City Zoning as Viable Model of Commercialization

Key Problems
• City Zoning is unfriendly to Domestic Commerce- government owns 30% of Lahore
• Commercialization process is cumbersome , expensive and unpredictable
• Density and Height Restrictions • Old fashioned tenancy laws • Absence of Large spaces for retail, wholesale
and distribution businesses like industrial parks
Policy Implications of study• City centers should allow mixed usage by the
middle class and the poor• Land development should be a private sector
business• Commercialization needs to follow a coherent
and well-thought out plan instead of short lived policies
• City Administrators should be sensitized about domestic commerce
• Parking Assessments to be made and enforced for all commercial centers

• City limits to be defined and enforced to encourage density towards city center and preservation of rural land
• Large privately held real estate for residential purpose in city centers should be heavily taxed
• Schools, flats and commercial centers should be given priority in city centers
• Land under Cantonment Board be reviewed

• City district government should be allowed to tax all government land in the city
• New zoning should encourage sports and recreation
• Focus of development should be cities, instead of districts
