Carriage Village Hurricane and Tornado Information

The Club House will be opened by a designated person if the Hurricane or Tornado warning comes after the normal hours of operation which are 7 am to 10 pm.

Once you become aware of an impending hurricane or tornado, proceed to the club house and position yourself away from the windows for safety reasons. The lobby or the lounge/ library is the safest place. You cannot bring your pets with you. You must either leave them at home or if you have time, take them to a nearby pet boarding place.

You may bring your vehicle to the club house and someone will be on hand to tell you where to park.

If you have mobility issues, please speak with a friend or neighbor who may provide assistance to you.

72 Hour Survival Kit

In the case of a hurricane warning, you may bring bulky items, clearly marked with your name, to the club house a day or two in advance.

If you plan to use the clubhouse as shelter in the case of a hurricane or tornado, you might use the following as a check list to prepare. If you plan to evacuate, it is important that you advise the office.

Your own drinking water Non-perishable food – canned fruit, vegetables, non-

cream soups, etc. Convenience food – Ensure, protein or snack bars,

snack foods, etc. (If the power is out there will be no refrigeration)

Manual or battery operated can opener Battery operated radio, flashlight, etc. and extra

batteries (you cannot recharge anything, including cell phones, if the power is out)

Cards, books, games Wet weather clothing and a fresh change of clothing First aid kit, personal hygiene products, personal

grooming products, etc. Blankets, pillows, sleeping bags Personal medication and prescriptions Credit cards, check book, cash, important papers, etc.

Remember, there are no pets allowed.

Special Needs

If you need oxygen, a constant care giver or nursing attention, have mobility requirements, or need assistance with medications, and so on, you can call the Lee County Division of Public Safety for special services and / or shelter. You will be advised of available services and be assigned to a specific shelter during a storm, hurricane, or tornado, and have transportation arranged in advance.

This guideline and clarification of the recorded “declaration of conditions, covenants, charges, restrictions and reservations affecting property located in carriage village” and the further declaration of the rules and regulations is meant to protect the property values of carriage village and assure all residents the use and enjoyment of the clubhouse and other facilities. These Conditions/Restrictions and Rules & Regulations are subject to the provisions of the Covenants, Articles of Incorporation, and the By-Laws. You must be 55 years of age to reside or rent in Carriage Village and homes shall only be used as single family residences (The only exceptions may be found in Article XI of the By-Laws). It is the responsibility of a host resident to ensure that all guests comply with the Conditions, Rules and Regulations of Carriage Village Landowner’s Association, Inc. (CVLA) PROPERTY In order to insure the property values of Carriage Village, the following actions will not be permitted without prior written approval by the Board of Directors and a Permit from Lee County if required. Written explanations and plans must be submitted prior to beginning any work. 1. Changing the grade of any lot. 2. Drilling wells of any nature. without proper Carriage Village Landowners Assoc., Inc. (CVLA) Board of Directors approval 3. No Solid fencing allowed. No Fence of any construction (Resin, PVC, Metal, Plastic ) can exceed 4 feet in height, from average ground

level. Fence materials and colors will be approved on a case-by-case basis . 4. Widening or extension of driveways or existing parking areas. Gravel, marble chips, rocks or any other loose materials

used for widening or extending driveways or existing parking areas is not acceptable, and will be considered lawn and garden décor and not a parking area per item #6 below

5. No trees, shrubs, or other horticulture may be planted on the easement.

OTHER RESTRICTIONS AND RULES AND REGULATIONS 1. There is no open storage of boats, boat trailers, RVs, utility trailers, travel trailers, campers or commercial vehicles on residential lots or

open carports. Residents must have permission from the CVLA Board of Directors to store their personal vehicles in their carport and have adequate screening from the road and their neighbors. This may be done by lattice and lattice gate to the front, and either vegetation, solar block or lattice to the sides. Travel trailers, boats are allowed on resident’s lot for a short time not exceeding (5) five days, for loading, unloading, and cleaning. For persons wishing to use the storage facilities at the compound, they must sign a storage agreement, information on rates and storage agreement is available at the CVLA office. Space is rented for parking only not for open storage of any other items.

2. There will be no animals other than normal household pets. Pets must be kept in the owner’s yard and when walked, must be on a leash. They may not use other resident’s property or the recreational areas, Section 6-34 thru 6-38 of the Lee County Ordinance #98-S-10 in regard to excessive, continuous or untimely barking or trespassing upon private property shall be strictly enforced. Pets shall be limited to 2 per household/property. Aggressive breeds will not be permitted. Pets becoming aggressive shall be removed from Carriage Village. Pet owners are required to clean up after their pets. Pet ownership is restricted to dogs, cats, birds, etc. Wild animals & exotic pets are not permitted. The breeding of pets is not permitted. All Lee County ordinances regarding pets & pet ownership including rabies vaccinations & licensing for dogs shall be in effect for pet owners in Carriage Village.

3. No burning of garbage, trash, refuse or horticulture waste. 4. The refuse areas, including horticulture, trash compactor , construction bin and concrete pile are restricted to Carriage Village residents

living in Carriage Village. No outside contractors are permitted. Residents are prohibited from bringing trash in from outside the village for disposal in our facilities.

5. No street parking other than service deliveries or emergency vehicles. Illegal on-street parking will be subject to assessments and towing, pursuant to Lee County ordinances.

6. There will be no parking in Residents yards. (If temporary parking is desired, courtesy parking is provided at the compound for up to (3) three weeks. Anyone wishing to use compound courtesy parking must register at the office before entering the compound.) 7. Compound Storage spaces are available to CV Owner Residents only as available. $ 96.00 per year, plus tax non-refundable, for outside space. $180.00 per year plus tax non-refundable , for inside storage, Payable in full each year in January. No containers of any size allowed. 8. No signs or advertising, other than a small residence name sign and street address. Resident “FOR SALE” signs are not included in this rule. 9. If any property in Carriage Village has excessive growth of grass and weeds, the Rules and Regulations Committee will send a notice to demand owner remedy the condition. If not resolved CVLA can cut grass and weeds and the property owner will be assessed and billed or the matter can be turned over to Lee County Code Enforcement.

9a. CVLA shall have the right to remove any dangerous or unsightly items that may be caused by weather or neglect from any property if not removed by the resident or in the absence of the resident.

10. The trees and shrubs must be neatly trimmed. If trees and shrubs are not trimmed, the work will be arranged by CVLA and the owner will be assessed and billed. 11. Any flagpole on common ground can only be used to fly the American flag; no other flags will be permitted. U.S. residents need only apply for permission from the CVLA Board of Directors to fly their State flag under the American flag during their annual state dinners. 12. In the event a property owner has occasion to replace an existing home or place a home or structure on a vacant lot, explanations and plans for such must be submitted to the CVLA Board of Directors prior to any placement. There is a 5 year age limitation on replacement mobile homes. Survey pins must be shown to the Board representative prior to approval of plans. The Board of Directors must approve any plan for additional or replacement structures well in advance of placement. The structure must meet dimensional restrictions and easement regulations outlined in other CVLA documents and must meet Lee County Wind Zone #3 requirements. It will also be required that a Lee County Building Permit be secured by the owner or the owner’s agent and a Copy of the Lee County Permit must be submitted to the CVLA Board of Directors prior to placement of any structure on a property.

13. Carriage Village Landowners Assoc., Inc., will not employ residents of Carriage Village. 14. Yard Sales will be regulated to two (2) times per year to meet Lee County Statutes. CVLA yard sales will be permitted in March and November at the Board of Directors discretion. Moving and Estate sales must be scheduled and approved with permission from the Board of directors. 15. Complying with the Florida Statutes, Carriage Village Landowners assoc., Inc., (CVLA) adopts the following rules and regulations for audio and video taping meetings of the Board, and Committees.

1. Any unit owner may tape record or videotape meetings of the board of administration, commit meetings, or unit owner meetings, subject to the following restrictions.

2. The only audio and video equipment and other devices which unit owners are authorized to utilize at any such meeting is equipment which does not produce distracting sound or light emissions.

3. Video equipment shall be assembled and placed fifteen (15) minutes in advance of the commencement of the meeting. The placement location to be determined by the Board of Directors.

4. Any member videotaping or recording a meeting shall not be permitted to move about the meeting room. 5. Advance notice of twenty four (24) hours shall be given to the Board of Directors by a member desiring to utilize audio or

video equipment. 6. Any tapes or videos taken at a meeting may not be disseminated outside of the association other than to an owner’s legal

counsel or agent without the written consent of the board of directors. 7. There shall be no audio or video taping of meetings by a third party (non-member) without a written request and approval by

CLUBHOUSE AND FACILITIES For your convenience, the clubhouse is open from 9:00 AM – 10:00 PM, Monday through Sunday. Should functions last later than 10:00 PM; the group involved will have the responsibility of locking and, securing the Clubhouse, setting the AC/Heat at 75 degrees, turning off lights and fans as they leave. We request that organized groups apply for specific times for regularly scheduled activities through the office secretary who will present the request to the Board for approval. A set time and place can be assigned. Organized groups and individuals may request dates for special activities. Please give a minimum of eight (8) days notice. Profit making ventures for individuals will not be allowed. The Board of Directors reserves the right to reschedule, cancel or postpone any activity at any time, whether the activity involves groups or individuals. Penny-anti gambling must not exceed a $10.00 jackpot limit per game/hand and no one less than 18 years of age may participate. All other facilities and Clubhouse use is limited strictly to residents and their guests. Pre scheduled activities have top priority. Anyone under the age of eighteen (18) using the recreational facilities must be accompanied and supervised by a parent or an adult resident of the park. Any group or individual using the clubhouse or screen room must restore it to its original degree of cleanliness and order or forfeit all deposits.

**NO SMOKING IS PERMITTED IN THE CLUBHOUSE**

POOL

The rules at the pool must be adhered to and any violation of these rules will result in temporary suspension or expulsion at the discretion of the Board of Directors. The rules are for your benefit. *During storms, the outdoor pool will be closed and the entire area cleared of patrons. The pool will not reopen until 30 minutes after the last clap of thunder. Due to the capacity limitation, use of the swimming pool is restricted to residents and their bona fied and registered overnight guests that are not Lee County residents. Anyone under the age of 18 must be accompanied and supervised by a parent or adult resident of the park. Anyone wearing a wet bathing suit is restricted from using the Shuffleboard Courts and the Clubhouse, with the exception of the restrooms and shower area adjacent to the pool. No street clothing will be permitted in the pool.

Proper bathing attire will be worn at all times and all swimmers must shower before entering the pool. Tee or muscle shirts are not considered street clothing if worn in the pool. All overnight guests must register at the office. The speeds limit in Carriage Village is 15 miles per hour. Violators will be reported to the Lee County Sheriff’s Dept. Motorcycle travel is restricted to leaving and returning to the resident’s home. Excessive noise or other nuisances to residents are not permitted. Quiet hours in Carriage Village will be 10:00 PM until 7:00 AM. Loud music or party noise will not be permitted For the safety and comfort of all residents and guests, we ask for the cooperation and thoughtfulness of all.
