L18-182ORDINANCE NO. 484AN ORDINANCE OF

THE VILLAGE OF POTTER ADDING SECTION 31.10 TO THE MUNICIPAL CODE OF POTTER CREATING THE YOUTH CENTER BOARD; TO REPEAL CONFLICTING ORDINANCES AND SECTIONS; AND TO PROVIDE AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CHAIRMAN AND BOARD OF TRUSTEES OF THE VILLAGE OF POTTER, NEBRASKA:

Section 1. That 31.10 of the Municipal Code of the Village of Potter, Nebraska, hereby reads as follows:

31.10YOUTH CENTER BOARD.

A. The Youth Center Board shall consist of five members who shall be appointed by the gov-erning body. The govern-ing body shall appoint the Youth Center Board. Any nominated member must receive a majority vote of the governing body. The initial members of the Youth Center Board shall serve a four-year term of office. Future members of the Youth Center Board shall be selected for four-year terms with each nomi-nated member to receive a majority vote of the gov-erning body. The Youth Center Board shall serve without compensation and may be required, in the discretion of the governing body, to give a bond in a sum set by resolution of the governing body, and conditioned upon the faith-ful performance of their duties.

B. At the time of ini-tial formation and at the time of the Board’s first meeting in July of each year, the Board shall orga-nize by selecting from their members, a Chairperson, a Secretary and a Treasurer. It shall be the duty of the Secretary to keep the full and correct minutes and records of all meetings and to file the same with the Municipal Clerk where they shall be available for public inspection at any reason-able time. It shall be the duty of the Treasurer to keep an accurate account of all disbursements and all receipts, and to sub-mit a financial report to the Municipal Clerk upon a quarterly basis, which shall be available for inspection at any reasonable time.

C. A majority of the Board Members shall con-stitute a quorum for the transaction of business. The Youth Center Board shall meet at times as the governing body may designate. Special meet-ings may be held upon call of the Chairperson of the Youth Center Board, or any three members of the Youth Center Board.

D. It shall be the duty of the Youth Center Board to have general charge of the Youth Center and to establish appropriate rules and regulations for the management, operation and use of the same. All actions of the Youth Center Board shall be subject to the review and supervision of the governing body. The Youth Center Board shall be responsible for mak-ing quarterly reports to the governing body and per-forming additional duties as the governing body may designate from time to time.

E. No member of the governing body may serve as a member of the Youth Center Board while serving a term of office as a mem-ber of the governing body. No member of the Youth Center Board shall serve in more than one capacity as Chairperson, Secretary and Treasurer of the Youth Center Board.

Section 2. That any other ordinance or section passed and approved prior to the passage, approval, and publication of this ordi-nance and in conflict with this provisions of this ordi-nance, is hereby repealed.

Section 3. This ordi-nance shall go into force and effect from and after its passage, approval and publication or posting as
