Mid May 2019*: review committees will review and score applications. Projects are placed on

their applicable project priority listing (PPL)

June 2019*: DOEE posts PPLs for public comment and holds public hearing before submitting to EPA

for approval

July 2019*: PPLs approved by EPA

April/May 2020*: DOEE selects projects to

include in application to EPA

September 2020*: DOEE receives award from EPA

for funded projects

SCORING CRITERIA

Minimum Requirements

• Project must include a construction phase

• Completion within three years (five for sewage projects)

• Identification of non-federal matching funds (at least 45%)

• Proof of permission from property owner

• (Voluntary) - funded elements of project cannot be required by regulated stormwater management plans

• Maintenance plan

Green & Grey

• Project feasibility (30%)

• Cost effectiveness (25%)

• NPDES permit category (20%)

• District environmental initiatives (15%)

• Innovation and transferability (10%)

Sewage

• Project feasibility (40%)

• Cost effectiveness (15%)
