ENVIRONMENT AND ENERGY PROJECT INFORMATION Area: Environment and Energy Budget: US$ 60,000 (2012) Duration: 2009-Ongoing Location(s): National Climate Change Community of Solution Exchange Background Solution Exchange is a unique online knowledge facilitation service of the United Nations that provides an impartial platform for exchange of information and ideas among development practitioners in 13 thematic areas - Decentralization, Water, Food and Nutrition Security, Gender, Maternal and Child Health, AIDS, Education, Work and Employment, Microfinance, ICT for Development, Disaster Management, Karnataka Bilingual Community and Climate Change. The Communities of Practice facilitated by UNDP are Climate Change, Decentralization, Disaster Management and Microfinance. As part of Solution Exchange, the Climate Change community, with its diverse organizational, geographic membership and reach, has been providing valuable inputs at various levels including the Government in policy/project formulation, organizations in programme design, and communities in raising awareness on grassroots problems and solutions. In addition, a number of partnerships and collaborations have also been developed and action groups formed through face-to-face events facilitated by the Climate Change community. According to an evaluation conducted by the Overseas Development Institute (ODI), UK in 2010, Solution Exchange- India occupies a unique niche in the development scene bringing together large numbers of development practitioners, researchers, policymakers and private sector organizations. © UNDP India

Background

Solution Exchange is a unique online knowledge facilitation service of the United Nations that provides an impartial platform for exchange of information and ideas among development practitioners in 13 thematic areas - Decentralization, Water, Food and Nutrition Security, Gender, Maternal and Child Health, AIDS, Education, Work and Employment, Microfinance, ICT for Development, Disaster Management, Karnataka Bilingual Community and Climate Change. About the project

• Facilitate knowledge sharing and provide opportunities to practitioners to collaborate, network and collate experiences to effectively tackle challenges posed by the adverse impacts of climate change

• Ensure demonstrable impact of community knowledge products and collaborative efforts on MDGs and national development goals

• Enhance UN’s role in development cooperation in the area of climate change

Developments so far

• Eight Solution Exchange India communities (Decentralization, Climate Change, Work and Employment, Gender, Maternal and Child Health, Microfinance and Karnataka Bilingual Community) helped organize online consultations for members/senior advisers of the Planning Commission seeking inputs for the Approach Paper to the 12th Five-Year Plan

• Facilitated discussions that provided inputs to two guidance notes: ‘Strategy for Adaptive Planning and Community Vulnerability Assessment’ and ’Compendium on Climate Responsive Technologies’

• Provided inputs to policy discussions through preparation of several knowledge products based on Consolidated Replies (CRs) of different government agencies, multilateral and bilateral agencies, NGOs, community-based organizations and professionals in the field of climate change

• Conducted Mid-term Review and prepared Climate Change Situation Analysis report for the United Nations Development Assistance Framework (UNDAF), Climate Change Cluster

• Provided inputs to the Low-Carbon Lifestyles toolkit published by UNDP/GEF-SGP and Centre for Environment Education as part of the Low-Carbon Campaign of the Commonwealth Games 2010

• Provided inputs to the Ministry of Science and Technology on the National Mission on Strategic Knowledge for Climate Change (NMSKCC) and National Mission for Sustaining the Himalayan Ecosystem

• Involved in regional SAARC Consultation for monitoring the Regional Climate Agenda and review of the Thimpu Climate Declaration

• Paper on ‘Integrating eco-tourism and REDD Plus mechanisms in protected area management’ in collaboration with the Indian Institute of Forests Management is being submitted as a chapter in the book on ‘India’s Path for Sustainable Development,’ edited by Amitabh Kundu and Michael von Hauff

Looking to the future

• Enhance knowledge sharing by creating a repository of knowledge products and further group discussions

• Provide inputs for policy formulation, project design and effective project implementation

• Engage stakeholders in climate change mitigation and adaptation
