County Profile - Clay County, KS

Clay County is one of the 105 counties in the state of Kansas. The 2007 populationsestimate lists the population to be 8,685. According to 2000 estimates, it has 643.84square miles in land area and a population density of 13.7 people per square mile. Theaverage household size is 2.39 persons (2000) and median household income is$37,306 (2004) (US census Bureau).

Population Estimates

Clay County has a population of 8,685 as of July 1, 2007 (US Census Bureau). The

population decreased by 1.6% from the year 2000 to 2007. As per the 2000 censussurvey, population of the county was 8,822 with median age of 41.3 years. In 2000,Clay County had 20.1% of its population under the age of 15 years, 21.7% in the agegroup 15 to 34 years, 33.3% in the age group 35 years to 59 years and 25% of itspopulation above 60 years of age.

Clay Countys current unemployment rate is 3.3% which is less than the state rate of4.1%. The total labor force for the county increased by 8.2% in the last five years and by7.7% in the last ten years, but along with that the unemployed labor force declined by16% in the last five years.

Industry Analysis

Industry Totals for Clay County

Total number of establishments in the county has remained almost the same; there was an addition of only twoestablishments to the county from 1990 to 2007. Average pay (after adjusting for inflation) has grown at a rate of 5.39%,and employment in the same period increased at around 30%. This is a good indicator of growing industry in the countyas population in the county has been declining every decade since 1990 (Figure 1). The same is also true for the fact that434 workers come to Clay County for work according to 2000 census numbers (Table 8).

Jobs and Average Wages by Industry

Construction and Retail Trade are the largest sectors in Clay County with 39 establishments. Retail sector is also thelargest employer with 639 jobs. The second largest sector in terms of employment in the county is Manufacturing with 425

jobs. The highest paying sector is the Transportation and Warehousing sector with annual average wages of $36,010.Other high wage paying sectors are: Agriculture, Forestry, Fishing & Hunting (annual average wages of $33,485),Wholesale Trade (annual average wages of $33,120) and Information (annual average wages of $32,219).

Key Industries

Clay County is home to some very well performing industries. These industries may be a part of existing or emergingclusters. For identifying key industries and clusters, three criteria were used:

1. Location Quotient Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industryemployment as base. The cutoff for LQ was taken as 1.25 (based on previous studies, Cortright 2003)

2. Average Wages Average wages at 6-digit NAICS codes were compared to US average wages. If any industryhas average wages 10% above the US average, it is considered to be a good performing industry.

3. Growth Rate Growth rates for the employment were calculated over three year time period from 2003 to 20064,growth rate above 5% was considered to be an indicator of good industry performance.

Any industry that satisfies one of these three conditions is either a good performing industry or an industry with goodpotential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if thereare good performing industries, a cluster may emerge in the near future. (For further details of methodology, please seeAppendix).

The industry satisfying all three of the above stated criteria is the Offices of Chiropractors (NAICS 621310). This sectorhas grown by approximately 14% over the last three years, and the wages are 47.44% more than the national average.The location quotient for the sector is 4.88 (Table 11).

The industry with the highest local share in growth is the Supermarkets & Grocery Stores. The employment in the sectorincreased by 124 and all of the 124 jobs were due to local growth (Table 15). The second highest growth in employment

was in the Nursing Care Facilities. In this industry there was a net growth of 89 jobs, all of which were attributable to localgrowth in the region.

Clusters in Clay County

Traded Clusters

The wages, growth rate & LQ numbers do not point to existence of any one cluster in Clay County, instead they indicateto a number of clusters that may exist or are emerging in the county. The Fabricated Metal Producing cluster has a highgrowth rate of about 93%, but has wages lower than nation and a low LQ value. Similarly, the Machinery Manufacturingcluster has a high LQ of 7.59, a low but positive growth rate but wages quite lower than the nation. TheBiomedical/Biotechnology sector seems to be an emerging cluster with a growth rate of 14.92% and LQ of 1.40, thoughthe wages are considerably lower than the national average wages (about 53% less). Even though these clusters are low

wage paying, investments into these sectors should still be considered to make them more competitive.
