NOTICE IS HEREBY GIVEN that an election will be held within and throughout the HOUSTON COMMUNITY COLLEGE SYSTEM on November 5, 2013, in accordance with the Texas Election Code, for the purpose of electing to the Board of Trustees of the Houston Community College System one trustee for each of the positions in geographic districts I, II, III, V, and VII of the Houston Community College System.

Positions in geographic districts I, II, and VII are to be fi lled for a term of offi ce commencing January 1, 2014, and continuing until December 31, 2019. The position for geographic district III is to be fi lled for a term of offi ce commencing January 1, 2014, and continuing until December 31, 2015. The position for geographic district V is to be fi lled for a term commencing January 1, 2014, and continuing until December 31, 2017.

The candidates for the position in geographic district I are Yolanda Navarro Flores, Zeph Capo, and Kevin J. Hoffman.

The candidates for the position in geographic district II are Dave Wilson and Bruce A. Austin.

The candidates for the position in geographic district III are Dane D. Cook, Adriana Tamez, and Herlinda Garcia.

The candidates for the position in geographic district V are Robert Glaser, Phil Kunetka, and Roy A. Cormier.

The candidates for the position in geographic district VII are Neeta Sane and Ann Williams.

Th e City of Houston (City) currently operates a broad network of wastewater collection and treatment facilities in 49 separate service areas across the metropolitan area. Due to existing defi ciencies in the collection system, the City has applied for fi nancial assistance from the CWSRF in Fiscal Year 2014. Th is assistance will allow the City to meet the terms of its Agreed Order with the Texas Commission on Environmental Quality by continuing on-going rehabilitation of at least 600,000 feet of its wastewater collection system each year to eliminate infi ltration and infl ow sources and to insure adequate wastewater treatment.

Th e proposed CWSRF project will rehabilitate approximately 650,000 feet of 6- to 48-inch gravity wastewater pipelines throughout the City’s collection system . Construction methods will include use of pipe-bursting and cured-in-place-pipe to eliminate the infi ltration and infl ow sources.

Th e proposed project is directed towards minor rehabilitation of existing facilities. All pipeline replacement will be within existing disturbed trenches in previously disturbed street or utility easements. A Board staff archaeologist has reviewed the proposed project and determined that the project is not likely to aff ect any signifi cant or potentially signifi cant cultural resources. Th e project will aff ect no natural streams and should deposit no fi ll in wetlands or waters of the United States that are under the jurisdiction of the U.S. Army Corps of Engineers. In addition, construction is not expected to impact threatened or endangered species or critical habitat.

Th is determination is allowed because the specifi ed project elements should not entail signifi cant adverse impacts to the quality of the human environment. Documentation supporting this determination is on fi le at the City of Houston’s Department of Public Works and Engineering and the Texas Water Development Board.

Th e program utilizes funds from the TWDB’s annual capitalization grant from the U.S. Environmental Protection Agency. Th is fi nancial assistance will allow the City to replace portions of its water distribution facilities to insure adequate pressure, control leaks, and more accurately measure water consumption in its system.

Th e proposed DWSRF project will replace up to 696,000 feet of 2- to 20-inch water distribution lines with new 4- to 24-inch pipelines throughout the City’s water system . Approximately 50,000 obsolete water meters will be replaced to improve the accuracy of metering and eliminate leakage. A fi xed network meter reading system will also be installed to remotely record water usage by residential, commercial, and institutional customers, improving effi ciency and allowing City personnel to focus their eff orts on addressing the physical needs of the system.

Th e proposed project is directed towards functional replacement of existing facilities or the addition of ancillary facilities, such as the remote meter reading system. All pipeline replacement will be within existing disturbed trenches using augering or open cut trenching. Existing water meters will be replaced in-place in existing disturbed utility easements. Th e fi xed network meter reading system will be installed in previously disturbed street or utility easements. A Bid Bond in the amount of 5% of the total bid amount must accompany each bid.
