Introduction

Building an effective library media program depends on many things—administrative support, collaboration with all members of the learning community, clear goals and objectives for the program, communication with stakeholders, and consistency in the program administration. A policy and procedures manual assists library media specialists in the effort to achieve all these things.

Under the ADEPT evaluation system in South Carolina, library media specialists must exhibit competency in ten areas identified in The South Carolina System for Assisting, Developing, and Evaluating Professional Teaching (ADEPT): Performance Dimensions for Library Media Specialists. Much of the documentation that is necessary to illustrate competency in the Performance Dimensions should be found in an up-to-date policy and procedures manual.

To assist and encourage all library media specialists to develop a new policy and procedures manual, or to update an existing manual, a group of library media specialists collaborated on the development of prototype policy and procedures manuals. These prototypes were the basis for the template provided here.

Permission is granted for the library media specialist to adapt this template to meet the needs of his or her individual library media center. Permission is also granted for district professional media educator associations to use this template in the creation of the district library media policy and procedures manual.

Philosophy

The purpose of the media center’s program and services is to promote and teach information literacy skills that encompass the ability to find, use, and evaluate ideas and information, leading to productive life-long learning. By providing students with authentic educational experiences which integrate both content area standards and information literacy standards, students will acquire knowledge while developing critical thinking patterns and social skills. All of which will aid them to become confident, self-directed lifelong learners.

I believe that students and educators served by the school library media program should have equitable access to all resources and services. The school media specialist should create a collection development process to select resources that reflects and supports the educational goals of the school community regardless of personal, political, social, or religious views.

Mission Statement

The mission of Clearwater Elementary School Media Center is to work in collaboration with teachers, students, home and the community, to educate and ensure students are using effective reading and researching skills, understand digital citizenship, thinking critically, using different technologies, understand the ethical use of information, and helping them bridge the digital divide.

Beliefs

• The school library media center is a resource that supplements and complements the

educational program of the school through the interaction of professional personnel and

other members of the learning community.

Library Media Center Program

The goals and objectives of the Clearwater Elementary School Media Program are: • To provide materials and services appropriate to the curriculum of the

school.• To provide materials and services that meets the information and

recreational needs of the learning community.• To provide opportunities for collaboration between the library media

specialist and classroom teachers to incorporate information literacy and

technology into instruction.• To provide age-appropriate and developmentally appropriate resources in all

formats to meet the information needs of all users. • To promote information literacy. • To implement the integration of the library media program into the

curriculum through collaboration among all members of the school

community—teachers, students, parents, and administrators.

Library Media Center Program Objectives

Based upon personal knowledge of the school environment as a teacher and information gained through my educational classes, one goal I would like to accomplish is the development and integration of collaborative lessons with classroom teachers. Collaboration with classroom teachers will provide the school librarian the ability to build the information skills within meaningful content lessons, therefore providing the students with meaningful lessons and practice sessions. Collaboration between the school media specialist and classroom teachers is essential for student achievement.

Based upon observations and review of the information I could locate concerning the library collection, one goal I would like to accomplish is to develop a collection which meets the exemplary status as set forth by the state of South Carolina as well as the needs of the school community.

Based upon formal teacher and administrative surveys conducted at the beginning of the school year, one goal I would like to develop staff development sessions, workshops, and or courses on integrating technology and informational literacy instruction into the core curriculum. In addition, I plan on survey the teachers to discover key topics they feel are most vital for their instructional needs.

Based upon personal knowledge of the school environment as a teacher, through formal surveys, and informal conversations with other school educators, I would like to further develop, strengthen and expand the media centers role as an integral part of the schools’ educational program. I envision the media center as the heart of the school. By creating an environment which fosters independent inquiry based learning, promotes a love of reading and by providing an environment which allows each student to feel not allow confident, but successful, the media center will enable students to become confident, self-directed lifelong learners.

Library Media Center Hours of Operation

The Library Media Center’s hours of Operation begin at 7:15 am and end at 2:45. If the librarian is present after 2:45 and the door is open, then students, teachers, and parents may use the library at that time as well. The Library Media Center is open throughout the school day for students to use the materials.

Clearwater Elementary Discipline Procedures Conduct Codes School District of Aiken County has issued a Student Code of Conduct for grades K-5. The homeroom teacher will provide each student with a copy and obtain the signed “Parent and Student Acknowledgement” sheet.

Corporal PunishmentNo corporal punishment will be administered at Clearwater Elementary School. Discipline PolicyDiscipline is administered in accordance with the provisions of the Code of Student Conduct, a copy of which is provided for each student at the beginning of school. We have good reason to be proud of the good behavior and respect for the rights of others that we see demonstrated by our students every day. We can also be proud of the cooperation we receive from parents when problems do arise. Most of these problems are relatively minor and are handled by the classroom teacher. Each teacher has a Classroom Discipline Plan which states the class rules and the consequences which occur when rules are broken. The rules and consequences are posted in each classroom and teachers send copies of the plans home with students at the beginning of school. Violations of the Code of Student Conduct which affect the physical safety or welfare of others are considered serious and will lead quickly to corrective measures, including suspension from school. Such violations include physical abuse, threats, fighting, bullying, biting, throwing objects, or any other behavior which occurs without regard for the safety or welfare of others.There have been several cases in the District in which students who brought weapons to school were expelled for the remainder of the school year. Our Board of Education has demonstrated a determination to take a firm stand on this matter. Students who bring weapons to school are likely to be expelled. If your child brings home a discipline form, please sign and return it to the school on the next day. Additional School Rules

1. No one is to enter a classroom before school, during recess, during lunch periods, or after school unless a staff member has given he or she permission to enter.

2. Chewing gum is not allowed at school.

3. Notes should not be passed from student to student in classrooms.

4. Party invitations may be given out at school provided every child in the class is invited.

5. Students may not receive balloons, balloon bouquets, or flowers at school. (Area florists have been notified of this policy.)

6. Excessive, disruptive or disturbing noise will not be tolerated.

7. Students are to be orderly and quiet at all times in the hallways, restrooms, cafeteria and library.

8. Exact compliance is necessary in all emergency situations.

9. Only those objects that are designed to be thrown may be thrown on school property.

10. Students are expected to be courteous and respectful to each other and to all adults.

11. We have a no fighting policy. Fighting or being involved in a fight will result in suspension.

Additional Classroom RulesTo establish the proper classroom atmosphere, students will be expected to conduct themselves in an orderly manner. Improper conduct may include but will not necessarily be limited to the following:

1. Excessive talking

2. Out of seat without permission

3. Disturbing other students or teachers

4. Misuse or abuse of school property

5. Disturbing or taking another student’s property

6. Inattention

7. Bringing unnecessary items, balls, games, toys, etc., to school, unless the student has received written permission from the teacher.

8. Failure to bring proper materials to class (paper, pencils, etc.)

9. Unnecessary and undesirable physical contact between students

10. Leaving classroom/desk untidy

11. Failure to return signed reports and papers promptly

Library Media Center Staff

The staff needs of the media center will depend on the goals of the district and the school. The library media specialist should encourage the principal to support the media program with sufficient staff. Keeping usage records, monthly reports, and teacher requests for materials and services will help document the staff needs.

Position Statement on Appropriate Staffing for School Library Media Centers

The success of any school library media program, no matter how well designed, depends ultimately on the quality and number of the personnel responsible for the program. A well-educated and highly motivated professional staff, adequately supported by technical and clerical staff, is critical to the endeavor.Although staffing patterns are developed to meet local needs, certain basic staffing requirements can be identified. Staffing patterns must reflect the following principles:

1. All students, teachers, and administrators in each school building at all grade levels must have access to a library media program provided by one or more certificated library media specialist working full-time in the schools library media center.

2. Both professional personnel and support staff are necessary for all library media programs at all grade levels. Each school must employ at least one full-time technical assistant or clerk for each library media specialist. Some programs, facilities, and levels of service will require more than one support staff member for each professional.

3. More than one library media professional is required in many schools. The specific number of additional professional staff is determined by the schools size, number of students and of teachers, facilities, specific library program. A reasonable ratio of professional staff to teacher and student populations is required in order to provide for the levels of service and library media program development described in INFORMATION POWER: GUIDELINES FOR SCHOOL LIBRARY MEDIA programs.

All school systems must employ a district library media director to provide leadership and direction to the overall library media program. The district director is a member of the administrative staff and serves on committees that determine the criteria and policies for the districts curriculum and instructional programs. The director communicates the goals and needs of both the school and district library media programs to the superintendent, board of education, other district-level personnel, and the community. In this advocacy role, the district library media director advances the concept of the school library media specialist as a partner with teachers and promotes a staffing level that allows the partnership to flourish.

Staff Biographies

The school media center program is managed and operated by Nikki Mock, the Media Specialist

and Wendy Lord, the Library Media Assistant. Ms. Mock will graduate in December of 2015,

with a Masters in Library and Information Science from the University of South Carolina. Ms.

Mock has eight years teaching experience at the elementary school level prior to becoming the

Media Specialist at Clearwater Elementary in 2014. This is Mrs. Lord’s first year working as a

Library Media Assistant as well. Prior to working in the Media Center, Mrs. Lord worked in

various positions throughout the school instructing and supervising students. Together, both

women strive to meet the needs of the school community by developing, promoting, maintaining,

instructing and evaluating programs that foster student learning of information and technology

skills.

“There is more treasure in books than in all the pirates’ loot on Treasure Island.” Walt DisneyGrowing up, reading was always a singular joy. It was encouraged, nurtured, and developed before even entering kindergarten. Because of this love of reading, I have always felt at home in a library.

My first career was focused on journalism, because as stated earlier, I had an appetite for the written word. Over time, this developed in a desire to educate students and instill in them a hunger for reading as voracious as my own. After eight years in the classroom, I began to see my horizons changing once more and began exploring how I may find myself surrounded by a sea of books. After enrolling in library science courses I discovered a new world. I had no idea all that went into a library media program. Each new lesson was a discovery that I couldn’t have imagined and had me calling my media specialist friends to express my gratitude. I now understand that the library is more than just a hall of books.

A librarian is called to maintain sources of information, information that is vital to the human existence. They catalog, store, and curate the knowledge that is passed down through the ages to preserve it for the next generation. They help individuals research and discover new worlds of knowledge and help open doorways to future careers. They collaborate with teachers to make lesson connections and build students’ excitement. Being a librarian is more than just managing books, especially in a digital age. Librarians are also responsible for teaching students digital citizenship and the importance of privacy. They also help students learn researching skills and how to attribute information correctly to give credence to their work. Libraries themselves are centers for the community to come and learn. Individuals can come and learn with the help of the librarians and have access to digital tools that they may never have had the opportunity to experience.

I am excited to see where my new journey will lead. I am still learning so much information that is changing and shaping me each day. Being in the library has already had the best change on my life and for once I feel that I am finally where I belong.

POSITION: Adult Volunteer

REQUIREMENTS: A school volunteer is an adult who is willing to give time and talent to help the education team better serve the needs of the students. Volunteers can supplement the library media staff by offering unique talents and skills. However, volunteers should not be considered as substitutes for trained, paid clerical and technical staff.

JOB DESCRIPTION

These duties may be assigned according to a volunteer’s interests and abilities, but usually will be varied:

Library Policy

• Students may visit the library media center with their classroom teacher’s permission at the teacher’s discretion, but they should have a pass from a classroom teacher or from the library media specialist.

• Students must go directly to the library media center. • Students must abide by the media center behavior rules.• No more than four students per class may visit the library media center at one time unless it

is that classes designated library time. • Computers are available for student use for academic purposes only.• Students must return directly to the classroom from the library media center.• Students not conducting themselves in an appropriate manner will be asked to return to class

or sit in a designated area.

Circulation Desk Operation

1. Upon entry into the Library Media Center, student show their library pass to the Media Specialist or Media Assistant.

2. Students are asked to put returned books on the circulation counter prior to browsing for new books.

3. Students are required to use a shelf marker while they are browsing for books.

4. Scan, when possible, before students approach checkout counter, books “in” from the book return to minimize uncertainty concerning the amount of books listed in the student’s account.

5. Multiple students waiting to checkout books must stand in line quietly. 6. Listen for confirmation chimes from computer when barcode is registered by

scanner into computer.7. Students in grades 2-5 receive a “Check Out Card” with their current Lexile

score listed each week. Students must pick out one book on level and one book of free choice.

8. Kindergarten and first grade may check out one book. Kindergarten will begin taking books home after the winter break.

9. Grades 2-5 may have two books checkout at a time. One of which must be a book on their Lexile level.

10.Overdue books of longer than one week will result in a student’s penalty of not checking out books until the book is returned or paid for, if lost or damaged.

11.After scanning or entering the barcode, use the mouse to click the “checkout” tab or button.

12.Students who are unruly will forfeit their book checkout until the next day.13.Students are not allowed to return to the classroom to retrieve the materials

they did not turn in. They may return them during their recess time and check out a new book at that time as well.

Circulation Policies

• The loan period for students is two weeks. • A student will not be allowed to continue to borrow materials if he or she has overdue

materials that are more than one week overdue. • Overdue fines will not be charged. • Reference materials will not circulate among the students. Teachers may checkout reference

materials for as long as they are needed, or until they are requested by another teacher. • Overdue fines will not be charged for reference materials. • Magazines will not circulate among the students due to the nature of the materials not being

able to withstand repeated student checkout. • Professional materials will circulate among the teachers and faculty using the standard

scanning checkout procedures. • Students will be allowed to renew books. The student must present the book at the time of

renewal. • The loan period for faculty is what is deemed reasonable for the needs of the teacher’s

curriculum unit. If the time is extreme or if another faculty member is in need of the item(s), the LMS will ask, diplomatically for the return of the item(s).

• The number of items that any one student may borrow will be limited to one book for kindergarten and first grade. Students in grades second – fifth may have no more than two books checked out at any given time.

• The number of items that any one teacher may borrow is only limited to the need of the rest of the school community for those desired items.

• A notice of overdue items that have been checked out by a teacher, administrator, or educator will be provided one week before the end of each nine-weeks grading period.

• Lost or damaged items checked out to teachers will be expected to be paid for according to the purchase price of the items.

• A teacher will be allowed to check out materials if he or she sends a student to the library media center with a note requesting the desired material.

Overdue Fines

• Charging students, faculty and staff for overdue fines is not a matter of consideration at the Clearwater Elementary School Library Media Center.

• Overdue notices will go home to the students several days before interims and report cards are issued.

• The student’s teacher will also receive a copy of the student’s overdue notice. • Students will not be allowed to checkout books until the book is returned or paid for if the

book is lost. • Field Day privileges will be held until all fines are cleared.

• The replacement cost of a book will be charged to the patron who lost or damaged it.• The charge for paperbacks will be the purchase price for the book. • The library media specialist will charge the purchase price of the book that is recorded in the

library media specialist will refund the entire fine if the book is returned in good condition and within the same school year it was lost.

Student Orientation

The library media specialist tailors orientation to the age and grade level of the school’s population. Flexibly scheduled library media centers offer orientation sessions to all classes at the school. The library media specialist prepares a student handbook outlining procedures and policies. These handbooks may be separate from the school’s student handbook or incorporated into that handbook. Handbooks may be issued to older students and to parents of younger children. Scheduling Classes in the Library Media Center

• The Library Media Center is currently operating on a fixed schedule. Classes are forty minutes in length. Teachers may schedule short fifteen minute blocks in between each class or during planning period, which is from 11:00-12:00 daily. This is due to the fact that library is an activity and the Media Specialist is conducting lessons and monitoring a class of students through out the day.

• Research for required assignments will have to be arranged during the time that a class is scheduled to come to library. Small groups (4 per class) of students will be allowed to visit the library and conduct research. Please note that the Media Specialist will be able to provide limited assistance, because classes will be in the library.

• The teacher will be asked to provide a copy of the assignment given to students.

• The teacher will be asked to provide a list materials needed to complete the assignment.

• The teacher will be asked to provide a list of materials to be reserved.

• The library media specialist throughout year will teach information skills. The media specialist will strive to incorporate and collaborate with each grade level to develop authentic inquiry based upon the core standards that incorporate information literacy standards.

• Students using the Internet will have signed student acceptable use policy (AUP) which is on file with their homeroom teacher. Students who do not have an AUP on file will conduct research using text based resources.

• Students will be allowed to checkout materials related to the research topic before the final project is due.

Sending Students to the Library Media Center

• Students may come to the library during the hours of the library operation to conduct research and checkout books with the classroom teacher’s discretion.

Checkout Procedures for Teachers

Teachers may check out any materials including equipment and audiovisuals. Teachers may set their own due dates. However, if the materials are needed, the teachers will be notified to return the needed materials. No fines are charted to teachers, but overdue notices are sent as reminders of the materials currently checked out. Students who are sent to check out materials in a teacher’s name must have a signed request from that teacher before the materials may be checked out in the teacher’s name. Teachers are responsible for checked out materials that are lost or damaged.

Materials Selection Policy

Materials are selected to support the curriculum and instructional program of the school as well as the needs and interests of all patrons (i.e., students, teachers, administrators, and support staff). The library media center provides materials in a wide range of difficulty, in a variety of formats, representing multiculturalism and differing points of view.

However, the Internet and other on-line resources are not subject to the materials selection policy.

The certified library media specialist is charged with the day-to-day operation of the library media center, including the coordination and selection of all purchases of materials for the resource collection. The library media specialist is encouraged to seek assistance and advice from administrators, teachers, curriculum specialists, teaching assistants, parents, and others affiliated with the school when ordering materials for the library media center. However, the final decision rests with the library media specialist.

Criteria for Selection

The following criteria are recommended as a guide to selecting the best resources for the library media center:

• literary and artistic excellence;• lasting importance or significance to a field of knowledge;• support of the curriculum and the educational goals of the school;• favorable reviews found in standard selection sources;• favorable recommendations by educational professionals based on preview and examination

of materials;• reputation and significance of the author, illustrator, or publisher;• timeliness of the material;• contribution to the diversity of the collection on controversial issues;• contribution to multicultural awareness;• appeal to the library patrons;• suitability for intended use; and• return on investment commensurate with need.

Selection Process

The library media specialist will solicit requests and suggestions from all members of the educational community—students, parents, teachers, administrators, and community leaders. Reviews will be collected for titles under consideration. As far as possible, the library media specialist will request preview copies for examination prior to making a final decision on any particular title. Weeding of the collection to remove materials that are outdated or no longer appropriate is a part of the selection process to ensure that the collection is as current as possible and continues to meet the information and recreational reading needs of all patrons. All donated materials will be subject to the same selection criteria as purchased materials.

The Clearwater Elementary School library media center welcomes gifts to our resource collection. All donations will be acknowledged. Recommendations for Collection Size of Print ResourcesBased on School Enrollment

In the past decade a technology explosion has taken place in our schools, providing access to information beyond the walls of the schools via the Internet and within the physical limitations of the schools via the school’s intranet. However, we must provide a varied, up-to-date collection of print resources in addition to those resources in electronic format. When there are network problems, other library media center resources are available.

Just as technology changes, so does a school’s curriculum. We must have a dynamic print collection that changes to meet the ever-changing curriculum needs. To encourage an up-to-date collection, the following recommendations are made:• Middle and high schools with enrollments of fewer than two hundred should have a

minimum of twenty-five hundred volumes.• Middle and high schools with enrollments equal to or greater than two hundred should have a

minimum of ten volumes per student, up to 12,500 volumes.• Elementary, K–12, and special-purpose schools should have a minimum of fifteen volumes

per student or three thousand volumes, whichever is greater.

Process for Requesting Reconsideration of Materials

Purpose: to establish the board's direction for selection and use of instructional materials and the basic structure for parental examination of certain materials.

The school library media center is an extension of the classroom and serves to implement and to enrich the instructional program. The main purposes of the library media center include provision of a comprehensive collection of instructional materials and the provision of maximum accessibility to these materials.

Responsibility

The responsibility for the selection of library media materials is delegated to the professionally trained library media personnel employed by the school system. Selection of materials should involve parents, students, teachers, administrators and staff. Purchases of materials must have prior approval of the principal. Purchase of materials within an administrative area is subject to the approval of the assistant superintendent for the area. Final approval of purchases and distribution of funds rests with the superintendent or his/her designee.

Selection of materials should be based upon consultation with reputable, unbiased, professionally prepared selection aids approved by the state department of education.

Decisions concerning gift material will be based on the same standards as for other materials.

Teachers are to advise the principal through a brief written statement of any required material that may be objectionable to students or parents/legal guardians and state how the material is to be handled or if optional materials will be made available.

Challenged materials

Parents/legal guardians have the right and the responsibility to restrict the access of their children to library resources or other instructional resources that they find offensive. Any parent/legal guardian may lodge a complaint against any materials being used in the system.

The parent/legal guardian who has a complaint against materials being used in a school should contact the principal of the school involved. If he/she contacts anyone else, the parent/legal guardian should be directed to the principal.

The principal should assure the parent/legal guardian that his/her opinion will be considered and that his/her interest is welcome. They should then discuss the complaint.

If after discussion, the parent/legal guardian would like to continue with the complaint, the principal should explain the procedure adopted by the district for handling such complaints. The parent/legal guardian should be given two copies of IJ-E, "Parent's Request for Review or Withdrawal of Instructional Material."

The parent/legal guardian will complete the form, sending one copy to the principal and retaining one copy for him/herself.

The principal will make copies of the complaint and distribute them to the assistant superintendent for the area and to the library media specialist or teacher whose material is under criticism.

The material will be reviewed again in light of objections raised. During the review period, it will be temporarily withdrawn pending a decision. The reviewing will be done at the earliest possible time after the material has been questioned. A definite routine will be followed to ensure that the incident is given due importance and treated objectively and unemotionally.

To re-evaluate the challenged material, the principal will appoint a review committee composed of the following (one member to be the recorder).

Members of the committee will study all materials referred to them and will also read reviews of materials.

Rebinding Guidelines

The only rebinding that will actually occur at the Clearwater Elementary School will be to extend the “life” of a book.

What to consider:

• Books whose pages have completely separated from the spine and front and back covers will be hot glued or taped back into position.

• Books that have not completely separated from the binding can be repaired with page tape, hot glue and/or binding tape for the outside cover and spine of the book.

• Before sending a book to a bindery, compare the cost of rebinding with the cost of a new copy or edition. A new copy if often as inexpensive and is more appealing than the rebound volume. In some cases, when the titles are out-of-print, rebinding is the best option. Most binderies can use the dust jacket as a laminated cover board.

Discarding Guidelines

The discarding of materials is warranted through weeding parameters. Once the book is selected for weeding, the following will occur.

• Remove the book’s records from the inventory on the LMC’s circulation program, Follett Destiny.

• Mark “Discard” across the front and back inside covers of the book. • Blacken any property stamps found on the pages to prevent the material from resurfacing

by possible returns to the LMC.• Remove or blacken any library barcode information.• Bring books to a common area where staff and faculty can peruse the discarded collection

to make their selection. Students will be allowed to select books after faculty. • After 10 days to two weeks, remove books for trash collection or to be donated to a

charity.

The Media Specialist will conduct an inventory at the end of each school year. At that time, the Media Specialist will determine to either conduct a manual or computer assisted inventory.

Prior to inventory – the media specialist will begin to slowly close sections of the library for check-out.

Points to consider for conducting inventory with a library automation system:

• What steps must be taken prior to beginning the inventory?• How will items will be marked in the automation system (e.g., missing, lost, discarded)?• What steps must be taken to activate the scanner?• What are the particular steps in the scanning process?• What are the particular steps in uploading data to the automation system?• What steps must be taken to print the final report?

Teacher Handbook

Insert here a listing of the sections of the policy and procedures manual that should be duplicated and copies provided to teachers to facilitate their use of the library media center and all the resources there. If the LAN in the school is stable, the library media specialist might consider making the teacher handbook available on-line. One caveat with regard to providing an electronic handbook: make certain that the handbook is always up to date.
