Preamble:We the people in order to more efficiently execute our films and activities, to meet the needs and opinions of those in our club, to establish an environment that strives toward improvement, to

promote a more perfect union, and to provide artists with the ability to make their dreams come true, do ordain and establish this Constitution for Club Lights, Camera, Action of American

High School

Article I: GeneralSection 1: Basics

● The name of this organization shall be “Club Lights, Camera, Action” However, in instances involving film production, this organization shall be “Naga Productions”. “Naga Productions” shall be the label and logo that the club shall place upon all club created films unless otherwise decided by the club’s governing councils.

Section 2: Purpose/Goals● To educate students about how the professional movie industry works by giving them

hands-on experience● To give students the opportunity to work on a movie set as well as participate in the work

that occurs behind the scenes● To always provide the community of American High School with an opportunity to gain

the experiences Club Lights, Camera, Action has to offer. To provide these experiences in a non-discriminatory manner so that any student of American High School has equal opportunity in becoming part of the club and its films, activities, and experiences.

Section 2: Requirements:A. Club (Officers and Members):

● LCA must operate by its constitution at all times. To do otherwise is grounds for impeachment, petition, repealment or other consequence.

B. Members: ● No experience in film making is required● Must be:

○ Dedicated (once a member is part of the club, leaving it is highly discouraged)○ To be able to do work○ Ready to learn and be able to be corrected or receive criticism○ Follows the orders of superior officers and the policies set by the LCA Policy

Setting Branch○ Takes a pro-active stance and take initiative in ensuring that LCA’s

administration and officers fulfill their duties and provide them opportunities to stay active

○ Give back to their club by taking part in its non-film related areas ○ Be able to behave maturely especially for those working on set as disruptive

behavior can cause injuries○ To be considered an official member, must have served in LCA for at least 2

weeks or more○ Must be able to have fun and enjoy oneself!

C. Officers/Officials:

● Must utilize every member that joins the club. Nobody is left out of anything if they wish to be a part of it.

● Must be dedicated● Must have knowledge of the position that they are holding ● Must be able to manage and lead ● Must not abuse their power● Must stay actively involved in the respective areas that they head● Must execute the duties of their office independently without being told to do so. Must

take initiative and a pro-active stance when fulfilling their duties● Must follows the orders of superior officers and the policies set by the LCA Policy

Setting Branch● Must uphold the Constitution of Club Lights, Camera, Action

Club Lights, Camera, Action Structure: Club Lights, Camera, Action shall be structured into 3 branches. The branches shall be headed by the President, Vice President and Chief Representative, and Chief Justice, who together shall be known as “Branch Heads”. Branch personnel are allowed to overlap, unless the consititution otherwise states. LCA leadership positions recieving officer credit in the school system shall be refered to as “officers”. LCA leadership positions not recieving officer credit in the school system shall be refered to as “officials”. All other positions are considered “members”. The branches shall be as follows:

Article II: Policy Setting BranchSection 1: OverviewIs in charge of creating, planning and approving all club plans, policies, activities and programs. Serves as a club feedback branch to diagnose problems and address solutions to the problems. All major long lasting decisions that would impact the club as a whole must be created and passed in the Policy Setting Branch before they can be enacted. Consists of the executives and representatives of each area of the club.Section 2: OfficersA. Vice President:

● Head of the Senior Management Staff● As Head of the Senior Management Staff, can enact any new procedure that he/she

deems necessary to improve the efficiency of the staff. These policies will only remain in effect while the Vice President is in office but can be renewed by their successor

● Chairperson of the Senior Management Staff○ In meetings of the Senior Management Staff, will serve as Sergeant-at-Arms. At

meetings without the President, the Vice President will guide the meeting. If the President is present at a meeting, the Vice President is empowered to allow/disallow the President from guiding it. The Vice President’s primary duties are to oversee the Senior Management Staff to ensure efficiency in all procedures.

○ The Vice President may take part in discussion and debate if they see it necessary○ Chairman Privilege Power: In the event that a majority of the Senior Management

Staff does not vote in a decision, the Vice President may determine the outcome of the decision based on the votes casted. The option with more votes must be the ruling of the Vice President

○ Impeachment Chairperson: In the event that a Justice is impeached, will preside over the impeachment proceedings, unless the Vice President is the officer from which the impeachment was issued (See Art. III, Sec. 2)

○ In the event that there is a conflict on the Senior Management Staff, it shall be the duty of the Vice President to mediate the dispute.

○ Shall have final word in all Senior Management Staff agendas, including (but not limited to) the timing and order for which all proposals are proposed and voted on and the order by which proposals in waiting are proposed. However, in the event that the Senior Management Staff disagrees with the Vice President’s order or time decision, it may override the Vice President’s decision by ⅔ majority vote or petition

○ Shall have the power to establish rules and procedures for a standard time frame for all Senior Management Staff legislation and decisions. Has the power to make exceptions to these procedures with the consent of a majority of the Senior Management Staff

○ Shall be in charge of all topics of scheduling for the Senior Management Staff

○ Is empowered to provide or deny the President a seat on the Senior Management Staff, if the President does not hold another position already entitled to the staff with the consent of a majority of the Senior Management Staff

● Chairman of the Committee of the Whole (Joint Chairman of the Policy Setting Branch)○ In cases where both councils and/or all groupings of the Policy Setting Branch

convene together, the Vice President shall preside over the event as the chairman and shall assume all powers entitled to the Vice President, Chief Representative, and/or chairmen of the Policy Setting Branch

○ In the event that the President is addressing the Policy Setting Branch, the President shall hold the powers and responsibilities of the Policy Setting Branch Joint Chairman

● Tie-breaker: In the event of a tie on the Senior Management Staff, the Vice President’s vote will count as 2 votes. This will apply to all decisions and impeachments.

● Shall preside over the opening proceedings of the Council of Representatives’ Opening Day

● Liason○ Serves as a liaison between the Senior Management Staff and the President,

Council of Representatives, and Judicial Council. Primary spokesperson for the Senior Management Staff

○ Note: As the Vice President is the primary liason between the President and the Senior Management Staff, he/she has other duties within the Film Branch not listed here (see Article II, Section 1B).

B. Chief Representative:● Chairperson of the Council of Representatives

○ The Chief Representative shall be the head of the Council of Representatives. ○ Can place any procedure into effect to improve council efficiency. These policies

will only remain in effect while the Chief Representative is in office but can be renewed by their successor

○ In meetings of the Council of Representatives, will serve as Sergeant-at-Arms. The Chief Representative’s primary duties are to oversee the Council of Representatives to ensure efficiency in all procedures.

○ The Chief Representative may take part in discussion and debate if they see it necessary

● Assistant Joint Chairman of the Policy Setting Branch○ In cases where both councils and/or all groupings of the Policy Setting Branch

convene together and the Vice President is presiding over the event the Chief Representative shall be the primary assistant to the Vice President

● Can choose how meetings will be run and is in responsible for running all meetings or ensuring that there is someone to run meetings

● Serves as a liaison between the Council of Representatives and the President, Senior Management Staff, and Judicial Council. Primary spokesperson for the Council of Representatives

● Must represent the majority opinion of the Council of Representatives in all Senior Management Staff discussions and decisions.

● Shall propose all Council of Representatives proposals to the Senior Management Staff on behalf of the Council of Representatives. Can also choose to have another member of the Council of Representatives deliver a proposal to the Senior Management Staff with the approval of the Vice President. If another individual pitches a proposal, that individual shall not have voting powers in the Senior Management Staff decision, unless the individual already has a seat on the Senior Management Staff.

● Election:○ The Chief Representative shall be elected during opening day from the

representatives of the Council of Representatives (see Article II, Section 3B)● Appointment Powers:

○ Has the power to appoint the Deputy Representative of the Council of Representatives with consent of a majority of the Council of Representatives. The deputy shall operate as the Chief Representative’s primary assistant in managing, coordinating, and overseeing the Council of Representatives. In the event that the Chief Representative is temporarily inactive or otherwise unavailable to execute his/her duties, the deputy head shall assume the position of the Chief Representative along with all of the powers that accompany the position. (See Article II, Section 2D)

○ Has the power to appoint the Council Clerk, responsible for acting as the secretary of the council. The Clerk shall keep track of meeting attendances, activity levels, and maintain accurate records of all council actions.

● Council Committees○ The Chief Representative is empowered to create the committees of the Council

of Representatives.

○ He/she may choose which committees exist and how representatives are chosen to serve on their respective committees.

● Impeachment: Shall be empowered to impeach any officer/official of the clubC. Lieutenant Executive:

● Deputy Head of the Senior Management Staff○ Shall assist the Head of the Senior Management Staff in the management or

otherwise running the Senior Management Staff. ○ In the absence or departing from office of the Head of the Senior Management

Staff, the Lieutenant Executive shall become the Head of the Senior Management Staff. The Lieutenant Executive shall also inherit all Policy Setting Branch powers granted to the Vice President/Head of the Senior Management Staff by the LCA Constitution. If the absence of the head in question is temporary, the Lieutenant Executive shall only remain as the Head of the Senior Management Staff until the true head’s return

○ Exact duties and responsibilities shall be decided by the Vice President● Election of the Lieutenant Executive:

○ The Lieutenant Executive shall be elected by Senior Management Staff whenever a new staff convenes or if the previous Lieutenant Executive is removed from office in the middle of his/her term.

○ The Lieutenant Executive may be an Executive already with a seat on the Senior Management Staff or may be an outside individual

D. Deputy Representative:● Deputy Head of the Council of Representatives

○ Shall assist the Chief Representative in the management or otherwise running the Council of Representatives.

○ In the absence or departing from office of the Chief Representative, the Deputy Representative shall become the Head of the Council of Representatives. However, if the absence of the head in question is temporary, the Deputy Representative shall only remain as the Head of the Council of Representatives until the true head’s return

○ Exact duties and responsibilities shall be decided by the Chief Representative● Appointment: The Deputy Representative shall be chosen by the Chief Representative

after the Chief Representative’s election with the approval of the Council of Representatives (See Article II, Section 2B)

F. Executives (Senior Management Staff Officers):● The Executives of the Senior Management Staff shall be as follows:

○ Vice President (Head of the Staff)○ Lieutenant Executive (Deputy Head of the Staff, may be another Executive)○ Chief Representative ○ Executive Producer○ Chief Financial Officer (Treasurer)○ Secretary

○ Note: Under the LCA Constitution, Executives shall only be entitled to sit on the Senior Management Staff if the sectors each heads exist. Otherwise, they shall be considered as officers or officials and shall only become an Executive if appointed by the President to the Senior Management Staff with consent of the Council of Representatives

● Other officers not listed may serve on the LCA Senior Management Staff. These officers shall be appointed by the President with the approval of the Council of Representatives (See Article III, Section 1A)

● All Executives shall have the power to have word and a vote in all decisions made by the Senior Management Staff

Section 3: CouncilsA. Senior Management Staff:

● Headed by the Vice President● Shall serve as the Executive Board or upper house of the Policy Setting Branch

responsible for ruling what is in the best interest of the club as a whole and the sectors that each Executive heads

● Officers of the Senior Management Staff shall be known as the “Executives” of the club● Staff Appointments and Term Length:

○ Structure: ■ There shall be 1 Executive on the Senior Management Staff per sector of

the Film Branch, although more than 1 Executive may head a respective sector (see Article III, Section 3). There may be more than 1 for a given area of the club if the Council of Representatives rules it necessary.

■ The Senior Management Staff may change its constitutional structure at any given time. However, in the event that the Judicial Council rules such a decision as unjustified, the Senior Management Staff must return to its consitutional structure. The Council of Representatives as well as the members/officials of the club may also petition to have the Senior Management Staff change its structure or (in the event that it alters its structure unfavorably) keep its previous state. In the event that this occurs, the Senior Management Staff must decide to meeting the demands requested or otherwise compromise with the petitioning party.

○ Appointment: All Executives except the Chief Representative are appointed by the President with the approval of the Council of Representatives

○ The Senior Management Staff shall have the power to allow or disallow the Vice President to provide the President a seat on the Senior Management Staff

○ Term: 1 term of the Senior Management Staff shall last 1 summer and 1 full school year. Each term shall end upon the dismissal bell at the end of the day on the last day of the school year, at which time the new term begins. At the end of each term, Executives will leave office and be replaced by the new Executives of the next Senior Management Staff. Executives may run for reappointment as soon as a new president is elected and there is no limit upon the amount of terms an Executive may serve. This does not apply to the Chief Representative who shall only hold a Senior Management Staff seat as long as they are the LCA Chief Representative of the LCA Council of Representatives

○ All Executives of the Senior Management Staff are allowed to recruit their own personal staffs. However, they are not required to do so unless the Vice President deems otherwise

● Structural Powers:○ Reserves the power to set the number of justices that will serve on the Judicial

Council at a given time and to structure the Judicial Council○ Reserves the power to alter the structure of the Judicial Council at any given time○ At any given time: Shall decide which sectors of the Film Branch shall remain in

operation. Can open new sectors or eliminate sectors if it sees necessary○ May empower the President to change the structure of the Film Branch at any

given time○ The Senior Management Staff shall have the power to add additional sectors to

the Film Branch, close sectors of the Film Branch (including those listed in the Constitution), or otherwise alter the structure of the Film Branch if it deems such a change necessary.

○ Before every Council of Representatives term, shall choose the total number of representatives who will serve on the council. Shall also reapportion the number of seats each council grouping holds to adapt to the population of the groupings/club at the given time. In the event that there is no or little structure to the Film Branch, chooses how the Council of Representatives is to be structured and how the groups each Representative represents are to be chosen. In cases such as these must provide each grouping with the same number of representatives. If groupings exist within the Film Branch, the Senior Management Staff must ensure that every grouping recieves at least 1 representative. All areas of the club and everyone in the club must be represented and cannot be denied representation on the Council of Representatives.

○ In order for an officer to receive officer credit in the school system for a position not listed under the LCA Constitution, the position must receive the approval of the Senior Management Staff. In questions of Senior Management Staff officers not listed under this constitution, this decision shall be reserved for the Council of Representatives. In all questions of officer credit, the Senior Management Staff shall decide which positions are considered an officer position and which are considered officials. However, the Council of Representatives may veto any Senior Management Staff decision allowing an official to become an officer. Likewise the Council of Representatives may also override any Senior Management Staff decision to refuse an official to become an officer

○ In the event that the Senior Management Staff creates a new official officer position, he/she must write up a description of each new position and archive it in the LCA Book of Policies so that it can be easily accessed by anyone in or out of LCA who may need to reference it

○ In all questions of LCA leadership positions (officers and officials) the Senior Management Staff shall have the power to create new positions, terminate positions, or otherwise alter positions and the duties and powers of each. This shall include officer positions listed in the LCA Constitution. However, in cases where the Senior Management Staff alters a power entitled by the Constitution to

an officer, the Judicial Council may review and repeal any/all measures altering powers unless the Senior Management Staff proves that the measure is justified.

○ May alter its own structure any time after it enters office. The only exception to Senior Management Staff structural authority over itself is in cases where a position is added to the club before the Senior Management Staff officially enters office. In this case, the Senior Management Staff of the preceding term shall decide how the new Senior Management Staff is to be structured.

○ In all questions of structural authority, the power to alter the structure of the club shall be vested in the Senior Management Staff, unless the staff entitles another individual or body to hold such powers. No positions except those in the Presidential Sector may be created without the consent of the Senior Management Staff unless the LCA Constitution grants otherwise.

● Policy Setting○ Can pass any measure that it deems necessary to improve the efficiency of the

club or otherwise better it. However, except for powers specifically granted to the Senior Management Staff in this constitution and/or emergency situations, the Senior Management Staff may not pass measures into effect without the prior approval of the Council of Representatives

○ Emergency Powers: In the event that an emergency decision must be made quickly, the Senior Management Staff is allowed to make a decision regarding the issue without the input, votes, or convening of the Council of Representatives. This includes all decisions, including those provided in the consitution to both councils. This does not include decisions that only the Council of Representatives is empowered to make. In all cases where Emergency Powers are exercised, the Judicial Council shall have the power to force repealment of all actions made under the Emergency Powers if they are found to be unconstitutional or otherwise unjustified.

○ In the event that the Vice President’s order for proposals, schedule for proposals and voting, or other questions of scheduling is in disagreement with the staff, the staff by ⅔ majority vote or petition may override the Vice President’s ruling

○ Shall have the power and authority to act as an executive board of a company. The Senior Management Staff shall be permitted to work together to coordinate sectors with eachother as well as to work hand in hand with the President and other officers and officials to create and manage Club Lights, Camera, Action according to the desires of the Policy Setting Branch as a whole.

● Elections○ In the event that campaign meetings are held for election candidates, the Senior

Management Staff shall appoint a mediator to oversee the proceedings. This mediator shall be in charge of upholding all rules of elections while the meeting is in session and for ensuring that the meeting runs efficiently

● Impeachment○ In cases of impeachment where there is a Judicial Council Justice in question, the

justice will be tried by and on the floor of the Senior Management Staff and the Vice President shall oversee the procedings unless he/she is the party by which the impeachment was issued. In the event that the Vice President is the

impeacher, the Lieutenant Executive shall oversee the proceedings. In the event that the Senior Management Staff is the body by which the impeachment was issued, the Justice shall be tried on the floor of the Council of Representatives and the Chief Representative shall oversee the proceedings.

● Prorogation Breaking:○ In the event that the President unjustly prorogues the Judicial Council, the Senior

Management Staff may override the prorogation. In the event that the Senior Management Staff overrides the prorogation, the Judicial Council shall remain in session

○ In order for the Senior Management Staff to override the prorogation all procedures for Senior Management Staff decision making shall apply

● In the event that the Council of Representatives petitions the Senior Management Staff for action, the Senior Management Staff must carry out the demands of the Council of Representives or otherwise compromise with them, unless the Council of Representatives withdraws its petition. In the event that a compromise occurs, the current heads of each council shall serve as the primary representatives and liasons for each body.

B. Council of Representatives:● Headed by the Chief Representative● General Overview:

○ Shall serve as a representative body or lower house of the Policy Setting Branch to defend, at all times, the will of individuals of the club

○ Serves as a planning, policy making, feedback, and problem solving council. Actively critiques the club through all of its activities and constantly assesses the club’s status. Is in charge of diagnosing issues. In charge of creating policies and plans to address and solve these issues. Engineers plans for the club to carry out and procedures for it to follow. Serves as liaisons between problem suppliers and those who can solve the issues.

○ Chief Critic and Council of Representatives will also act as a complaints department. Any feedback that officers or members want to contribute will be sent to their representative on the council (see Art. II, Sec. 3). All representives are required to keep information confidential. Representatives are also responsible for reporting all feedback to appropriate officers, members, the Council of Representatives and/or the respective committee for the issue in a timely and efficient manner.

● Officials of the policy setting branch shall be known as “Representatives”● How representatives are chosen:

○ Representatives are elected by the structure of the Film Branch unless the Senior Management Staff says otherwise with the approval of the Judicial Council. If the Judicial Council is unable to meet, the Chief Justice or Club Advisor shall issue the approval. The Senior Management Staff, with the approval of the Judicial Council, shall divide the club into groups if the Film Branch has no or little structure . If the Judicial Council is unable to meet, the Chief Justice or Club Advisor shall issue the approval. There is no limit to the number of groups nor a

minimum or maximum number of people required for each group. Officers and members are allowed to co-exist within the same group

○ The total number of seats on the council shall be decided by the Senior Management Staff before every Council of Representatives term. The number of seats each council grouping recieves shall be decided proportionally by each grouping’s population compared to the population of the entire club. If the Film Branch has little to no structure, each grouping must recieve the same number of representatives

○ The head, officers, officials and/or members of each group shall elect or otherwise choose as many representatives to the council as they are entitled to by the Senior Management Staff. The method by which representatives are chosen shall be the decision of the head of the group Note: If there is more than 1 group for a particular area of the club, each group is entitled to representation. For example, if there are multiple divisions within the film sector, each division shall receive as many representatives as their population entitles them to hold.

○ If a majority of a grouping fails to vote by a prearranged deadline, the official head of the grouping (ex: producer, director, etc.) may choose to declare a decision made from the votes casted. If no one in the grouping votes, the head may choose to appoint as many representatives as the grouping is entitled to hold. If the grouping does not have a head, the Senior Management Staff shall be empowered to appoint the grouping’s representative(s) for them.

○ All areas of the club and everyone in the club must be represented and cannot be denied representation.

○ All Representatives of the Council of Representatives are allowed to recruit their own personal staffs. However, they are not required to do so unless the Chief Representative deems otherwise

○ For Presidential Representatives, the Council of Representatives shall be empowerd to provide or deny the President a seat on the Council of Representatives, if the President desires a seat

○ Recess Appointments: In the event that a Representative takes respite or is otherwise temporarily absent, the head of the grouping the Representative is from shall make a recess appointment - i.e. choose a temporary Representative. This temporary Representative shall execute the duties of the Representative’s office until the return of the Representative at which time the original Represenative shall return to office

● Terms: There shall be 3 Council of Representative terms every year. Before the start of a new term, each group will have the opportunity to elect a new representative or reelect their current one. There is no limit on the number of terms a Representative may serve. The terms will be as follows:

○ Summer (only if the President chooses for the club to stay active with the consent of the councils of the Policy Setting Branch)

○ Semester 1○ Semester 2

● Duties, Responsibilities, and Powers of Representatives: ○ Representing the will of the people of their grouping at all times and fighting for

the viewpoints of those they represent.

○ Are in charge of diagnosing issues and finding solutions to these issues either by proposing policies to prevent the issues from occuring in the future or serving as a liaison between the parties in complaint and the respective official who can solve the issue.

○ Voice any and all complaints over issues having to do with the club while the council is in session. This includes their own feedback as well as the feedback of those they represent.

○ Create and pitch proposals to solve issues. These include their own solutions as well as the solutions brainstormed by those they represent.

○ In charge of creating plans for any all club films, business and activities. ○ Harbor feedback from the officers and members they represent and take their

feedback to the council and/or committees of the council. ○ All representatives are required to keep identity information confidential, i.e. they

cannot disclose who supplied feedback if the party which the feedback was issued does not wish to be known

○ Serve as liaisons for reporting all feedback to the Senior Management Staff, President, or appropriate officers, officials and/or members in a timely and efficient manner.

○ Stay up to date on the latest policies so that they can help the members they represent better understand what is expected of a member at all times.

○ Empowered to pitch and/or vote in favor of any proposal that it sees necessary to the club, as long as it obeys by the LCA Constitution and/or is justified

○ In the event that the Chief Representative’s order for proposals, schedule for proposals and voting, or other questions of scheduling is in disagreement with the council, the council by ⅔ majority vote or petition may override the Chief Representative’s ruling

○ Representatives shall have the power to have word and a vote in all decisions made by the Council of Representatives

● Appointment Powers:○ Has the power to approve or deny the Justices that the President appoints to the

Judicial Council at any time○ In cases where a Judicial Council Justice is transfering positions on the Judicial

Council, shall have the power to approve or deny the transfer. This shall not include when a Justice is transfering to a position not on the Judicial Council but within the Judicial Branch

○ Has the power to approve or deny appointments to the Senior Management Staff at any time. In the event that an Executive of the Senior Management Staff is replaced, the Council of Representatives can approve or deny the new appointment

○ May decide whether Senior Management Staff Executives not listed under this constitution shall recieve officer credit. This decision can only be made within 3 weeks of when an Executive takes office. Failure to meet the 3 week deadline shall push the decision to the Branch Heads. In the event that a majority of the branch heads do not vote, the executive in question shall not receive officer credit

○ Has the power to approve or deny appointments of all Senior Management Staff and Constitution created positions in the Film Branch at any time the President or another appointer wishes to appoint an individual to office.

○ In all questions of appointment consent, the power to approve any appointed position of Club Lights, Camera, Action shall be vested in the Council of Representatives

○ In questions regarding officer credit for one or more individuals, the Council of Representatives may veto any Senior Management Staff decision allowing an official to become an officer. Likewise the Council of Representatives may also override any Senior Management Staff decision to refuse an official to become an officer

● Structure○ In questions of whether more than 1 Executive for a given sector shall have a seat

on the Senior Management Staff, the Council of Representatives shall have the decision of whether to allow it, disallow it, or rule otherwise.

● Committees:○ Council Committees to handle various areas of the club and issues and topics that

the club is facing are permitted. ○ Unless otherwise ruled by the Chief Representative, when a proposal is

introduced to the Council of Representatives, it will be assigned to a committee for review and revision. The Chief Representative shall have final say in which committee receives the proposal.

○ Committees do not have to consist of Representatives on the Council of Representatives but can also consist of members or officers interested in aiding/being involved in certain area. The Chief Representative shall decide who is authorized to sit on a committee

○ Committee Chairperson:■ Representatives do not have to be the committee chairperson of the

committees they are a part of. Anyone in the club may be the committee chairperson but at least 1 representative must be involved in every committee so that the committee’s feedback and proposals can be taken to the floor of the Council of Representatives for approval. In order for a committee to be official, it must be approved by the Chief Representative. The Chief Representative has final say in which representatives are associated with which committees and has the power to decide how Representatives are selected for the committees. In the event that a commitee does not have a Chairperson and its Representative does not step up to hold the position, the President may appoint a Chairperson.

■ Chairman Privilege Powers: In cases of all decisions for any committee within the Policy Setting Branch, a majority of a body must vote in order for a decision to be made. However, if the time limit for the measure expires and a majority has not voted, the chairman of the committee can rule that a decision must be made. In the event that this occurs, a decision will be made from the votes casted thus far and the decision shall be the option with the more votes

○ Oversight Power:

■ The committees of the Council of Representatives shall have the power to oversee and monitor the activities of the Film Branch and all groupings within it to ensure that all areas are carrying out the policies, plans, programs, procedures, etc. of the Policy Setting Branch. Each committee may only oversee the area of the Film Branch that relates to its speciality. For example, the Funding Committee may only oversee the Treasury Department.

■ In the event of an emergency or period of crisis, the Council of Representatives may vote to decide whether to investigate the matter. If the council votes in favor of investigation, the Chief Representative shall be in charge of creating a temporary investigatory committee to execute the duties and powers the council provides it. The Chief Representative shall decide who is authorized to sit on the committee. In the event that unjust or unconstitutional powers are provided to a committee, the Judicial Council or Club Advisor may strip the committee of the power in question and undo all work the committee executed under that power and under that power only.

C. Branch Powers (Both Councils)● All measures affecting Club Lights, Camera, Action as a whole must be approved by both

the Senior Management Staff and Council of Representatives before they can be implemented, unless issued by executive order of the President (See Article III Section 2A). The only exceptions shall be when this constitution grants one the power to make a decision without the other one or when one is in between terms or does not otherwise exist at a given time. In the event that this becomes the case, the other council shall assume all powers and responsibilities of the Policy Setting Branch.

● Committee of the Whole: In certain circumstances required by the LCA Constitution or in cases of necessity both councils of the Policy Setting Branch may be convened simultaneously. In cases such as this, the Vice President shall chair the proceedings and shall assume all powers entitled to the Vice President, Chief Representative, and any/all chairman of the Policy Setting Branch. In the event that the President is addressing the Policy Setting Branch, the President shall hold the powers and responsibilities of the Policy Setting Branch Joint Chairman

● In the event that 1 council cannot be convened, the other council of the Policy Setting Branch shall temporarily become the Policy Setting Branch and all powers (including powers only granted to 1 council) shall be granted to the 1 council that can convene. However, once the council not in session returns, all powers of the Policy Setting Branch shall be returned to its original state before the transfer of powers.

● Proposal Powers: For powers specifically delegated to 1 council, the other council may still create proposals that exercise the powers specifically entitled to their partner body. However, in cases such as these, the proposal cannot be passed into effect without the approval of the council with whom the power constitutionally lies.

● The councils of the Policy Setting Branch, if both are in agreement, may repeal any measure issued by anyone (itself, the President, or another official) that it deems unnecessary, unjustified, or otherwise a hinderance to the club. In the event that the branch votes to repeal a measure, it must be repealed. However, with the approval of both councils, measures can be reinstated at a later date. This clause shall be upheld

except in cases where both councils are in agreement that only 1 council shall have repealment power over a certain measure or a measure specifically grants repealment power to one council

● Power of Petition: ○ For powers delegated only to a specific council, the council without the powers is

allowed to petition to have the council with powers exercise the power in question.

○ The Member Body at any time may petition for the Policy Setting Branch to take action on a certain topic and/or to take a specific action. All petitions must be considered by the respective councils of the Policy Setting Branch.

○ The President at any time is entitled to pressure the Policy Setting Branch to take action on a certain topic and/or to take a specific action.

○ In cases of all petitions and pressures, the Policy Setting Branch and/or its councils must meet the demands of the petitioning party or otherwise compromise with it.

○ All petitions and pressures may be revoked by the party from which it was issued at any time before Policy Setting Branch changes a policy based on the provisions of the petition

● Overriding/Veto Power○ Can overrule any decision or veto put into effect by the President. In order to

override the President a majority of both councils of the Policy Setting Branch must vote in favor of overriding the President’s ruling, unless the Vice President and/or Chief Representative find it necessary to exercise the Chairman Privilege Power (See Article II, Section 2A and 2B) .

○ Power to Override:■ May overrule the decisions or actions of any official in the club. In order

to override an individual, a majority of the Policy Setting Branch must vote in favor of overriding the ruling.

■ In cases where a Presidential veto is in question, 2/3 majority vote by the Policy Setting Branch shall have the power to override a veto by the President on any Policy Setting Branch legislation

○ May not overrule the rulings of the Judicial Council○ If officers of other staffs or members call upon the Policy Setting Branch to

revoke a measure, the Policy Setting Branch must convene and, after consideration, vote.

● Chairman Privilege Powers: In cases of all decisions for any grouping within the Policy Setting Branch, a majority of a body must vote in order for a decision to be made. However, if the time limit for the measure expires and a majority has not voted, the head of the body can rule that a decision must be made. In the event that this occurs, a decision will be made from the votes casted thus far and the decision shall be the option with the more votes

● Elastic Clause: In cases of necessity the Policy Setting Branch shall have powers not specifically granted to it by the LCA Constitution. If a proposal passes with procedures

obeying the constitution then any measure can be voted into effect, even if it defies the LCA constitution. However in cases where it defies the constitution, the Judicial Council may try the measure and the Policy Setting Branch must prove that the measure is justified and remains justified at the current time. If the measure cannot be proven as such, it must be repealed by the end of the time period the Judicial Council provides

● Impeachment: Both councils are empowered to file impeachment charges against any official of the club. Each does not need approval of the other council to issue an impeachment but all trials will take place on the floor of the Judicial Council, unless a justice is in question (see Article II, Section 3A and Article IV Section 3)

● Shall have the power to determine which positions the LCA Chief Justice may or may not hold

● The Policy Setting Branch shall have the power to assist the Chief Justice in ensuring that the Judicial Council/Judicial Branch procedures

● In the event that the Judicial Council exercises its Emergency Mediation Powers unconstitionally or unjustly, the Policy Setting Branch to revoke mediation involvement by 2/3 majority vote

● Shall have the power to set a penalty for perjury in Judicial Council investigations, trials, and proceedings.

● The Policy Setting Branch shall not have appointment powers over positions in any branch or sub-grouping within a branch that it does not create.

● All specific positions named in this constitution shall be the bare minimum requirement for the positions in Club Lights, Camera, Action at any given time. The Policy Setting Branch shall have the power to add as many positions to the ones in this document as it sees fit/necessary.

● If the structure of the club is altered within a plan with provisions other than the the structural change, both councils must approve it before it can be passed into effec

● Presidential Succession: ○ The Policy Setting Branch (Senior Management Staff and Council of

Representatives) shall decide the line-up of Presidential succession in the event that the Vice President departs from office or is otherwise unable to execute his/her duties

○ The Policy Setting Branch may create a short term emergency list of Presidential succession in the event that there is an emergency that requires Presidential action and the President and Vice President cannot be reached.

○ Note: The Vice President shall always be first in line to the Presidency (see Article III, Section 2B)

● Elections:○ With both councils in agreement, may decide the schedules and dates for elections○ In the event that election dates must be rescheduled within a month of the

scheduled election, the Senior Management Staff may alter the election schedule without the Council of Representative’s input. However, the Council of Representatives shall still have petitioning powers

● Respites:○ The Policy Setting Branch shall have the power to revoke respites for any

individual(s) including the President

○ The Policy Setting Branch shall have the power to petition for a respite but respite powers shall always remain with the President

● Films: The Policy Setting Branch shall decide the process of how films are to be greenlighted and shut down. The branch shall also reserve the power to decide who shall carry out the process(es) chosen

● Mutual Agreements: The councils of the Policy Setting Branch shall have the power to advise and ratify all Mutual Agreements made by the LCA President. Mutual Agreements shall be longer termed plans and alliances with parties outside of LCA. In the event that a Mutual Agreement shall be made under 1 President, it shall remain in effect under the next President unless the Policy Setting Branch states otherwise. The Policy Setting Branch shall, at all times have the power to refuse and/or revoke all Mutual Agreements

● If the President chooses to keep LCA active during summer vacation, the Policy Setting Branch shall have the power to approve or deny the decision or otherwise compromise with the President.

● Representatives and Executives may bring invitees to meetings to further an understanding of a topic in question if they recieve permission from the head of their council before the meeting.

● Personal Staffs: All officials and members of the Policy Setting Branch shall be permitted to recruit and/or maintain their own personal staffs to assist them in their duties. It shall be the power of each official/member to decide the responsibilities of each person on their staff. Others shall not be required to assist officials and members in recruiting or maintaining their personal staffs, unless the Branch Heads reach an alternative agreement.

● Constitutionality Rule: The Policy Setting Branch and its councils shall not be permitted to alter currently existing policies without policy amendments passing through the Policy Setting Branch through the processes and requirements outlined by the LCA Constitution. To do otherwise is grounds for impeachment. Exeptions can be made for the AHS Administration or other advising adults

Article III: Film BranchSection 1: OverviewThe club branch. All business and film sectors of the club are located within this branch. Is in charge of enacting, executing, and carrying out all plans, policies, and programs voted into effect by the Policy Setting Branch. Creates the club's films, executes its activities, raises and budgets its funds, handles its direct relations with outside parties, etc. Consists of the club's members as well as its presidential officers and officials. Section 2: OfficersA. President:

● Chief Executive Officer ○ Is the Head of the Film Branch. All officials, members, and groupings within it

shall report to the President and/or his officials to execute the President’s orders and carry out his/her decisions

○ Is in charge of running the Film Branch and choosing how it shall be run while he/she is in office. In all Film Branch rulings, the President’s word is the final word. For a subordinate to do otherwise is grounds for impeachment and/or removal from office

○ Policy Execution:■ Is responsible for the execution and enforcement of all plans, policies, and

programs created by the Policy Setting Branch. The President and Film Branch shall be required to carry out all plans, policies, and programs of the Policy Setting Branch

■ The President shall have final word in how all plans, policies, and programs (whether they are Policy Branch created or not) are carried out and/or enforced. However, if the President employs unconsitutional or unjust means, the Judicial Council may force him/her to repeal as many as all measures in question

■ Shall coordinate all sector heads and Film Branch sectors (see Article III, Section 3) to execute and/or enforce the plans, policies, and programs of the Policy Setting Branch

■ It shall be the power of the President to decide how the Film Branch is run while he/she is in office. The President shall have the power to set branch procedures and protocol. However, the councils of the Policy Setting Branch may override any practices that the President introduces.

○ Efficiency: Oversees all Film Branch activity. Is responsible for ensuring branch efficiency and making sure that everyone (branch officers/officials and members) carry out their duties in an efficient manner. However, the President shall only operate by the powers given to him/her by the LCA Constitution and Policy Setting Branch

○ Appointment and Structural Powers:■ For all Senior Management Staff created positions, the President shall

have the power to appoint the position with the approval of the Council of Representatives. Exceptions may be made if the President and Senior Management Staff agree to give up appointment powers for one or more positions

■ With the approval of the Council of Representatives shall appoint the Executives of the Senior Management Staff.

■ With the approval of the Council of Representatives shall appoint the Justices of the Judicial Council.

■ With the approval of the Senior Management Staff may add positions to the Senior Management Staff and with the approval of the Council of Representatives, may appoint individuals to these positions.

■ With the approval of the Council of Representatives shall have the power to appoint all Senior Management Staff created positions

■ With the approval of the Senior Management, can rearrange the structure of the Film Branch any time during their term in office to better the efficiency of the club, to prevent issues from occurring, and/or to otherwise better execute the duties of the branch. Does not need Policy Setting Branch approval for matters involving the Executive Office of the President

■ If there is more than 1 officer or official for any given position within the Film Branch, he/she shall decide which individual shall hold the head position, i.e. the head shall have the final say in all decisions of the office

and be the chief individual responsible for ensuring that the duties of the office are executed in an efficient manner

■ Recess Appointments (in the event of temporary leave): For all positions appointed by the President, the President shall have the authority to make recess appointments for vacant offices found empty in cases of respite or other circumstances of absence. All recess appointments are temporary and the original owners of an office shall take office once again upon return

■ Executive Office of the President (Presidential Sector)● The President shall have the power and complete freedom to create

and appoint their own personal cabinet and sector to help them execute the duties of their office and to maintain an efficient, professional, and welcoming environment in LCA at all times. The President shall have full jurisdiction over the structure, appointment, and dismissal of all positions in his/her cabinet. He/she does not need any additional party’s consent (including the Policy Setting Branch) for any structural, appointment, or dismissal action

● The President shall have the power and complete freedom to found and maintain and Executive Office of the President headed by the President, his/her Chief of Staff, and his/her cabinet. The President shall have full jurisdiction over the structural, appointment, and dismissal of all positions in his/her Executive Office. He/she does not need Policy Setting Branch approval for any structural, appointment, or dismissal action

● For all positions seeking officer credit in the school system, the positions must be approved by the Senior Management Staff and appointments must be approved by the Council of Representatives. For all Senior Management Staff created positions, the President may not expand an individual’s duties without the approval of the Senior Management Staff. For all positions that would hold jurisdiction over individuals not in the Presidential Sector of the club, the Senior Management Staff must approve the positions

● In cases of dismissal, positions within the Executive Office of the President recieving officer credit in the school system must be impeached in order to be removed

● The President, his/her cabinet, and any other official or member of the President’s Executive Office shall not be required to share structural, positional, appointment, or dismissal information regarding the cabinet, the Executive Office or their powers and responsibilities except in cases where such information is demanded by the Club Advisor or School Administration

■ The President has full power over all appointments and positions within the Film Branch. He/she may dismiss Film Branch officials from office, transfer them, or otherwise change their duties if he/she deems it necessary. However, the President shall not have the power to dismiss

positions constitutionally required to be impeached, unless the person holding the position in question willingly transfers positions or resigns according to the President’s wishes. In cases of dismissal without impeachment, the Senior Management Staff may force such changes to be repealed in a majority vote occuring within three weeks of the position change. This shall not include position changes within the Executive Office of the President. In the event that the Council of Representatives petitions the Senior Management Staff to make such a decision, the Senior Management Staff must convene and vote

■ The President may shift existing Film Branch positions around, replace positions, terminate positions and/or create new Film Branch positions if he/she deems it is necessary. However, the Senior Management Staff may force such decisions to be repealed in a majority vote occuring within three weeks of the position change. In the event that the Council of Representatives petitions the Senior Management Staff to make such a decision, the Senior Management Staff must convene and vote

■ The President shall have the power to switch the duties and responsibilities of any officials and to add powers and jurisdictions on to their job description at any given time. However, the Policy Setting Branch may override such decisions within 3 weeks of the position change

■ Impeachment Powers: The President may impeach any officer or official within the club (across any of the branches) without the approval of any other individual, council, or branch. However, the individual must be tried on the floor of the Judicial Council to be removed from office, unless it is is a Justice of the Judicial Council.

○ Mediation:■ The President has the duty of mediating all disputes within the Film

Branch as long as he/she is not already on one of the sides of conflict. ■ In the event that the Judicial Council intervenes, the council shall always

hold all mediation powers, although the President may assist them in carrying out their procedures

■ In the event that the President mediates a conflict, he/she is in charge of making sure the dispute ends in a timely manner with both parties in agreement upon the final solution.

○ Respites: The President shall have the power to issue respites to individuals of the club - i.e. periods of time granted to individuals where an individual may become inactive without any penalization. In a respite the President has the power to choose who recieves the respite and the period of time it will last. The President may also grant himself/herself respites but for no longer than 1 week without the prior approval of the Policy Setting Branch. In cases of all respites, the Policy Setting Branch may petition the President but the President shall have the final word. In the event that the President violates respite rules, allows another individual to violate respite rules, or grants himself/herself a respite longer than 1 week without the prior approval of the Policy Setting Branch, the President may be impeached and the Judicial Council may choose to remove him/her from office

○ Shall always go down in the film credits of Club Lights, Camera, Action’s productions as one of the Executive Producers, even if another officer holds the constutional “Executive Producer” position. However, if the President served another job on a production he/she shall be listed in the credits under their actual position. The President may also decide not to be listed in the credits of a film

● Chief Policy Shaper○ The President shall be entitled to create proposed policies of their own to send to

the councils of the Policy Setting Branch. However, these policies cannot be enacted without being approved by the Policy Setting Branch

○ The President may guide and set the agenda of the Policy Setting Branch as a whole. The President’s agenda must be approved by the Vice President and Chief Representative before the Policy Setting Branch shall be required to carry it out

○ The President shall decide whether he/she will have a seat/representation on the Council of Representatives.

○ The President may sit on the Senior Management Staff with the approval of the Vice President. However, if the President holds a position already entitled to the Senior Management Staff, he/she does not need the Vice President’s authorization to have a seat on it

○ Meeting and Scheduling Powers■ The President shall be empowered to convene any council, staff, or

grouping of the club (within or outside of the club). This includes groupings not in the Film Branch

■ The President shall have the power to prorogue sessions of any council, staff, or grouping of any of the 3 LCA Branches in cases of necessity. This shall not include film productions which may only be shut down by the method outlined by the Policy Setting Branch. In cases where the Policy Setting Branch or its councils are prorogued, the Judical Council may override the decision as an unjust or unconstitional abuse of power. In cases where the Judicial Council is prorogued, the Senior Management Staff may override the decision as an unjust or unconstitional abuse of power.

○ Veto Power:■ Has authority over all officers, officials, and members of the Film Branch.

The President can veto/repeal and override any measure put into effect by any Film Branch officer or official. In cases where the President’s ruling comes into conflict with the ruling of another within the Film Branch, the President’s ruling shall be the final ruling. However, in the event that the Senior Management overrides a President’s veto or ruling, they cannot reveto or rerule it.

■ Vetoing Proposals● If the President does not have representation on the councils of the

Policy Setting Branch, he/she has the power to veto any policies that the Policy Setting Branch creates. However, in the event that the President vetoes a Policy Setting Branch measure, the Policy Setting Branch by 2/3 majority vote may override the veto

● Line Item Veto: In the context of Club Lights, Camera, Action, line item veto shall assume unique meaning. The President may issue a line item in 2 of the following ways:

○ The President shall have the power to veto only part of a proposal but pass the rest into effect

○ The President shall have the power to send a report back to the Policy Setting Branch with what he/she finds enactable (necessary/just/constitutional) and necessary to be vetoed (unnecessary/unjust/unconstitutional) and the reasons for each. From there the Policy Setting Branch may amend the measure according to the President’s feedback, drop the measure, override the veto, or pass into effect only what the President does not veto

● Pocket Veto: In the event that the President is empowered to veto, the Policy Setting Branch shall send all proposals to him/her with a time frame for the President’s decision. In the event that the President does not meet the desired timeline, the measure shall be considered vetoed. However, as with other vetoes the Policy Setting Branch may override a pocket veto by a 2/3 majority vote

○ Ordinance Power: The President shall have the power to issue Executive Orders in the form of new rules, regulations, procedures, or other policies that he/she deems as necessary. Executive Orders do not need the approval of any other council or individual of the club in order to be enacted. However, the Policy Setting Branch may repeal any Executive Orders placed into effect at any time by a majority vote and the Judicial Council may repeal an Executive Order found unconstitutional/unjustified

○ Summer: Shall decide with consent of the Policy Setting Branch whether the club will remain active during summer vacation

● Chief Representative, Chief of State, Chief Diplomat, and Chief Spokesperson○ The President shall be the primary symbol and representation of LCA both in

public and to its people. The President shall be the primary leader of Club Lights, Camera, Action.

○ Executive Representative■ Is in charge of representing LCA as a whole at all times. Shall represent,

defend, and speak for the needs of the majority of LCA at all times■ Is in charge of maintaining a professional and welcoming environment for

all in LCA. Is in charge of ensuring that all individuals within the club are sharing an enjoyable experience by employing the powers of the Presidential office. “Enjoyable experience” shall not include impeachments, removals from office, or other officer transfers and changes.

■ With the approval of Senior Management Staff, is empowered to set up any means by which he/she can recieve feedback from individuals in the club to ensure this duty

○ Chief Diplomat and Chief of State

■ The President shall represent LCA as a whole in public and in the AHS community. However, the President is also permitted to appoint diplomats to help him/her execute this duty. The President and his/her diplomatic subordinates shall have full responsibility, jurisdiction, and authority over LCA Public and Foreign Relations

■ Power of Recognition: The President shall have the authorization to formally recognize any/all student organizations and/or other groups both in and out of American High School. In the event that the President makes such recognition, the LCA may be permitted to consider the organization a club ally and the Presidential Sector may be empowered pursue diplomatic relations if it so wishes

■ Power of Executive Agreement: The President shall have the power of Executive Agreement - i.e. he/she shall have the power to negotiate with parties outside of LCA and to establish relations, deals, projects, and other plans with the outside parties. Executive Agreements do not need the consent of the Policy Setting Branch to be placed into effect. However, long term plans and alliances must be ratified by the Policy Setting Branch before they can be made final and official. Executive Agreements are shorter termed and are no longer effective as soon as the LCA President departs from office, although his/her successor may renew any/all Executive Agreements

■ Mutual Agreement: With the advice and consent of the Policy Setting Branch, the President and all diplomatic subordinates shall have the power to establish Mutual Agreements with any and all parties outside of Club Lights, Camera, Action. Mutual Agreements shall be longer termed plans and alliances

○ Chief Spokesperson■ In addresses to the club or any of its respective groupings and/or

individuals, it shall be the President who represents and speaks on behalf of any/all branches of the club and their respective sub councils, departments, groupings, and individuals

● Subordinate Powers:○ The President shall have the authority to vest any or all powers of the Presidential

office in his/her subordinates. However, in all cases, an individual shall remain a subordinate to the President if granted presidential power(s) and authority. The President shall also have the power to override a subordinate’s decisions and/or actions.

○ The Policy Setting Branch and Judicial Council shall have the power to repeal overriding actions of the President. In the event that petitions are made regarding a Presidential overriding of a subordinate, the President must meet the demands of the petitioning party or otherwise compromise

○ The Policy Setting Branch and Judicial Council shall have the power to repeal any action made by a subordinate and the same procedures shall apply in repealment as does when the President is in question. In the event that petitions are made regarding the actions of a Presidential subordinate, the President must meet the demands of the petitioning party or otherwise compromise

● Safety Clause:○ In the event that the President and Vice President rule it necessary, they may

switch roles with approval of the Policy Setting Branch. In the event that this clause is exercised all powers and duties of the Presidential office shall be vested in the Vice President and the Vice President shall become known as the President. All powers and duties of the Vice President shall be vested in the President and the President shall become known as the Vice President

○ It shall be the decision of the President and Vice President with approval of the Policy Setting Branch to decide the duration of the switch. The President and Vice President may switch at any time but must recieve approval of the Policy Setting Branch before any switch can be taken

B. Vice President● Presidential Successor

○ Takes over as president when the president is absent or is otherwise unavailable. This shall include short term circumstances when the President must be reached but is not available. In all cases, the Vice President shall temporarily assume all Presidential powers and duties until the President returns to office or otherwise departs from it

○ Shall become President if the President resigns, is removed from office, absent, or otherwise incapable of executing their duties.

○ In the event that the president is in a state of unauthorized inactivity (does not have a legitimate excuse and has not arranged ahead of time for him/her to take leave) for 3 days or more (may be shorter in the event of an emergency) the Vice President is authorized to seize full executive control and assume all the powers of the President until the Chief Justice or club advisor determines that it is safe for the president to return to office. The Vice President does not need to recieve formal authorization to employ this power. In the event that his occurs more than 3 times per a term of the Council of Representatives, it can be used as grounds to impeach the President and remove him/her from office

○ In the event that the President’s status is in question at any time (whether for impeachment, inactivity, etc) the LCA Vice President shall temporarily hold the office of the LCA President until the President is deemed to be fit for office or until a long lasting decision is otherwise made

○ Respites: In the event that the President takes respite, the Vice President shall temporarily assume the office of the LCA President, its powers, and duties until the President returns from respite

○ Emergency Executive Powers: In the event that there is an emergency that requires Presidential action and the President cannot be reached, the Vice President shall temporarily become the President and hold all Presidential powers until the situation is either resolved or the President can be reached. A short term emergency line-up may be created by the Policy Setting Branch that shall be followed in the event that both the President and Vice President cannot be reached.

● Diplomatic Duties:

○ Serves as an assistant diplomat to the President. Is responsible for helping the President settle all disputes in a timely and efficient manner. In cases of diplomacy on behalf of the President, Film Branch, or Club Lights, Camera, Action as a whole, the President shall have final word in the exact duties, responsibilities and powers of the Vice President

○ Is the President’s primary tie and liason with the Policy Setting Branch● Impeachment

○ Is empowered to impeach any officer or club official who they feel is not fulfilling their duties in an efficient manner or otherwise hindering the club (See Art. III, Sec. 2)

C. Secretary: ● Reports to the President● Documentation:

○ The LCA Secretary will be responsible for the documentation of all club meetings and events. This includes meeting minutes, video minutes, and other forms of documentation that the President, Policy Setting Branch, ASB or school administration may require

○ Is in charge of communicating all documentation out to all individuals required to receive it by the President, Policy Setting Branch, ASB and/or school administration

○ Is in charge of ensuring that all individuals of Club Lights, Camera, Action are kept fully up to date on all events, plans, policies, and other topics of news

○ Documents■ Is in charge of ensuring that all club documents stay fully up to date■ In charge of maintaining and keeping fully up to date the LCA Book of

Policies, a record of all plans, policies, procedures that govern the club.● Tracking: In charge of maintaining attendance (both officers and members) for meetings,

film shoots and any other club activities and for keeping track of activity levels of anyone in the club

● In charge of communicating announcements and new policies to the entire club. In charge of ensuring that everyone stays up to date and on the same page as to the latest LCA news, from upcoming films and activities to new policies and plans set by the Policy Setting Branch

● Allowed to have their own personal staff of club secretaries to assist in any of the above duties. In the event that the LCA Secretary has their own personal staff, the secretary shall be the leader and manager of the staff unless the Policy Setting Branch and/or President rules otherwise

D. Chief Financial Officer (Treasurer): ● Reports to the President ● Fundraising:

○ In charge of bringing money into the club. Anything fund related falls under the Treasurer’s duties

○ Creates strategies for gaining money that can be used to fund the club’s films and purposes.

○ Sets up fundraising events. In charge of contacting and communicating with any organization to set up these events. Responsible for the all fundraising negotiations with outside parties

○ Is in charge of gaining the club sponsors● Budgetting:

○ Budgets clubs funds to the various areas of LCA. ○ In charge of the all of the money in the club and responsible for handling all of

the money. ○ The Treasurer, the Council of Representatives Funding Committee, and all other

Treasury related departments and councils have full jurisdiction over all LCA funds. However, the President, Senior Management Staff, Council of Representatives, and/or Judicial Council may override this power if they are justified.

● Works with the President and the Executive Producer to decide admission prices for club films

● Appointment:○ If the Senior Management Staff creates positions for more than 1 treasurer, the

President shall decide which Treasurer is the “Chief Financial Officer”, i.e. the Head Treasurer in charge

○ The President can choose to allow up to 2 treasurers on the Senior Management Staff unless the Council of Representatives rules otherwise.

Executive Producer:

● Head of the Filmmaking Sector● Duties:

○ Ensures that all films are being made as efficiently as possible and that all officers/officials under them are executing their duties in a pro-active and efficient manner

○ Ensures that all members have equal opportunity to create films and that all members who wish to be active are active

○ Assists the President in carrying out all film-related plans, policies, and programs of the Policy Setting Branch.

○ Coordinates all officials and members within the Filmmaking Sector of the club to ensure the above duties

○ Shall represent all Filmmaking Sector needs and opinions in all Senior Management Staff decisions.

○ Shall ensure that all officials and members of the Filmmaking Sector have ample equipment, materials, funding, support, manpower, etc to create their films. Is in charge of carrying out all actions or assisting in carrying out all actions to ensure this.

● Powers:○ Can place any procedure into effect to ensure the duties of their office. These

measures only need authorization of the President before hand, although the President and/or Senior Management Staff may veto or repeal any measure placed into effect by the Executive Producer

○ Executive Producer may adjust existing policies to adapt to new times

○ With the authorization of the President may have the power to remove those below him/her from office

○ With the authorization of the President may have other powers to help carry out the duties of the office

● Requirements:○ Must have experience or at least knowledge of filmmaking

Section 2: Branch Officers and Members● All positions of the Film Branch shall have no less than 1 week for all decisions unless

the official making the decision and the proposer can reach an agreement on another time period

● Personal Staffs: All officials of the Film Branch shall be permitted to recruit and/or maintain their own personal staffs to assist them in their duties. It shall be the power of each official to decide the responsibilities of each person on their staff. Others shall not be required to assist officials and members in recruiting or maintaining their personal staffs, unless the Branch Heads reach an alternative agreement.

● Officers and officials of the Film Branch shall be required to listen to the feedback of all subordinate officers, officials, and members and to either adjust their policies and requirements according to the needs and opinions of those they lead or negotiate with those they lead. The positive experience of everyone they lead shall be one of the priorities of all officers and officials

● The Film Branch shall be run through a chain of command. Subordinate officers, officials, and members shall carry out that which is required of them by their superior officer or risk grounds for dismissal or impeachment

● Measures affecting Club Lights, Camera, Action as a whole must be approved before hand by approval of the Policy Setting Branch or issued by executive order of the President. Otherwise, officers and officials shall have the power to implement any/all measures they see necessary for their given groupings

● Chairman Privilege Powers: In cases of voting by groupings of the Film Branch, any head of a council, staff, or other body shal have the power to make decisions from the votes casted in a decision if the majority of a grouping has not voted within the time the head of the group ranted to them

● All officers, officials, and members of the Film Branch shall operate efficiently to carry out the President’s plans for executing the policies of the Policy Setting Branch. To do otherwise is grounds for dismissal or impeachment

● All subordinate positions are expected to frequently provide their superior officer and/or offical, the President, and their Representatives and Executive of the Policy Setting Branch with feedback and opinions

● Respites: All officers, officials, and members of the Film Branch shall be permitted to take respite if so granted by the President. In the event of a respite, both the President and Vice President cannot take respite at the same time.

● Constituionality Rule: No officer, official, or member of the Film Branch shall be permitted to alter currently existing policies without policy amendments passing through the Policy Setting Branch through the processes and requirements outlined by the LCA Constitution. The only method by which this shall not apply may be made is through the Presidential Ordinance Power (See Article III, Section 2A). To do otherwise is grounds

for impeachment. Exceptions shall be made for AHS admin or other supervising or advising adults

Section 3: Branch StructureThe Film Branch shall be organized into sectors that execute different areas of responsibility. It shall be the power of the Senior Management Staff to decide how these sectors shall be organized and the exact duties that each will execute. However, the Policy Setting Branch shall have no organizational, appointment, or dismissal power over the Executive Office of the President. The Senior Management Staff shall have the power to add additional sectors to the Film Branch, close sectors of the Film Branch (including those listed below), or otherwise alter the sector structure of the Film Branch if it deems such a change necessary. The original Film Branch sectors are as follows:

● Executive Office of the President (Presidential Sector)○ Headed by the President, his/her Chief of Staff, and his/her cabinet unless the

President rules otherwise○ Shall include the Presidential Cabinet and all Presidential Staffs and Departments○ Shall assist and/or advise the President in management, diplomacy,

documentation, and all other duties the President may need assistance executing○ Shall enforce all rules and regulations placed into effect by the Policy Setting

Branch and the LCA Constitution○ The President shall have full jurisdiction over the activities, procedures, and

policies of his/her Executive Office. The Executive Office of the President shall be subordinate to the President at all times.

○ The President shall have full jurisdiction over structural, appointment, and dismissal matters of his/her office. The Policy Setting Branch shall not be empowered to alter in any way the structure, appoint, or dismissal of this sector nor shut down the President’s Executive Office. These powers lie alone with the President

● Business Sector○ The LCA Senior Management Staff shall choose how to structure the LCA

Business Sector and shall create or otherwise decide who heads the sector○ Shall execute all duties involving the Treasury, Research, Advertisement, and all

other matters delegated to it by the LCA Policy Setting Branch and/or its councils○ Shall include

■ The LCA Chief Financial Officer and his/her personal staff and/or grouping(s)

■ The LCA Historian and his/her personal staff and/or grouping(s)■ The LCA Advertisement Director and his/her personal staff and/or

grouping(s)■ All other officers and officials provided to it by the LCA Senior

Management Staff○ Positions of leadership shall be appointed by the President with the approval of

the Council of Representatives● Activities Sector

○ The LCA Senior Management Staff shall choose how to structure the LCA Activities Sector and shall create or otherwise decide who heads the sector

○ Shall execute all duties involving activities not pertaining to LCA’s productions and all other matters delegated to it by the LCA Policy Setting Branch and/or its councils

○ Shall include the LCA Activities Coordinator and his/her personal staff and/or grouping(s)

○ Positions of leadership shall be appointed by the President with the approval of the Council of Representatives

● Filmmaking Sector○ Shall be headed by the LCA Executive Producer unless otherwise ruled by the

Senior Management Staff○ Shall be responsible for creating LCA’s films and for executing all other duties

delegated to it by the Executive Producer, Policy Setting Branch, Policy Setting Branch councils, the President, and the President’s officials

○ Shall include the LCA Executive Producer, his/her personal staff and/or all filmmaking grouping(s) within Club Lights, Camera, Action

○ Positions of leadership shall be appointed by the President with the approval of the Council of Representatives

Section IV: Judicial BranchSection 1: OverviewIs in charge of monitoring the other branches of LCA to ensure that they are operating with the highest efficiency possible. Tracks activity levels of every officer, official, and member of the club and ensures that each and every person in the club executes their duties with full efficiency and initiative. Serves as a mediator in disputes. Tries officers, officials, and members in cases of impeachment. Tries measures in questions of constitutionality or justificationSection 2: OfficersA. Chief Justice:

● Shall be the head of the LCA Judicial Branch and presiding officer of the LCA Judicial Council

● The Chief Justice shall only have jurisdiction over the Judicial Council, unless the LCA Constitution otherwise states. The Chief Justice shall not hold another political position in either the LCA Film Branch or Policy Setting Branch but may be involved in/assist with club films, activities, etc. The Policy Seting Branch shall determine exactly what positions the Chief Justice shall and shall not be permitted to hold

● Chairperson of the Judicial Council○ As Head of the Judicial Council, can enact any new policy or procedure that

he/she deems necessary to improve the efficiency of the staff. These policies will only remain in effect while the Chief Justice is in office but can be renewed by their successor. However, the Chief Justice shall only have jurisdiction over the Judicial Branch in all policies and procedures. This does not include impeachments, Policy Setting Branch/Presidential measures, or all other topics of question in trials

○ In meetings of the Judicial Council, will serve as Sergeant-at-Arms. In all gatherings of the Judicial Council, except for those by which the Chief Justice is not in attendance, the Chief Justice shall oversee the Judicial Council to ensure

efficiency in all procedures. In the event that the Chief Justice is not in attendance, the Deputy Justice shall be the presiding officer of the Judicial Council and shall assume all powers that accompany the position. (See Article IV, Section 2B)

○ The Chief Justice may take part in discussion and debate if they see it necessary○ Impeachment Chairperson: In the event that an officer or official other than a

Judicial Council Justice is impeached, the Chief Justice shall preside over the impeachment proceedings

○ In the event that there is a conflict on the Judicial Council, it shall be the duty of the Chief Justice to mediate the dispute. In the event that there is a conflict in the Judicial Branch, the Chief Justice shall be responsible for mediating the dispute or otherwise ensuring that the Judicial Council sees to it that the problem is resolved

○ In the event that there is a conflict in any area of the club the Chief Justice shall be responsible for mediating the dispute or otherwise ensuring that the Judicial Branch sees to it that the problem is resolved

○ Shall have final word in all Judicial Council agendas, including (but not limited to) the timing and order for which all cases are tried and voted on and the order by which cases in waiting are tried. However, in the event that the Judicial Council disagrees with the Chief Justice’s order or time decision, it may override the Chief Justice’s decision by 2/3 majority vote or petition

○ Shall have the power to establish rules and procedures for a standard time frame for all Judicial Council legislation and decisions. Has the power to make exceptions to these procedures with unanimous consent of the Judicial Council

○ Shall be in charge of all topics of scheduling for the Judicial Council and shall have the final word in all topics of scheduling

○ Chairman Privilege Power: In the event that a majority of the Judicial Council does not vote in a decision, the Chief Justice may determine the outcome of the decision based on the votes casted. The option with more votes must be the ruling of the Chief Justice

● Term Length: Once appointed to council the Chief Justice will stay on council unless he/she resigns, is removed from office, graduates, or is otherwise officially unable to fulfill their duties

● Knowledge Clause○ Shall be required to read the LCA Constitution in its entirety, to be well versed in

its provisions, and understand the Constitution well enough to interpret it. Violation of this clause shall result in impeachment and may be grounds for removal from office

○ Shall be required to read the LCA Book of Polcies in its entirety, to be well versed in its provisions, and understand the Constitution well enough to interpret each policy. Shall also be required to stay fully up to date in understading on the policies listed under the LCA Book of Policies. Violation of this clause shall result in impeachment and may be grounds for removal from office

○ Shall be required to assist the LCA Secretary in keeping the LCA Book of Policies fully up to date

● Consitutionality and Justification of Measures○ Shall be responsible for upholding the Constitution of Club Lights, Camera,

Action at all times and ensuring that its provisions are not violated○ Shall be the presiding officer over the Judicial Councils in all decisions over

whether a measure, amendment, or other ruling is unconstitutional or unjustified. (See Article IV, Section 3)

○ In all cases where a measure is being tried for constitutionality or justification, the Chief Justice shall have the power and responsibility to dictate to the Judicial Council exactly what question the Justices must answer and the Chief Justice must state the trial’s topic (the question) before the trial formally begins. The Chief Justice shall also decide how many votes of the Judicial Council Justices are necessary to reach a decision. In all cases, the necessary number of votes for a decision may not be set less than the maximum amount of Justices on the Judicial Council

● Impeachment (for more information see Art. IV, Sec. 3)○ Will preside over all Judicial Council proceedings in issues regarding

impeachment, unless the Chief Justice is the official in question, is not available to attend the proceedings, or is otherwise absent. In the absence of the Chief Justice, the Deputy Justice shall preside over the proceedings

○ Is empowered to impeach any officer that they feel is not fulfilling their duties in an efficient manner or otherwise hindering the club

○ In all impeachment proceedings is responsible for ensuring efficiency and fairness for both sides in question. Is empowered to remove any hinderment to the impeachment and hearing processes.

● In cases of all trials on the Judicial Council, the Chief Justice shall ensure that the each argueing side of the issue at hand has representation and equal chance to put forward arguments before a decision is made. In the event that the Chief Justice is not attendance, this duty shall become that of the Deputy Justice

● Mediator: ○ In the event of a prolonged dispute between the President and another party(ies),

assumes full responsibility for mediating the issue. ○ In all cases of mediation, the Chief Justice shall assume full mediation powers and

may exercise any/all authority he/she sees necessary to mediate the conflict to an end. However, in all cases, any actions undertaken by the Chief Justice shall be subject to review and repealment by the Judicial Council and groupings of the Policy Setting Branch

B. Deputy Justice● Deputy Head of the Judicial Council

○ Shall assist the Chief Justice in the management or otherwise running the Judicial Council.

○ In the absence or departing from office of the Chief Justice, the Deputy Justice shall become the Head of the Judicial Council and shall assume all powers that accompany the office. However, if the absence of the head in question is

temporary, the Deputy Justice shall only remain as the Head of the Judicial Council until the true head’s return

○ Exact duties and responsibilities shall be decided by the Chief Justice● Appointment: The Deputy Justice shall be appointed by the President with the approval

of the Chief Justice and Council of Representatives. The Deputy Justice may be a Justice on the Judicial Council, an officer, official, or member of the Judicial Branch, or other individual in the club

● In cases of all trials on the Judicial Council where the Chief Justice is not in attendance, the Deputy Justice shall ensure that the each argueing side of the issue at hand has representation and equal chance to put forward arguments before a decision is made.

● Shall be responsible for upholding the Constitution of Club Lights, Camera, Action at all times and ensuring that its provisions are not violated

● Term Length: Once appointed to council a Deputy Justice will stay on council unless he/she resigns, is removed from office, graduates, or is otherwise officially unable to fulfill their duties

C. Justices:● Term Length: Once appointed to council a Justice will stay on council unless he/she

resigns, is removed from office, graduates, or is otherwise officially unable to fulfill their duties

● Activity Level Monitoring:○ Is in charge of monitoring a specific area of the club to ensure that it is operating

with the highest efficiency possible. ○ Shall be empowered to tracks activity levels of every officer, official, and member

of the club and ensures that each and every person in the club executes his/her duties with full efficiency and initiative.

○ Shall have the power to exercise all authority a Justice sees necessary to improve the efficiency of the area he/she oversees. This includes the power to impeach those who hinder the club. However, in all cases, any actions undertaken by a Justice shall be subject to review and repealment by the Judicial Council and groupings of the Policy Setting Branch

● Mediation:○ Shall be fully responsible for mediating any/all disputes that occur within the area

of the Justice’s jurisdiction○ In all cases of mediation, a Justice shall assume full mediation powers and may

exercise any/all authority he/she sees necessary to mediate the conflict to an end. However, in all cases, any actions undertaken by a Justice shall be subject to review and repealment by the Judicial Council and groupings of the Policy Setting Branch

● Knowledge Clause○ Shall be required to read the LCA Constitution in its entirety, to be well versed in

its provisions, and understand the Constitution well enough to interpret it. Violation of this clause shall result in impeachment and may be grounds for removal from office

○ Shall be required to read the LCA Book of Polcies in its entirety, to be well versed in its provisions, and understand the Constitution well enough to interpret each policy. Shall also be required to stay fully up to date in understading on the

Action at all times and ensuring that its provisions are not violated○ Shall be present at all hearings of whether a measure is constitutional or justified. ○ Shall have all investigative powers necessary to make a decision ○ Shall have the power to have word and a vote in all decisions made by the Judicial

Council○ In all cases, shall be responsible for acting and voting in a bipartisan, unbiased,

and otherwise fair manner● Impeachment (for more information see Art. IV, Sec. 3)

○ Is empowered to impeach any officer that they feel is not fulfilling their duties in an efficient manner or otherwise hindering the club

○ In all cases, shall be responsible for acting and voting in a bipartisan, unbiased, and otherwise fair manner

● In cases of all trials, Justices shall be entitled to take as much part in the trials as they see fit. However, they may not abuse this power to hinder a trial in any fashion

● There shall be no “unofficial” Justice positions on the Judicial Council. All Justice positions must be created by the Senior Management Staff and appointed by the President with approval of the Council of Representatives

D. Club Advisor (teacher):● Shall be the primary adult supervising the club and its activities● Primary Club Advisor

○ Acts as an advisor to the President, Policy Setting Branch, Judicial Branch and other officers, officials, and members

○ Contributes ideas for films, measures, and any other points of concern that the club may seek advice on

○ If a producer, director or scriptwriter wishes, edits scripts and gives the club feedback on its movies before it shows them to the public (so that last minute adjustments can be made)

● Filmmaking and Meeting Duties○ Provide a location to temporarily store equipment during the school day when the

club is not using it○ Attend meetings with the whole club○ Open up her/his classroom for meetings when it is necessary (either when Theater

50 is not available or if only 1 department is meeting)○ Signs any necessary paperwork (announcement slips, documents, etc.)○ (Optional) Attend film shoots

● Elections ○ Chooses the next president when it comes down to the final 2 candidates○ Approves the new officer body that the president chooses○ Throughout the school year take note of the people that are the most dedicated

and hardworking● Advisor Dissolve Clause

○ If things become too chaotic the advisor can temporarily halt club activity/production and work with president/officers to sort out problems

○ In the event of a dissolve, the advisor temporarily assumes supreme emergency command over the entire club and assumes all powers and responsibilies of every branch in LCA (Policy Setting, Film, Judicial). In the event of a dissolve, they shall have the power to (but shall not be limited to) cancel or postpone projects and activities, and/or remove troublesome officers from office and troublesome members from the club

○ In order to dissolve, the advisor must have legitimate reason and they must state it. They must also make the judgment of whether there is no other solution and if a dissolve is completely necessary.

● Advisor Empowered Removal: In the event that the Club Advisor deems an officer, official, or member is no longer fit for duty in Club Lights, Camera, Action and/or that it is necessary to remove the individual in question from office and/or remove from the club. The club advisor may exercise this power without a hearing or vote.

Section 3: Judicial Council Powers and Duties● Structure:

○ There shall always be an odd number of Justices on the Judicial Council● Reassessment:

○ The Judicial Council shall convene frequently to discuss the matter of club efficiency

○ At all meetings pertaining to club effiency, the Judicial Council shall be responsible for reporting the state of efficiency in the given areas each Justice oversees

○ In all meetings pertaining to club efficiency The Judicial Council shall be responsible for reassessing the state of the club’s efficiency and making plans to improve efficiency in the future. At the Chief Justice’s ruling, the Judicial Council may also be responsible for writing recomendations to the Policy Setting Branch for bettering effiency

○ The Judicial Council shall have the power to remove all club hinderances● Constitutionality and Justification of Measures

○ The Chief Justice, Deputy Justice, and all other Justices shall be responsible for upholding the Constitution of Club Lights, Camera, Action at all times and ensuring that its provisions are not violated

○ Is in charge of all decisions over constitutionality. In all questions of constitutionality and constitutional interpretation, the Judicial Council’s ruling is the final ruling on the issue. The Judicial Council shall be the only entity of the club that has the power to reverse its decisions

○ Can decide whether a measure, amendment, or other ruling is constitutional and/or justified.

○ In cases where the Senior Management Staff alters the powers, duties, or office of an officer listed in the LCA Constitution, the Judicial Council shall have the power to try any/all measures altering the offices in question. Unless the Senior Management Staff proves that such a measure is justified, the Judicial Council shall have the duty of repealing it.

○ In cases where the Policy Setting Branch exercises the powers provided to it by the Elastic Clause (See Article II, Section 3C) and defies the LCA Constitution in the process, the Judicial Council may try the measure and the Policy Setting Branch must prove that the measure is justified and remains justified at the current time. If the measure cannot be proven as such, it must be repealed by the end of the time period the Judicial Council provides

○ Requirements For Trials of Constitutionality and Justification:■ With the aid of counsel(s) from both opposing sides, The Chief Justice

shall name for the council the question of what is being tried. Questions must be worded impartially

■ The defending counsel(s) may either argue that the measure is constitutional or is justified even though it violates the constitution. In the event that the argument of justification is employed, the defending counsel must prove that the measure is still justified at the current time

■ The Judicial Council shall hear and consider the arguments of both sides and shall have the power to request clarification for better understanding of arguments

■ In the event that a measure is ruled constitutional or still justified at the current time, the measure shall remain in effect and unaltered

■ In the event that a measure is ruled unconstitutional and/or unjustified at the current time, the Judicial Council shall provide the President and Policy Setting Branch with a time frame for which it needs to be repealed. In the event that such a decision is made, the measure, amendment, or other ruling in question must be repealed within the time frame given to the Judicial Council

■ All measures shall be assumed constitutional and/or justified until otherwise proven

■ Specific procedures for Judicial Council proceedings shall be dictated by the Chief Justice. However, the Policy Setting Branch shall have power over Judicial Council/Judicial Branch procedures

● Impeachment (for more information see Art. IV, Sec. 3)○ Is empowered to impeach any officer that they feel is not fulfilling their duties in

an efficient manner or otherwise hindering the club ○ In all cases, shall be responsible for acting and voting in a bipartisan, unbiased,

and otherwise fair manner○ In the event that a petition is made, Judicial Council must issue a formal

impeachment or otherwise compromise with the petitioning party○ Requirements For Trials of Impeachment:

■ The Judicial Council shall have the power to try all cases of impeachment except for those where a Justice is in question (in which case the trial is held on the Senior Management Staff)

■ In cases of impeachment, The Judicial Council shall decide whether an officer or official of LCA has violated the Constitution and/or LCA Book of Policies, the duties of their office, has abused their power, or otherwise hindered the club

■ The Judicial Council shall hear and consider the arguments of both sides and shall have the power to request clarification for better understanding of arguments

■ In all cases of impeachment the Judicial Council shall decide whether to remove an officer or official from office or to allow them to keep their position

● In all cases of election, shall be responsible for monitoring election processes and procedures. Shall have the duty of ensuring that all procedures are unbiased and that every candidate has an equal chance for election.

● Shall be in charge of ensuring authenticity of the LCA Book of Policies at all times. ● Shall be in charge of upholding the Constitutionality Rule which states that: No one shall

be permitted to alter currently existing policies without policy amendments passing through the Policy Setting Branch through the processes and requirements outlined by the LCA Constitution. To do otherwise is grounds for impeachment and the Judicial Council shall be responsible for enforcing it. Exceptions can be made for AHS admin or other supervising or advising adults

● Prorogation Denial Powers: ○ Shall have the power to repeal a proroguation issued by the President against any

groupings within the Policy Setting or Film Branches● Emergency Mediation Powers:

○ In the event of a prolonged dispute between 2 or more parties within the club the Chief Justice and/or Judicial Council shall have the power to intervene as mediators without prior approval of any other individuals or bodies.

○ Prorogation: The Judicial Council shall also have the power to prorogue any groupings across any 3 branches but only in cases of a prolonged dispute where the council has intervened with Emergeny Mediation Powers

○ By 2/3 majority vote of the Policy Setting Branch such action of the Judicial Council may be revoked if the Policy Setting Branch can prove that exercise of the Emergency Mediation Powers were unjustified

○ Oversight and Investigatory Powers:■ The Judicial Council shall have the power to exercise all oversight powers

that it finds necessary to fulfill its duties. This shall include the power to monitor the activities of the Film Branch and Policy Setting Branch as well as the groupings within them

■ The Judicial Council shall have the power to exercise all investigatory authority that it finds necessary to fulfill its duties. No LCA officer, official, or member shall have the right to deliver anything but the truth to the Judicial Council in all cases of investigation and/or trial. The Policy Setting Branch shall have the power to set a penality for perjury under Judicial Council investigation. In the event that no such penalities exist, the Presidential Sector, with approval of the Judicial Council, shall have the power to penalize the offender in one of the following ways:

● impeachment and removal from office (for officers and officials)● removal and replacement on LCA films● temporary suspension from club activities

● Position Transferring:

○ For any/all Justices, a Justice may transfer positions to another Justice position by approval of the Chief Justice and Council of Representatives. In cases where a Justice is transfering off of the Judicial Council but remaining in the Judicial Branch, the Chief Justice shall have the power to approve or deny the transfer

○ For any/all subordinate positions within the Judicial Branch, individuals may transfer positions to other positions with the approval of the Justice he/she reports to

● All decisions made by the Judicial Council and/or Club Advisor are final. Unless otherwise stated by the LCA Constitution, they cannot be overridden by any other branch or grouping within those branches. However, in any Judicial Council ruling, the Club Advisor shall be the only individual with the power to override the Judicial Council ruling

Article V: Powers and DutiesSection 1: General PowersA. Officers and Officials:

● Governing Duties and Obligations: ○ Officers and officials are in charge of all club decisions. They are the government

of the club. ○ Officers and officials shall be in charge of management only and their powers

consist of nothing but management and the powers listed above. Officers and officials must not dominate the work of the club. Any work pertaining to the club that involves its films and activities shall be carried out by the members. In other words, the members literally create the movies and arrange activities. The officers and officials are there to coordinate and guide them.

○ All leadership positions in LCA shall be required to utilize all subordinates who report to that position and shall be responsibible for maintaining a non-discriminatory method of delegation. Together, both members and officers work together to achieve an end goal. This clause shall be applicable in all circumstances except when an officer or official does not have subordinates

○ Film Branch: For all positions of the Film Branch, officers and officials shall be in charge of any members, officers, or officials placed under them. An officer’s duty is to coordinate anyone under them in a manner that will efficiently create and maintain a successful club. All subordinate individuals must follow the orders and guidance of their superior officer/official. Likewise all officers/officials must follow their superior officers. All officers (whether in charge of members, other officers or both) cannot abuse this power.

● The Fair and Democratic Club Clause (TFDCC)○ For any/all LCA leadership positions, all officers/officials shall be required to

stay fully up to date on the events and occurences of Club Lights, Camera, Action. If an officer/official identifies a problem, they must bring it to the attention of the Policy Setting Branch, the President, Presidential subordinates, the Judicial Council, or their superior officer/official.

○ All exeutives, representatives and other heads of a groupings must stay involved and active in their groupings at least to the extent the duties of their position require.

○ Any officer/official shall have the power to propose solutions to problems or to propose new measures. For any measure that would affect the whole or a majority of the club, the Policy Setting Branch must approve it before it can be placed into effect, unless the President issues it by executive order. Otherwise measures only affecting a specific grouping can be enacted by the individual(s) who head that grouping without prior approval of the Policy Setting Branch or President. However, the President and Policy Setting Branch have the power to veto any measure and the Judicial Council may force repealment by a ruling of unconsitutional or unjustifed.

○ In charge of keeping the Policy Setting Branch, President, and Judicial Council in check. If the government of LCA places an unfair measure into effect, all officers and officials shall be required to call upon and exercise all authority necessary to have the Policy Setting Branch revoke the measure.

○ If any officer or official needs assistance, it shall be his/her responsibility and no on else’s to ensure that help is received from those who can provide assistance

● All positions listed in the LCA Constitution shall recieve officer credit without approval of any individuals or groupings within the club.

● Chairman Privilege Powers: In cases of all voting for any grouping within the organization of Club Lights, Camera, Action, a majority of a body must vote in order for a decision to be made. However, if the time limit for the measure expires and a majority has not voted, the head of the body can rule that a decision must be made. In the event that this occurs, a decision will be made from the votes casted thus far and the decision shall be the option with the higher number of votes

● Repealment Powers:○ All Policy Setting Branch plans and programs can only be repealed by the

councils of the Policy Setting Branch and Judicial Council unless the caster of the policy in question states otherwise at the time of casting

○ All executive orders can only be repealed by the President, Policy Setting Branch, or Judicial Council unless the caster of the orders in question states otherwise at the time of casting

● All other powers, responsibilities, and duties of the club officers and officials are listed in Articles II, III, and IV of the Club Lights, Camera, Action Consitution

B. Members:● Are responsible for carrying out any work required for the club● Report to the officer(s)/official(s) in charge of their grouping (if they are in more than 1

grouping, they shall report to the officer/official in charge of the respective duty that they are executing).

● As a part of the club, members are responsible for ensuring that they are given a chance to be active in the club and that all members are being treated fairly and constitutionally. All members must be active in ensuring these rights. To do this, they are encouraged to communicate with and voice their opinions to their Representative on the Council of Representatives, Executive on the Senior Management Staff, LCA President, a Justice on the Judicial Council or their superior officer/official or another officer/official.

The Power of Petition:● The power of petition is not to be abused. Unless the issue is extremely serious, members

must try submitting feedback to the Council of Representatives, Senior Management

Staff, Judicial Council, or another officer/official of the club about issues before a petition is done. If members are not satisfied with the reaction to their problem or if they feel that nothing was done about it, a petition can be sent in.

● Members can petition if they:○ Feel that the club is not active enough or that the officers are doing all of the

work. ○ Disagree with a measure or decision taken by the any body or official of power○ Feel that they do not have enough representation or word in a general or specific

issue ○ Are otherwise displeased with a certain aspect of the club that they would like to

see fixed● If a petition is received by a council, board or other individual of power in the club,

measures must be taken to address the petition’s requirements or otherwise compromise with the petitioning party. If measures are not taken, a secondary petition (which can either be a new petition or a copy of the original one) can be sent to another body of the club or individual of power in the club. If the petition is still ignored, the petition shall be taken to the club advisor who will ensure that the Policy Setting Branch takes necessary measures.

● If any members needs assistance, it shall be his/her independent responsibility and no on else’s to ensure that help is received from those who can provide assistance

C. Officers and Members Together:● Officer, Official and Member Self Sufficiency:

○ The club shall not operate on the back of the President or any other 1 individual or grouping. All individuals of the club are expected to actively fulfill their duties without being told to do so. Officers, officials and groupings should function independently like little clubs within the big club of LCA. Cross-Communication between officers and officials as well as members in the same different groupings

is also required. The President or another individual or grouping should not be the only driving force of the club.

○ Failure to abide by this clause shall be penalized by impeachment and removal from office. The Policy Setting Branch and President shall also have the power to issue alternative penalties to this clause. However, the option of penalty by impeachment shall always be available

Section 2: RemovalArticle III, Section 2: Transfer, Resignation, and Removal

A. Grounds For Removal

Note: The Judicial Council will be the ultimate judge of whether an officer/official or member meets any of the below. Officer or Official

● General:○ Commits an act that: breaks the rules of the administration, makes others in the

club feel uncomfortable or otherwise endangers another student and/or other students

○ Violates any provision(s) of the Club Lights, Camera, Action Constitution○ Does not handle a problem or situation in a mature manner - acts immaturely in

front of other officers, officials and/or members○ Repeatedly tries to hinder projects, activities, meetings, decisions, etc. (Note:

There is a difference between expressing opinion which all LCA personnel shall be entitled to do and making an effort to obstruct the club)

○ Otherwise commits an act that harms or endangers the state of the club and/or its people

● Inactivity: ○ Has not been active at all for 1 week or longer without a valid excuse (in order for

an excuse to be considered valid, the President, a council of the Policy Setting Branch, or the officer/official’s superior officer/official must have “validated” the officer or official’s excuse).

○ Does not stay actively involved in their grouping and/or otherwise does not fufill their duties

○ Does not take their duties seriously and professionally○ Is irresponsible - does not execute their duties in a timely manner○ Frequent loss of communication for long periods of time○ Failure to execute the measures of the Policy Setting Branch or duties given to

them by the President and/or another superior officer/official unless the orders were revoked prior to the impeachment of the officer in question

○ Any other lack of duty that hinders or harms the club● Violation of Leadership Responsibility:

○ Does not listen, consider the opinions of, or consider suggestions of their subordinates

○ Ignores a complaint brought to them by a member

○ Does not cooperate with the other officers and/or members and refuses to make an effort to improve relations

○ Over-exercises/abuses their power: Uses/attempts to use harmful unjustified and unconstitutional power over a member or another officer or official.

○ Any other use of power or authority to hinder or harm the club ● Any other misconduct or action detrimental or hindering to the club but

not specifically stated in the list ● The Policy Setting Branch shall have the power to add on to this list of grounds for

removal. However, no body or individual in LCA shall have the power to delete these grounds without amending the constitution

Member:● Commits an act that: breaks the rules of the administration, makes others in the club feel

uncomfortable or otherwise endangers another student and/or other students● Reacts to problems immaturely/acts immature and in doing so disrupts a production or

commits an act of the point above● Repeatedly disrupts the production of any film/project● Repeatedly defies a superior officer or official just for the purpose of disrupting or

hindering the club● Is repeatedly rude and/or obnoxious during meetings and/or club activities (disrupts for

no legitimate reason)● Any other misconduct detrimental to the club but not specifically stated in the list● The Policy Setting Branch shall have the power to add on to this list of grounds for

removal. However, no body or individual in LCA shall have the power to delete these grounds without amending the constitution

B.Transferring and Resignation

● Transferring:○ Definition: Moving to another duty in the club, officer or member○ Officer/Official Transfer: For all positions of the Film Branch, officers and

officials can transfer to another position (officer, official or member) any time during the school year with the permission of the President. For positions of the Senior Management Staff and Council of Representatives officers and officials can only change positions if they change groupings within the Film Branch or otherwise transfer Film Branch offices. For positions of the Judicial Council, justices may transfer positions to another justice position by the approval of the Chief Justice and Council of Representatives

○ Member Transfer: Members can transfer to another position anytime during the school year. In order to transfer to another member position, they must first seek permission from the head of their grouping, unless otherwise stated by policy of the Policy Setting Branch or executive order of the President. In order to hold an officer/official position, they must be appointed by the President or a Presidential subordinate of such authority with the approval of the Council of Representatives.

● Resignation:○ Definition: Leaving office or the club completely i.e. will hold no more of the

previous duties

○ Officer/Official Resignation: Officers and officials can resign from office at any time during the school year. In the event that an officer or official resigns, they can choose whether to announce their resignation themselves or to have someone else announce it. Also in the event of a resignation officers and officials shall be entitled to remain with LCA as a member if they so wish unless the Judicial Council and/or club advisor rules otherwise

○ Member Resignation: Members are allowed to resign any time during a school year. In order to resign, they must contact their superior officer/official and notify them that they will be leaving. In the event that a member resigns, they are withdrawing from Club Lights, Camera, Action completely. Members who do not formally resign will be considered still active.

C1. Impeachment

● Administrative Impeachment: The following positions shall have the power to impeach any officer/official during any time of a given school year if they feel that the officer/official qualifies for grounds of removal

○ Chief Justice○ Judicial Council Justice ○ Judicial Council (as a whole)○ President○ Vice President○ Senior Management Staff as a whole○ Chief Representative○ Council of Representatives as a whole

● Impeachment by Petition: Any officer, official or members not granted the power to impeach can petition to have an officer/official removed from office. In the event that a petition is made, on completion it must be submitted to the Judicial Council who must issue a formal impeachment or otherwise compromise with the petitioning party.

● The following positions must be impeached and tried in order to be removed from office:○ Policy Setting Branch

■ Vice President■ Lieutenant Executive■ Executives■ Chief Representative■ Deputy Representative■ Representatives

○ Film Branch■ President■ Sector Heads (does not include the Chief of Staff as the power to dismiss

the Chief of Staff shall remain with the President)○ Judicial Council

■ Chief Justice

■ Deputy Justice■ Justices

○ All other individuals recieving officer creditC2. Officer Removal

● Judicial Council Empowered Removal ○ In the event of an impeachment, the Judicial Council must hold a hearing for the

officer/official in question.○ The officer who accused the officer in question can serve as the prosecution or

appoint someone else to do so. If the Chief Justice or another Justice impeached the officer, he/she cannot serve as the prosecution. The officer/official in question must appoint someone to serve as their defense. The Judicial Council must ensure that each side has ample opportunity to present their arguments and that the hearing occurs in a timely and efficient manner. The Chief Justice shall decide before the trial a set amount of time for the hearing(s) and proceeding(s). If the original time proves insufficient, the Judicial Council can vote an extension at the end of the originally arranged time.

○ At the end of the hearing, the Judicial Council will vote to remove the officer/official in question from office or allow them to maintain their office

○ The officer/official in question is not allowed to take part in any of the above proceedings unless it is to testify. However they are allowed to attend all proceedings if they choose to.

○ In cases of impeachment where there is a Judicial Council Justice in question, the justice will be tried by and on the floor of the Senior Management Staff and the Vice President shall oversee the procedings unless he/she is the party by which the impeachment was issued. In the event that the Vice President is the impeacher, the Lieutenant Executive shall oversee the proceedings. In the event of a tie on the Senior Management Staff the vote of the Vice President or Lieutenant Executive (whichever is chairing the proceedings) shall be the tiebreaker. In the event that the Senior Management Staff is the body by which the impeachment was issued, the Justice shall be tried on the floor of the Council of Representatives and the Chief Representative shall oversee the proceedings. In the event of a tie the Chief Representative’s vote shall be the tiebreaker

○ The officer in question, the Chief Justice, the Prosecution, and the Defense must all be separate people

● Advisor Empowered Removal: In the event that the Club Advisor deems an officer or official is no longer fit for duty in Club Lights, Camera, Action and/or that it is necessary to remove the individual in question from office and/or remove from the club. The club advisor may exercise this power without a hearing or vote. Club Advisor removals cannot be appealed

C3. Member Impeachment and Removal

● Impeachment: With the advisor’s permission, any officer or member can request to have the Judicial Council or other officer/official with the power of impeachment to impeach a club member.

● Judicial Council Removal: In the event of an impeachment a hearing will be held on the floor of the Judicial Council. The Chief Justice will preside over such proceedings. In order for a member to be removed from the club, the Judicial Council must vote in favor of removing them.

● Advisor Removal: If the advisor deems it necessary to remove a member, they must be removed without a hearing and vote and the decison cannot be appealed.

C4. Removal Appeals● Policy Setting Branch Appeal: In the event that an individual is unfairly removed from

office, the individual removed from office shall have the power to appeal to the Policy Setting Branch which shall have the power to reinstate the officer/official in question if the individual and/or their defense can prove that the officer/official was unfairly and/or unconstitutionally removed from office. All proceedings shall take place by a Committee of the Whole. 2/3 majority vote is necessary to reinstate the officer/official in question. In the event that 2/3 of the Policy Setting Branch do not vote, The Vice President and Chief Representative, if both in agreement shall have the power to make a decision from the votes casted. Otherwise, the decision of the Judicial Council shall be upheld.

● Advisor Empowered Reinstatement: If an individual is unfairly removed from office, the removed officer/official, any/all officers, officials, and members can appeal to the Club Advisor. In the event that this occurs, it must be proven that the officer was unfairly removed. The Club Advisor can choose to overrule the Judicial Council’s decision or uphold it.

D. Succession

● Presidential Succession: ○ The Policy Setting Branch (Senior Management Staff and Council of

Representatives) shall decide the line-up of Presidential succession in the event that the President and Vice President depart from office or are otherwise unable to execute their duties

○ Exceptions: ■ An exception can be made if the Club Advisor deems an officer unfit to

fulfill the office of President. In the event that this occurs, the officer will be skipped and the officer following them will become the President.

■ An exception can be made if the officer ascending the presidency does not want to hold the position of president. In the event that this occurs, the next officer in line will take the office of president.

○ In the event that the entire list is run through and the office of president is still vacant, Policy Setting Branch shall elect a temporary President while elections are held to vote in a new President and Vice President. The elections will abide by all rules and procedures outlined in this constitution unless the Policy Setting Branch deems otherwise.

● Vice Presidential Succession:

○ In the event that the office of the LCA Vice President becomes vacant for any reason the individual currently holding the office of the President shall be required to appoint a new Vice President with the approval of the both councils of the Policy Setting Branch

○ In the event that the Vice Presidential office is only temporarily vacant and it does not need to be filled. In the event that it is filled the stand-in Vice President shall return to their office when the old Vice President returns. Otherwise, the Vice Presidential position shall be filled by the Lieutenant Executive if the Vice Presidential office is not filled

● Officer and Official Succession:○ Unless deemed unnecessary by the Policy Setting Branch, when an officer or

official resigns, is removed from office, or otherwise vacates their office the methods by which the office shall be filled are as follows:

■ If A Deputy Head Exists: The deputy head of the office in question will ascend to office.

■ All Appointed Positions With No Deputy Head: The President shall appoint an individual to the office with the approval of the Council of Representatives

■ All Elected Positions: The position shall be reelected by the grouping that originally elected the office or otherwise decided by method of the head of the grouping. This shall not apply to the President

● Member Succession: In the event that a member resigns, is removed from the club, or otherwise vacates their position(s), it is the duty of the head of their grouping to find another member to fulfill the vacant duties. If the member is in more than one department then it is the duty of each of their department heads to replace the position the member in question fills

Article VI: Elections and Voting:Section 1: Major Points

● Elections will occur sometime during 2nd semester so that the new officers and officials can begin planning for the following school year.  Both councils of the Policy Setting Branch shall work together to choose exact dates for the elections; set up procedures, rules, and regulations; choose which administrative offices shall be in place for the purpose of the elections; and make appointments to those positions.

● In order to run for election, a president must choose a vice president. Both the presidential and vice presidential candidates will run on the same ticket. If the current President is running for reelection, he/she may choose to run with the same Vice President or a different one

● In the event that there is only 1 candidate running for president, that candidate automatically becomes president without an election. This candidate can choose to keep the previous keep the previous appointments with the consent of the Council of

Representatives or to bring in a new one. The Senior Management Staff shall decide which positions are open and closed for the President to make appointments to.

● Administration Transition:○ End of the Year Transition: After elections, all individuals holding a leadership

office in LCA (officer or official) can remain in operation for the rest of the school year. Should this happen, President and appointees shall be allowed to begin working on plans for the following school year. On the last day of school for that school year, the old administration will leave office and the new administration will take office.

○ Entire Mid-Year Transition (this can be done during a given school year any time after the election): If the Policy Setting Branch deems necessary with approval of the President, the newly elected President and Vice President as well as in their newly appointed administrations shall take office mid-year sometime after Presidential elections

● Election Administrators:○ The Policy Setting Branch shall have the power to create any administrative

positions that it sees necessary to ensure election authenticity and equal opportunity for all candidates. Before each election, the Policy Setting Branch shall also appoint individuals to these administrative duties

○ Required Duties:■ Overseer: There shall be at least 1 officer, official, or member overseeing

all Presidential Elections to ensure that all processes abide by the LCA Constitution and all election measures required by the Policy Setting Branch are enforced. Anyone can hold this position

■ Mediator: The election mediator shall mediate presidential and vice presidential debates, shall ensure that elections occur with the lowest level of conflict possible, and otherwise prevent high levels of conflict from gripping the club. In the event that the election mediator executes unjustified measures, the Judicial Council shall repeal his/her measures. The election mediator cannot be candidate running for office

Section 2: Presidential Election ProcessA. Nomination:

● Members will nominate individuals who they feel can effectively execute the duties of president and vice president (by this time each candidate must have chosen a vice president).  

● The Policy Setting Branch shall be responsible for setting a procedure and rules for nominations. However, in order to be nominated, all candidates must first gain permission from the club advisor. The advisor will allow or not allow them from running for nomination depending on their commitment to the club thus far and their past performance.

B. Preparation For the Elections:● Under the procedures placed into effect by the Policy Setting Branch, preparation for the

elections shall at minimum include:

○ A formal public announcement of the Presidential and Vice Presidential Candidates to LCA before any other steps are made in preparation or the elections themselves

○ Presidential Debates - rules, regulations, questions, and a mediator are subject to Policy Setting Branch rule

○ Vice Presidential Debates - rules, regulations, questions, and a mediator are subject to Policy Setting Branch rule

○ Presidential Addresses○ Vice Presidential Addresses○ Any other form of campaigning the candidates feel are necessary

C. ElectionsThere shall be four different ways to elect the Club Lights, Camera, Action President and Vice President. They are as follows:

Round Vote:This form election shall be split into rounds where candidates are narrowed down with each round by voting

1 Round 1: A member election will occur to narrow the names down. Only those with the most amount of votes will progress to Round 2. The Policy Setting Branch shall (before elections begin) decide how many candidates move on to Round 2.

2 Round 2: The Councils of Representatives shall convene and narrow the candidates down further. The Policy Setting Branch shall (before elections begin) decide how many candidates move on to Round 2.

3 Round 3: The Senior Management Staff shall convene and narrrow the candidates down to 2.

Note: Steps 2 and 3 may be condensed into 1 step if there are not enough candidates. In the event that this occurs, the Council of Representatives shall convene and cast its decisions to the Senior Management Staff through the Chief Representative. The Senior Management Staff’s vote shall be the final decision for the combined round

4 Round 4: The club advisor will look at the remaining 2 names and based on the work and dedication he/she has seen from the person, the Club Advisor will choose the next president of the club.

5 Round 5: The new president will then appoint all positions that the President is entitled to appoint with the approval of the Council of Representatives. Previous officers and officials as well as former officers are allowed to hold office again.

Electoral Vote:1 Each member in the club shall have an opportunity to vote. Votes will be organized

through Council of Representatives groupings. Each grouping shall have a different amount of electoral votes depending on the population of the grouping compared with the population of the club at the given time. There shall be 100 electoral votes total for 100% and the percentages by which each grouping make up the entire club shall be the number of votes the grouping has. For example, if 20% of the entire club consists of the Business Sector the Business Sector shall receive 20 votes.

2 The Council of Representatives shall convene and cast the opinions of their groupings. The majority opinion of each grouping shall become the votes of that given grouping. For example, if a little over half of the Business Sector votes in favor of the Candidate A, all 20 votes of the Business Sector are casted in favor of Candidate A. The candidate with the most electoral votes wins. If there is a tie, the Senior Management Staff shall elect 1 candidate to be president

3 The Club Advisor must provide formal verification of the elected candidate team before the candidates shall become president and vice president. In the event that the candidate is rejected, a recall election shall occur. (Article VI, Section 2F)

4 The new president will then appoint all positions that the President is entitled to appoint with the approval of the Council of Representatives. Previous officers and officials as well as former officers are allowed to hold office again.

Popular Vote:1 All LCA personnel shall have the opportunity to vote for a candidate. The candidate with

the most votes wins election. If there is a tie, the Council of Representatives shall decide the new president

D. Officer Appointment:● The newly elected President shall decide how officer and official appointments are made. ● Throughout the time frame provided by the President-elect, any member (someone who

has served in LCA at least 2 weeks) can apply for officer positions. If presidential candidates already have someone in mind for specific positions, they are encouraged to let the member body know so that people do not sign up for taken positions.

● Before appointments can be final, the President must have them approved by the Council of Representatives

F. Special Circumstances:● Tie: In the event of a tie between 2 or more candidates in the LCA Presidential Elections,

the decision of electing the next President shall be the duty of the Council of Representatives

● Recall Elections: ○ In the event of a recall election, the councils of the Policy Setting Branch shall be

responsible for electing the next LCA President. Both the Council of Representatives and Senior Management Staff must be in agreement for the election choice to be final. The candidate elected must be verified by the LCA Club Advisor before he/she can enter office. Otherwise, the candidate shall not be permitted to enter office

○ In the event that a presidential and vice presidential candidate team is elected to office but one or both candidates change their mind before they are sworn into office, one or both candidates may force a recall election to take place.

○ In the event that a presidential and vice presidential candidate team is elected to office but the people of LCA disagree with the decision they may petition to have a recall election. The Policy Setting Branch shall have the power to decide whether to hear the petition or deny it. In the event that the petition is heard, a recall election shall take place

G. Club Lights, Camera, Action Oath of Office:● The President, Vice President, Executives of the Senior Management Staff,

Representatives of the Council of Representatives, Justices of the Judicial Council, those recieving officer credit, and all others required to by the LCA Policy Setting Branch shall be required to take an oath of office before they are allowed to enter office and begin with their duties

● Certain Officials Must Swear in other certain officials. They shall be as follows:○ Chief Justice (or Deputy Justice if Chief Justice unavailable) swears in the

President ○ Deputy Justice or Justice Appointed By Chief Justice swears in Vice President○ President swears in all positions of Film Branch needed to be sworn in○ Vice President swears in all executives and officers/officials/members of SM,

including Chief Representative○ Chief Representative swears in all COR representatives and and

officers/officials/members of COR○ Chairman of Council of Representatives Committees swears in committee

members● The Club Lights, Camera, Action Oath of Office shall be as follows:

I (state your name) vow to uphold the duties of the office of the (name of office), to uphold the Club Lights, Camera, Action Constitution at all times, and to carry out what is in the best interest of the people of Club Lights, Camera, Action and their films

Section 3: Other VotingThere are 4 types of voting that can take place. They are as follows:Level Voting

1 The President, Executive(s) of the Senior Management Staff, Representative(s) of the Council of Representatives or another officer(s), official(s), or member(s) makes a proposal

2 Officers and officials heading groupings hold a meeting with their staffs to discuss pros and cons of the proposal. After the meeting (either in person, via email, or another prearranged form of communication), a vote is taken. Officers and officials heading groupings must take part in this vote as well. The majority vote of the grouping will become the vote of the grouping’s head. This process will repeat itself until it reaches all Senior Management Staff Executives

3 The Senior Management Staff will convene. Each executive will cast a vote and will cast the majority vote of their staffs.

question publicly. If the branch decides to propose the amendment, the branch shall set a deadline by which the amendment must be voted on

3 Representatives of the Council of Representatives shall return to their respective groupings and take votes within the groupings. Each grouping shall have a different amount of votes depending on the population of the grouping compared with the population of the club at the given time. There shall be 100 votes total for 100% and the percentages by which each grouping make up the entire club shall be the number of votes the grouping has. For example, if 20% of the entire club consists of the Business Sector the Business Sector shall receive 20 votes. The majority opinion of each grouping shall become the votes of that given grouping. 4 The Council of Representatives shall convene and cast the votes of each of their groupings. The voting results of this meeting shall decide whether the topic in question is ratified or denied.

Legislation:The topic in question shall be treated as legislation and shall pass through the Policy Setting Branch in the same manner outlined in the Constitution that all legislation shall pass through. All standard rules and procedures for Policy Setting Branch legislation shall apply.

Popular Vote:All LCA personnel shall have the opportunity to vote on the topic in question. The side with the most votes wins. If there is a tie, the Council of Representatives shall make the decision

Special Circumstances: ● For any vote for a given body within Club Lights, Camera, Action, in the event that a

majority of the body does not vote the head of the body shall have the power to make a decision from the votes casted. In the event that nobody votes, the head of the body shall be responsible for choosing the outcome of the vote on behalf of the body or otherwise deciding how the decision will be made. This shall not apply to votes where Club Lights, Camera, Action as an entire club is voting about the same topic of question without the sub-groupings of the club being involved as the decision shall be that of the Policy Setting Branch.

Article V: EventsSection 1: Required Repeating Events

● All personnel of the Filmmaking Sector, Activities Sector, and all other sectors of the Film Branch involved in club events shall be required to abide by all plans placed into effect by the Policy Setting Branch. This shall include holding any activities plans may require as often as the plans require. The President and Presidential Sector shall be responsible for enforcing such plans

● Monthly status update meetings: The Senior Management Staff, Council of Representatives, Council of Representatives Committees, Judicial Council, and all councils and boards of the Film Branch shall all be required to convene at least 1 time every month to assess the current status of the club, discuss how to address current issues, and make plans for the future. This rule shall also apply to summer in all cases where the club is active during the summer

● Charity Alliance Project: LCA shall aid The Charity Alliance at least one a year in its charitable projects as long as the alliance exists and is in effect.

● Other required repeating events shall be decided by the LCA Policy Setting BranchSection 2: Other Repeating EventsNot all of these may occur in a school year and some events may occur that are not on this list. These are just possible events that the club may decide to do.  Choosing events other than the required ones in the section above are up to the president and his/her officer body.

Amending the Constitution:● The constitution can be amended any time during the year (including summer). To

amend the constitution, 1 of the below processes must be followed. It shall be the decision of the LCA Policy Setting Branch to choose the method of voting.

● Time Frame: The LCA Branch Heads shall determine the time frame for voting around the time the amendment is proposed. The Branch Heads must be in unanimous agreement in order for the time frame to take effect. The default time (which can be altered by unanimous agreement of the Branch Heads) for all amendments shall be 3 months unless the end of the school year arrives before that time in which case the deadline shall be 1 week before school ends.

● Processes are as follows: ○ Process 1: Level Vote

1 An officer, official, or member will make a proposal2 The Policy Setting Branch shall choose whether it is necessary to hold

meetings to discuss the pros and cons of the amendment. 3 The club shall vote in a Level Vote. 2/3 of the Senior Management

votes are needed to ratify the amendment. Each executive must vote in favor or against according to the wishes of their grouping.

○ Process 2: Electoral Vote1 An officer, official, or member will make a proposal2 The Policy Setting Branch shall discuss and choose whether to

propose the amendment. In the event that branch (both councils must be in agreement) votes in favor of proposing, the amendment shall be proposed to the individuals of Club Lights, Camera, Action

○ Process 3. Legislation:■ The amendment shall be treated as legislation and shall pass through the

Policy Setting Branch in the same manner that all leglislation passes through. All standard rules and procedures for Policy Setting Branch legislation shall apply.

● Respites: The President shall have the power to issue respites to individuals of the club, i.e. periods of time granted to individuals where an individual may become inactive without any penalization. In a respite the President has the power to choose who recieves the respite and the period of time it will last. The President may also grant himself/herself respites but for no longer than 1 week without the prior approval of the Policy Setting Branch. In cases of all respites, the Policy Setting Branch may petition the President but the President shall have the final word. In the event that the President violates respite rules, allows another individual to violate respite rules, or grants himself/herself a respite longer than 1 week without the prior approval of the Policy Setting Branch, the President may be impeached and the Judicial Council may choose to remove him/her from office. One respite cannot last any longer than 2 weeks, unless the advisor deems necessary. During a respite, either the president or vice president must remain active and assume control over the club. They can switch midway through a respite so that both get to take temporary leave. However, they can only switch once. Other information about respites:

○ They are optional – Those granted respite can choose not to take a respite but nobody can be penalized for taking a respite, regardless of the circumstance.

○ In order to take leave an officer, official, or member must appoint an assistant or stand-in to take their place and manage their department while they are on leave. For officers/officials with deputy heads, associate producers, assistant directors or other first in line subordinates, the deputies shall temporarily assume the vacant office until the return of the officer/official takign respite

○ The President and Vice President cannot take respites simultaneously but may share or split a respite period

● Movie Theater Nights – The club will go to a movie theater (such as Century 25) and watch a professional movie together. The movie will be critiqued and used an example. Good techniques from the movie will be incorporated into the club’s own movies later on.

● The number of movies done in a school year is up to the President and Policy Setting Branch to decide. However, 1 movie must be completed every school year.

● Make videos for other clubs/student governments/the administration (if the Policy Setting Branch permits it)

● The club can choose to hold a movie night at the end of the year.  Admission may be charged for movies and admission price decisions shall be the decision of the Policy Setting Branch and LCA Treasury Department

● At the end of the school year, the club can choose to sell DVD’s of its movie(s)

Club Lights, Camera, Action Bill of Rights

The below rights shall be provided to all Club Lights, Camera, Action personnel in any/all circumstances. Violation of any of these provisions shall be penalized by impeachemnt and removal from officeAmendment 1: No officer, official, member, body or other position of power thereof shall have the authority to limit an individual of LCA’s freedom of expression, right to assemble in manner not intended to be detrimental to the club, entitlement to decide all aspects of private property, and and the power of petition to LCA leadership for a readdress of grievances.Amendment 2: There shall be equality for all films, positions of credit, club membership, and club involvement of all classifications. No discrimination of any kind shall be permitted when choosing which members shall be involved in LCA, who will serve where and when and on which films, who shall hold officer and official positions, or any other activity of Club Lights, Camera, Action. Amendment 3:In all cases of trial, the individual(s) or topic(s) in question shall be assumed innocent, constitutional, and justified until proven otherwise and shall be entitled to a speedy trial. No individual of the club shall be penalized without due process of law.Amendment 4: There shall be no limitation on an individual of LCA’s power and privilege to take part in the policy setting of the club, if the individual so wishes. Amendment 5:In the event that an officer or official departs from office (regardless of reason) he/she shall be entitled to remain with Club Lights, Camera, Action as a member for as long as he/she so wishes unless the officer or official in question is a threat or hazard to the people and/or environment of Club Lights, Camera, Action or the American High School Administration determines otherwise.Amendment 6:All members shall not be removed from Club Lights, Camera, Action unless the Judicial Council or Club Advisor reach the decision that the member in question is hazardous to the people and/or environment of Club Lights, Camera, Action and/or the American High School Administratoin determines otherwise.Amendment 7: By policy, the leadership and branches of Club Lights, Camera, Action shall be responsible for protecting all private property used under club use but shall not be required to provide physical or literal support in cases where the club is not responsible for damage. Amendment 8: All personnel of Club Lights, Camera, Action shall be entitled to have representation in the Policy Setting Branch and to make their voices heard by those who represent them. For all positions of leadership, leaders shall have the power to determine what is more important for the club at the current time based on the majority beliefs of those they represent: a greater attention to films or a greater attention to the needs and desires of the people of LCA. Amendment 9:Powers and rights not mentioned in the Club Lights, Camera, Action Constitution shall be the property of individual people of Club Lights, Camera, Action and cannot be infringed upon by any officer, official, member, body or other position of power thereof.

Amendment 10:The Club Lights, Camera, Action Policy Setting Branch shall have the power to grant the people of Club Lights, Camera, Action and/or its groupings with further rights
