV),

the Carrier must raise a consolidation sub-manifest and include these goods as lines on the

sub-manifest prior to their delivery into the CTO. The CRN generated is reported with the

cargo when it arrives at the terminal.

Customs Cargo Status

• LOAD – The reported cargo can be loaded or,

• DO NOT LOAD – The reported cargo cannot be loaded. This generally means there

is something wrong with the information supplied by the CTO or the CAN. The

shipping line must liaise with the CTO to resolve any issues arising from a DO NOT

LOAD or,

• HOLD FOR CUSTOMS – The reported cargo is of interest to ACS. This cargo cannot

be loaded or removed from the terminal until such times as ACS releases the cargo

and a LOAD is received.

It is the responsibility of the Shipping Line to contact the CTO if the cargo reported has a DO

NOT LOAD or does not belong to them. Failure to have these errors corrected will result in

the cargo not being loaded if there is a DO NOT LOAD status or the cargo being reported for

the wrong shipping line, since the information used to create the manifest is taken from the

stevedores LOAD messages.

3.3 Transition Processing The new ICS Export System will cutover at 2am on 6th October 2004 and will replace the

existing EXIT system. Customs have announced there will be a two-week transition period

commencing from 22nd September 2004. During the transition period the existing EXIT

system and the export component of the ICS will both be operational. The transition period

will conclude at 2am on 6th October 2004. At cutover EXIT will no longer be available and all

export reporting must be completed through the ICS.

This means that exporters will be required to lodge export declarations in the new ICS system

if the vessel is scheduled to depart on or after 2am 6th October. For the shipping line it means

that all vessels departing before the cutover must be finalised in the EXIT system prior to the

6th October. If the ship is scheduled for departure before 2am on 6th October but is delayed

and actually departs on or after the 6th, the manifest will need to be reported in the CMR

system with the ECN as a contingency CAN and quoting the Exemption Code EXCC. The 1-

Stop web screens will cater for this requirement. (refer to the Business Continuity Plan details

further on in this document for details of Contingency CAN reporting).

3.4 Business Continuity Plan (BCP) Customs Outage:

The ACS has released a document describing the contingency plans to be followed in the

event that either:

• Customs systems (the integrated Cargo System (ICS) or the Customs Connect

Facility (CCF)) become inoperative resulting in Clients being unable to communicate

electronically with Customs;

• The ICS does not perform to specified standards; or

• Industry systems become inoperative, resulting in Clients being unable to

communicate electronically with Customs.

It is the responsibility of the Shipping Lines to familiarise themselves with the legislative

reporting requirements during and after an outage is declared, Refer to 126E Communication to Customs when information system is temporarily inoperative, and the BCP as published on the Customs website.

The BCP may be activated when it is determined by Customs the system has been

inoperable for a period longer than 2 hours. 1-Stop will make every attempt to notify the

shipping line users if an outage is called.

Declared Outage:

During a declared outage, the following must be reported to Customs:

• Export Declaration

• Export Consolidated Manifest

• Departure Report (Air and Sea)

For shipping lines, Departure Reports are required in order to obtain Certificates of

Clearance. These will be accepted and processed by Customs for all vessels departing

Australia within the next 24-hours.

The shipping line will need to:

• Complete the Contingency Departure Report Form as provided by Customs

• Lodge the Contingency Departure Report Form either in person at a Customs counter

or via fax or email for registered users of the ICS

• Obtain Customs Endorsed Departure Report before the vessel is clear to depart

If the shipping line uses the Consolidated Sub-Manifest messaging, these messages are

required to be reported to Customs using the Contingency Export Declaration Form. Customs

will provide a CCRN for the cargo to be received at the terminal

Consolidated Sub-Manifests and Export Declarations will only be received by Customs where

the cargo is to be exported within the next 24 hours. Customs will issue a Contingency CAN

(CCAN) which will conform to a specific format as xxCEDNNyynnnnnn or xxCCRNNyynnnnnn

e.g. (1SEDN04000001) where:

xx represents the Customs Port Code

CEDN or CCRN indicates that is it a Contingency Export Declaration or Contingency

Consolidated Reference Number

yy represents the year (eg 04 for 2004)

nnnnnn consecutive number allocated manually by customs (eg 000001)

Where the CTO receives cargo with a CCAN (CEDN or CCRN), this CAN must be reported to

Customs in the Slot and Main Manifests including the Exempt Code EXCC. The 1-Stop

screens will recognise the CCAN and automatically include the exempt code to customs.

Resumption of the ICS:

On resumption, the Departure report is to be reported electronically providing the actual date

and time of departure.

The Slot and Main Manifests will be reported when the system becomes available and may

contain CEDNs and CCRNs.

CMR Export Manifests – Interactive Screens – USER GUIDELINES 10 For contingency purposes it is recommended that the shipping line acquired a digital

certificate/s to enable reporting to the ICS should the 1-Stop system be unavailable for an

extended length of time. It is expected that shipping lines will use the COARRI Load

messages received from the CTO’s to compile the information and report to Customs.

It should be noted that 1-Stop has contingency procedures in place including full fail-over of

systems and use multiple communications providers to minimise the risk of communications

outages.

Resumption of the 1-Stop System

Any reporting that has been completed using the Customs Interactive Screens is not required

to be reported again using the 1-Stop screens.

4 1-Stop Export Manifest Interactive Screens

4.1 Introduction 1-Stop Export Manifest Interactive Screens allow Shipping Lines to create and lodge 4

message types to Customs:

• Departure Report (CUSREP)

• Export Main Manifest (CUSCAR – EMM)

• Sub-Manifest

Slot Sub-Manifest (CUSCAR – ESM (S) )

Consolidated Sub-Manifest (CUSCAR – ESM (C) )

A report facility is also provided to enable Shipping Lines to receive:

• Carrier Movement Advice (CUSRES - CARMOV)

The Slot and Main manifests will be created using the LOAD messages supplied by the

CTOs. Any additional information must be reported manually by adding lines to the manifest.

Where the manifest is for a non- Patrick or P&O terminal or a remote Patrick or P&O terminal,

the manifest must be manually created by the User who will enter the relevant details into a

‘blank’ webform.

Once the departure or manifest report detail is displayed on the screen and checked for

accuracy, the user will use ‘submit to customs’ button to send this information to customs.

The reports will be queued in the 1-Stop system and sent to the ACS on an agreed timetable

(currently every 5 minutes).

CMR Export Manifests – Interactive Screens – USER GUIDELINES 11 When the Response message (EDIFACT – CUSRES) is received from the ACS, the Export

Manifest Status (CLEAR, ERROR, REJECT) will be displayed on the Interactive Screen. The

web screen also enables the user to request a notification when the response is received

from the ACS. Notification can be by email and/or SMS.

Refer to the Instructions For Use section for full details.

4.2 Access to 1-Stop Manifests Interactive Screens Before the user can begin using the 1-Stop Interactive System, an authorised officer of the

Shipping Line or delegate must contact the 1-Stop Helpdesk via email [email protected]

to request access for the user. Details must include: Company, Employee Name and contact

details for email and or SMS notifications.

The helpdesk will set-up the Interactive User and advise the user directly of the password that

has been allocated. The user may change the password at the time of the first login.

User access is limited to the Company the user is employed by. It is the responsibility of the

Shipping Line to inform the 1-Stop helpdesk in writing requesting employees to be setup and

to notify 1-Stop if the employee ceases to be employed by the shipping line.

4.2.1 Screen Navigation & Helpful Hints

• BreadCrumbs – Suggested Screen Navigation Tool. Please avoid using ‘Back’ or

‘Forward’ Buttons on the Browser.

• Drop Down Lists – Click on the Button will display a drop down list. Hint: By

pressing a letter (eg. ‘J’) in the drop down list will take you to entries starting with a

letter ‘J’ – useful tip when searching a drop down list with large entries.

4.3 Status Definitions A status is appended to each submitted report which is displayed in the ‘Message History’

Section of Export Manifest Interaction Screens ‘Home Page’. The status provides 1-Stop

Status Information and will update to Customs Information Status when a Customs response

is received.

4.3.1 1-Stop Status Information

• Pending Insert: indicates to the user a new report has been submitted to

the ACS but no response has yet been received.

• Pending Update: indicates that an update has been submitted but no

response has been received.

• Pending withdraw: indicates that a report is being withdrawn and no

response has been received.

• Error: indicates that the report has been received by the ACS but there

5 Instructions For Use This section provides Instructions on how to use Export Manifest Interactive Screens.

5.1 Loggin on to the Export Manifest Interactive Screens • Access 1-Stop Internet site at http://www.1-stop.biz/

• Log onto the Export Manifest Interactive Screens with your ABN and Logon,

Password provided by 1-Stop after the registration.

• Click on the Manifest Tab to enter Export Manifest Interactive Screen – Home Page.

Type, Vessel Name ( manually enter or select from drop down list) or Lloyds Number.

• Create New Message – Create a new report by selecting a message type from the

drop down list.

• Message History – Holds a summary of all submitted reports which can be viewed in

details by clicking an individual report.

Exempt code. This field has validation to ensure only valid customs authority numbers are

sent to customs. The exception to this rule is the word EMPTY. If there is a requirement to

add Empty containers to the manifest, the word EMPTY must be entered to bypass the

validation rule.

5.7 Withdraw Manifests • Submitted reports can be withdrawn, as long as it is not in a PENDING status

(Awaiting Customs Response). However, all submitted manifests can be viewed on 1-Stop Interactive Screens. Those with PENDING status will not be allowed changes until Customs Response is received.

• To withdraw manifest, all line Items in the Manifest MUST firstly be DELETED (edit manifest and check all line items to delete).

Submitted Manifests can be viewed and amended.

To withdraw a manifest, all line items MUST be deleted first.
