1978: Urban Forestry Act
Defines Urban Forestry
"Urban forestry" means the cultivation and management of trees and associated vegetation in urban areas for their present and potential contribution to the physiological, sociological, and economic well-being of urban society.
![Page 3: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/3.jpg)
2000-2006: Park and Water Bonds
Propositions 12, 40 and 84 include $40 million for urban forestry through California Department of Forestry and Fire Protection (CAL FIRE)
Funding exhausted in 2012
No existing foreseeable revenue stream
![Page 4: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/4.jpg)
• The Global Warming Solutions Act of 2006 requires California to reduce its GHG emissions to 1990 levels by 2020. Regulatory and market-based programs aimed at reducing GHG emissions include
cap-and-trade, where polluters pay to continue emitting GHGs at existing levels.
• AB 2045 adds another function to the Urban Forestry Act of 1978 regarding “Funding and other assistance for demonstration projects in urban forestry with special attention given to projects or programs assisting the state in meeting the requirements of the Global Warming Solutions Act of 2006.”
2006-2008: AB 32 and UF ACT Facelift
![Page 5: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/5.jpg)
• AB 1532 creates mechanism for how cap-and-trade auction revenues will be spent.
• SB 535 mandates that a portion of money collected from cap and trade revenue go to programs and projects that reduce greenhouse gas emissions and mitigate the direct health effects of climate change for the most impacted and disadvantaged communities.
2012: Additional Implementing Legislation
![Page 6: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/6.jpg)
2013: Outreach and Advocacy
Secure Significant Cap-and-trade auction revenues for CAL FIRE’s Urban and Community Forestry Program

Why CAL FIRE?
Strong enabling legislation
Demonstrated track record
Technical expertise
Solid five-year plan
Because we said so!
![Page 12: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/12.jpg)
June, 2014: Advocacy Outcome
$17.8 million in Cap-and-trade auction revenues to CAL FIRE for the Urban and Community Forestry Program.
The largest one-year single-state allocation for urban forestry in U.S. History!
![Page 13: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/13.jpg)
CAL FIRE Urban and Community Forestry Grant Program
• CAL FIRE U&CF Grant Project Types Green Trees For The Golden State (Tree Planting) Green Innovations (Green Infrastructure) Woods In The Neighborhood (Purchase and improve underused parcels) Urban Forest Management Activities (Inventories, Management Plans,
Mapping and Analysis) Urban Wood and Biomass Utilization
• Two stage application process
• Challenges and Opportunities Greenhouse gas quantification and tracking (Science! – thanks Greg!) Disadvantaged communities (areas that need the help most)
![Page 14: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/14.jpg)
Disadvantaged Communities
• Huge need for assistance• Strong desire to improve the community• Opportunity to help solve other problems
(jobs, community pride, health, etc.)• Not coincidentally, have the least tree
canopy cover, parks, and open space for the most part.
• We will do whatever it takes
to meaningfully engage
these communities.• For now: workshops,
webinars, website, partners.• Future: one-on-one
assistance with us and our
partners.
![Page 15: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/15.jpg)
GHG Reductions• Rely on the existing science (Thanks USFS!).• Continue to push development of new science and tools.• Allow for some flexibility in methods and tools. • Make costs reimbursable during the project period.• Be sure to review applications for a strong methodology and strong
GHG reduction
![Page 16: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/16.jpg)
BREAKING NEWS: Another Funding Source for Urban Forestry
The Affordable Housing and Sustainable Communities Program• $130 million in 2014-15• 20% of all cap-and-trade funds in future years• Up to $450,000 of every one million dollars in project costs can support
green infrastructure• This explicitly includes tree planting, bioswales, community gardens,
parks, and heat island mitigation measures
![Page 17: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/17.jpg)

• Biological Interactions– Pest vulnerability– Invasiveness
![Page 28: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/28.jpg)
The tree in front of my home is a word
![Page 29: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/29.jpg)
The trees on my street are a sentence
![Page 30: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/30.jpg)
The trees in my neighborhood are a paragraph
![Page 31: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/31.jpg)
All the trees in my community are a story
![Page 32: Climate Change: Stoking the Transformation of California’s Urban Forest](https://reader034.fdocuments.in/reader034/viewer/2022051413/558c1635d8b42abf558b45cc/html5/thumbnails/32.jpg)
This story tells us about our
relationship to nature past and
present. The next chapter is ours to
write. Our challenge is to reveal the
connections between my trees
and my forest.
