Ron Leal, Emergency Manager for Region 21, addressed the Board with regard to the addi-tion of Kimball County to Region 21 Emergency Management. The Commissioners of Kimball County requested permis-sion to rejoin Region 21 Emergency Management. County Attorney Schaub discussed this matter with the Board. A motion was made by Miller, second-ed by Sanders to grant permission to Kimball County to rejoin Region 21 Emergency Management. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Karen DeBoer, Extension Educator, appeared regarding the appoint-ment of a new member to the Extension Board. Kevin Henke retired from the Board effective December 31, 2016. Ms. DeBoer requested that Chris Gay be appointed to the Extension Board to replace Henke. A motion was made by Sanders, sec-onded by Miller to approve the appointment of Chris Gay to the Extension Board with his term to run from January 1, 2017 to December 31, 2019. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Sarah Witt appeared before the Board and requested that a Special Designated Liquor License be issued for the Sidney Shooting Park Annual Banquet and Fundraiser. The banquet will be held on April 1, 2017 at the Cheyenne County Fairgrounds. A motion was made by Miller, second-ed by Sanders to approve the issuance of the Special Designated Liquor License for the Sidney Shooting Park Annual Banquet and Fundraiser as requested. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

County Assessor Sybil Prosser updated the Board on the Assessor’s activities.

At 8:45 A.M., a motion was made by Sanders, sec-onded by Miller to recess the Board of Commissioners and convene as the Board of Equalization. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Chairman Johnson then opened the public hearing.

Assessor Prosser submit-ted Exemption Applications for Tax Exemption on Real and Personal Property by Qualifying Organizations for the Cheyenne County Hospital Association, Inc. Kelly Utley, CFO of the Hospital Association, was also present. The exemp-tions presented are as fol-lows:

1. Parcel ID #170077578 - Lot 5A, replat of Lots 5-12, Pleins Subdivision of Block 28, Clarkson Addition (improvements on leased land). The Dorwart Cancer

Center is located on this property. It is owned by a not-for-profit organization. There is no actual lease payment by the Dorwart Cancer Center or its’ not-for-profit owner.

2. Parcel ID #170220607 - Tract 3, Sidney Regional Medical Center, Sidney, Nebraska. This property is a crushed gravel parking lot north of Sidney Regional Medical Center.

3. Parcel ID #170059812 - Lots 10, 11 and 12, Block 15, Jurgens Subdivision of Clarkson Addition to Sidney, Nebraska. This property is used to house emergency services and equipment.

Assessor Prosser stated that these properties were eligible for tax exemption and recommended that the applications be approved. A motion was made by Miller, seconded by Sanders to approve the tax exemp-tion applications as submit-ted. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Chairman Johnson closed the public hearing at 8:55 A.M. A motion was then made by Sanders, sec-onded by Miller to adjourn the Board of Equalization and reconvene as the Board of Commissioners. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

Next, John Fahey addressed the Board requesting the approv-al of a Keno Satellite Outlet at the Hillside Golf. County Attorney Schaub, after reviewing the Keno Operator Agreement and the Satellite Agreement, stated there was no maxi-mum number of Satellite Outlets allowed. A motion was made by Sanders, seconded by Johnson to approve the request for the Keno Satellite Outlet at Hillside Golf. Roll Call: Aye: Johnson, Sanders. Nay: None. Abstain: Miller.

The Board then con-sidered at updated job description for the Weed Superintendent. County Attorney Schaub rec-ommended this matter be tabled until a Weed Superintendent is appoint-ed. A motion was made by Miller, seconded by Sanders to table the update of the Weed Superintendent job description until after the appointment of a Weed Superintendent. Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

At 9:15 A.M., sealed bids were opened regard-ing a Weed Superintendent Contract. Present were Weed Superintendent Brian Hiett, Cris Burks, Cody Renkoski and Jeff Lampmann.

There were 2 bids received, one from C-Weed Management LLC and the other from Renkoski Vegetation Services. Comments were heard from both bidders and the bids were reviewed. A motion was made by Miller, seconded by Sanders to table the awarding of the Weed Superintendent Contract to the March 6th meeting. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

A public hearing was held to consider a Petition to add Common Mullein to the County Noxious Weed List. At 9:45 A.M., Chairman Johnson opened the public hearing.

Comments were heard from Beau Mathewson and Harvey Jung. County Attorney Schaub explained the procedure to be fol-lowed to add a weed to the County Noxious Weed List. Jeff Lampmann from the Nebraska Department of Agriculture explained the procedure followed by the State of Nebraska to add a weed to a County list. After the discussion, a motion was made by Miller, seconded by Sanders to approve the Petition to add Common Mullein to the Cheyenne County Noxious Weed List and to submit the Petition to the

Nebraska Department of Agriculture for approval. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None.

Chairman Johnson closed the public hearing at 9:50 A.M.

Dave Porter discussed with the Board a new locking system and the installation of cameras at the County fairgrounds. Present for this discussion were Sheriff John Jenson, Building and Grounds Superintendent Roger Conley, Jolene Emmett, Gerald Frerichs, Jason Juracek, Anita Pennell, Jim Sullivan and Brad Zalesky. The possibility of linking both systems to the secu-rity system at the Court House was considered. The quote from Dave Porter to

install the cameras was $610.00. The quote to install the new door lock-ing system was $4,982.00. County Attorney Schaub explained that accord-ing to the Bidding Act, there is a requirement that if the amount of the item requested is over $5,000.00, 3 bids would be needed, if practicable. Attorney Schaub stated that he did not believe it was practicable because, to his knowledge, there was no other service pro-vider in this area. Further, there is an exclusion from the Bidding Act for items of a unique or noncom-petitive nature. Attorney Schaub stated he had no further concerns regarding this matter. After additional discussion, a motion was made by Sanders, second-ed by Miller to do the fol-lowing:

1. install 3 cameras at the fairgrounds in areas to be determined by the County Sheriff

2. install a new door locking system on the Fair Board Office; Exhibit Building on the 2 entrances to the walkway between the Exhibit and 4-H build-ings; and, the Pavilion Building

3. rekey all other build-ing locks with the Sheriff to have the only key.

Roll Call: Aye: Miller, Sanders, Johnson. Nay: None.

Gerald Pennel, County Fair Board member, had previously offered to rekey the buildings for the cost of materials only. All labor would be donated. The County Attorney stated that a Conflict of Interest form must be filed in accor-dance with the rules of the Nebraska Accountability and Disclosure Commission disclosing the fact that Mr. Pennel is on the Cheyenne County Fair Board and is performing work for the County. A motion was made by Miller, second-ed by Sanders to allow Mr. Pennel to examine the building locks. In the event the locks are rekeyed by Mr. Pennel and there is a problem, he will report back to the Board. The Board also understands any conflict of interest on behalf of Gerald Pennel rekeying the door locks on the buildings at the fair-grounds. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

Jason Juracek from the Fair Board presented an estimate to replace the arena lights with LED lights. The only estimate that could be obtained was from CNN Electrical Services LLC. The esti-mate was in the amount of $39,115.00. No action was taken.

The next item to be addressed by the Board was the use of the fair-grounds buildings. Present for this discussion were Marty McMillen, Sheriff John Jenson, Building and Grounds Superintendent Roger Conley, Jolene Emmett, Gerald Frerichs, Jason Juracek, Anita Pennell, Jim Sullivan and Brad Zalesky.

Commissioner Sanders felt that the cost of rent-ing the Pavilion should be reexamined. No action was taken.

Further, Commissioner Sanders believed the Fair Board should be respon-sible for managing the fairgrounds and being in charge of the rental of all facilities located at the fairgrounds. Anita Pennel expressed concerns as to what events would and would not be allowed. Commissioner Sanders felt there should be a list of what would and what would not be allowed. County Attorney Schaub stated if it was the intent of the Board to rent the Pavilion for equine activi-ties, he had forms available such as an application and general waiver form.

Mary McMillen inquired as to the necessity of signs regarding equine liabil-ity in the Pavilion building. Superintendent Conley was directed to obtain prices for the signs.

Jolene Emmett explained the procedure followed when renting the fairgrounds facilities.

It was the consensus of the Board that County Attorney Schaub should meet with representatives from the Fair Board and 4-H to develop a list as to what would and would not be considered an allowable event at the fairgrounds facilities and property.

There are 2 safes list-ed on the Fairgrounds Inventory. County Attorney Schaub will look into this matter.

The procedures to be

followed when running a public meeting were dis-cussed.

Highway Superintendent Doug Hart updated the Board on road activities.

A motion was made by Miller, seconded by Sanders to go into execu-tive session at 11:28 A.M. Roll Call: Aye: Johnson, Miller, Sanders. Nay: None. Present in execu-tive session were County Attorney Schaub and Clerk Fiegenschuh.

The public notice of a regular meeting of the Village Board of Trustees was posted in the US Post Office, Outlaw Cafe and the Community Hall on February 27, 2017. The Trustees convened in open and public session at the Community Hall for a regular meeting at 7:30 p.m. Chairman Randall Horst called the meeting to order. Trustees present were Randall Horst,Richard Egging, Eli Weyerts, Joe Schoolcraft and Lloyd Searles. Present were Leigh Niekum, Village Clerk and Mark Lind.

Chairman Randall Horst announced the Village of Gurley would follow the State mandate for open meetings. Declared the Open Meeting Act is posted on the east wall of the Community Hall Meeting Room.

Minutes of the January 30, 2017, regular meet-ing were read and minutes were approved with cor-rection.

Disbursements were reviewed. Public Forum:Josh Kruse reported

on the status of his Eagle Scout project. There will be funding raising and he requested use of the community hall during the project.

Old business:Horst presented infor-

mation on the use of the ACE funds for an apprecia-tion dinner to be held dur-ing the first week of April. Door hangers promoting ACE will be distributed by the LeytonSchool again this year.

Discussion was held on removing and replacing trees within the Village. Horst will contact the NRD on available grants, etc.

Discussion was held on the sale of the Fire Truck at the Lions Club sale at the end of March as well as the status of the emer-gency siren. Horst will ask Ron Leal to attend the next meeting to discuss options. Dogs at large was also dis-cussed.

in attendance but has requested a building permit and zoning requirements.

A discussion was held regarding the Superintendent’s salary for the 2017-2018 school year.

Superintendent Ehler gave a financial update for the school district and dis-cussed a two to three year plan.

A discussion was held regarding the 2017-2018 School Board goals and the progress to date.

A discussion was held regarding Policy 5002.2 for out of state students and any changes that may need to be made in the future.

Superintendent Ehler presented an updat-ed Vehicle Replacement Schedule to the School Board members.
