This, they claim, was after the Western Cape Education Department (WCED) has failed to provide the three teachers needed for mechanical engineering, technology, graphic design and drawings since the lot who resigned last year. Subjects like Engineering and Graphic Design, Civil Technology, Electrical Tech- nology and Mechanical Technology were in- troduced during the conversion. Abulele Fundani, a former Learner Repre- sentative Council (LRC) president, said they decided to abandon their classes to force the attention of the WCED to their plight. “We are not happy that the department failed to come and address the issue with us. They do not care that we do not have teach- ers. Our school received a 75.8% pass rate in matric last year and the target for this year is 80 percent, but how can we reach that pass rate if we do not have teachers” Funda- ni said. Bulelani Wabhena, a Grade 11 learner, said they had not been taught the subjects because the teachers have not been replaced. “What are they going to put on our reports because we do not have teachers. We need this issue to be resolved immediately...be- cause we are missing-out,” Wabhena said. Thembinkosi Sokabo, Head of Depart- ment (HOD) at the school said the depart- ment is failing the school after numerous at- tempts. “We tried to resolve the matter last year, but they do not even come to talk to us. Yalwa is deflecting from the reality fac-ing the people ofKhayelitsha, choosing, in-stead, to publish the results of a biased re-search.The carefully crafted narrative that

Khayelitsha problems of under-develop-ment are attributable to KhayelitshaCouncillors, and not the ineffectiveness ofthe current DA led City of Cape Town ad-ministration, is disgusting.Fundamental contradictions in the City

ofCapeTownhave always been recognisedby the ANC; that the current administra-tion does not have the interests of theworking class at heart, as long as they getvoted(into office) to continue serving andprotecting their white privileged class in-terests at the expense of the poor.This harks back to a debate in parlia-

ment where one confused liberal DA MPpublicly announced that the DA led Cityof Cape Townwas doing well by not priori-tising Khayelitsha development.When he was asked why they are not de-

livering services to Khayelitsha, he saidthat Khayelitsha was led by ANC council-lors, and they must thus take responsibili-ty.Melikhaya falls into this trap by not ad-

dressing the realities faced by our peopleand chooses to be confused in his categori-sation of Khayelitsha community, particu-lar Ilitha Park by referring to it as middleclass area. For your knowledge, there ex-ists only two classes, working and capital-ist class.In Khayelitsha only working class ex-

ists. I refuse to enter into a debate abouta challenge for Khayelitsha community tohold its representatives accountable forpromises they made during election cam-paigns.My learned friend again deliberately

pretends as if those Khayelitsha Council-lors are coming from a leading politicalparty in the City of Cape Town whereasthey are not. Melikhaya is lacking basicunderstanding of how government worksin a democratic system.I am not in a position to understand the

standards and research methodology usedin the so-called research, but I will try toput into context some missing if not delib-erately ignored realities.We all understand that “Personal is Po-

litical and Political is Personal” becauseMelikhaya addressed both concepts in hisresearch.Since the DA took over power in the City

of Cape Town, the performance of council-lors from working class communities hasbeen threatened by overwhelming supportthe ANC continue to get hence the skewedallocation of resources by DA administra-tion.Khayelitsha,Gugulethu, Philippi, Nyan-

ga consist of Five(5) sub councils constitut-ed by 22 wards with each one a populationof not less than 25000 for the current finan-cial yeaandwitha combinedbudget of justR130million, compared toOne(1) subcoun-cil with only three(3) wards between CapeTown and Hout Bay with a budget of aboutR369 million in the same financial year.It is quite clear that the current adminis-

tration continues to use Apartheid styleprovisionof services andbudget allocationto the poor and to the rich.That is what I thinkMelikhayawas sup-

posed touse inhis intellectual bankruptcy,instead of attempting to play and refereeat the same time.Melikhaya is a politically disgruntled

fellow, moving from one political party toother and that makes his views politicaland personal.He has failed to present an alternative

view. We know him.Since when the National Minister of Po-

lice convened an Imbizo in Khayelitshalast year and Melikhaya decided withoutfacts that the Imbizo was an ANC rally.He must tell us: What tool was used to

assess Khayelitsha Councillors perform-ance card. What was the baseline used tomeasure the performance.Was this assessment not done during his

political party general meeting. In whose in-terest was the assessment done and to servewhat purpose.These questions need to be raised with

him.One can see that this so-called research

rate card was just as a result of a conver-gence of like-minded cronies and decided topublish them without much trouble.Surely the so called research program that

culminated to the ill-research outcomes wasand is not in the interest of the people ofKhayelitsha.Proxy views are invented andmastered by

Melikhaya to distract the people of Khayelit-sha from the real enemy, which is the Neo-liberal, federalist and exclusionist DA.The rating cardwithout any clearmethod-

ology is dangerous as it involves demagogicmobilisation of anti-ANC stereotypes andfeeds into regionalism to organise the mostbackward sentiments in society to deflect at-tention to the real source of Cape Town’sproblems.It is quite unfortunate that the Melikhaya

clearly lacks understanding of how localgovernment operates or is deliberately ig-noring facts in front of him.He should know that there are not council-

lors presiding over any tenders in the cityof Cape Town, therefore, he is addressing as-sumptions that for such a person of his stat-ure becomes dangerous. All tender process-es are doneat supply chainmanagement andno councillors participate there.Ward Development Forums are KDF

structures and all their activities includingelections are supervised by its KDF body.Melikhaya fails to understand that coun-

cillors are drawn fromwithin the communi-ties they lead, and therefore are elligible toparticipate in a development platform, par-ticularly a democratic and developmentalorganisation like the Khayelitsha Develop-ment Forum.Ward committees are elected through a

sectorial system out of a council resolutionmaking a choice between sectorial and geo-graphic system.The writer needs to be helped to under-

stand that the most defunct system is thatof sectorial system particularly when itcomes to accountability because most sec-tors know and known by councillors insteadof their sector representatives in thosewardcommittees.Councillors come from political parties

and get elected and participating in their po-litical party’s elective meetings cannot betaken away just because they are council-lors. Khayelitsha Councillors will be identi-fied and be used as scapegoats while whiteminority in the City of Cape Town continuesto benefit as they did during apartheid.

Duo arrested for lying to policeMANDLA MAHASHE

Harare police have once again sent astrong message to those who falsely re-port crimes following the arrest of twowomen who lied about being robbed lastweek.

The two were arrested after their falsestatementsunderoathandwereultimate-ly arrested by police on Tuesday.

According to police, the two allegedthat they were robbed by two unknownsuspects in Block 19, Mandela park onMonday at 05:00.“While waiting at the bus stop, they

claimed that they were robbed of theirhandbags, which contained their ID’s,bankcards and cellphones.

Initial investigation by police had re-

vealed that the two were actually notrobbed but did not feel like going towork.The cellphones they claimed that

were robbed were found still in theirpossession,” said police spokespersonLieutenant Siyabulela Vukubi.He said police had no other choice but

to arrest and charge them for perjury.“They were released on police bail

and expected to appear in KhayelitshaMagistrate Court on charges of perjury.People should refrain from reportingfalse cases to the police as that consti-tutes a crime,” said Vukubi.This is not the first case of such an ar-

rest; as much as four people were re-ported to have been arrested for lying tothe police.

SinoxoloUnitedCongregationalChurchof Southern Africa members visitedthe Sibongile Educare Centre last Sat-

urday bearing gifts.The centre caters for disabled children,

many of whom have cerebral palsy.Noxolo Mnweba, chairperson of Sinoxolo

women’s manyano, said they visited thechildren because they heard about the“wonderful work” carried out at the centre.“We were touched when some of youth

leaders visited the place last year and we de-cided to pay them also a visit and spend timewith the staff and the children,” Mnwebasaid.

Church secretary Buyiswa Ndevu saidthey “collected donations from the congre-gation” in order to buy groceries for the cen-tre.

“It’s a small gesturebut it comes fromdeepwithin our hearts and we continue to prayfor this centre to prosper,” said Ndevu.Centre founder NomasangoXabanisawas

smiling from ear to ear, as the women sangchurch hymns whilst playing with the chil-dren.

Xabanisa started and named the centreafterhe late daughter, Sibongile,whohadce-rebral palsy.Sibongile died of pneumonia when she

was just 15 years old.But her name has been immortalized in

the day and night care centre, which hermother opened in Phakamisa in Khayelit-sha.

“She was the one who inspired me to openthe centre. I looked after her on my own, Istruggled to feed her and to buy nappies.Transport to hospital was also very difficult.I couldn’t even afford to pay someone to lookafter her while I was at work,” said Xabani-sa.

Opened in 2005, Sibongile Centre aims toprovide quality care to children with cere-bral palsy and other severe disabilities inthe Khayelitsha community. With just 12children in 2006, the centre now cares forabout 52 children between the ages of twoand 18 years. There are also three residen-tial homes for children.“I wanted to pass on themessage to other

parents who have children living with dis-abilities that there is support in the com-munity for them, they are not alone.”Xabanisa first operated from two ship-

ping containerswhichwere donated toher.There was no electricity or running water,little space, and very little money for food,clothing or nappies. But people noticed thework that Xabanisa was doing in the com-munity, and she attracted funders and do-nors.The day care centre now operates from

Monday to Friday, from 7.30am to 4pm andthe homes, situated in Khayelitsha’s IlithaPark, run 24 hours a day for seven days aweek.The centre also caters for children with

disabilities such as developmental delay,Down’s syndrome and autism.“We have a support group programme

where parents interact and advise eachother on how to deal with disabilities andits challenges. Because the stigma of disa-bility is there, most children are being ne-glected because of the difficulties parentsgo through,” said Xabanisa.Xabanisa said she was grateful to the

church for visiting the centre. “This reallymeans a lot to us andwe are always delight-ed when people pop in, some of these chil-dren don’t get any visits and this is heart-warming,” she said. Mnweba said theywould spread the word about “selfless anddedicated people like Xabanisa.”“They are doing a very good work.”

Jula-Western Cape Provincial Com-missioner- has welcomed the appoint-

ment of the provincial head of Directoratefor Priority Crime Investigation (DPCI)Western Cape, Major General NombusoPortia Khoza.

“Working closely with the Hawks, we in-tend tackling the issue of drugs, illegal fire-arms and organised criminality. That willgo a long way in reducing serious and vio-lent crimes in the province”.The national head of DPCI, Lieutenant

General Mthandazo Berning Ntlemeza pre-sented Major General Khoza to the provin-cial SAPS management today.

The post became vacant after the promo-tion of Lieutenant General YolisaMatakatato Deputy National Head DPCI.

Major General Khoza brings a wealth ofexperience as an advocate of theHighCourtwho was admitted to the Pretoria Bar in

2006. She has extensive experience as a Sen-ior State Advocate at the NPA. She alsoworked as an assessor at the Durban HighCourt.Major General Khoza,38, said “she appre-

ciates the warm welcome from the execu-tive management and undertook to priori-tise serious economic corruption cases andserious organised crime such as drugs andhuman trafficking.

“Together with theWestern Cape Provin-cial Commissioner we will develop sus-tained relations with various stakeholderswithin the province and beyond, as theprovince requires a collaborative approachto policing. In that way we will ensure thesafety of the community at large”.Khoza is also a member of the KwaZulu-

Help police catch cop killersThe City of Cape Town is offering a R50 000reward to anyone with information aboutthe shooting of a Metro cop.

Constable Ben Koopman (53) was shotdead outside his home inEersteRivier, CapeTown on Monday afternoon.

It is believed the men behind his shootingwere trying to rob him. Western Cape MECfor safety and securityDanPlato condemnedthe shooting.

“I wish to extend my deepest condolencesto the officer’s family, his wife and threechildren, as well as his friends and col-leagues for their loss.“I trust the South African Police Service

is already conducting a full investigation.The cold-blooded killing of a member of thelaw enforcement fraternity cannot be leftunpunished.

Frederick van Wyk said: “The cops spottedthe minibus on the highway and followed itfor awhile before ordering the driver to stopat the corner of Sheffield and Stock roads.

“Two men between the ages of 34 and 40were in the vehicle.

“The suspects and the minibus weresearched and 20 large bags of dagga, as wellas R1 490 in cash, were recovered fromthem.”The men were arrested for possession of

dagga and a further investigation waslaunched to possibly link them with othercriminal activities. They will appear in thePhilippi Magistrates Court soon. “The po-lice request that people continue to assistwith tip-offs because we often make arrestsby following up on information provided bythe community,” said Van Wyk.

Murder suspect hands himself over to the policeA 36 year old man suspect from CrossRoads, Nyanga handed himself over atNyanga police station on Monday.

Theman allegedly had an argument withhis 33 year old girlfriendandkilledherwitha broomstick and beer bottle in Crossroads

on Sunday, 31 January 2016.The suspect is currently in custody and

will appear in court soon.Nyanga CPF has called on the police to

tighten bail conditions because they fearthe man might be in danger if released.

Road-rage: Manto find closureThe South African National Civic Orga-

nisation has commended the roleplayed by the media towards the arrest

of three white men, accused of severely beat-ing a black man in Cape Town last year inan apparent road-rage attack.

The trio were granted bail when they ap-peared in the Cape Town Magistrates courton Monday.

“We hope that the trio arrested last Fridayafter an extensive manhunt will receive theharshest sentence to communicate a strongmessage against racist hooliganism,” SAN-CO national spokesperson,Jabu Mahlangusaid.

Mahlangu singled out eNCA for broad-casting footage of the incident and CapeTown newspapers for publishing pictures ofthe suspects following SANCO’s appeal.

“The breakthrough attests toour earlierassertion that not all whites harbour racialprejudice or support racism.

We had, from the onset maintained thathad the case been prioritsed and resourcesdeployed towards mobilisation of communi-ties,an early arrest would have been effect-ed,” he said.

He expressed hope that justice will ulti-mately be served to restore public confi-dence in the criminal justice system and forSonwabile Jakuja to find closure.

“We hope that the breakthrough in theJakuta investigation has reminded policethat partnership with communities is key tofighting the scourge of crime,” Mahlanguunderscored.

According to eNCA footage showed earli-er, Jakuja was attacked in Cape Town onJune 2015 by three unknown assailants inthe Table View area.

They initially stopped in front of his carin the early hours of the morning, before get-ting out, and proceeding to punch, kick andbeat him.

He was left injured and unconscious onthe side of the road and spent seven days inICU.

Jakuja has been waiting for more than sixmonths for police to make a breakthroughin the case, despite CCTV footage showingthe attackers’ faces.

In the interview with eNCA, Jakuja hadsaid that he felt let down by the police, andbelieves the attack was racially motivated.

“In Cape Town, if you’re a black personthere is nothing that can be done [for you],”he claimed.

The case continues in Cape Town Magis-trates Court.

APPLICATION FOR GRANT FUNDING2016/17: SUBCOUNCIL 24

The City of Cape Town’s Subcouncil 24 invites community organisations in ward 98 (portionof Kuyasa 55 and 56, Harare 33, 34, 35, 36, 37, 38 and 39, Siyahlala 57 and Monwabisi Park)to apply for grant funding for the financial year commencing 1 July 2016 for projects thatbenefit the community and, in partnership with the City, to carry out projects that assist theCity in realising its goals. Project proposals must be aligned to municipal responsibilities andpromote the City’s strategic aims and the objectives set out in the Integrated DevelopmentPlan, Economic Growth Strategy and Social Development Strategy.

Applications must be made on the official application form available at Subcouncil 24 offices,together with the following documents:

• A copy of the latest audited financial statements or audit certificate if grant funding hadbeen received from the City in previous financial years. The grant amount received must beindicated. Where the grant amount previously received was R25 000 or less per project, it isonly required to attach a copy of the final expenditure report relating to the previous year.

• A copy of the organisation’s constitution.• A copy of the organisation’s latest municipal rates and services accounts (if applicable).• An original, valid tax clearance certificate. Applications will not be accepted without a validtax clearance.

• Type of organisation (NPO, Section 21 company).• Details of previous funding by the City.• Details of other funding received from the City for the current financial year.

The minimum amount to be applied for is R15 000.

Should any of these requirements be omitted, the application will be disqualified.

Deliver the completed application to the Subcouncil Manager, Subcouncil 24, Harare Library,42 Ncumo Road, Harare 7784 by no later than 16:00 on Thursday 31 March 2016. No lateapplications will be accepted or considered.

Applications for grants will be assessed in accordance with the Grant Policy 2015/16 and mustconform to the Municipal Finance Management Act, Act 56 of 2003.

As the country is caught in a droughtand food prices increase, Khayelitshaschools are harvesting the benefits of

having their own food gardens.Xolisa Bangani, founder of the Ikhaya

Food Garden at Isikhokele Primary Schoolin Site C, says the garden helps studentsfrom poor households to have something toeat at school.He said the project has inspired over 50

people in Site C to start their own food gar-dens, and another school in the areahad alsostarted a food garden.“We share the food with the school and we

also give food to the learners that are work-

ing at the garden as a token of appreciation.And theyarealsoable toput foodon the tableat home.”He says the garden teaches urban youth

the importance of a green environment andhas ignited a passion for farming amongsome students as well as in the wider com-munity.The garden was started in 2013. It was rec-

ognised as one of ten thousand slow food gar-dens in Africa by Slow Food Internationalbased in Italy. The school exhibited theirproduce at the World Design Capital whenit was in Cape Town in 2014.Bangani says there are challenges though.

He wished the garden had support from theCity of Cape Town. It is currently supported

by a private company calledUthandoTour-ism.Bangani said they grow eggplant, spin-

ach, beetroot, pumpkin, green beans andthey also have fruit trees. He says the gar-den is small, but theyutilize the space effec-tively.GcobaniMthoba, LulekaPrimarySchool

principal says the budget for their schoolfeeding scheme is severely strained by ris-ing food prices. The garden also createssome employment for the community.“We divide the food between the parents

that are working in the garden … The sur-plus is sold to generate an income for thepeople working in the garden. We are onlyplanting vegetables.The only challenge we have is water and

we wish that the City of Cape Town wouldpay the water … We are grateful that theDepartment of Education is assisting us,”he says.“The number of absentees has dropped

Khayelitsha writer Siphelele Daniso-has not let his disability to constrainhim in his quest to become an author.

The partially blind author,24, has publishhis first literary offering in the vernacular.The book, entitled Iziyobisi is about the

challenges faced by young boy, Thamsanqa,whose fate was determined even before hewas born or first saw the light of day.Daniso said that he wrote the book to ad-

dress the scourge of drug use in the commu-nity.“I want, through this story, to enlighten

young people about the effects of drug use.This is a story of a boy whose life was ru-

ined from a young age because his motherwas embroiled in life of crime and drugs.The difficulties he faced as a result of hismother’s lifestyle,” he said.He said his aimwas for the book to be dis-

tributed around schools so that young pu-pils can gain life lesson from the story ofThamsanqa.“If young children can read about this

book from an early age, they can be able tomake better choices, because the truth isthat drugs are wreaking havoc in our com-munities,” he said.Daniso started writing by penning poems

while in grade 9 at Lower Langanesi Prima-ry School in Cala in the Eastern Cape in2008.“I began by writing about social ills as a

way to vent out. Crime drugs, poverty andthe challenges I face as a personwith a disa-bility.But at that time I never thought I would

ever be published so I would write some-thing then tear it up and throw it away asmost of mymaterial was written in frustra-tion,” he explained.In 2009 he moved to Cape Town and lived

in Delft where her did grade 10 at SimunyeHigh School.“There, I couldn’t write and didn’t dowell

because of being teased and bullied for mydisability. It got so worse that I just didn’twant to go to school(again) and I couldn’t

even write.The following year I just didn’t want to

go to school but I couldn’t tell my familywhy,” he said.Through the intervention of loving fami-

ly members, Daniso said he was assistedand enrolled at the Athlone School For TheBlind in Bellville.“There there was no bullying, instead I

was supported and encouraged to do better.I began writing again and continued untilI met a man name Loyiso Mfaku who ad-visedme to publish a book. Hementoredmeand edited my book,” he said.Daniso said that he would really love for

a sponsor to come and help him print moreso he can take them to libraries all over thecountry.

Rubbish piles up in EnkaniniResidents in the informal settlement in

Khayelitsha have been forced to livewith overflowing drains and rubbish.

This follows a dispute between workersand the refuse removal contractors over theappointment of staff in the township.On Thursday, City officials told Ground-

LastThursday I had arranged a meetingwith the Gugulethu Public Librarywith a view to request library servi-ces, most probably a container at theSt Francis Adult Centre in NY18,nearer to Gugulethu Square, in linewith the City of Cape Town’s policy‘to bring services closer to wherepeople are’.

My proposal was turned down. A new “action-packed” drama seriesproduced by Cape Town based produc-tion company, Community Media

Trust, will be aired for the first time onSABC1 tonight.Community Media Trust is the non-profit

company that owns GroundUp.The series called JAB follows the “coming-

of-age” story of Bee Sondlo, a 19-year-old fe-male boxer from Langa.

Despite financial and social hurdles,Sondlo is determined tomake it in the worldof competitive women’s boxing.

The series, directed by Lucilla Blanken-berg and screenwritten by Paul Ian John-son, aims at highlighting the plight of youngfemale competitive boxers in South Africa.

The first of 13 episodes will be aired at8:30pm on Friday.

“I’ve wanted to tell this story for years,”said Blankenberg, who herself trained inkickboxing. “I found myself training andcompeting with kickboxers and boxers in asport dominated by men dotted with a fewwomen here and there.”The cast includes Vanessa Ntlapo as Bee

Sondlo, Mzu Ntantiso, Faniswa Yisa, Zingi

Mtuzula and Lemogang Tsipa.The boxing sequences were choreo-

graphed for the series by professional fe-male boxing champion Rushda Mallick.JAB is the production company’s second

television series. The first, Amaza, wasbroadcast in 2014, and reached an estimated7.5 million viewers.“Community Media Trust has been devel-

opingnew talent onJAB, fromactors towrit-ers to production crew. The company alsoprovides on the job training for young aspir-ing screenwriters,” the company says.In a statement, Community Media Trust

noted that while the standard of competitivewomen’s boxing continues to grow in SouthAfrica, professional female boxers are stillnot given the same publicity and sponsor-ships as theirmale counterparts. JAB hopesto help promote this increasingly popularsport and to help foster a sense of inclusive-ness in what is often a very male dominateddomain.

“We need the points more than them, asour goal is a top eight finish.”

Baxter voiced his support for Komphela,who has come under fire from a section ofthe supporters: “Steve is doing a really good

job. It is not easy at Chiefs. The margin be-tween having a good season and a reasona-ble one is very fine. I don’t think any fan cancomplain about him.”Baxter said his advantage would be that

he knows the players and has a good ideawhat to expect: “But at the same time theyknow how I operate, so it will be an interest-ing game.”It will also be an emotional return for Su-

perSport strikerKingstonNkhatha,whohasscored twice in Baxter’s three matches incharge. The Zimbabwean striker was givena rough time by the Chiefs fans before hejoined Matsatsantsa last January.Baxter always had faith in Nkhatha at

Chiefs. He has shown he is getting back tohis best. He will have a point to prove to theChiefs fans.Said Baxter: “Kingston is scoring goals

again.He scored awonder goal in our 3-1 lossto Ajax Cape Town and then scored in the2-0 win over Tuks.”

are hoping that their cofferswill betoo.The Gugulethu Basketball team

juniors hosted the fund raisinggames in an effort to see them reg-

istered to the Cape Town Basket-ball League for the upcoming sea-son.The team invited local teams as

well as would be sponsors on theday with the aim of raising the re-quired funds.According to organiser and

coach Ndzuzo Manona the teamneeds around R 8000 to register its

six divisions to the league. That isthe boys and girls under 12, 14 and16s by the end of March.“We decided to host a fund rais-

ing day so that we can get assist-ance as we are struggling finan-cially. We are struggling with thebasic things such as balls and kits.We would like to have every

member of the team to have theirvery ownball. Thatwould go a longway towards the improvement ofour players,” said Manona.Along with fellow organisers

Nomakhosazana Ndlotyeni andNontsikelelo Njongwana, Manonasaid that they were very pleased tosee a large turnout at the basket-ball court.“The parents are very crucial as

they support is veryencourages forthe children. For many of our chil-dren here it was the first time thatthey played at a filled facility withfans cheering on. Its great for theirmoral,” he noted.While it was fun and games the
