The working document is divided into three parts: The first part, entitled Where are we?, gives a brief analysis of the situation of our world, the context of the Church in general and the Congregation in particular. The analysis highlights some of the challenges encountered by Claretian Missionaries today. The second part, entitled Men on Fire with God’s Love, offers the definition of the Claretian Missionary as the source of inspiration to deepen our understanding of our Claretian Identity. This reflects our spiritual and charismatic roots as followers of Christ. And the last part is the parameter which the Congregation will have to face in preparation for the future. Several questions are highlighted to help the chapter members to reflect and discern the proper response in terms of facing squarely the problems related to spirituality, community life, vocations and formation, apostolate, and the issue of organization and finances. This working document was a synthesis of the questionnaire sent by the General Government to all the provinces and delegations. In our contribution to the development of the theme, our province affirms that Mission is the focal point of our being and identity. We are missionaries and we exist precisely to evangelize. Our motto: “The Love of Christ impels us on.” is the raison de etre, the constitutive dimension of our identity as Claretians. This misíon, however, will not bear fruit unless we nurture a deep and regular personal and communitarian prayer, reading the Word of God and listening to His will, regularly communicating with His love in the Eucharist, and expressing our devotion to the Immaculate Heart of Mary. The task ahead is enormous and gigantic but the question remains the same: Are we faithful to the demands of our missionary life, of living up to the Gospel values, of the call for mission where our hearts are burning with God’s love? Are we the true Sons of the Immaculate Heart of Mary? These questions demand from us a deeper response which calls for constant renewal and conversion. MESSAGE FROM THE PROVINCIAL SUPERIOR

The working document for the XXIV General Chapter is entitled CALLED TO EVANGELIZE: Living our Missionary Vocation Today. The working document is divided into three parts: The first part, entitled Where are we?, gives a brief analysis of the situation of

Santiago Gonzalez, CMF,Provincial Econome, addressed hiswelcoming speech to philosophystudents from the different congre-gationssuchastheClaretians,Con-gregationof thePassion,AlagadniMaria,Servants of Charity, Sonsof Charity, Eucharistic Healers ofMary andXaverian MissionarieslastJune3,2009attheSaintAntho-ny Mary Claret College Seminary(SAMCCS) Stephen Sala Chapelpriortotheopeningdayprogramoftheacademicyear2009-2010. “You are special students…similar to the life Jesus’ discipleslived,” Fr. Gonzalez said in hisspeech. Thisyear’s totalnumberof en-rollees at SAMCCS reached 129.

“May they (formators andprofessors) mold us (freshmenseminarians) to become peoplewho are willing to serve the LordAlmighty and our brothers andsistersinneed,”Pahuyusaidinhisspeech. Before the Opening Exercisestookplace,theSAMCCScelebrateditsannualHolySpiritmasspresidedbyFr.AmadorC.Tumbaga,CMF.

What made this school year’s opening different from the previous others is that it was just “special”.

Seventy-seven (77) are Claretians,21 from the Congregation of thePassion,18fromtheAlagadniMa-riaSeminary,7fromtheServantsofCharity,4fromtheSonsofCharity,and one each from Xaverian Mis-sionariesandEucharisticHealersofMary. Several celebrants were alsorecognized during the program in-cluding priests that come from theabove-mentionedcongregations,fa-culty,staff,andprofessors. Inthemiddleoftheprogram,afreshmanseminarian,PatrickDustinPahuyo, delivered his responsespeech wherein he emphasized theexpectationsof thefreshmenbatchfrom their formators, professors,andpeers.

THE LORD’S generosity was stretched out to theClaretian Postulancy House. New blessings were

brought when six aspirants were commenced to thePostulancy lastApril28,2009. Itwas reallyamean-ingfulexperienceforRandolf(Catanduanes),AnthonyAlip(Catanduanes),Heran(Batangas),Felix(Surigaodel Sur), Francis “CJ” Gao (East Asia) and Sigfred(Marinduque)whowereinitiatedtotheClaretianPos-tulancyFormationprogram.

CIMTprogram.Theprofes-sion became a tear joltingoccasionastheparentsem-braced the newly-professedaftertheyweredawnedwiththeirhabits.Itdidnotsparetheemotionsoftheperson-nel in theseminaryand thechildren’s choir who sere-nadedangelically theocca-sionwithbothFilipinoandVietnamese religious andClaretiansongs. After the Eucharisticcelebration and the rites,the people were treated toa sumptuous meal preparedby the seminary. Bro NicerNatulla, CMF of the CIMTOrmoc organized a sing-alongprogramforthenewly-

sionareapeople,hisrelativeswere the ones who guidedhim through his vocationaljourney in Novitiate. Hisfamily, represented by hisGod parent, Mr. DomingoTwin,was in support of hismissionarycharism.Thefa-therofBro.MikeCapistranoandhissisterCyrilwerealsoinattendance. The profession waspresided by the Rev. Fr.Renato B. Manubag,CMF and other ClaretianMissionaries namely: Fr.Leo Dalmao, CMF, Novice Master, Fr. Paul Manila,CMF, Formator of the Theology House Community,Fr. Angelito Ancla, CMF,

professedatthecorridoroftheseminary.Thedifferentsitiosinthedifferentapostolateareasalsoparticipatedinthecelebration. At the final Eucharistic celebration before thebrotherslefttheNovitiatehouse,Fr.LeoDalmao,CMF,the novice master, has shared the pains of leaving.Buttohavefeltpainistoknowthatthebrothershaveinvestedandgot involvedwiththepeopleofMilagroandtothosewhowereleftbehindthechallengedtobeinvolved.

(CIMT), who organized the 3rdYouthCamp. April 21,2009 marked the firststep in the efforts of the CIMTin Ormoc to renew the Churchthrough the youth. The team,underthedirectorshipoftheyoungvisionaryBro.NicerNatulla,CMF

has gathered the youth under theadministration of the CIMT alongwiththeNovicestoenjoyafive(5)-daycampattheClaretCompound. The camp was represented bythe following chapels; Milagro-Claret, Milagro-St. Joseph, Togo-nan-Ormoc, Togonan-Kananga,

Cabingtan-Riverside,Liberty,Mag-laong, Gaas, Dolores, Luna andDanao-Cambantog.Therewere183youthwhoparticipatedinthecampfrom the different youth groups.ThecampstartedlastApril21untilApril25,2009. This year’s theme for theClaretian Youth camp was: “AHopeful Journey of a RenewedChurch.”The themewasdrawnsoas to align the Claretian Missionin Ormoc with that of the visionof theDioceseofPalo.Toachievetheobjectivesofthetheme,severalmodular classes were facilitated:BasicEcclesialCommunity (BEC)andBasicCatechism,theLeadershipClassandtheTheaterArtsModule.TheBECclasshelpstoempowertheyouthandhopesthattheyouthwillspearheadchurchactivitiesliketheFloresdeMayointhecomingmonthandtomaketheyouthbeawareandbe participative in their respectivecommunity’s BEC activities. TheLeadership Class was given so asto guide the youth’s energyinleadingtherenewaloftheChurch. The Theater ArtsClasswasfacilitatedbyBro.Martin Ele, which the youthreallylooksforwardtoattend,whichalsoaimstofosterintheyouthcreativityofexpressionespeciallyintheliturgyofthechurch, as they were requiredtopresentliturgicaldancesandsongsduringthedailymass. TheCampwasalsogracedby several guest speakersduring the evening bonfirediscussions. On the firstnight, the theme was onthe vocation of the youth.Mr. Jun Ocampo gave thecampers around the warmfireanenergeticpresentationof marriage as a vocation.Bros Mike Capistrano,

Aldrin Castillones and Martin ElepresentedtheClaretianandreligiouslifeformen.Sr.ChristinaEliasfromthe sisters of Mary Auxiliatricsalso presented the religious lifefor women. On the second dayof the Bonfire discussion, SPOMary Burangay of the Milagro1st Coy Philippine Nation Police,gave the social awareness topiconDrugAddiction.Allthebonfirediscussions started with a lightingofthebonfireceremonybyslidinga fire ball from the cross near thestageofthecamptothebonfire. The Camp was not just allabout classes and discussions.Theuntiring group of the ClaretYouthMinistry (CYM) headed by JopetTortuza – President, Ryan Balani– Vice President, Elsi Gorgonio –secretary,ElviraMagno–treasurer,BrendaTaneo–Auditor scheduledfun and games in the afternoon ofthe Camp. The Sports Committee,headedbyBroMartinEle

organizedLarongLahi on thefirstday.ThecamperswereengagedinaTugofWar,PatinteroandSipaBolagameson thefirstday.Ballgameswereintroducedonthesecondday;Volleyball,Basketball formenandBadmintonwereenjoyedbythesixteams.Thereweretreasurehunting,PaloSeboandArmWrestlingonthethirdday. After the five-day event, teamTongonan-Kananga and Cabingtan– Riverside bagged the overallchampiontitlewheretheteamscored125pointsingames,disciplineandcleanliness in the camp. CamperAngelito Morales from Doloresbecametheathleteofthecamp. The event was such a successthat theorganizersbelieve thatbysheerhumaneffortitwasnotpos-siblebutwiththeSpirititwaseasy.The campers were so jubilatedthat they requested that the campbeextendedforanotherweekora

month, but it was timetopackandcarryallthememories and cama-raderie that they haveachieved. And nextyear the CIMT hopesto invite other Claretparishes for the 4thyouthcamp.

St. Anthony Mary Claret, “agreatsoul,small inbody,yetgiantin spirit” (Pope Pius XII), whosefeastwecelebrateevery24thofOc-tober, had a singular dream and asingle-mindedvisionofenkindlingthe whole world with the fire ofGod’s love. His zeal for the mis-sionwassostrongandintensethat,never feeling contented with juststaying in his hometown parish asapriest,heofferedhimselftogotothemission.Hispreachingpopularmissions in Catalonia and CanaryIslands,gravitatinglargecrowdsofpeopletotheChurchwithhisfierysermons, and producing profoundconversions among his listeners inthe process; his going to differentplaces on foot, bereft of even thebare essentials of life save that ofhisstrong,deepandchildlikefaithintheDivineProvidence,earnedforhimthetitleof“ApostolicMission-ary”fromtheHolySee. ButClaretwasalsoarealistanda practical man.As human, boundby space, time and the limits ofnaturallaws,heknewverywellthatevenwiththebestofhisintentionsand pastoral strategies, he couldnever reach a quarter of the worldtoproclaimthegospel.Hence,thereemergedoneofthemostsalientandinspiring features of Claret’s mis-sionaryvocation: thepromotionof

agents of evangelization. His deepdesiretomultiplyevangelizerswaswhat compelled him to found theClaretianCongregationonJuly16,1849. It was the same profoundyearning to form agents of evan-gelization that prompted him toco-establishtheReligiousofMaryImmaculate (better known as theClaretianSisters)withMotherAn-toniaParisonAugust25,1855. Itmustbesaid,however,thatClaret’s foundations were notjustlimitedtoreligiousgroups.HealsoestablishedtheCordi-marian Filiation in 1847 andcouldbesaidtohavefoundedtheLayClaretianMovementsince such movement his-torically descended fromthe Fraternity of the Heartof Mary (1847), the Fra-ternity of the ChristianDoctrine (1849), theAcademy of St. Mi-chael (1858), and thePopularandParochialLibraries (1864), allofwhichClaretsetup.Such foundations areso important to men-tion here since, beingessentially lay move-ments, they clearlyshowClaretasa trulyecclesial man morethanacenturyaheadof

his timeinhisreligiousconvictionthatlaypeoplemusthaveasignifi-cantplaceandmustplayavitalrolein the ministry and apostolate of

theChurch.ClaretwasamanwhowantedtoincorporatethelaypeopleinthemissionoftheChurch.AshewroteinthestatutesofthePopularand Parochial Libraries: “In theselasttimes,itseemsthatGodwantsthelaypeopletoplayanimportantroleinthesalvationofsouls.”EvenhisfamousApostolicPrayerrevealsnot just a man who passionatelylonged to know, love, serve andpraise God personally, but also amanwhodeeplydesiredthatothersbepartofthegloriousenterpriseofknowing,loving,servingandprais-ingGod–untilGodwouldbecomeallinallthings. ForClaret,anextraordinarysignofthefruitfulnessofthemissioniswhenpeoplearenotonlybroughtto

conversion,to a changeof life inconformitywithGod’swill, butalsowhenthey aremade tos h a r eand as-s u m ef o r

themselves the great missionarytaskoftheChurchoutoftheirowndeepest religious conversion thatis borne out of their profound en-counterandexperienceofGod.Hehoped that, “what I cannotdoper-sonally, I will do through them.”It iswhenmissionaries are able tomultiply the agents of evangeliza-tionby their preachingof thegos-pel and their witnessing to a wayof life that is trulyChrist-centered,thatthemissioncanbesaidtohaveachievedanessentialdegreeofhu-mananddivine success.Truemis-sion must necessarily evoke fromthe recipients, not just the abidingdesiretobelongtotheChurch,butalso active participation in the ec-clesial life and an ardent, passion-ateloveforthemissionthatmakesthem restless until they too desiretobecomeagentsofevangelizationthemselves. As the Congregation preparesitselfforthecomingXXIVGeneralChapter in August this year, withthe theme, “Called to Evangelize:Living Our Missionary VocationToday”, we would be wise to takethisopportunitytoremindourselves

onceagainthatanintegralpartofourcalltoevangelizeistogrowinourconviction(aconvictionthattrans-latesintoconcreteactions)inthein-tegralroleofthelaityinthemissionof the Church, helping them trulybecome agents of evangelization,believingthattheChurchbelongstotheminasmuchasitbelongstousmissionaries.Weshould rememberthat since the whole Church is es-sentially chosen and sent,mission,then,byitsveryessence,isalwaysasharedmission,whichissimplyanexpressionandanembodimentofaparticipativeChurch that fully rec-ognizesthevocationandmissionofthelaity. In modern ecclesiological lan-guage, this is what it means whenwespeakof“totalecclesiology”ofwhichtheChurch,sinceVaticanII,hasbeencalledtoincarnate,anec-clesiology where everyone – fromthePopedowntoanordinaryChris-tianonthestreet–isasubject,anda Church where everyone feels athome, accepted and encouragedto share his/her charisms and giftsfor thebuildingupof theBodyofChrist.

“EMPOWERING Samal-Bajau” was at the heart of

the Fourth National Assembly forthe Pastoral Care of Nomads andBajaus in the Philippines held lastMay8to10,2009attheJardindeLaViñaHotelandRestaurantherein Zamboanga City. 75% of theassemblywasSamal-Bajau leadersofdifferentorganizationspromotingpastoral care for the nomads andBajaus in the Philippines. Theresource speaker was himself aSamalsocialworkerandcommunityorganizer now working in NotreDame of Jolo College. In general,the aim of the assembly was toallow the Samal-Bajau leaders toreflectontheirculturalpatternsandreinvent their roles in promotingpeace and development in thecommunitiestheyarepartof.Muchofthereflectivevoicesandinitiativessprang from the Samal-Bajausthemselves being the majority inthe assembly. With the identifiedroles expected to be implementedby each group belonging to aparticular area and the one-yearplan of the Care of Nomads andBajaus in the Philippines (CNBP)asawholegroup,theSamal-Bajausacknowledgedtheirownershipoverwhathastranspiredandagreeduponintheassembly. This fourth assembly wasparticipated in by the followingorganizations working with theSamal-Bajaus: Apostolic VicariateofJolo,NotreDameofSiasi,Notre

Maulurana; thepresident of the CoordinatingBodyofthisAssembly,BishopAngelitoR.Lampon,OMI,DD;anditsSecretary,Fr.DennisG.Tamayo,CMF.Thesubstantialreflections about the Samal-Bajau cultural patterns, theirrolesincommunitypeaceanddevelopment,andthecandidsharingofideasandfeelingsamong the participants, aswellasanassessmentoftheCNBPvision-mission and one-year plan

kept the gathering interesting andworthwhile.Moreover,theinformalconversations and camaraderieamong the participants during thebreaksengenderedsomefriendshipsandforothers–reunion.Indeed,theassemblyachievedasenseofculturalreflection and deepening of thecommitmenttocarefortheNomadsandBajausinthePhilippines. The Assembly’s CoordinatingBody is represented by the evercommitted Bishop Lampon in theCatholic Bishops’ Conference ofthe Philippines (CBCP). The pre-paratory meetings and this FourthAssemblywerehostedbytheClar-et Samal Foundation, Inc. (CSFI)withthesupportoftheConferenzaEpiscopale Italiana. gramsandservices.Theseareallpartofitsobjectivetohelpuplifthumandignityfor themarginalizedsectorofPhilip-pinesociety. Thealbel-da Day Care Center,acom-munity-basedpre-schoolser-vice for urbanpoor children,conducted aSpelling QuizBee contestlast February.The competi-tion was in-tended to pro-vide a venuefor the daycare pupils todevelop theiri n t e l l e c t u a labilitythroughacademic andspelling ex-ercises. Alsoon that samemonth, an Ed-ucationalTourwasheld inLaMesaEcoPark, inQuezonCity.ThetripwassponsoredbytheCampusMinistryOffice(CMO)andGradeSchoolDepartmentofClaretSchoolofQuezonCity.Thecenter’sacademicyear2008-09concludedwiththestagingoftheAlbeldaGraduationCeremonyattheClaretSchoolGym.Atotalof150studentsreceivedtheirdi-plomasfromCuPAandAlbeldaDirectorFr.EduardoC.Apu-ngan,CMF,whocongratulatedthegraduates,theirparentsand the daycare teachersfor a job welldone. The Teresa House in Pechayancommunity,BarangayOldCapitolSiteis now the center for different activi-tiesoftheSt. therese for the elderly Program (SteP). The rice distribu-tionisnowbeingcon-ducted in the houseevery month. Prayermeetings are also be-ingheld everyFridayforthestaffandvolun-teersoftheprogram.Asoupkitchenforelderbeneficiaries followsafter the prayer. Theprojectnowhasatotalof107elderlybenefi-ciaries. The first half ofthis year is a busyperiod for the alter-native training Pro-gram.Asidefromthetraining sessions, net-working/partnershipand other collabora-tive efforts were alsomadewithurbanpoorgroupsandadvocates.This is in anticipation of an impending demolition threatby thecitygovernment inEastTriangleareas,particularlyBotanical, Forestry, BIR Road, and NIA Road communi-ties.Theseareasarebeingeyedasbusinessdistrictcentersand sites of development projects such as malls, a sports

lectured on the GeneralFrame Work of DynamicTeamship and the Impor-tance of Team Cohesive-ness, Self-Managementand Interaction amongemployees.

Onthesecondday, thefacilitatorslecturedontheimportanceofthe“RitualsofSeeingtheBigPicture.”Highlighted were the challenges of being engagedvs.beingcomplacentandbeingempoweredvs.beingthreatened.Thefacilitatorspreparedgamesandgroupactivitiestohelpparticipantshaveameaningfulunder-standingandprofoundappreciationofthelectures. Fr.BenedictS.Dilag,CMF,DirectorofCCFI,pre-sentedaMilestonesandGamePlaninaccordancewiththe theme and made important announcements aboutthemovementsofemployeesinsomedepartments.Thestaff development was concluded with a Mass, cele-bratedbyFr.AlfredoVargas,CMF,aPeruvianClare-tianandprofessorinICLA.

Mrs. Aileen A. Enriquez, the newHigh School Science DepartmentHead,gladlyexpressed,“The school must become the leading school in environmental education.” Shewasveryoptimisticanddeterminedwhilegivingmoredetails about it. Anotherforcefulideacameoutthat,“The school must also focus on the communication skills of the students and faculty and staff,” earnestlyac-knowledged by Mrs. Melinda M.Masamayor, Grade School Depart-mentHead. Apparently,theinitialjourneyoftheCSZC’smiddleadminintheex-peditionhasjuststarted.Thus,duringthepre-openingactivitiesinMay,Fr.Jamessolicitedthehelpoftheentiremembers of the school community.Asusual,everybodyintheinstitution

was keen to make out what wouldensueinthisschoolyear. Onceagain,theCSZC’sferventfacultyandcompassionatestaffcon-venedtostraightenthingsout.Oneof the many aspirations is to cre-atea“Big Hairy Audacious Goal”(BhaG) for 2015. For the peoplewhowereinvolvedintheformula-tion of the said objective, they re-allydescribeditasamind-bogglingactivity.Hence,theideasofthedif-ferent minds were fused into onewhen the school director and theother administrators settledon thisunwaveringgoal,whichstatesthat,“By 2015, Claret School of Zam-boanga City, a PAASCU accred-ited DLP-UbD Basic Education School, is the premier institution in Zamboanga Peninsula for com-munication arts and environmen-tal education.” It is an astoundingtarget.Itisastrivingone,however,theworkforcepositivelycontractedwith. This isaverychallenginggoalfor me as the head of the EnglishDepartment. Idon’thaveaperfect

He used to say, “As the director of the school, I want to es-tablish an edge- an edge that will create impact and difference to all the other schools.” By any measure, we are onein beating the chances. This chal-lenging voyage, Biyaheng Beynte Kinse,isjustinitiallygearingupto-wardsachievingacertainambition,which will be valuable to all.Andthisstillmakesusadmitthat,despiteourexcellentperformanceandmanysuccessesinthelastfewyears,thereare still flaws and more room forimprovement,andthatthereforethejourneyisstillmoving.

This eligibility impliesthat CSZC has qualified after theconsultation and preliminary visitstobothelementaryandhighschool.Subsequently, the formal visit willbe sometime September 2010 forthe next phase of the accreditationprocess. Therefore, the CSZC adminis-tration and academic communitywillsoonpositivelylockhornswitheachotherindifferentplenaryses-sions inpreparationfor thevisit inreviewing,revising,andformalizingallacademicandadministrativepro-cessesandproceduresassignificantproofsofCSZC’sforwardprogressovertheyearsindevelopingandre-sponding to the increasingnumberofexcellentClaretiangraduates. As thenewlypromotedEnglishDepartmentHead,Ibelievethat“Thehighest result of education is toler-ance,”asHelenKeller,oncesaid. Despite thefact thatwehavealongwaytogoinourquesttocre-ate a truly excellent, just, humaneand tolerant society, we remainoptimistic. Though in the face ofmy friends, family and God, I amalready married to my profession,I remain insanely obsessed just tomake a splash not to make a per-

Now I can say, we continue tojourneytothefore.Infact,theMid-dle Administration of CSZC hadsetoff its formulationof thegrandvision in the pursuit of improve-ments in instruction, student ser-vices, facilities, and the wholeness

of the institution. Its craving forexcellencehasbeenpumpingallitseducators’brainstodigthebestap-proachesandlinesofattackjusttomeetacertaingoal,averystrivinggoal.Hence,ourschooldirector,Fr.C.JamesdL.Castro,CMF,initiatedan adventurous educational trip toDakakwithasolepurposeinmind-envisionClaretSchoolby2015.

InthemorningofApril24,2009,thedirectorandthemiddleadminallsteppedintotheparadise-likeresortcalledDakak.There,allourdreamsfocused toperfect tête-à-têteabouteachofourgoals for theschool inthenextfiveyears.Allofusbecameso motivated, very optimistic andgreedyofprestige. Inthecourseofourdiscussion,brilliantideaspopped-out.Mr.Leo-poldo A. Rojas, the High SchoolAssistant Principal, shared his vi-sionvivavocẻfortheyear2015.Hedynamically said, “CSZC will beaPAASCU accredited school man-aged by young, competent, commit-ted, and value-oriented personnel, and will become the premier school in Western Mindanao”.
