Editorial..................................................................Page 2 News......................................................................Pages 3-5 Our Team..............................................................Page 6 In this issue After Materials Management and Information Technology and Telecommunications services on April 1, 2009, and then Fundy Linen Service Inc. on January 1, 2010, Clinical Engineering will be added to the services provided by FacilicorpNB on April 1, 2010. The ground work for the transition has been going on for several months. In October, Executive Vice-President of Operations and COO Guy Léger went on an information tour to meet with Clinical Engineering staff in every zone. M’hamed Ratmi was appointed as Director of Clinical Engineering with FacilicorpNB in November. Mr. Ratmi will work collaboratively with Clinical Engineering services directors and appropriate Regional Health Authorities’ staff to make sure we have a smooth transition of these services. A scope of services is being finalized and a Service Level Agreement will be developed in cooperation with Regional Health Authority A and the Horizon Health Network. Among other things, this type of agreement records the common understanding between both parties regarding priorities, and responsibilities for a specific service. The type of information contained in a SLA would be the availability and location of services, the hours of service, as well as funding and savings transfer mechanisms. It also provides processes for conflict resolution, the costing of new services, etc. Service Level Agreements have been developed for Materials Management services and also for Information Technology and Telecommunications services. “The transition of Materials Management and Information Technology and Telecommunication services went extremely well and we will use that blueprint to make the transition of Clinical Engineering services to FacilicorpNB”, said Guy Léger. “We will work with our partners to be well prepared for this transition.” Until April 1, 2010, details about the transition of Clinical Engineering services will be communicated regularly. FacilicorpNB will continue publishing the Transition Evolution newsletter, and will also organize information tours and presentations with Clinical Engineering and Regional Health Authority employees and with its other partners. Thegroundworkforthetransitionhasbeengoingonforseveralmonths.InOctober,ExecutiveVice-PresidentofOperationsandCOOGuyLégerwentonaninformationtourtomeetwithClinicalEngineeringstaffineveryzone.

M’hamedRatmiwasappointedasDirectorofClinicalEngineeringwithFacilicorpNBinNovember.Mr.RatmiwillworkcollaborativelywithClinicalEngineeringservicesdirectorsandappropriateRegionalHealthAuthorities’stafftomakesurewehaveasmoothtransitionoftheseservices.

AscopeofservicesisbeingfinalizedandaServiceLevelAgreementwillbedevelopedincooperationwithRegionalHealthAuthorityAandtheHorizonHealthNetwork.

Amongotherthings,thistypeofagreementrecordsthecommonunderstandingbetweenbothpartiesregardingpriorities,andresponsibilitiesforaspecificservice.Thetypeof

informationcontainedinaSLAwouldbetheavailabilityandlocationofservices,thehoursofservice,aswellasfundingandsavingstransfermechanisms.Italsoprovidesprocessesforconflictresolution,thecostingofnewservices,etc.ServiceLevelAgreementshavebeendevelopedforMaterialsManagement

servicesandalsoforInformationTechnologyandTelecommunicationsservices.

“ThetransitionofMaterialsManagementandInformationTechnologyandTelecommunicationserviceswentextremelywellandwewillusethatblueprinttomakethetransitionofClinicalEngineeringservicestoFacilicorpNB”,saidGuyLéger.“Wewillworkwithourpartnerstobewellpreparedforthistransition.”

UntilApril1,2010,detailsaboutthetransitionofClinicalEngineeringserviceswillbecommunicatedregularly.FacilicorpNBwillcontinuepublishingtheTransitionEvolutionnewsletter,andwill

Ithasbeenabusyfallseasonforallhealthofficialsandworkers.

Everyonehadtheadditionaljobofmanagingtheeffectsof

theinfluenzaA(H1N1)pandemic.Ithinkwewereabletosuccessfullyprovidethenecessaryservicestoourhealth-caresystemandtomeettheincreasingneedsofourclients.Ibelieveourhealth-caresystemhasbeenhandlingthesituationverywell,thankstothegreatleadershipandcollaborationofallstakeholders.

AhighlightfromthefallforFacilicorpNBwasourjointstrategicplanningexercisewithourBoardofDirectors,theRegionalHealthAuthoritiesandtheDepartmentofHealth.ThiswasheldinSeptemberandwearecurrentlyputtingthefinaltouchesonthatdocument.Theresultsofthiseffortwillprovideuswithastrategicplanthatwillguidetheorganizationforthenextthreeyears.Oncefinalized,wewillbesharingitwithyou,ouremployeesandallofourpartners.

Someimportantprojectsarecurrentlyunderwayandareabouttoshowresults.

First,thecreationofourpayrollsystem,whichwillbeimplementedattheendofthemonth,hasrequiredmajorinputfromourstaff.Congratulationstoeverybodywhoputtheirskillstoworkandhelpedusbuildourownpayrollsystem.AndIhavetothanktheRegionalHealthAuthoritiesforprovidinguswiththisservicesincetheinceptionofFacilicorpNB.

TheupcomingyearwillbeanexcitingoneforFacilicorpNB.ItwillstartonJanuary1withthetransitionofFundyLinenServiceInc.ThetransitionofthislaundryisthefirststepinreorganizinglaundryservicesinNewBrunswick.Also,inApril,ClinicalEngineeringservicesfromtheRegionalHealthAuthorities,whichrepresentapproximately100employeesfromaroundtheprovince,willmakethetransitiontoFacilicorpNB.Inshort,there’salotofworkahead!

OnlyaFewDaysLeftBeforetheTransitionoftheFundyLinenLaundryThebigdayiscomingup!OnJanuary1,2010,FundyLinenServiceInc.willchangeitslegalstatusandbecometheFundyLinenLaundry,apartofourLaundryandLinenDivision.

ExecutiveVice-PresidentandCOOGuyLégersaidthetransitionisthefirststepinreorganizinglaundryservicesinNewBrunswick.

“ThetransitionofFundyLinenServicesInc.toFacilicorpNBisverypositive,”hesaid.“Overthepastyears,thesepeoplehavedevelopedanexpertiseinthelaundryindustrythatwillbeusefulwhenthetimecomestotransitiontheotherNewBrunswickhospitallaundries.”

Thetransitionwon’thaveanimpactontheprocesses,equipmentoroperationsoftheFundyLinenLaundry.

FacilicorpNB’smandateincludestheconsolidationoftheentirehospitallaundrysystemtoensurethatitisefficientandcosteffective.Asoftoday,nodecisionshavebeenmade.Whatisknownisthatchangesarerequiredtoaddressthesteadyincreaseinvolumeandthepoorconditionofequipmentthatcurrentlyexistsinourhospitallaundries.

TheclientsoftheFundyLinenLaundrywillcontinuetousethesametelephonenumberandworkwiththesamestaffasbefore.Theywillalsobeabletocontinuetoordertheirlinenonline.Itwon’tbenecessarytodownloadtheplug-inapplicationagaininordertosendorders.

TheworkinggrouptodevelopandimplementFacilicorpNB’sPayrollServiceshasfinishedthegroundworktolaunchtheagency’sownpayrollsystem.

Testingendedafewdaysago.FacilicorpNB’semployees’payperiodwiththeRegionalHealthAuthoritieswillendonDecember25.ThefirstpayperiodwithFacilicorpNBwillstartonDecember26.

ChiefFinancialOfficerKathyGreenbankledtheprojectalongwithprojectmanagerMichaelPotter.Theprojectdrewonavarietyofexpertisefromseveralareassuchasfinance,humanresources,informationtechnologyandonthecontributionfromRegionalHealthAuthorities.

FacilicorpNB’sExecutiveTeamwouldliketothanktheRegionalHealthAuthoritiesfortheircollaborationbyallowingFacilicorpNBtousetheirpayrollsystem.Itprovideduswiththetimeneededtocreateourownpayrollsystemandwearegratefulforthat.

OnNovember21,anewregistrationandclinicalinformationsystem–i3(integratedinterdisciplinaryinformation)wentliveinHorizonHealthNetwork’s(HHN)Zone2–SaintJohn.Aclinicalinformationsystem(CIS)trackspatientinformation,schedulesfacilitiesandmanagestheday-to-dayflowofpatientcare.

Ithasbeenmorethan15yearssinceaninformationsystemprojectofthissizeandsignificancehasoccurredintheprovince.Thezone’soldCIS,E7000,wasinstalledin1979.Thisextensivesystem“replacement”hasbeenintheplanning,buildingandtestingphasesforoverthreeyears.ResourcesfromHHNandFacilicorpNB,alongwithanumberofcontractorshaveworkedtogethertodesignandbuildasolutionthatwillimproveaccessibilityofpatientinformationacrossthezone’sfacilitiesandwillsupporttheeffortstocontinuouslyimprovepatientsafety.

Hereareafewquickfactsabouttheproject:

• Over30,000traininghoursprovided;

• Converted450,000patientrecords;5.6millionvisits;19.4millionlaboratoryanddiagnosticimagingandhealthrecordreportsfromE7000;and

• Over250,000configurationpointsintheformularyalone.

Asupportteamwasassembledtosupportgo-live.

DerrickJardine,VicePresidentofInformationTechnologyandTelecommunicationsandCIO,recalledthatoneofourvaluesisthatwecooperateandcollaboratewithourcustomersandotherstakeholders.“WeareawareoftheimportantimpactthisprojectwillhaveonthedailyworkofallcliniciansandclinicalsupportstaffinZone2–SaintJohn.Weareveryproudofthestate-of-the-artsystemthathasbeenimplementedandofthehighlevelofcollaborationthattookplacebetweenallstakeholders”.

M’hamedRatmihasbeenappointedasDirectorofClinicalEngineeringwithFacilicorpNB.

Inhisrole,M’hamedwillleadthetransformationtoprovince-wideClinicalEngineeringservices.HeisalsoresponsiblefortheplanningandexecutionofClinicalEngineeringgoalsandinitiativesthatsupportthelong-termobjectives,missionandvisionofFacilicorpNB.

M’hamedcompletedhisMaster’sDegreeinEngineeringSciencefromLvovPolytechnicInstitute,formerUSSR,andaMaster’sDegreeinBiomedicalEngineeringfromtheUniversityofTechnologyinCompiegne,France.

Heisamemberofseveralprofessionalassociationsandcommittees,andisaregisteredProfessionalEngineerwiththeAssociationofProfessionalEngineersandGeoscientistsofNewBrunswick.M’hamedhasmorethan22years’experienceinClinicalEngineering.HeisaconsultanttotheWorldHealthOrganization.

PriortojoiningFacilicorpNB’steam,M’hamedwasthedirectorofRegionalClinicalEngineeringsharedbetweenRHAA,Zone1-BeauséjourandHorizonHealthNetwork,Zone1-Moncton.
