• Airport:• Who owns the emissions? Is this corporate or community?
• How comprehensive will the inventory be?• Scope 1, Scope 2, Scope 3
• Agriculture:• Emissions associated with enteric fermentation and manure, as
well as nitrogen based fertilizers, and operational vehicles, farm processes etc.
• Forestry:• Carbon Offsets from Tree Cover

• Question: Where (and to whom) should these emissions be allocated?
• Possible Answers:• Cavan Monaghan• City of Peterborough
• Proposed Approach – BOTH• Assign GHG’s based on operational control principle• City can only ‘take’ emissions where it has operational control• Otherwise GHG’s are assigned based on geographical location
