HENCE, LAND IS THE ONLY SOURCE OF INCOME FOR

CIDCO’s TERM OF RESERVE PRICE DENOTES AVERAGE LAND

AND LAND DEVELOPMENT COST IN TERMS OF SALEABLE AREA. CREATION OF A NEW SATELLITE CITY ON A MARSHY LAND

REQUIRES COLOSSAL AMOUNT OF EXPENDITURE. HENCE, INITIAL PERIOD ITSELF THE RESERVE PRICE /

AVERAGE LAND DEVELOPMENT COST BECOMES VERY HIGH. CREATION OF TOWNSHIP REQUIRES SEGMENTS OF SOCIAL

INFRASTRUCTURE / PUBLIC UTILITY INFRASTRUCTURE. CHARGING THE BASIC COST / RESERVE PRICE TO THE SOCIAL

INFRASTRUCTURE AT THE INITIAL PERIOD ITSELF IS NOT PRACTICABLE.

WITHOUT SOCIAL INFRASTRUCTURE, MIGRATION OF THE

POPULATION TO THE NEW TOWNSHIP IS IMPRACTICABLE.

LAND PRICING POLICY:

CIDCO’S LAND PRICING POLICY (LPP) FOR DIFFERENT LANDUSES, BASICALLY THROUGH CROSS-SUBSIDY.

CIDCO, FROM ITS INCEPTION, GIVING HEAVY SUBSIDIES TOSOCIAL, EDUCATION, ETC;., i.e. CHARGING BELOW THERESERVE PRICES (AVERAGE DEVELOPMENT COST) toSOCIAL USES.

CIDCO ALREADY ADOPTED THESE METHODS FOR THE LAST3 DECADES.

BECAUSE OF CIDCO’S SUBSIDIZED PRICING, LARGENUMBER OF SOCIAL INSTITUTIONAL , SCHOOLS, COLLEGES,WELFARE ORGANIZATIONS, ETC. HAVE ALREADY BEEN SETUP IN NAVI MUMBAI.

NEED FOR CHANGES IN POLICY:

MOST OF NODES IN NAVI MUMBAI ARE ALMOST FULLYDEVELOPED (WITH ABUNDANT AVAILABILITY OF SOCIALINFRASTRUCTURE).

BALANCE SALEABLE AREA IN EACH NODE IS MARGINAL.

REAL ESTATE PRICES ARE ALSO SHOOTING UP AND THEOPPORTUNITY COST OF THE BALANCE SALEABLE AREA ISALSO HIGH.

CIDCO, ALMOST FULFILLED THE AREA REQUIREMENT AS PERTHE PLANNING NORMS IN DEVELOPED NODES.

HENCE, CIDCO, DURING THE YEAR 2007, HAS FORMULATEDNEW LAND PRICING POLICY FOR SOCIAL, EDUCATIONAL,RELIGIOUS, CULTURAL etc. WITH REDUCTION IN SUBSIDY.

METHOD OF DISPOSALS --- CHANGES PROPOSED.

EARLIER, SCHOOLS, COLLEGES, AND OTHER SOCIAL PLOTSWERE ALLOTTED AT FIXED PRICE / HEAVILY SUBSIDIZED PRICEAS PER THE REQUEST OF THE APPLICANT..

THE MAGO COMMITTEE / TINAIKAR COMMITTEE / AUDITDEPARTMENT, ETC. NOW INSISTS THAT THE SUBSIDIZEDPLOTS SHALL BE MARKETED WITH TRANSPARENT METHODSLIKE ADVERTISEMENT OF SCHEME / LOTTERY, ETC.

METHODOLOGY OF DISPOSAL IS EITHER AT FIXED PRICE ORFEW LAND USES BY TENDER.

HOWEVER, APPLICATIONS WILL BE RECEIVED WITH THEPRESCRIBED ELIGIBILITY NORMS. AFTER RECEIVING THEAPPLICATIONS, ELIGIBLE GROUP WILL BE SELECTED. IF MORETHAN ONE APPLICATION, THEN SELECTION BY LOTTERYSYSTEM.

FOR THE GOVERNMENT DEPARTMENT, HOWEVER, WE HAVERETAINED THE ALLOTMENT WITH FIXED PRICE AND AS PERTHEIR REQUEST.

(THE COMPETITION WILL BE FROM THE ELIGIBLE GROUPSWHO FULFILLED THE ELIGIBLE CRITERIA)

FOR GOVERNMENT HOSPITALS, FROM THE EARLIER RATEOF 25% OF R.P. IN DEVELOPING NODE, WE HAVE RETAINEDAT 25% OF R.P.
