Even in sub-humid rice-growing areas of Asia, drought regularly affects 23million ha of rice land (Pandey et al., 2007)

More than 50% of these areas is in China.

Droughts cause substantial rice yield losses

Climate-Smart Agriculture (CSA)The overall aim of CSA is to support efforts from the local to globallevels for sustainably using agricultural systems to achieve food andnutrition security for all people at all times, integrating necessaryadaptation and capturing potential mitigation.

Three objectives are defined:

(1) Sustainably increasing agricultural productivity

(2) Adapting and building resilience to climate change from the farm to national levels;

(3) Reduce GHG emissions

The top-down approaches emphasize theplanning or designing adaptation strategiesor options from nations and/or regions tolocal areas.

The bottom-up approaches emphasize thatlocal actors participate in decision-makingabout the strategy and in the selection of thepriorities to be pursued in their local area.

Climate-smart agronomic management

Farmers can adapt to climate change to some degree:

Shifting planting dates, choosing varieties withdifferent growth duration, or changing crop rotationsAvoiding coincidence of flowering stage with the hottest

part of the growing season

Improving water management, fetilization managementSuch as alternative wet and dry irrigation can reduce GHG

emission and save water without yield loss

Adopting new farm techniques such as resource-conserving technologies (RCTs)

Improving pest managementDeveloping cultivar resistance to pests and diseases, integratedpest management with more emphasis on biological controland changes in cultural practices

Better weather forecasts and crop insuranceForecasting and early warning systems will be very useful in

minimizing risks of climatic adversaries.Crop insurance schemes help farmers reduce the risk of crop

failure due to these events

Top-down approaches & bottom-up adaptations

The bottom-up approach should not be considered asalternative or opposed to top-down approaches fromnational and/or regional authorities, but rather ascombining and interacting with them, in order toachieve better overall results.

Bridging the gaps between multiple stakeholders There exist large gaps between adaptation studies and

farmers’ requirements. Researchers should work withfarmers to make agriculture more resilient, consult farmers abouttheir problems, and think over how science might be able to solvethem

Multiple stakeholders. Successful adaptation in agriculturerequires all relevant stakeholders to be involved in the scientificprocess so that farmers can get the information and incentives thatthey need.

Enhance agricultural technology extension systemDigital communication tools, such as app, can be used bytechnician to send farmers recommendations on when to applyfertilizers and when to harvest, based on weather and local soilconditions.

Rice cultivation systems in monsoon Asia are subjected toincreasing risk with ongoing climate change

The system needs to be modified and diversified toincrease its resilience to changing climate.

The bottom-up approach should be combined andinteracted with top-down approaches to achieve betteroverall results.

Developing more tolerant crop varieties and improvingcrop management are at the heart of adaptation measures.

Successful adaptation in agriculture requires all relevantstakeholders to be involved in the scientific process
