Location: Site is located on the South East Corner of Gromer and Palm Avenues in North Wasco. Municipality: Wasco, CA Owner: Mike Tomlinson. Property: Tract 6600 Phase I. This tract consists of 76 finished lots, and three finished residential models.

Seller wants $465,000 for all three homes. Fees/Bonds: There are no outstanding fees or bonds attached to this project. Zoning: NA Lot Sizes: Majority of the lots range from 6,000-6,600 sf, with lots in the 7,000 sf -9,000 sf range scattered

through-out the project. Complete list of lot sizes available upon request. Lot “C”, “D”. Lot “C” is a planned ponding basin, and Lot “D” was to be a park. However with the

purchase of the property directly adjacent to the East by the park division, the owner was allowed to parcel the lot into two smaller lots.

Park: The property directly adjacent to the east of the site was purchased by the “parks and recreation”

department for a new park. Price: $3,420,000 ($45,000 per finished lot). Market: According to the planning department, public works and the economic development division, all have

stated there is a large demand for housing in Wasco. According to the director of economic development, there is plenty of need for housing, and she has

been busy qualifying home buyers. Her department focuses on home buyer assistance, housing re-habilitation, affordable housing programs, home applications and multi-family just to name a few. Anything to do with housing grants and assistance. According to both the director and redevelopment, most buyers in Wasco will rent before they will move to another town in order to buy a home. Biggest complaint of the locals regarding Wasco is no homes. Countryside Estates is continually up and running. Los Rosas, owned by Heller Development had 18 homes, just put on the market, none left, they will be building soon, existing stock is impossible to even get. She also stated that investors are buying up any homes that come available and renting them out, so the supply of older homes is very low.

Sherry Knapp is the local lender (661) 758-3003. She is well versed in USDA, and all areas of lending, and is really good at working with the economic division, and helps in providing the down payment assistance, as well as working with the applicants. She also helps with gap funding, closing costs. She uses different underwriters for different projects. Evette went on to say that the project that Moreland owned in South West Wasco called Roses of Barcelona, will be a difficult project because of the Mela Roos Bonds for school fees. She stated that was a shot in the foot on that project. Why buy a home there and have to pay the extra fees when no other development in town has those fees. The bond is attached for 20 years. That project was just bought at auction by a developer-investor. Popular Point also has the bonds attached as well. Their department right now has an “Open Home” grant expiring this summer in July that they need to use. They want to spend it before it runs out. She is putting an application in CBDG for a $800K in home buyers funds, and CAL Homes funds to be granted in Septeember. She is an excellent contact for any kind of governmental grants and housing funding.

Competition: There are four existing subdivisions.

Right now the only competition is Country Side Estates owned by Freedom Homes, and they are selling over 6 homes a month.

Country Side Estates presently has 21 finished lots left, and expect to be sold out by August. The two largest subdivisions in the southern portion of Wasco have Mela Roos bonds on them that

will add up to $30,000 per home. According to local agencies, it was the Mela Roos that stopped the initial construction of both developments.

Terms of Sale: Thirty days due diligence, fifteen day close. All cash at the close of escrow. Condition of Lots: Lots are in a finished lot condition with utilities stubbed to each lot. List of Remaining Work: The project will be available in a construction ready condition. Bonds: None Remaining Fees: None Misc: Ross Dress For Less is planning on building a distribution center in nearby Shafter and expect to hire

1,500 employees. Do to the new “fracking” technique of extracting oil, the entire region is experiencing a major oil boom,

and demand for housing along with it.
