Kindly clarify the Bid validity period. As in CI-17, 1 it is

mentioned that validity will be 180+30 days, Whereas in

B.G. format it is given 120 days.

The bid validity shall be 180 days as per clause 17.1 of section II. As per clause 18.1 of section II the bid security shall be valid for 180+30 days, The form of BG is a sample format only. The time shall be as per above clause.

13 General PI. specify distance of disposal site for disposal of any

excess excavated earth to be disposed off from site.

At 13MLD STP, Anasagar site filling is required and as such no disposal of excess excavated earth material outside plant area will be required. At 3.5 MLD STP surplus earth may be disposed off up to 500m outside STP boundary or as per direction of Engineer In charge.

14 General We request you to provide 10% advance under payment

terms. This can be recovered by education from RA.

discounting factor will be considered @ 10% P.A. for 10

years kindly quantify the discounting factor and differential

power loading considering the lowest power consumption

as zero will be done on the other bidders. We request

following confirmation:

Kindly confirm that the guaranteed power

consumption for loading process should include the STP

and pumping station. The power consumption for yard

lighting building electrification should not be considered by

you for power loading.

6 General Security/performance Guarantee: We understand that

total 10% security/ performance guarantee is required

on this contract and on submission of the same there

would not be any deduction on this account from the RA

bill.


7 General Mobilization advance: We request a mobilization advance

of 15% to be paid interest free against the Bank

Guarantee .This advance may be adjusted from the RA

bill.


8 General We request you to kindly accept the composite bank

guarantee to cover security cum advance the funding of

this bank guarantee is that it always remains in force for

the full value and the quantum of advance deducted gets

automatically converted into performance cum security

portion. This is accepted practice in organization such as

GAIL, ONGO, IOCL and other prestigious public

undertakings. WE request you to consider this practice as

applicable in this contract.

sager and 50% at Pushkar or you required the provisions

as mentioned at Ana Sagar alone and additional 50% at

Pushkar.

. The 50% of the space & furniture etc to be provided at Anasagar site shall be provided at Pushkar.

Refer clause 8 b on page 8 of 28 sections 3. You have

mentioned for preparation of the RA bill by the

engineering in charge would lead to 0.5% deducted of

such bill. We request you to delete this clause as the RA

bill if not by the contractor in a particular month cannot be

forced upon by him that too by reduced value.


11 General Kindly confirm that the contract of these 2 STP one at Ana

Sagar and another at Pushkar is not a divisible contract

and the same will be evaluated as one contract and

awarded accordingly.

specifications and IV for mechanical works for same item

specification in some of the cases vary, Please confirm

which has to be followed in case of contradictions.

15 General The NGL is about 1.2 meter below FSL of lake as per

DNIT therefore the SBR area has to be filled & compacted

to stand the Structure thrust & load. Please confirm.

6 General Please inform the cost of water for testing of structure will

be supplied by whom?

Cost of water for testing of structure shall be borne by the bidder.

7 General Instrument & control :-

We requested you to kindly confirm the type of

automation requirement for the PLC and control room. We

also request you to kindly forward us the system

architecture drawing for the same.

The type of automation requirement for PLC & control room shall meet the requirement to operate STP smoothly. Contractor has to submit the design and drawing for approval. For approval procedure please refer clause no.5 & 6 of section V, sub section –I page no.12&13 of bid document.

8 General Design Basis :-

As per tender specification one source of 11 kv 50c/s

electrical power is been provided at a single point we

request you to kindly forward us the location of incoming

cable substation for both Ajmer & Pushkar STP plant.

At Anasagar site, AVVNL Grid substation is located at opposite side of the road. However bidders are advised to assess the site situation of their own.

9 General We request you to kindly provide us the standard drawing

of pumping stations at Ana sagar & Pushkar for our

reference.

Pumping stations shall meet the all necessary requirements as per standards. Regarding Drawings & Design please refer clause no.5 & 6 of sub section –I, section V page no.12&13.

10 General We request you to kindly forward us the process &

instrumentation diagram & hydraulic flow diagram for

Pushkar sewage treatment plant.

5 General Being this prestigious project, it will be better to select only

financially sound companies in order to smooth and timely

completion of the project, Therefore we request to review

financial criteria like value of single work average annual

turnover and net worth etc. We request you kindly revise

average turnover should be equivalent to project cost and

net worth should be Rs 5 crore and working capital should

be 10 cr.


6 General It is mentioned in Metcalf & Eddy that Return Activated

sludge system is not required in SBR Process. Please

Kindly clarify the mode of payment for diesel electricity consumable chemicals for running of STP and pumping station.

For mode of payment of diesel to run DG set please refer addendum no.1, Sr.no.32 & all other consumables & chemicals for running of STP & SPSs is in the scope of bidder/ contractor.

10 General Total electricity requirement for running of STP plant and pumping station are not clearly mentioned in the tender documents as such kindly clarify if it is in the scope of bidder.

Power consumption requirement of STP & SPS is in the scope of bidder. Bidder has to give guaranteed power consumption in the prescribed format.

Using this technology. methane gas is generated which's directly liberated into atmosphere. Under the Kyoto Protocol signed by India it has been emphasized by all the nations to reduce the carbon emissions. Adopting this technology for the proposed STP may lead to extreme difficulties in environment clearances and even penalties may be imposed by the Govt. We suggest to go for any latest Technology for the STP i,e, SBR/FAB/UASB followed . by FAB deciding on the which is most economical in terms of Land Requirement/ Capital Cost/ Power Cost/ and Chemical Cost.
