The enhancements also add new optional data fields to fully support crime gun tracing. To implement the AFS enhancements, many local agencies will need to make California Law Enforcement Telecommunications System (CLETS) programming changes at the computer system server level (e.g. MSC , CAD, LAN/WAN). Users accessing AFS through the California DOl Law Enforcement Agency Intranet Website (LEAWEB) will be subject to various screen changes related to the enhancements, but will not require programming changes. NCIC CODE MANUAL - UPDATE In addition, new National Crime Information Center (NClq gun make codes (see Attachment A) are effective immediately and should be noted in your NCIC Code Manual. Updates are also available via the Internet on the Law Enforcement Online (LEO) at www.leo.govlIesig/cjis/cjisyub/programs/ncictous.html. This bulletin provides an update to the Automated Firearms System (AFS) phase I enhancements identifiedin Information Bulletin 2010-BOF-OI and announces AFS phase II enhancements. These enhancementshave been made to increase the efficiency and effectiveness of AFS inquiry responses, and special searchcapabilities. The enhancements also add new optional data fields to fully support crime gun tracing.

To implement the AFS enhancements, many local agencies will need to make California Law EnforcementTelecommunications System (CLETS) programming changes at the computer system server level (e.g.MSC , CAD, LAN/WAN). PHASE I ENHANCEMENTS - FORMAT REVISION AND UPDATES

1.1 - Crime Gun Data Fields - Format Revision

Following phase I of the AFS enhancements, it was determined that the sample format sequence andfreeform transaction attached to Information Bulletin 201O-BOF-O 1 contained a formatting flaw.Accordingly, Attachment B contains a revised entry format sequence, an example offreeform transaction,and AFS message responses for a dual-entry Evidence and Crime Gun transaction.

1.2 - Message Key (QGK)

Previously, when the QGK message key was used to inquire by serial number, NCIC and only AFS LawEnforcement record types were searched. The message key has been enhanced and will now search NCICand both historical and law enforcement AFS record types. When inquiring by serial number, additionalinformation (such as the Make, Caliber, and Type) may optionally be included with the search . Inquiries by"NAM" will only search AFS historical record type entries and are not forwarded to NCIC.

1.3 - Pawn, Buy, and Consignment Transactions

On June 17,2010, BOF disseminated Information Bulletin 2010-BOF-03 notifying all California lawenforcement agencies ofthe new electronic reporting system for secondhand dealers and pawnbrokers toreport firearms purchased, taken in trade, taken in pawn, accepted for sale on consignment, or accepted forauctioning. As noted in the information bulletin, California LEAs no longer have the ability to enter buy,pawn, or consignment entries into AFS from JUS 123 reports.

PHASE II ENHANCEMENTS - EFFECTIVE DECEMBER 29, 2010

2,1 - Zip Code Validation and New Data Field (ST) to Display State

To assist in expediting crime gun tracing, all AFS entries that contain a zip code are now validated againstthe US Postal Service (USPS) zip code table. In addition, the new state (ST) data field will display the twocharacter USPS state abbreviation in the AFS response when a valid zip code is entered. The zip code tableis updated monthly in AFS.

2.2 - New Dealer and Seller Information Displayed in AFS Response Messages

To provide comprehensive records of sold firearms, new data fields have been established to incorporateand display dealer and seller information in new AFS historical record type entries. Specifically, newdealer information displayed in the AFS response will include business name, dealer ID number (uniquefive-digit code assigned by BOF), address, city , zip code, county code, and phone number. New sellerinformation displayed in the AFS response will include name , date of birth, address, city , zip code, countycode , and either a COUlD number or military ID number. This information applies to the following AFSHistorical record types: DROS, Pawn, Pawn Redemption, Buy, and Consignment. Attachment C identifiesa listing of the new data fields and examples of AFS message responses.

2.3 - New Data Field - Gun Color (COL)

Previously, gun color was noted in the "MIS" field in AFS. A new data field Gun Color (COL) has beencreated to capture gun color in AFS entries. This new optional field will capture gun color data from thedate of implementation forward . See Attachment D for a listing of the gun color codes and a description ofeach.

2.4 - Changes to Type of Firearm (TYP) and Category (CAT) Data Fields

As noted in Information Bulletins 2004-FD-03 and 2010-BOF-Ol, two data fields were modified to complywith NCIC Type and Category Codes. Changes were made to expand the Type of Firearm (TYP) data fieldfrom one to two cha racters and to eliminate the Category (CAT) data field . Accordingly, the TYP field isnow a mandatory two-character field and the CAT data field is no longer in use.

PHASE II ENHANCEMENTS - EFFECTIVE FEBRUARY 25, 2011

2.5 - New Serial Number Inquiry Message Key (QGG)

A new message key (QGG) has been established to designate a unique hit number for each matching serialnumber included in the response. When using the QGG message key to search by a serial number, theresponses are grouped by firearm Make (MAK), Caliber (CAL), and Type (TYP) for each matching serialnumber hit. Responses are displayed in descending chronological order based on the Date of Transaction(DOT) . The number of records to be displayed (up to 100) must be determined by the LEA at the computersystem server level (e.g., MSC, CAD, LAN/WAN) or when submitting an inquiry in a freeform transaction .The existing serial number inquiry message keys (QGB, QG, QGH, QGK, QGM) will remain available and

unchanged. See Attachment E for the entry format sequence, an example offreeform transaction, and anexample ofan AFS message response for an inquiry transaction.

2.6 - New NamelID Number Inquiry Message Key (OGC)

A new message key (QGC) has been established for inquiries on an individual's name and date of birth orby ID number (e.g., COL) to identify firearms currently recorded as owned or associated with theindividual. Previously, when searching by an individual's name, AFS would display the entire firearmsownership history for the name searched. A secondary search by serial number was then necessary toestablish current ownership of the firearm record(s) displayed. The new message key filters the responseinformation to only display records of firearms that are currently recorded as owned by or registered to theindividual. The number of records to be displayed (up to 100) must be determined by the LEA at thecomputer system server level (e.g., MSC, CAD, LAN/WAN) or when submitting an inquiry in a freeformtransaction. The existing name inquiry message keys (QGH, QGK, QGM) will remain available andunchanged. Below are examples of the format sequence and freeform transaction for the QGC messagekey.

2.7 - New Law Enforcement Gun Release (LEGR) Document Code

Previously, DOJ processed LEGR applications and displayed applicant name and date of birth in AFSresponses using the Operation of Law document code. A new AFS document code has been established todisplay approved LEGR applications in AFS. This new document code is a law enforcement record typeused solely by DOJ and does not constitute firearm ownership. The new LEGR record will not displaythe name of the individual who submitted the LEGR application and will programmatically purge one dayafter the expiration date. In addition, the LEGR expiration date and the Originating Agency Case (OCA)number will be noted on the DOJ LEGR response letter to the applicant. LEAs can use this information toverify authenticity of the LEGR response letter. Below is an example of an AFS message response for aLEGR transaction.

PHASE II ENHANCEMENTS BEING DEPLOYED IN THE NEAR FUTURE

3.1 - New Updated And Revised AFS User Manual

Section 4 of the cns Manual, also known as The AFS Terminal Operator's Guide, will be revised toinclude information and instructions on all modifications and enhancements made to AFS since the lastcns Manual revision. The revised AFS Terminal Operator's Guide will soon be available on theCalifornia Law Enforcement Website (CLEW).

3.2 - Display Full Transaction Upon Entry

AFS will display the full AFS entry data for successful transactions to the user upon submission in place ofdisplaying only the File Control Number (FCN).

3.3 - Historical Gun Color (COL) Data

AFS data field COL will be enhanced to capture gun color in DROS and Pawn Redemption Historicalrecord type entries dating back to January 1996. .

3.4 - Historical Dealer Information Displayed

AFS will be enhanced to display dealer name and ID number in DROS and Pawn Redemption Historicalrecord type entries dating back to January 1996.

3.5 - Display Name of Law Enforcement Agency

AFS will soon display the name of the LEA or court in AFS Law Enforcement record type entries. TheLEA name will be displayed next to the Original Agency Number (ORl).
