• Clarify “Presumption Against Closure.”

• Require closure proposals accompanied by financial information

• Enable Ministers to seek further advice or additional information from Education Scotland when considering whether to call in or not

What are we proposing to do?

• Clarify the basis for determining a school closure proposal – including the ability to have a proposal remitted back to Local Authority for reconsideration

• Establish an Independent Referral Mechanism

• Create a 5 year moratorium between closure proposals

• Through Children & Young People Bill

• Government will introduce amendments at Stage 2 in early 2014

• Bill completes its passage in spring 2014
