CONTRIBUTION OF CITIES TO CLIMATE CHANGE

� Cities cover less than 1% of the earth's surface but are disproportionately responsible for causing climate change.

� Currently, around 50 % of the world’s population live in cities (set to reach 60 per cent by 2030).

� Yet cities and urban areas consume some 75 % of the world's energy and are responsible for up to 75 % of greenhouse gas emissions.

CARBON FOOTPRINT OF DELHI

• A Study on “Inventorization of Green House gases – Sources & Sinks in Delhi” has been carried out by Delhi University.

• This study covers different emission sources namely, transportation, industrial, residential, commercial, and power plants.

• Estimated CO2 emission from Delhi is around 15.42 million metric Tons.

SOURCES OF GHG EMISSIONS IN DELHI

� ROAD TRANSPORT SECTOR:

CO2 emission for the year 2007-08 is estimated to be 7.66 MMT using the top-down approach, whereas using the bottom-up approach it was estimated to be 8.17 MMT.

� POWER SECTOR:

Delhi has fiver thermal power plants (TPP) which serve as a major point source of CO2 emissions in the city. The total CO2 emission from these thermal plants in the year 2007-2008 was 9.76 MMT

� DOMESTIC SECTOR

Pollution from domestic sector is mainly due to use of kerosene, LPG, diesel (DG sets) and huge consumption of electricity. Average CO2 emission from domestic sector of Delhi in the year 2007-08 was 5.35 MMT

� INDUSTRIAL SECTOR

CO2 emission from the industries of Delhi was 1.37 MMT

� COMMERCIAL SECTOR

Estimated CO2 emissions from commercial sector of Delhi were 1.87 MMT with power consumption alone contributing 1.69 MMT. Contribution from the combustion of fossil fuel in the DG sets was 0.177 MMT.

� SOLID WASTE SECTOR

Presently the solid waste is being dumped at three landfill sites which fall under the category of uncontrolled disposal facilities and have no gas recovery systems in place. Landfill gas generation comprises mainly of methane which has a global warming potential of21.

CLIMATE CHANGE AGENDA FOR DELHI 2009-12

� It broadly follows the NAPCC except two aspects of Himalayan Ecosystem and Agriculture and is adapted to urban challenges of Delhi as an emerging global metropolis.

� Much of Climate Change debate relates to reduction of Green House Gases CO2 in particular in many sectors and improving environmental accountability of planners and implementers to create a new planning method based on practical experience.

� The Climate Change Agenda for Delhi 2009-12 by the Government of NCT of Delhi put forth several action items that the Government intends to undertake in the coming years.

DELHI’S EXPERIENCE SO FAR

Delhi has done a lot but not focused it adequately. This document does so and also integrates 20 departments in the process of mitigating climate change impacts due to growing urbanisation upto 2021. Today 55% of Delhi is urban and by 2021 85% will be urban.

SOLAR MISSION 2009-12

Aims to reduce dependence on coal fired electricity and promote use of solar energy to reduce GHG emissions.

Targets

• Promote use of Solar water heating of 5 lakh litres capacity

• 5% electricity from renewable sources

• 10% of all energy is used is reduced through Energy Efficiency measures.

SOLAR MISSION 2009-12

Progress

• Solar Water heating made mandatory in all industries, hostels, hotels and residential buildings on plots above 500 Sq.m

• Subsidy scheme of Rs. 6000/ 100LPD for domestic users and upto Rs. 60,000/- for 1000LPD for Non Commercial Users

• More than 5 lakh LPD installed as on 31st March, 2010

• All Delhi Govt. Housing will be provided with SWH system

at 30% subsidy from EEREM Centre

• Solar tariff announced by DERC for projects on Rooftop PV

and Small Solar Generation programme of MNRE.

• Small Rooftop (grid & off grid )demonstration projects setup

by DISCOMs.

• 1 MW Rooftop Solar Power plant setup at Thyagraja

ENHANCED ENERGY EFFICIENCY MISSION

2009-12

Aims to reduce GHG emissions and save natural resources through

improving the efficiency of conventional energy devices

Targets

• Building Retro fitment for energy efficiency for 100 existing

buildings having covered area of 10, 000 sq ft

• Use of CFL & LEDs to be enhanced

• Star rating of electrical equipments to be promoted

• Create Database on energy consumption.

• To encourage conservation consciousness through media,

publicity and awards

ENHANCED ENERGY EFFICIENCY MISSION 2009-12

Progress

•Adoption of mandatory Energy Conservation Building Code in all

Government Building and in all new building projects. Energy

efficiency of existing Government Buildings through retrofitting to be

carried out so as to achieve at least rating of one star from BEE

under their Building labeling programme. 100 such buildings have

been identified and in first phase 15 buildings are being taken up.

•Mandatory use of Compact Flourescent Lamp and Electronics

Chokes in Govt. Building/Govt. aided institution/Boards,

Corporations

•Mandatory use of ISI marked Motor pump sets, Power capacitor,

Foot/Reflex valves in Agriculture Sector

•Promotion of CFL/LED in all buildings, street lightings and

hoardings, advertisements etc

•Aims to improve urban environment adoption of new technologies for

better infrastructure, water, power, transport and welfare services

• Augment public transport on CNG and restructure Bus Transport

System

• Financing public transport infrastructure

• Improve fuel quality to 50 ppm sulphur

• Tax concessions for clean fuel vehicles

• Promote use of biofuels

• Shut down coal fired power plants

• Convert waste to energy

• Use of demolition waste for construction material

Progress• Increasing number of CNG buses in DTC fleet on the roads.

• Creation of Delhi Urban Transport Development Fund [DUDTF]

• Delhi Metro Transport expansion as per plan

• Norm of 50ppm Sulphur in petrol/diesel implemented from 1st

April, 2010

• Development of intelligent traffic system to regulate movement

and obtain optimal throughput

• IP Power Station closed . IPGCL is contemplating operation of

two coal based units of Rajghat Power House till its normal life

and plant is likely to be closed down after its normal life.

Progress• Subsidy scheme for promoting BOVs

• 15 Government buildings being taken up for retrofitting

• Energy Conservation Building Code notified and adopted for all

new buildings. All building having connected load of 500 KW or

more, the ECBC code will be applicable.

• In the buildings completed/under construction many provisions of

green building concept have been incorporated. DMRC has

undertaken green building certification for its operational

headquarter viz. Metro Bhawan.

• PWD is coming up with Green Building Code for Delhi

• 3 Common Bio-Medical Waste Treatment Facility CBWTFs are

operational in Delhi

• MCD has operationalized the Slaughter House at Ghazipur & Close

down operations at Idgah is in progress

• Construction & Demolition Waste facility of 500 MT capacity installed

at Burari

• Launch of periodic special drive for penal action against vehicles

using pressure horns.

Aims to increase the green cover to 33% through greening of existing

greens, opening of new city forest and intensifying the green cover

Targets

• Increase green cover from 289 sq kms to 500 sq kms

• Increase city forests

• Parks and gardens to be rejuvenated by community involvement

• Green entire Delhi ridge

• Composting of waste leaves and green foliage

• Herbal gardens, vegetable gardens in schools

• Five million potted plants for CWG 2010

• 6 acre plantation taken up in Gazipur Drain

• 9 new city forests are being created

• 300 parks rejuvenated

• Herbal parks are being developed by RWAs parks through DPGS scheme.

• Vermi-composting encouraged in schools, colleges & in RWAs.

• Procurement and deployment of potted plants in progress.

Aims to increase water use efficiency of 20% through better regulatory mechanisms and new strategies to conserve water and use waste water efficiently

Targets • Water reuse to be done

• Conservation strategy to be implemented

• Interseptor sewers to be built

• Clean river Yamuna focus

• Build sewer systems and storm water systems in unauthorised colonies and rural areas to conserve water

• Water recharging of water bodies 620 identified so far and to be rejuvenated

• Construction of recycling plants at 4WTPs

• Steps taken for reducing water consumption, quality monitoring and regulatory measures for misuse and theft

• Promotion of Rain water harvesting scheme

• Building byelaws require all buildings with wastewater generation of over 10,000 lpd to have Recycling Structures

• Scheme for incentivizing water recycling systems

• All new STPs to have tertiary level treatment.

• Use of at least 30% treated effluent for non-potable uses

• Curtailing use of ground water by all industrial units & promoting effluent.

• Reuse of waste water by Double piping proposed to be adopted for new residential projects.

• About 25 % of wastewater is being resused for Horticultural purposes.

• Steps for Construction of STPs at various loation are under progress

• Interceptor sewer project under progress• The DPCC and CI office are making efforts for enforcement of ETP’s

in Polluting industries.

• 620 water bodies being rejuvenated by DJB and 24 water bodies

being developed by DSIIDC

Aims to develop an effective knowledge base and rare time management so as to evolve effective policies for development

Targets • Promote of use of bio fuel like waste oil

• Education and Training for restricting use of fossil fuel in Delhi

• Promote awareness on climate change issues

• Regulation and bench marking of energy consumption in buildings

• Hold international and Asian conference on Climate Change• Create database for waste handling processes

• R&D project for production and use of bio fuels from waste oil

• 2000 eco-clubs have been selected in schools & colleges for

creating environmental awareness & action oriented activities

involving students & teachers.

• Launching of awareness campaign and workshops from April

2011 onwards till 2012

• Successful technologies for handling waste such as BARC

NISARGUNA technology is being developed.

• Project to convert organic waste generated in Delhi Secretariat

into biofuel (based on BARC technology) has been setup

• Three Compost plants of 900 MTD are operational.

• Creation of trained manpower: Technical capability building in Polytechnic & ITIs through Teacher Training Programme

• Advertisements released in Newspaper to spread environmental awareness.

• Digital display has been done at important traffic intersections.

• Metro coaches and metro stations carry environmental messages regularly.

• Jingle on FM radio is released.

• Participation in seminars, conferences, workshops, exhibitions, is a regular feature.
